  Released in conjunction with the upcoming publication of Peter's "lost" (read "stolen by the CIA in 1970") article originally intended for Ramparts, we present a 2011 debate between the two top experts on the Postwar Southeast Asian heroin traffic: Professors Peter Dale Scott and Alfred McCoy. I add some context at the beginning which will hopefully be of interest to everybody! Peter Dale Scott is the prolific poet, historian, and political theorist who gave us parapolitics as well as the deep politics approach. Alfred McCoy is History Professor Emeritus at the University of Wisconsin and the author of The Politics of Heroin—now in its third edition. Apologies for the weird noises during the debate. Podcast Producer Alphecca Perpetua asked Resident Historian Amiel "Cortz" Cortes if the 1986 EDSA Revolution and the 2022 Philippine Elections results were both contrasting historical events, and found that the two weren't as different and weren't as ironic from 16th to 19th-century Las Islas Filipinas after all; with cities, municipalities, and towns still ruled and governed by the same Principalía (or ruling Mestizo Class) now simply known as the "Politician-Elect". He added, "I was using these families as examples that not much has changed in the Philippine society since the Spanish period. How our society is run is simply dictated by the choices of a very few wealthy elite families. The Principalía of the 1800s pretty much dictated how their local communities were governed. Fast forward to today, we are still slaves to the choices of a few wealthy families who may or may not come from the Principalía of old. This idea came from Alfred McCoy in his book, 'An Anarchy of Families: State and Family in the Philippines.' A must-read especially in these [trying] times." In his latest book, To Govern the Globe: World Orders and Catastrophic Change, historian Alfred McCoy explains how a succession of catastrophes—from the devastating Black Death of 1350 through the coming climate crisis of 2050—has produced a relentless succession of rising empires and fading world orders. During the long centuries of Iberian and British imperial rule, the quest for new forms of energy led to the development of the colonial sugar plantation as a uniquely profitable kind of commerce. In a time when issues of race and social justice have arisen with pressing urgency, the book explains how the plantation's extraordinary profitability relied on a production system that literally worked the slaves to death, creating an insatiable appetite for new captives that made the African slave trade a central feature of modern capitalism for over four centuries.   After surveying past centuries roiled by imperial wars, national revolutions, and the struggle for human rights, McCoy seeks to prognosticate about the future, highlighting the ways in which climate change and changing world orders will shape the life opportunities for younger generations. What does the past tell us about the future of the global order? How and why is this order changed? And what will this mean for future generations?   Alfred McCoy Alfred W. McCoy holds the Harrington chair of History at the University of Wisconsin-Madison where he teaches classes on the Vietnam War, modern empires, and U.S. foreign policy. Scott interviews Professor Alfred McCoy about the history of the drug trade during America's decades-long involvement in Afghanistan. Before the 1980s, McCoy explains, drugs were not a significant part of the Afghan economy—but that all changed when President Bush's CIA began arming a resistance against the Soviet occupation of Afghanistan. These Mujahideen fighters turned to opium for their funding, quickly growing Afghanistan's opium trade to thousands of tons a year, and accounting for 70% of the world's heroin trade. When the Taliban wiped out the drug trade in the late 90s, the resulting economic devastation was part of what allowed the U.S. to achieve such a swift military victory. And throughout the U.S. occupation, drugs have once again become by far the biggest part of Afghanistan's economy. Opium, McCoy concludes, has been an inextricable part of nearly every significant event in Afghan history for the last 40 years, and it is impossible to adequately understand the issues facing Afghanistan without understanding the drug trade. In general, McCoy fears that U.S. withdrawal—which is virtually inevitable at this point—will trigger serious chaos, and may present another "fall of Saigon" moment. If this should occur, it may give war hawks an argument against pulling out of any protracted conflict like Afghanistan in the future. The National Intelligence Council published a report titled, "Global Trends 2030" predicting that by 2030 the U.S. would no longer be a superpower. By then, our world will be a multi-polar world and the U.S. empire will continue to decline. Alfred McCoy's book, "In the Shadows of the American Century" outlines the U.S. empire's rise and fall with a detailed history relating it to all other empires. As empires rise and fall, we can find similar patterns. The U.S. empire as been on par with these trends. Washington immediately lurched into its next crisis, with Republicans and the right wing gloating about controlling the Supreme Court. On the regular Thursday series “Criminal Injustice,” about the most egregious conduct of our courts and prosecutors and how justice is denied to so many people in this country, the hosts discuss a new bipartisan bill in Congress that would expand the president’s ability to detain American citizens without a trial, and why “police union” is a misnomer. On today's episode of Loud & Clear, Brian Becker and John Kiriakou are joined by Kathy Kelly, co-coordinator of Voices for Creative Non-Violence who just returned from Afghanistan.Afghan President Ashraf Ghani called on the Taliban to begin peace talks, and he offered security and other incentives to those who participate. Meanwhile, since the International Criminal Court began collecting material three months ago for a possible war crimes case involving Afghanistan, it has received a staggering 1.17 million statements from Afghans who say they were victims of ISIS, al-Qaeda, the Taliban, or the Afghan government and the US-led coalition. Will the United States be able to reassert it domination over Asia? After scrapping the Trans Pacific Partnership, a cornerstone of the Obama administration’s “Pivot to Asia” strategy, the Trump administration has been pursuing the so-called “Quadrilateral Alliance,” of US, Australia, Japan, and India. Alfred McCoy, the Harrington Professor of History at the University of Wisconsin-Madison and the author of the news book: “In the Shadows of the American Century-- The Rise and Decline of US Global Power,” joins the show. In a blow to immigrant rights and basic civil liberties, the Supreme Court has ruled 5-3 to restrict the rights of immigrants held in detention centers, limiting their right to bail hearings and making it easier for authorities to detain them indefinitely. Brian and John speak with Miguel Andrade, the communications manager at the immigrant rights advocacy organization Juntos and a member of the Board of Directors of the US Human Rights Network, and Jorge Barón, the executive director of the Northwest Immigrant Rights Project. The anti-nuclear group Beyond Nuclear took its fight to the Supreme Court on Monday with a rare petition asking the justices to require federal regulators to change rules that exclude nuclear power plants' transmission lines from environmental review. The petition marks the first time the Nuclear Regulatory Commission’s decision to allow expedited construction of a new power plant is being challenged in the Supreme Court. Kevin Kamps, the Radioactive Waste Watchdog at Beyond Nuclear, joins the show. A debate has erupted over the effectiveness of the Trump and Clinton campaigns’ social media operations during the 2016 election. How does social media advertising work and what is its impact on democracy? Dr. Robert Epstein, the senior research psychologist at the American Institute for Behavioral Research and Technology, joins Brian and John. President Trump blasted Attorney General Sessions on Twitter this morning, saying that Sessions’s decision to simply refer a FISA investigation to the Justice Department’s Inspector General was “disgraceful.” Plus, The Atlantic has new secret messages between Trump adviser Roger Stone and Wikileaks, which they’re using to bolster Stone’s claim that he was in contact with Wikileaks. The only problem is the content of the messages--they show that they were clearly not working together. Coleen Rowley, a former FBI special agent who in 2002 was named Time Magazine person of the year along with two other whistleblowers, and David Cobb, campaign manager of the 2016 Jill Stein/Ajamu Baraka presidential campaign, join the show.Fighting in the Democratic Republic of the Congo is heating up as regional powers and western corporations fight amongst each other over the right to loot the country’s vast mineral wealth. Brian and John speak with Kambale Musavuli, the national spokesman for The Friends of the Congo, and one of that country’s leading political and cultural voices.

Alfred W. McCoy visits The Context of White Supremacy. The Harrington Chair in History at the University of Wisconsin, Professor McCoy is an award winning historian and writer. He authored Policing America's Empire and The Politics of Heroin: CIA Complicity in the Global Drug Trade. Published in 1972, the latter documents CIA involvement in the global drug trade. The CIA reportedly tried to suppress publication of the text. We'll discuss his new book, In the Shadows of the American Century: The Rise and Decline of US Global Power. McCoy describes 20th century global politics and the rise of US empire. He now predicts the rise of China and the erosion of United States preeminence. McCoy doesn't specify which people will lose power in this decline, nor does his evaluation address the reported drop in White fertility rates and their percentage of the North American population. This week on CounterSpin: The DEA made a high profile announcement of massive seizures of opium in Afghanistan, reminding us of the centrality of opium production to the country's economy. But most stories on the occupation and on Afghan ‘hearts and minds' include marginal mention of the narcotic. How would really understanding the role of opium shift our understanding of US policy in Afghanistan? We'll hear from historian Alfred McCoy, author of the classic The Politics of Heroin in Southeast Asia, now updated as The Politics of Heroin: CIA Complicity in the Global Drug Trade.   Also on CounterSpin today, it's not hard to show that Fox News host and radio talker Glenn Beck is a bit wacky– he spends several hours every day demonstrating as much.
