Last week, Ukrainian President Volodymyr Zelenskyy held a long call with Chinese President Xi Jinping, in which Xi appealed for negotiations to begin between Ukraine and Russia. This week on Intercepted, hosts Jeremy Scahill and Murtaza Hussain are joined by Alfred W. McCoy, the Harrington professor of history at the University of Wisconsin-Madison and the author of “To Govern the Globe: World Orders and Catastrophic Change.” As McCoy explains, China's role in brokering a peace deal could be instrumental. And it also signals that the U.S. government is no longer the most powerful and influential world power in every region of the world, as it once was. McCoy says, “If Putin sat down with Xi Jinping and Zelenskyy and they sign an agreement, Putin couldn't break that agreement. He can break any other agreement, he'll break them, he's done it many times, but that's one he can't break.”If you'd like to support our work, go to theintercept.com/join — your donation, no matter what the amount, makes a real difference. And if you haven't already, please subscribe to the show so you can hear it every week. Those who fail to learn from history are doomed to repeat it. Jason Hartman interviews Alfred W. McCoy, Harrington Professor of History at the University of Wisconsin-Madison on his work investigating the changing nature of empires, the kind of world orders they create and projecting this knowledge into the future. McCoy's latest book To Govern the Globe: World Orders and Catastrophic Change, analyzes the rise and fall of empires through their geopolitics. Can the liberal international order that the United States created during its 70 years as the world's great hegemon survive? Will the rise of China displace the US? China is using the Belt and Road Initiative to break our economic dominance over Eurasia and if that happens, then it is almost as if by natural law, power and profit will flow to Beijing and China will become the epicenter of the global economy. Global accounting firm PricewaterhouseCoopers estimates that by 2030, China's economy will be 50% larger than the US economy. Jason Hartman and Alfred McCoy also discuss the dollar as the world's reserve currency, China's presence in Africa and the ramifications of climate change producing very serious problems for world order. Key Takeaways: 1:39 In 600 years of world history, there have been 90 empires, but only 3 world orders 2:53 All powerful empires have an expiration date 3:43 Will the Chinese regime displace the US? Join two world-renowned historians, Andrew Bacevich and Alfred W. McCoy, to discuss McCoy's latest book, To Govern the Globe: World Orders and Catastrophic Change. In a sweep through seven centuries from 1350 to 2050, the work explains how catastrophes-- pandemics, wars, and climate crisis--have shaped the destiny of empires and world orders. By rendering often-opaque environmental science in lucid prose, the book explains how climate change and changing world orders will shape the life opportunities for younger generations, born at the start of this century, during the coming decades that will serve as the signposts of their lives—2030, 2050, 2070, and beyond. On this edition of Parallax Views, the distinguished historian Prof. Alfred W. McCoy of the University of Wisconsin-Madison joins us to discuss his latest book To Govern the Globe: World Orders and Catastrophic Change. McCoy's previous works include the classic The Politics of Heroin: CIA Complicity in the Global Drug Trade as well as A Question of Torture: CIA Interrogation, from the Cold War to the War on Terror, Policing America's Empire: The United States, the Philippines, and the Rise of the Surveillance State, Colonial Crucible: Empire in the Making of the Modern American State, Endless Empire: Spain's Retreat, Europe's Eclipse, America's Decline, and In the Shadows of the American Century: The Rise and Decline of US Global Power. In To Govern the Globe, delves into the history of empires and world orders from the Iberian Age to now as well as tackling the seeming decline of U.S. hegemonic power, the rise of China, and what climate change means for world order going forward. In this conversation Alfred and I begin by discussing the meaning of empire and world order and what those terms mean. We then delve into the issue of what Alfred calls the "delicate duality" in which Empires express ideals on one hand but seeks maintenance of power, often through breaking from those ideals, on the other. From there we dive into a number of other topics including the United Nations and the Universal Declaration of Human Rights, how the contradictions of the "delicate duality" can eventually undermine and subvert an empire, the degradation of U.S. moral authority vis-a-vis the torture at Abu Gharib and Guantanamo Bay, China and an alternative international order, climate change and its projected impact on Shanghai by 1950, the late geopolitical chess player Zbigniew Brzezinski, principle vs. power in China and the U.S., what the decline of U.S. power means for the American public, projecting 2030 as the year of America's loss of hegemonic power globally, Chinese military power and technology in the near future, the Pentagon war games in which the U.S. end up in a conflict with China over Taiwan, the succession of hegemonic powers historically and their struggles to dominate the Eurasian land mass, how the U.S. dominated the Eurasian landmass through the North Atlantic Treaty Organization (NATO), China and the Shanghai Cooperative Organization, China and the tri-continental world island, potential waning of relations between U.S. with countries like Japan and the Philippines, the advantage that the U.S. has had as the global hegemon, the establishment of the U.S. dollar as the global reserve currency and the construction of a "Grand Imperial Bargain", the weak social safety net and low wages in the U.S. and workers relying on cheap good that could become expensive in the future (causing social tensions to arise and exacerbate), not wanting to make policy recommendation in To Govern the Globe as it could degrade an objective analysis of the historical trajectory, Barack Obama's strategy for containing China and the Asia Pivot, the Trans-Pacific Partnership (TPP) and the Transatlantic Trade and Investment Partnership (TTIP), Sir Halford McKinder and the World Island, Zbigniew Brzezinski's conditions for the perpetuation of U.S. hegemonic power and how all those conditions have been violated), climate change as the next catastrophe for world order and the choice between world order and barbarism that may face us as climate change worsen, climate change and the potential refugee crisis it could cause, the emergence of the First World Order through the Black Death and the destruction of the Mongolian Empire, the death of one world order and the emergence of another throughout history, China and coal power, projections indicating China will be hit by extreme heatwaves in the coming decades, international cooperation without the total loss of national sovereignty, the potential for a new kind of empowered world order to face climate change, climate change and the potential for brutal conflict over resources like water, the prosperous Global North vs. the impoverished Global South, John Mearsheimer and looking past the anarchic world system, the European Union, ceding limited and narrow areas of sovereignty as a small reform that could combat climate change, and more!
In his latest book, To Govern the Globe: World Orders and Catastrophic Change, historian Alfred McCoy explains how a succession of catastrophes—from the devastating Black Death of 1350 through the coming climate crisis of 2050—has produced a relentless succession of rising empires and fading world orders. During the long centuries of Iberian and British imperial rule, the quest for new forms of energy led to the development of the colonial sugar plantation as a uniquely profitable kind of commerce. In a time when issues of race and social justice have arisen with pressing urgency, the book explains how the plantation's extraordinary profitability relied on a production system that literally worked the slaves to death, creating an insatiable appetite for new captives that made the African slave trade a central feature of modern capitalism for over four centuries. After surveying past centuries roiled by imperial wars, national revolutions, and the struggle for human rights, McCoy seeks to prognosticate about the future, highlighting the ways in which climate change and changing world orders will shape the life opportunities for younger generations. What does the past tell us about the future of the global order? How and why is this order changed? And what will this mean for future generations? Alfred McCoy Alfred W. McCoy holds the Harrington chair of History at the University of Wisconsin-Madison where he teaches classes on the Vietnam War, modern empires, and U.S. foreign policy. Most recently, he is the author of "In the Shadows of the American Century: The Rise and Decline of U.S. Global Power" (Chicago, 2017). He is also the author of "Policing America's Empire: The United States, the Philippines, and the Rise of the Surveillance State" (Madison, 2009) which won the Kahin Prize from the Association for Asian Studies. His best-known book, "The Politics of Heroin," stirred controversy when the C.I.A. tried to block its publication back in 1972, but it has remained in print for nearly 50 years, been translated into nine languages, and is generally regarded as the "classic" work on global drug trafficking. Alfred W. McCoy is the author of a tremendous new book called To Govern the Globe: World Orders and Catastrophic Change. He also holds the Harrington Chair in History at the University of Wisconsin-Madison. After earning his Ph.D. in Southeast Asian history at Yale in 1977, his writing has focused on Philippine political history, the history of modern empires, and the covert netherworld of illicit drugs, syndicate crime, and state security. His first book, The Politics of Heroin in Southeast Asia (1972), sparked controversy over the CIA's attempt to block its publication. His book A Question of Torture: CIA Interrogation, From the Cold War to the War on Terror (2006) provided the historical dimension for the Oscar-winning documentary feature, Taxi to the Darkside.
Scott interviews Professor Alfred McCoy about the history of the drug trade during America's decades-long involvement in Afghanistan. Before the 1980s, McCoy explains, drugs were not a significant part of the Afghan economy—but that all changed when President Bush's CIA began arming a resistance against the Soviet occupation of Afghanistan. These Mujahideen fighters turned to opium for their funding, quickly growing Afghanistan's opium trade to thousands of tons a year, and accounting for 70% of the world's heroin trade. When the Taliban wiped out the drug trade in the late 90s, the resulting economic devastation was part of what allowed the U.S. to achieve such a swift military victory. And throughout the U.S. occupation, drugs have once again become by far the biggest part of Afghanistan's economy. Opium, McCoy concludes, has been an inextricable part of nearly every significant event in Afghan history for the last 40 years, and it is impossible to adequately understand the issues facing Afghanistan without understanding the drug trade. In general, McCoy fears that U.S. withdrawal—which is virtually inevitable at this point—will trigger serious chaos, and may present another "fall of Saigon" moment. If this should occur, it may give war hawks an argument against pulling out of any protracted conflict like Afghanistan in the future. Noted academic Alfred W. McCoy, Fred Harvey Harrington Professor of History at the University of Wisconsin–Madison, believes the the answer to both those question is "Yes." McCoy has authored numerous books over the years including The Politics of Heroin in Southeast Asia: CIA Complicity in the Global Drug Trade, A Question of Torture: CIA Interrogation, from the Cold War to the War on Terror, Policing America’s Empire: The United States, the Philippines, and the Rise of the Surveillance State, but his most recent book, In the Shadows of the American Century: The Rise and Decline of US Global Power, deals with the idea the idea of as a declining empire most directly. Last month, McCoy penned an article for TomDispatch that supplements the observations and analysis of In the Shadows of the American Century. Entitled "While America Was Sleeping: Waking from a Four-Year Fever Dream to Find Global Power Gone", the piece explores the ramifications of the 4-year Trump Presidency on America's status as a global hegemon and what it portends for the new President Joe Biden and America as a whole. In this conversation McCoy and I discuss a number of issues including:- The idea of America as an empire- The ascension of China as a global power, the decline of American primacy, and what both together mean for the world- Obama's geopolitical strategy and the TPP (Trans-Pacific Parternship)- The imperial hubris of the George W. Bush Presidency and the Iraq War; the "unanaswerable question" of pinpointing the exact reason of U.S.'s decline in terms of global power- Trump's acceleration of the decline and why McCoy believes the full-force of said decline could be felt as soon as 2030- Reasons for China's ascent as a global power- And much, much more.

Alfred W. McCoy visits The Context of White Supremacy. The Harrington Chair in History at the University of Wisconsin, Professor McCoy is an award winning historian and writer. He authored Policing America's Empire and The Politics of Heroin: CIA Complicity in the Global Drug Trade. Published in 1972, the latter documents CIA involvement in the global drug trade. The CIA reportedly tried to suppress publication of the text. We'll discuss his new book, In the Shadows of the American Century: The Rise and Decline of US Global Power. McCoy describes 20th century global politics and the rise of US empire. He now predicts the rise of China and the erosion of United States preeminence. McCoy doesn't specify which people will lose power in this decline, nor does his evaluation address the reported drop in White fertility rates and their percentage of the North American population. We'll ask McCoy if the alarming rise in White opioid addiction is related to the demise of US might. #AnswersForMiriamCarey INVEST in The COWS - http://paypal.me/GusTRenegade CALL IN NUMBER: 641.715.3640 CODE 564943#

Because what it is is a war of ideas. And it is a war of control, a breaking away from an external control factor, like a government, or a religion, or an ideology, or an economy that enslaves you, and thinking outside the box in revolutionary terms to try to solve it.” “It's no secret that psychedelics change consciousness. It's no secret that they're revolutionary. I mean, we've known this for a while. What is absolutely fascinating to me is how easily that culture was dismissed.” “The true revolutionary leaders, I think, are going to be the ones who figure out how to not go in the street and how to disseminate the revolution by other means.” “I also think that the real revolution is going to come from women, personally. I think enough guys have tried to lead the revolution, and it's always the same thing because men have the same intentions, we always enter into a war paradigm. And we've gotta stop that war paradigm, and at least the feminine will allow us to get out of that war paradigm and get into something that is a collaborative negotiation of disputes and grievances. But I don't know what's that going to look like.” Download MP3 PCs – Right click, select option Macs – Ctrl-Click, select option Charles Shaw "Living in the Exile Nation" - Burning Man 2012 from Palenque Norte on Vimeo. McCoy Rolling Jubilee Banks sell debt for pennies on the dollar on a shadowy speculative market of debt buyers who then turn around and try to collect the full amount from debtors. The Rolling Jubilee intervenes by buying debt, keeping it out of the hands of collectors, and then abolishing it. We're going into this market not to make a profit but to help each other out and highlight how the predatory debt system affects our families and communities. Think of it as a bailout of the 99% by the 99%.
