The fact that students are earning higher grades than ever without any appreciable increase in other assessments of academic ability should be well-known by now. Less understood are the root causes of this increasing phenomenon. Amy and Mike invited researchers Maia Goodman Young and Dan Goldhaber to dig into the data on how grading policies influence grade inflation. What are five things you will learn in this episode? What is the purpose of grading? How did state policy around grading in Washington change during the pandemic? What does the research show about changes in grades throughout the pandemic? What is the current connection between grades and test scores? How does weaker rigor in grading influence student interest in academic support? Are there differences in grading in different subjects or socioeconomic status? What other grading policies might impact grade inflation? What can we make of the weaker connection between grades and test scores? Is it bad or good? MEET OUR GUESTS Dr. Maia Goodman Young is a researcher at the Center for Education Data and Research at the University of Washington and an instructor in the UW's secondary teacher education program where she teaches courses in English Language Arts methods and assessment. She is also a National Board Certified Teacher who taught for nine years in California and Washington. Maia's experience as a classroom teacher informs her research, as she worked to better understand questions of grading policies and practices, teacher preparation, and the teacher labor market. Maia can be reached at maiag@uw.edu. Dr. Dan Goldhaber is the Director of the Center for Analysis of Longitudinal Data in Education Research (CALDER, caldercenter.org) at the American Institutes for Research and the Director of the Center for Education Data & Research (CEDR, cedr.us(link is external)) at the University of Washington. Both CALDER and CEDR are focused on using state administrative data to do research that informs decisions about policy and practice. Dan's work focuses on issues of educational productivity and reform at the K-12 level, the broad array of human capital policies that influence the composition, distribution, and quality of teachers in the workforce, and connections between students' K-12 experiences and
postsecondary outcomes. Topics of published work in this area include studies of the stability of value-added measures of teachers, the effects of teacher qualifications and quality on student achievement, and the impact of teacher pay structure and licensure on the teacher labor market. Dan's research has been regularly published in leading peer-reviewed economic and education journals such as: American Economic Review, Journal of Human Resources, Journal of Policy and Management, Economics of Education Review, Education Finance and Policy, and Educational Evaluation and Policy Analysis. The findings from these articles have been covered in more widely accessible media outlets such as National Public Radio, the New York Times, the Washington Post, USA Today, and Education Week. He is a master of building collaborations, doing the work on the ground, knocking on legislators' doors, often with parties who have different agendae, bringing in potential coalition partners to the state capitol to advocate on behalf of extreme heat and the need to adapt to this rising threat.He and Ted discuss Climate Resolve's extreme heat bill, which is one of the few that actually looks to help marginalized communities adapt today and focuses on societal fixes. At the debate tonight, there probably won't be much talk about American education. Which is a shame - at least according to Josh Cowen, author of The Privateers, a new book about how radical conservative billionaires like Betsy De Vos have created a culture war to sell their idea of school vouchers. It's all part of the right-wing Project 2025 vision, Cowen suggests, of collapsing the church-state boundaries and making American public schools mirror the country's inequities and injustices. The alternative, Cowen suggests, is for Federal or State governments to fund these public schools more generously, thereby allowing all Americans to get a fair and decent education. Josh Cowen is a nationally recognized expert and writer on topics related to school choice, teachers and teaching, policy analysis, and education politics. He has studied school vouchers, school accountability, charter schools, and parental decision-making as part of major research teams in Louisiana, Michigan, and Wisconsin. His writing on school vouchers, culture wars, and other current events has appeared in major media outlets ranging from Slate to Time Magazine. He speaks and testifies across the country on the dangers of school privatization and is regularly quoted in state and national feature reporting. In addition to his appointment as professor of education policy at Michigan State University, Dr. Cowen has also served as one of five national directors of the National Center for Research on Education Access and Choice (REACH) based at Tulane University. In 2016, he founded the Education Policy Innovation Collaborative (EPIC), a strategic research partnership between Michigan State University and the state of Michigan. He has held a variety of editorial positions for major academic journals, and was co-editor of Educational Evaluation and Policy Analysis—the premier education policy journal in the United States. NTIA is championing Route Origin Authorizations or ROA's as part of the Biden Administration's cybersecurity plan to fend off nation-state hackers and cyberattacks.In tandem with this effort, on June 6, the Federal Communications Commission (FCC) advanced a Notice of Proposed Rulemaking aimed at strengthening internet security through the implementation of border gateway protocols (BGPs) for internet service providers (ISPs). While the National Telecommunications and Information Administration (NTIA) already encourages federal agencies to embrace these routing security protocols, the FCC's proposed rule would mandate broadband providers to submit confidential reports on their BGP usage.This move is an effort to defend against cyber-attacks by validating the legitimacy of websites and securing web traffic, preventing hackers from spoofing government domains, stealing data, and hijacking critical communications.Here to discuss the policy behind this decision, including routing security, BGPs, and efforts to secure government infrastructure, are Grace Abuhamad and Robert (Bob) Cannon. Grace is the chief of staff at the NTIA, where she previously served as a policy analyst in the Office of International Affairs. Bob is a Senior Telecommunications Policy Analyst at the NTIA. Pennsylvania students trapped in the state's worst-performing schools have another opportunity for scholarships following Gov. Josh Shapiro's reversal of his previous stance and veto of bipartisan budget legislation last year. The Pennsylvania Senate Education Committee, ahead of the 2024–25 budget negotiations in June, advanced Senate Bill 795 to establish Lifeline Scholarships, which refers to the program as the Pennsylvania Award for Student Success (PASS). And, the Wall Street Journal, in a recent editorial, asks, "Will Gov. Josh Shapiro fold again?" The Wall Street Journal writes: The scholarships, worth several thousand dollars each, would let low-income students in poorly performing public schools switch to a private school. The funds—which would have their own appropriation, not taken from public schools—could also be used for “school-related fees” and special education services. Gov. Shapiro's veto message left room to revive them, and he repeated that in his budget address in February. The scholarships are “something I support and consider to be unfinished business” … Polling from the Commonwealth Foundation in March found that 77% of registered voters in Pennsylvania support the scholarships. That includes 94% of black voters and 83% of those with income below $40,000. Pennsylvanians could use more options: In Philadelphia, 34% of students scored proficient in English Language Arts and 15% proficient in math on state tests … Another good sign is a recent failed primary challenge against Democratic Rep. Amen Brown. Last summer Mr. Brown told a radio program, “we have to give our parents another option and leave it in their hands to choose where they want their child to go.” He defeated union-backed challenger Cass Green in April. Oren and Kara talk about how men are stakeholders in what is happening in our country around reproductive rights as well and how Oren is fostering conversations nationwide with other men around this very idea. Oren Jacobson is a civic entrepreneur, thought leader, and organizer focused on addressing systemic problems. He's the co-founder and co-Executive Director of Men4Choice, a multi-state advocacy organization working to bring male allies into the fight for reproductive freedom. Founded in Illinois in 2015, Men4Choice now organizes in Florida and Georgia and is expanding into North Carolina and Arizona in 2024. The central argument is that these women succeeded in and beyond college by developing a Chosen We—a community with one another. The book builds on their words and insights to offer a powerful rethinking of educational success that moves away from individualistic and competitive models and instead imagines success as a result of recognizing what people owe to one another. It also uncovers the importance of the type of institutions that students attend for higher education, comparing Black women's experiences not only by region and era but also by whether they attended a predominantly White institution (PWI) or a historically Black college or university (HBCU). The Chosen We features theoretical and methodological exemplars for how to conduct research across lines of difference. The Black women's oral histories shared here manifest the wisdom from which many groups in the United States might benefit—that liberation is only found through community. In this episode, Judge Magdalena Cohen, Jennifer Bender, Eric Stopher, Deborah Johnson, and Dr. Stephanie Brooks Holliday talk with students from the UC Riverside School of Public Policy about the Community Assistance, Recovery, and Empowerment (or CARE) Act and the intersection of mental health and criminal justice in California.   Podcast Highlights: “We do what we can to make sure that coming out of an inpatient setting, that person is prioritized, to receive the services that they need, including medication. We have a whole host of outpatient clinics from the city of Riverside all the way to Blythe, and so really we try to work with that individual to provide them with the best of their needs. And it's individualized, whatever it's going to take… to keep that person stable in the community.” -       Deborah Johnson on the topic of ensuring that care is provided to individuals beyond hospitalization, helping ease them with their transition. “It's a policy thing that has to be looked at, is how are we going to plan for those housing issues [that are so prevalent in California], not only in Care Courts, but in any other program that the state wants to have the counties look at, and even with LPS. And I think that that's not a problem, but something that Riverside is not unique to, but it's certainly more unique than some of the other larger counties in California.” -       Eric Stopher on the topic of how Riverside County is preparing to provide housing amidst a state housing shortage. “Even though there are a range of services available, some of the limiting factors are having enough providers to be able to offer services to everyone who might need [them]. About Dan GentryDan Gentry is President & CEO of the Association of University Programs in Health Administration (AUPHA). Between 1994 and 2020, he served as faculty and in a variety of academic leadership roles at Saint Louis University, Rush University, the University of Memphis, and the University of Iowa.Dan has taught in the areas of healthcare organization and policy, organizational behavior and management, and leadership. His research has included the financing, organization, and delivery of health services; tobacco, obesity, and HIV policy; the patient experience; and, transitioning healthcare organizations from volume to value.Dan has served in the leadership of regional ACHE Chapters in Missouri, Tennessee, and Iowa, and as Chair of ACHE's LGBTQ Forum. He is a current member of ACHE, NAHSE, and NALHE. Dan is a past Fellow, Board Member,and Board Chair of CAHME; and, a past and current AUPHA Board Member.Dan earned his BA from the College of Charleston, MHA from the Medical University of South Carolina, and PhD in Health Services & Policy Analysis from the University of California, Berkeley.
