I began to wonder why he had not called and how he didn't think or consider it necessary to call me. So, I picked my phone and dialed his number and it connected immediately. As soon as I heard "Hello", I just went "like seriously, you didn't think to call or even send a text? It's been what, 3days, no, 4days actually and your mind no shake, you even had confidence to pick my call, seriously??" Then the voice on the other end said "sorry, the owner of this phone has been on admission in the hospital for some days now. He was brought unconscious but is much better. He is resting and I'll let him know you called when he wakes up". I just went silent. Ah! As in, what just happened here? How did I just carelessly do this? Unfortunately, a lot of us belong here. We have relegated communication to be one sided. We have decided that in our relationships, the duty of calling and texting is for one person while the other person just receives the call or text. Many of us have scattered our relationships because of this lack of understanding in communication. Now, by relationship, I mean with friends, family, schoolmates, your social circle or even colleagues at work. We have decided that if they do not call, we will also not reach out to them, we have forgotten that communication is not a one man job. If only we can prioritize our relationships and take the responsibility of reaching out to one another. The truth is that a lot of things will actually get better so long as our communication gets better. So, in this 2023, I urge us all to be responsible in our communication. Reach out to people, talk freely and be a listener too so that our relationships will be sweeter and stress-free. The average price of 5kg cooking gas increased from N4,474.48 in September to N4,483.75 in October, representing a 0.21% rise. The National Bureau of Statistics says on a year-on-year basis, the increase was 70.62 percent from N2,627.94 in October 2021 to N4,483.75 in October 2022. The report shows that Kwara recorded the highest average price at N4,955 for 5kg of cooking gas, followed by Niger at N4,950 and Adamawa at N4,940.29. The report states that Abia recorded the lowest price at N4,045.45, followed by Kano and Delta at N4,100 and N4,139.29, respectively.

Stan Kasprzyk has an incredible story of leaving communist Poland to live in capitalist Africa and the amazing adventures that occured. In his own words... I was born in Poland, and three years later, Stalin died in the Kremlin. In my happy childhood, I threw myself into the world's geography. First, I studied countries, their capitals, rivers and mountains, and all objects on the map. My parents bought me atlases. I tended to spread the message of geography and quizzed adults about it. What is the capital of Columbia? I asked, and surprisingly, no one knew. Some were embarrassed, though. Interests in history and maths came later, which led to economics as my serious study and profession. But what kind of economy and economic study can one enjoy in a communist country where Marxist theory is the religion for the masses and leads to a market and social catastrophe similar to what we see in Sri Lanka today? But Poland in the 1970s and 1980s was not a free, neutral island on the Indian Ocean. It remained in a grip created by Stalin. And here we have a narrative arc spanning the first half of my life. To begin the second half, I had to enter my purgatory. It happened to be the Kingdom of Adamawa in the North-eastern corner of Nigeria and the town of Yola. Being a geography maniac, I had nothing against going to Africa for at least two years. Moreover, I adored the idea, so I fully accepted Yola with its rustic beauty and tranquility - except for the bloody days of early March in 1984 (see Maitatsine). The purgatory in Yola was for two years with a chance of extension. With my family, we decided to take the second leap. We went West. I became a software specialist and enjoyed three decades working on absorbing and taxing projects. In retirement, I looked for new frontiers, and the top one was writing the “African” memoir. ABUJA – In receipt of reports from judicial panels regarding EndSARS protests set up in 28 States across the country and in the FCT, the National Economic Council have resolved that payment of compensation to victims should proceed with each State, in collaboration with the Federal Government, establishing the modalities for the settlement of all monetary compensations awarded by the panels.According to a release e-signed and made available to StarTrend Int'l & online – www.startrendinternational.com by ‘Laolu Akande, Senior Special Assistant to the President on Media & Publicity, Office of the Vice President, equally, NEC, which is composed of all State Governors in the Federation and representatives of the FG, Chaired by Vice President Yemi Osinbajo, SAN, also unanimously resolved on Friday, October 15, 2021, to ensure the prosecution of persons indicted by the panels. The Council specifically directed States “to immediately forward copies of final reports of the panels to their Attorneys-General for prompt arraignment and prosecution of all indicted persons.“Where incidents in the reports relate to matters of discipline, in addition to prosecution, NEC urged the Nigeria Police Force to take disciplinary action on the affected officers in line with the provisions of the Police Act 2020.”Also rising from today's NEC meeting, members strongly advised those planning protests to mark the anniversary of the ENDSARS to reconsider the option in view of “current security situation across the country and the possibility of such protests being hijacked by armed hoodlums and other opportunistic criminals to cause mayhem at such protest events and venues.”Below are the NEC resolutions on the panels and an advisory on the planned protests:NATIONAL ECONOMIC COUNCIL RESOLUTIONS ON “ENDSARS” PANELS' REPORTS ACROSS THE COUNTRY – 15TH OCTOBER 2021At its meeting today, 15th October 2021, the National Economic Council (NEC/Council) received an update on the Reports of Judicial Panels of Inquiry into Allegations of Human Rights Violations against Members of Nigeria Police Force and other Security Agencies.2. It may be recalled that following the October 2020 #EndSARS protests, which later transformed into violent demonstrations, in furtherance of resolution of NEC, twenty-eight (28) States and the Federal Capital Territory (FCT) (under the auspices of the National Human Rights Commission) had set up Judicial Panels/Commissions of Inquiry (Panels) to investigate allegations of violations of human rights levied against members of the Nigeria Police Force and other security agencies, especially members of the disbanded Special Anti-Robbery Squad (SARS).3. The 28 States that set up these Panels were Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Benue, Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Gombe, Imo, Kaduna, Katsina, Kogi, Kwara, Lagos, Nasarawa, Ogun, Ondo, Osun, Oyo, Plateau, Rivers, and Taraba.4. Out of the 28 States, 11 States (Abia, Ekiti, Enugu, Gombe, Kwara, Nasarawa, Ogun, Ondo, Osun, Plateau, and Rivers) have submitted their final reports to Council; with Lagos, set to finalise its sittings on 19th October 2021, submitting an interim report. Governors of other States including Delta and Ebonyi at today's meeting also indicated that their reports would be submitted soon.5. Following deliberations on the recommendations of the panels, NEC agreed/resolved as follows, (and this applies to all the States and FCT that set up the panels):PAYMENT OF COMPENSATION TO VICTIMS6. Each State, in collaboration with the Federal Government, shall establish modalities for the settlement of all monetary compensations awarded by the Panels. Already, as resolved by NEC, a number of States have set up Victims Compensation Funds, from which several victims have already received payments of sums awarded to them by the panels.PROSECUTION OF INDICTED PERSONS (SECURITY PERSONNEL AND CIVILIANS)7. Council directed State Governors to immediately forward copies of final reports of the panels to their Attorneys-General for prompt arraignment and prosecution of all indicted persons.8. Where incidents in the reports relate to matters of discipline, in addition to prosecution, NEC urged the Nigeria Police Force to take disciplinary action on the affected officers in line with the provisions of the Police Act 2020.IMPROVED EFFICIENCY OF NIGERIA POLICE FORCE AND OTHER SECURITY AGENCIES' ARCHITECTURE9. NEC called on the leadership of the security agencies to ensure that –a. Persons recruited into arms-bearing security agencies undergo psychiatric evaluations and drug tests before enlistment and periodically after enlistment to ensure that the personnel are psychologically fit to carry live weapons and to identify behavioural tendencies that may require psycho-social interventions.b. Personnel of the agencies dutifully observes Rules of Engagement in the discharge of their functions/duties around and within the civilian populace.c. While acknowledging the various initiatives introduced by the Federal Government to:*strengthen police accountability through the Police Service Commission,*sustain improved funding and budgetary allocation to the Nigeria Police Force and other securities agencies,*and the lifting of the ban on recruitment of police officers,Council urged the Federal Government to give priority to the general welfare of police officers and personnel of other security agencies.In particular, it advocated the review of pension and gratuity of retired police officers and attainment of parity of remuneration by police officers with sister security agencies.d. Undertake a comprehensive assessment of all police stations across the country with a view to ensuring that they are fit for purpose.e. Nigeria Police Force and other security agencies should deploy cutting-edge technology in the fight against crimes.f. Nigeria Police Force to, in line with the mandatory training provisions of the Police Act 2020, prioritize training of Police Officers on procedures for the entrenchment of Human Rights Provisions guaranteed by the Constitution and on the professional handling of weapons.g. All those detained by the Police as a result of the EndSars protests are expeditiously processed with due regard to the principles of fair hearing.h. The system established within the Nigeria Police Force for receipt and handling of complaints or petitions is strengthened, and all police officers on duty should be in police-approved uniform with their full names and force numbers boldly written for easy identification.i. The States should, as resolved by NEC:i)Properly utilize and support the community policing programme of the Federal Government, with active collaborative efforts and participation of traditional rulers, elders, youths, vigilante groups, etc.;ii)Establish standing committees under States Ministries of Justice to address human rights violations on a continuous basis; andiii)Take measures aimed at flushing out miscreants squatting in uncompleted buildings, and other blackout spots that serve as hideouts for criminals.THE NATIONAL ECONOMIC COUNCIL ALSO ISSUED AN ADVISORY ON PUBLIC PROTESTS AT THIS TIME AS FOLLOWS:While appreciating the role of lawful peaceful protests in the advancement of public discourse under democratic governance, the National Economic Council (NEC) strongly advises those planning public protests across the country to mark the anniversary of the #EndSARS, to consider other lawful alternative means of engagement.This is because of the current security situation across the country and the possibility of such protests being hijacked by armed hoodlums and other opportunistic criminals to cause mayhem at such protest events and venues. A report by Economic Confidential on annual states viability index 2020 has shown that Lagos, Nigeria's Financial Capital, with a sub-national gross domestic product in excess of $50.83 billion, is the most solvent and viable state in Nigeria year-to-date. For the fifth year running, the littoral state with aquatic resources has led in the Nigerian states' annual viability index. According to the ASVI computation, Lagos, which is by far an industrial behemoth, can pull along successfully without the monthly disbursements from the Federation Accounts Allocation Committee. But this is not the case with eight other states: Adamawa, Benue, Jigawa, Katsina, Niger, Taraba, and Yobe, described as economically insolvent and unviable, and cannot survive without the federal monthly envelope, due to their very low IGR accretion compared to their FAAC receipts.

After the Chibok schoolgirls abduction in 2014, the Federal Government launched the safer school's initiative to better protect students in school. Despite this laudable achievement, several students have been kidnapped from schools ever since. Many have wondered why the problem persist and why would students be the prime targets. This heightened doubts about the feasibility of the initiative coupled with several allegations that have been made about the management of funds earmarked for the initiative. The safer school initiative had Borno, Adamawa and Yobe as pilot states because of their peculiar security challenges and experiences. Years after, other states such as Kaduna, Niger and Zamfara have had their fair share of insecurity leading to the kidnap of students from schools while Plateau State have also had record of security breach within school community with various sad stories. On this edition of the programme, we shall be gleaning on basic learnings from the safe school initiative that private and community schools can adapt to ensure that schools are kept in the face of increasing insecurity across the country. The initiative has the following practical steps to keep students safe in school; A. School-based interventions B. Community interventions to protect schools; and C. Special measures for at-risk populations. This comes with various effects on education across volatile communities. Consequently, available statistics indicate, nearly 6.3 million or 60% of the 10.5 million Nigerian out of school children live in northern Nigeria where kidnap of students from schools has been more prevalent over the years. There are also huge geographical disparities between the percentage of out of school children in the Northeast, which is 30 times greater than the percentage in the Southeast and 60% of these are girls from Northern Nigeria. In view of all these, what is the impact on education in Northern Nigeria? what is the effect on the turnout of students across volatile areas? What are the likely school based interventions that can be applied to ensure students are kept safe while in school? What are some likely community interventions that can help protect school children? What are the uncertainties of school proprietors and parents / Guardians in this challenging times? What is the way forward? What lessons can be learnt and adapted by school in Jos and environs from these experiences? A Federal High Court in Abuja has Monday directed Senator Elisha Abbo PDP, Adamawa North who slapped a woman repeatedly at a sex toy shop on May 11, 2019 to pay the sum of fifty million naira (N50), to Osimibibra Warmate for assault.The senate member was reported to have entered a sex toy shop around 6pm, with three young ladies to purchase adult toys.While shopping for the toys, one of the three girls started throwing up. She vomited multiple times, the shop owner passed a comment that the woman should have vomited outside and not inside her shop.Abbo, who was upset by the sudden illness of the girl accused the shop owner of poisoning the store's air conditioner, but the shop owner's difference of opinion was said to have angered Abbo, The senator was said to have called a policeman who he then ordered to arrest the shop owner.The shop owner quickly called her father to inform him that Abbo had called police over the matter and that she was about to be taken away.The shop owner's friend who had been standing nearby tried to intervene by pleading with the second man to take things easy but was slapped repeatedly by the lawmaker.The assault was reported on May 14 at the Maitama Area Command Headquarters on Nile Street, but the police told the victim to go look for Abbo's telephone number or they would not be able to do anything about it.He was later arraigned by the police before a magistrate court in Zuba, on a one-count charge for assaulting Warmate. Abdullahi Ilelah, the magistrate, upheld the no-case submission filed by the lawmaker and dismissed the case.However, Warmate continued to file a fundamental rights suit marked CV/2393/19 before the FCT high court, which has now ruled in her favour.

Since 2009, violent attacks by the militant group Jama’atu Ahlussunnah Lidda’awati wal-Jihad (commonly known as Boko Haram) has not only disrupted socio-economic and political activities in North East Nigeria but has led to forced displacement, the death and abduction of thousands of people and destruction of livelihoods. This caused a large scale humanitarian crisis in the North East region of Nigeria. Out of the 13 million people living in the states of Borno, Yobe and Adamawa, 7 million are in dire need of humanitarian assistance. Among them, close to 2 million are internally displaced while close to 1 million are living in areas that are hard to reach by the humanitarian agencies because of insecurity. What the communities in North East Nigeria are demanding is eradication of Boko Haram and an effective response to the humanitarian crisis. After President Muhammadu Buhari assumed power in May 2015, the Nigerian military response recorded some success against the insurgents. For example, most of the territory in North East Nigeria previously under the control of Boko Haram was recaptured by the Nigeria military. Also, the government has succeeded in negotiating the release of some of the kidnapped Dapchi and Chibok girls. This led the government to declare that it had ‘technically won the war’ against the insurgents because Boko Haram could no longer mount ‘conventional attacks’ against government establishment, security forces or civilian population. However, recent activities in the North East indicate that Boko Haram is still active and is proof that the military approach alone cannot tackle the Boko Haram insurgency. While hard-power tactics may have immediate success, it cannot establish strategic long term and sustainable solutions. To achieve sustainable peace, I strongly believe that government and relevant stakeholders should adopt a broad national response that will build effective partnership between the government, the security forces and communities in North East Nigeria. Currently, there is a disconnect and lack of trust between people in North East and the government. Also, current approach by the government fails to recognise the role of relevant stakeholders in the society such as community leaders who play a prominent role in building peace without occupying any formal position. Also, factors that led to the emergence of Boko Haram in the first place need to be addressed. Indeed, President Muhammadu Buhari is under intense pressure to act decisively in order to end the insurgency. Some call for the sacking of the current heads of the security forces. I believe, government should rethink its current military strategies of fighting the insurgency and develop a concerted effort that will address the root causes of the problem.
The World Bank has approved $346m for two projects aimed at strengthening resilience and livelihoods in the Lake Chad region. A statement from the World Bank on Wednesday explained that the projects, to be financed through the International Development Association, would be shared by Cameroon, Chad, Niger and Nigeria. The Multi-Sectoral Crisis Recovery Project for North Eastern Nigeria, Additional Financing will help the Federal Government to improve access to basic services and livelihood opportunities for crisis-affected communities in Adamawa, Borno and Yobe states. The project will also enhance coordination among the states and other Lake Chad countries. The Christian Association of Nigeria (CAN) chairman in Michika local government area of Adamawa State, Rev Lawan Andimi, has been killed by his abductors. Andimi was abducted by Boko Haram on January 2 when the mutineers attacked the community. In the process, kidnapped the Reverend.Confirming the killing of the abducted CAN Chairman, the Catholic Bishop of Yola Diocese, Bishop Dami Mamza said the murder of the clergy is gruesome and unfortunate. Bishop Mamza who made the disclosure in an interview with some news writers in Yola the Adamawa state capital said the insurgents had demanded for two million euros but still went ahead to execute the Pastor.

Recently, President Muhammadu Buhari, the Nigerian president, passed the “Not-too-young-to-run Act” into Law, thereby reducing the age qualification for certain elective offices created by the Nigerian constitution. The age qualification for president was reduced from 40 to 35 years. We are not at war and there are no natural disasters, but we still keep counting the dead in Nigeria. It bothers me that we have no value for human life. I believe that every human being has a spark of the divine within them; they have the imprint of God. There is no human being who has the right to cut short the life of another human being. Unfortunately, we’ve had a series of crises with alleged Fulani herdsmen, alleged because nobody carries an identification card, and we cannot say indeed who these people are. They are not settlers in the community, they are people who rove. The crises that just occurred in Benue state where at the most conservative count, 73 human beings died. It is just a tip of the iceberg; it’s been on, in Adamawa, in the South-East, various parts of Nigeria. I don’t know what it is about Benue that just hit the public consciousness in Nigeria, so poignantly so strongly. I think it is just the last straw that is breaking the camel’s back. We are all Nigerians, first and foremost human beings; let us choose those who would lead us to a country that we can truly be proud of. Do not believe everything you read. It is very easy to put a name on a broadcast and claim somebody said it, Let us be wise. Let us not be inflamed by what we read or what we heard someone said. Let us work with evidence and proof. Let us not take the law into our own hands, let us remain law abiding citizen. Anarchy is the only thing worse than bad governance, that should not be allowed to happen under our watch.
