Yobe State Governor, Mai Mala Buni, has appealed to the Central Bank of Nigeria to extend the January 31 deadline for the phasing out of the old notes. Buni however urged the apex bank to give a special concession and alternatives to Yobe residents for the change of the naira notes. He explained that only four out of the 17 local government areas in the state have banks, making it difficult for people in the remaining 13 local government areas to access banking services. The Bank noted that Adamawa, Borno and Yobe states which are in the Lake Chad region saw economic activities decline from 10 to 14 per cent between 2009 and 2013, adding that the region has recorded a 50 per cent decline in activities from 2018. Lead Economist, World Bank and co-author of the report, Mr Marco Hernandez says Boko Haram is not just on those places where insurgency happens, it also affects neighbouring parts for where the actual attack happens as well. The bank called for enhanced trade, improved infrastructure to move people goods and services, improved governance and management of natural resources.

A report by Economic Confidential on annual states viability index 2020 has shown that Lagos, Nigeria's Financial Capital, with a sub-national gross domestic product in excess of $50.83 billion, is the most solvent and viable state in Nigeria year-to-date. For the fifth year running, the littoral state with aquatic resources has led in the Nigerian states' annual viability index. According to the ASVI computation, Lagos, which is by far an industrial behemoth, can pull along successfully without the monthly disbursements from the Federation Accounts Allocation Committee. But this is not the case with eight other states: Adamawa, Benue, Jigawa, Katsina, Niger, Taraba, and Yobe, described as economically insolvent and unviable, and cannot survive without the federal monthly envelope, due to their very low IGR accretion compared to their FAAC receipts.

Spécialiste des problématiques de sécurité, de migration et d'aide humanitaire, il a vécu de nombreuses années au Nigéria et Nicolas Baverez, Béatrice Giblin et Lionel Zinsou. Le Nigéria est un géant anglophone entouré d'États ouest-africains francophones. Il comptait, en 2019, plus de 220 millions d'habitants pour un PIB de près de 450 milliards de dollars selon la Banque mondiale. Il représenteainsi la population la plus importante et la première économie en Afrique tandis que sa capitale, Lagos, est la première ville du continent. Sa population est estimée à 14 millions d'habitants. S'il est la première puissance économique d'Afrique, le Nigéria est aussi le pays qui compte le plus grand nombre de personnes indigentes au monde : 83 millions de personnes vivent sous le seuil de pauvreté, selon le Bureau National des Statistiques. Si les revenus issus du pétrole, dont le Nigéria est le premier exportateur en Afrique, constituent une grande part des recettes budgétaires du pays, le secteur représente peu en termes d'emplois et rend la croissance économique dépendante des cours mondiaux. Pendant la pandémie, ceux-ci se sont effondrés et ont fait reculer le PIB nigérian de 1,8%, faisant entrer le pays dans sa deuxième récession depuis 2016. ​Aujourd'hui, les acteurs économiques et les autorités s'accordent sur la nécessité de diversifier l'économie, notamment au profit des secteurs agricoles et manufacturiers. Ces dernières années, des mesures protectionnistes ont été prises, bannissant notamment les importations de riz pour soutenir la production locale. Selon le Bureau National des Statistiques, un actif sur trois est aujourd'hui sans emploi. En mars dernier, l'inflation a atteint 18%, et 23% pour les produits alimentaires, augmentation qu'explique en partie l'insécurité des régions agricoles : des millions de civils désertent leurs terres pour fuir la menace djihadiste dans le Nord-Est, et les conflits entre agriculteurs et éleveurs font des ravages dans les régions du centre.​ Depuis 2009 et son insurrection armée contre quatre États du Nord (Bauchi, Borno, Yobe et Kano), le groupe jihadiste Boko Haram, continue de sévir au Nigéria, prenant pour cible les militaires et les civils. Depuis 2015, ce groupe s'est installé le long des frontières du Nord Est, autour du lac Tchad.​En avril 2014, l'enlèvement de plus de 270 jeunes filles à Chibok avait suscité un vaste mouvement de solidarité internationale sous le slogan « Bring Back our girls ». Yobe elevates voice technology to capture the nuances of everyday communication and unlock the potential of voice for modern brands."Our Solution allows us to, very similar to human hearing, to pull out the perceptual value of what's happening in a human voice," Sutton said.This means lowering the signal-to-noise ratio for many solutions, so from an auditory standpoint, you can hear something. A byproduct of their way of doing things also enhances some of the perceptual data, such as biometrics, location of the voice, or the talker. Their solution is similar to a human, according to Sutton, where a listener would know if a speaker is male or female, child or adult, the intent of the speech such as joking or serious."These are some of the metadata that's captured and locked in the voice signal that we've spent all our career really focusing on," Sutton said. After the Chibok schoolgirls abduction in 2014, the Federal Government launched the safer school's initiative to better protect students in school. Despite this laudable achievement, several students have been kidnapped from schools ever since. Many have wondered why the problem persist and why would students be the prime targets. This heightened doubts about the feasibility of the initiative coupled with several allegations that have been made about the management of funds earmarked for the initiative. The safer school initiative had Borno, Adamawa and Yobe as pilot states because of their peculiar security challenges and experiences. Years after, other states such as Kaduna, Niger and Zamfara have had their fair share of insecurity leading to the kidnap of students from schools while Plateau State have also had record of security breach within school community with various sad stories. On this edition of the programme, we shall be gleaning on basic learnings from the safe school initiative that private and community schools can adapt to ensure that schools are kept in the face of increasing insecurity across the country. The initiative has the following practical steps to keep students safe in school; A. School-based interventions B. Community interventions to protect schools; and C. Special measures for at-risk populations. This comes with various effects on education across volatile communities. Consequently, available statistics indicate, nearly 6.3 million or 60% of the 10.5 million Nigerian out of school children live in northern Nigeria where kidnap of students from schools has been more prevalent over the years. There are also huge geographical disparities between the percentage of out of school children in the Northeast, which is 30 times greater than the percentage in the Southeast and 60% of these are girls from Northern Nigeria. In view of all these, what is the impact on education in Northern Nigeria? what is the effect on the turnout of students across volatile areas? What are the likely school based interventions that can be applied to ensure students are kept safe while in school? What are some likely community interventions that can help protect school children? What are the uncertainties of school proprietors and parents / Guardians in this challenging times? What is the way forward? What lessons can be learnt and adapted by school in Jos and environs from these experiences? All these and many more will form the basis of our discussion on today's edition of Building Bridges.

Nigeria on Wednesday recorded 110 new cases of coronavirus but no new deaths for the sixth consecutive day, according to the Nigeria Centre for Disease Control statistics.The last time the health agency recorded a death was on April 1 when the toll increased by one to 2,058.Wednesday's new cases were reported from 11 states, including Lagos (24), Yobe (24), FCT (16), Bayelsa (10), Rivers (10), Kaduna (10),Nasarawa (5), Akwa Ibom (4), Bauchi (3), Edo (3), and Plateau(1).To date, the country has recorded 163,440 cases of the virus out of which 153,788 have recovered.On Tuesday, the Federal Government took delivery of 100,000 more doses of the AstraZeneca vaccine from the Indian government as vaccination efforts continue across the country.Nigeria already launched the vaccination of its citizens with the Oxford-AstraZeneca vaccine it received almost four million doses of through the COVAX facility, a UN backed arrangement.

The total domestic debts for the 36 states of federation and the Federal Capital Territory stood at N4.1tn as of the end of March, 2020, the Debt Management Office has disclosed. According to the DMO, Lagos led with a debt profile of N444.22bn followed by Rivers that had a debt of N266.93bn. Niger, Ogun, Ondo and Osun had N59.83bn, N143.53bn, N65.29bn and N137.3bn, while Oyo, Plateau, Sokoto and Taraba had N100.59bn, N130.73bn, N47.74bn and N81.26bn respectively. Since 2009, violent attacks by the militant group Jama’atu Ahlussunnah Lidda’awati wal-Jihad (commonly known as Boko Haram) has not only disrupted socio-economic and political activities in North East Nigeria but has led to forced displacement, the death and abduction of thousands of people and destruction of livelihoods. This caused a large scale humanitarian crisis in the North East region of Nigeria. Out of the 13 million people living in the states of Borno, Yobe and Adamawa, 7 million are in dire need of humanitarian assistance. Among them, close to 2 million are internally displaced while close to 1 million are living in areas that are hard to reach by the humanitarian agencies because of insecurity. What the communities in North East Nigeria are demanding is eradication of Boko Haram and an effective response to the humanitarian crisis. After President Muhammadu Buhari assumed power in May 2015, the Nigerian military response recorded some success against the insurgents. For example, most of the territory in North East Nigeria previously under the control of Boko Haram was recaptured by the Nigeria military. Also, the government has succeeded in negotiating the release of some of the kidnapped Dapchi and Chibok girls. This led the government to declare that it had ‘technically won the war’ against the insurgents because Boko Haram could no longer mount ‘conventional attacks’ against government establishment, security forces or civilian population. However, recent activities in the North East indicate that Boko Haram is still active and is proof that the military approach alone cannot tackle the Boko Haram insurgency. While hard-power tactics may have immediate success, it cannot establish strategic long term and sustainable solutions. To achieve sustainable peace, I strongly believe that government and relevant stakeholders should adopt a broad national response that will build effective partnership between the government, the security forces and communities in North East Nigeria. Currently, there is a disconnect and lack of trust between people in North East and the government. Also, current approach by the government fails to recognise the role of relevant stakeholders in the society such as community leaders who play a prominent role in building peace without occupying any formal position. Also, factors that led to the emergence of Boko Haram in the first place need to be addressed. Indeed, President Muhammadu Buhari is under intense pressure to act decisively in order to end the insurgency. Some call for the sacking of the current heads of the security forces. I believe, government should rethink its current military strategies of fighting the insurgency and develop a concerted effort that will address the root causes of the problem.

The World Bank has approved $346m for two projects aimed at strengthening resilience and livelihoods in the Lake Chad region. A statement from the World Bank on Wednesday explained that the projects, to be financed through the International Development Association, would be shared by Cameroon, Chad, Niger and Nigeria. The Multi-Sectoral Crisis Recovery Project for North Eastern Nigeria, Additional Financing will help the Federal Government to improve access to basic services and livelihood opportunities for crisis-affected communities in Adamawa, Borno and Yobe states. The project will also enhance coordination among the states and other Lake Chad countries. NBS Says Petrol Sold Above N130 In 17 States.

According to the National Bureau of Statistics, the price of petrol was above N130 per litre in 17 states in April, despite the reduction in the price of petrol to N125 per litre. The pump price of petrol, which is still being regulated by the government, was reduced to N125 per litre from N145 per litre on March 18, 2020 following the sharp drop in global crude oil prices. However, the NBS in its latest PMS report said the average price paid by consumers for a litre of petrol stood at N130.84 in April, down from N145.40 in March. The average price of the product was as high as N140.57 per litre in Jigawa, Borno, and Taraba. Other states where petrol was sold above N130 per litre were Bauchi, Sokoto, Yobe, Kaduna, Katsina, Gombe, Kano and Kogi. The latest Internally Generated Revenue report released by the National Bureau of Statistics showed that all states in Nigeria generated the total sum of N691.11 billion between January and June 2019. According to the Bureau’s report, the IGR generated by the 36 states and FCT rose by 94.2 billion (15.7%) when compared to the N596.91 billion IGR generated in half 2018. The report also showed that thirty-one (31) states and the FCT recorded growth in IGR while five (5) states recorded a decline in IGR at the end of H1 2019. Details of the report showed that across the 36 states, Lagos State generated the biggest IGR of N205.16 billion, representing 30% of the total states’ IGR in half-year 2019. River State ranked as the second biggest with an IGR of N75.9 billion Other states among the top 10 states with the biggest IGR include FCT (N38.5 billion), Delta (N36.3 billion), Ogun (N29.5 billion), Kaduna (N22.4 billion), Akwa Ibom (N20.4 billion), Ondo (N19 billion), Kano (N18.5 billion) and Cross River (N16.7 billion). Recently, President Muhammadu Buhari, the Nigerian president, passed the “Not-too-young-to-run Act” into Law, thereby reducing the age qualification for certain elective offices created by the Nigerian constitution. The age qualification for president was reduced from 40 to 35 years. This effort was spearheaded by the wonderful folks at the Not Too Young to Run (NTYTR) Movement.Thanks to the one degree of separation between us, I was able to bring one of those wonderful folks (Mr. Mark Amaza) behind the NTYTR movement on the show. In this episode, Mark and I talked a lot about this campaign and he was gracious enough to answer all the questions I presented before him.
