A la date du 18 mai 1945, on trouve dans les archives de la police du IVème arrondissement de Paris ce rapport : "Expulsion de M. Jean Marie, 33 rue des Francs Bourgeois, en vertu d'une décision de justice […] provoquant la réintégration à un M Rosenfeld, précédent locataire . Alors que l'opération était terminée, une centaine d'individus force le triple barrage établi et envahit l'immeuble. Les individus s'introduisent par la force dans le logement pendant que d'autres remontent pièces par pièces le mobilier. […] Ces individus déclarent qu'il est inadmissible de mettre des français à la porte pour réintégrer parfois des étrangers. Ils n'ont reçu aucune convocation et n'appartiennent à aucune organisation." Ce jour-là on assiste donc à une manifestation contre la restitution d'un appartement à son ancien locataire. Sarah Gensburger, sociologue au CNRS/Sciences Po Paris, Isabelle Backouche, historienne à l'EHESS et Eric Le Bourhis, historien à l'Inalco, ont mené une grande enquête pour comprendre comment les rescapés de la Shoah ont subi la nouvelle épreuve de retrouver leur appartement, à leur retour à Paris. On today's episode we explore the ins and outs of the 1936 Soviet Constitution - also known as the "Stalin Constitution" - how it was written, what it guaranteed, what led to its drafting, how it affected life in the USSR as well as the social, political and economic contexts surrounding its drafting. We pay particular attention to how the tensions between central authority in Moscow, regional actors and popular sovereignty created a unique context for the practice and development of Soviet democracy, federalism and constitutionalism, complicating black and white narratives of Soviet political centralization. Our guest is Samantha Lomb - author of Stalin's ConstitutionSoviet Participatory Politics and the Discussion of the 1936 Draft Constitution - here is a description of the book:"Upon its adoption in December 1936, Soviet leaders hailed the new so-called Stalin Constitution as the most democratic in the world. Scholars have long scoffed at this claim, noting that the mass repression of 1937–1938 that followed rendered it a hollow document. This study does not address these competing claims, but rather focuses on the six-month long popular discussion of the draft Constitution, which preceded its formal adoption in December 1936. Drawing on rich archival sources, this book uses the discussion of the draft 1936 Constitution to examine discourse between the central state leadership and citizens about the new Soviet social contract, which delineated the roles the state and citizens should play in developing socialism. For the central leadership, mobilizing its citizenry in a variety of state building campaigns was the main goal of the discussion of the draft Constitution. However, the goals of the central leadership at times stood in stark contrast with the people's expressed interpretation of that social contract. Citizens of the USSR focused on securing rights and privileges, often related to improving their daily lives, from the central government."Dr. Lomb works at Vyatka State University in Kirov, Russia. She received her PhD in history from the University of Pittsburgh in 2014. Her first book, Stalin's Constitution: Soviet Participatory Politics and the Discussion of the 1936 Draft Constitution, was published in 2017. Currently she is working on a book manuscript about collective farm life in the 1930s and a research project on repression. On the topic of collectivization, she has published an article "Moscow is Far Away: Peasant Communal Traditions in the Expulsion of Collective Farm Members in the Vyatka–Kirov Region 1932–1939" in Europe Asia Studies in 2022 and a book chapter called “Nashi/ne Nashi, Individual Smallholders, Social Control, and the State in Ziuzdinskii District, Kirov Region, 1932–9” in Social Control under Stalin and Khrushchev: The Phantom of a Well-Ordered State, edited by Immo Rebitschek and Aaron B. Retish (University of Toronto Press: August 2023). She was also the editor of Win or Else: Soviet Football in Moscow and Beyond, 1921–1985, written by Larry Holmes, published in 2024.

Plus de 6 800 étudiants de l'université sont concernés. La prestigieuse a déposé en recours en justice. Sur RFI, Vincent Pons, économiste français enseignant à Harvard, estime qu'il « faut se battre car cette décision est illégale, et car l'enjeu dépasse très largement Harvard. Il est aujourd'hui évident que m'administration américaine cible Harvard pour envoyer un message fort aux autres universités et pour s'assurer qu'elles restent dans le rang ».Pour le Boston Globe, en s'en prenant aux étudiants internationaux de Harvard, le président américain satisfait peut-être sa base électorale, mais il « tire une balle dans le pied des États-Unis ». A la clôture du procès, le directeur de la Police des étrangers, Van Heerswyngels, écrit que la condamnation d'Israël P., qu'il qualifie de « colporteur israélite », ne justifie pas une expulsion. Un autre agent défend n'est pas de cet avis : « Nous devons nous montrer sévère à l'égard des trompeurs de cette catégorie, affirme-t-il, ils sont habiles ». Le 18 mai, dans une note de service signée Beernaert, chef de bureau, on peut lire : « Tromper le monde sur la qualité ou la quantité de leur marchandise, c'est le délit que les colporteurs juifs commettent généralement et très couramment. (…) Une note du 9 mai dit que l'administration doit se montrer sévère à l'égard des trompeurs de la catégorie dont il s'agit, parce qu'ils sont habiles. On peut ajouter sans crainte qu'ils récidivent toujours. Du moment qu'un étranger de cette catégorie a encouru même conditionnellement une condamnation (…), il doit être considéré comme dangereux pour l'ordre public, soit à raison de la nature des faits, soit à raison des moyens dont il s'est servi pour tromper la société ; il n'y a plus à hésiter. L'expulsion est d'ordre public et son caractère est essentiellement préventif. Je propose de provoquer cette mesure à l'égard du nommé P. » Au tournant du vingtième siècle, le quartier de Cureghem est identifié, par les forces de l'ordre, comme un endroit juif, pauvre et étranger. Les juifs du quartier font l'objet d'une surveillance accrue. Quels sont précisément les stéréotypes judéophobes au sein de la Police des étrangers ? From the battles over Jerusalem to the emergence of the “Holy Land,” from legally mandated ghettos to the Edict of Expulsion, geography has long been a component of Christian-Jewish relations. Attending to world maps drawn by medieval Christian mapmakers, Cartographies of Exclusion: Anti-Semitic Mapping in Medieval England (Penn State University Press, 2024) by Dr. Asa Simon Mittman brings us to the literal drawing board of “Christendom” and shows the creation, in real time, of a mythic state intended to dehumanize the non-Christian people it ultimately sought to displace. In his close analyses of English maps from the twelfth and thirteenth centuries, Asa Simon Mittman makes a valuable contribution to conversations about medieval Christian perceptions of Jews and Judaism. Grounding his arguments in the history of anti-Jewish sentiment and actions rampant in twelfth- and thirteenth-century England, Dr. Mittman shows how English world maps of the period successfully Othered Jewish people by means of four primary strategies: conflating Jews with other groups; spreading libels about Jewish bodies, beliefs, and practices; associating Jews with Satan; and, most importantly, cartographically “mislocating” Jews in time and space. On maps, Jews were banished to locations and historical moments with no actual connection to Jewish populations or histories. Medieval Christian anti-Semitism is the foundation upon which modern anti-Semitism rests, and the medieval mapping of Jews was crucial to that foundation. Dr. Mittman's thinking offers essential insights for any scholar interested in the interface of cartography, politics, and religion in premodern Europe. This interview was conducted by Dr. Miranda Melcher whose book focuses on post-conflict military integration, understanding treaty negotiation and implementation in civil war contexts, with qualitative analysis of the Angolan and Mozambican civil wars. Comportement constituant une menace à l'ordre publicUn étranger peut être visé par une OQTF si son comportement est jugé dangereux pour la société. L'étranger peut contester cette décision devant le tribunal administratif dans un délai restreint (48 heures à 30 jours selon les cas).En France, le taux d'exécution des Obligations de Quitter le Territoire Français (OQTF) est historiquement faible. Selon les données disponibles jusqu'à 2022, ce taux a fluctué autour de 12,5 % en moyenne sur les quinze dernières années, avec des variations notables :2007 : 3,9 %2012 : 22,4 %Depuis 2020 : stabilisation en dessous de 7 % Plus précisément, en 2022, le taux d'exécution des OQTF était de 6,8 %, soit 9 078 mesures exécutées sur les 134 280 prononcées. On February 4th, President Donald Trump said that all Palestinians in Gaza should leave the coastal enclave and go to other Arab countries such as Egypt or Jordan—a move that, if actualized, would mark a drastic chapter in the Palestinians' history of being ethnically cleansed. Israel immediately embraced the idea, with the country's war minister ordering the military to draft plans to facilitate a mass exodus of Palestinians from Gaza.
