Billy Williams was the United States Attorney for the District of Oregon from 2015-2021. Billy is a non-affiliated voter (“NAV”) and is a proponent of open primaries in Oregon. Billy talks about why he's a NAV and why he is not registered as an Independent. He explains why he thinks we need open primaries in Oregon. He also talks about Oregon's status as a sanctuary state and other issues related to Immigration and Customs Enforcement (“ICE”). Billy has spent the majority of his life in public service, beginning with work for the Metropolitan Public Defender and then as a law clerk for the US Attorney's Office for the District of Oregon. He was later hired by the Multnomah County DA's Office, where he worked for eleven years. He served in the U.S. Attorney's Office for eighteen years. Billy has had the unusual distinction of serving as U.S. Attorney under both Democrat and Republican presidential administrations. Billy's service as the acting U.S. Attorney for the District of Oregon began with a telephone call from Eric Holder, the U.S. Attorney General in the Obama Administration. Later, Billy was formally nominated by President Trump in 2017 to be the U.S. Attorney for the District of Oregon and confirmed by the Senate. His service spanned the longest federal government shutdown in the US; the Malheur Wildlife Refuge Occupation; the COVID-19 pandemic; the killing of George Floyd; and the Portland riots of 2020, which were primarily directed at the federal courthouse, where Billy's office was located. Billy has served in various volunteer capacities, including on the Board of Directors for Urban League of Portland and as an instructor for the Portland Police Detective's Academy. He is currently on the Leadership Council of the Foundation for Drug Policy Solutions (check out the Rational in Portland podcast episodes with Dr. Kevin Sabet, the President and CEO of the Foundation for Drug Policy Solutions, who served as the only bipartisan drug policy advisor to three U.S. presidential administrations, and Tom Wolf, who serves with Billy on the Leadership Council of the Foundation). Billy was part of the Border and Immigration Subcommittee under President Obama. Billy has also served on the Native American Issues Subcommittee; Civil Rights Subcommittee; Border and Immigration Subcommittee; Domestic Terrorism Executive Committee; the Ninth Circuit Fairness Committee; and as chair of the Attorney General's Marijuana Working Group.

Tom Wolf opened with the frame that carried the session: doing the right thing at the right time. Take away the right time part and the right thing is irrelevant. Spraying has changed dramatically -- operators who used to make two passes a year now make three to five, and the equipment cost running at roughly $400 an hour means every minute away from spraying is measurable. The first section covered water quality, built around five numbers from a standard water test. Darren Sander opened with the operator's version of the lesson: Crop-Aid's farm pulls from a cold well at 1,200 TDS, so they tank it into black poly storage and spray from the warmest tank first. Cold water hurts efficacy -- especially glufosinate. Tom then walked through pH (most mixes fine; what matters is the final mix pH, not source pH), TDS and conductivity (under 500 is clean; most Prairie wells come in over 1,000; the number tells you whether to look further), bicarbonates (500 ppm is the threshold; above it, ammonium sulfate is the most versatile fix), total hardness (calcium carbonate equivalent; Jeff Bennett's water had very low hardness but elevated sodium, which still antagonizes glyphosate and glufosinate), and turbidity (aluminum sulfate as a flocculant for dugouts; stir and leave 24 to 48 hours). Jeff's live water test from Agvise became the worked example. Tom's verdict: low hardness, elevated sodium, ammonium sulfate recommended. The coverage section opened with a number that reframed the whole conversation: according to a Mesonet researcher in North Dakota, 100 percent of nights in the state experience thermal inversions. Some are worse than others, but the baseline is total. Under an inversion, fine droplets go where they want -- downhill if there is topography, anywhere if there is not. Tom's prescription: start on the downwind side of the field, spray perpendicular to the wind, turn into the headwind on every pass. Never spray down and then back against the wind. The droplet size discussion followed: coarser nozzles, deployed early in Canada before most countries, allowed operators to spray in slightly windier conditions without adding drift risk. Air induction tips are the go-to for general spraying. Spray pressure -- as low as 30 psi for AI tips -- adjusts droplet size one category in either direction. Water sensitive paper laid on the ground is the cheapest coverage check available. On water volume, Tom's position was direct: more is better. Complex tank mixes behave better with more water. More water allows coarser droplets without losing coverage. Later-season applications -- PGRs, fungicides, desiccants -- want 10 to 15 gallons per acre. Cutting back on water to improve logistics is a trade with a real cost. The logistics section brought Jay Peterson into the conversation. He runs a 1,600-gallon machine with a 120-foot boom and a dedicated water truck driver. His fill times on easy mixes: seven to nine minutes on three-inch plumbing. Complex mixes with dry products that need to hydrate: 15 minutes. Tom confirmed those numbers are right. The tendering revolution changed spraying fundamentally: a 30-minute fill is now a five-minute fill, which means filling is the stressful moment and spraying is the calm one. Continuous rinsing systems collapsed a three-quarter-hour triple rinse down to five minutes. Tom's recommended exercise: when the sprayer engine is running, write down what you're doing if you're not spraying. Data entry, monitor troubleshooting, looking for a menu -- every one of those is a round you did not spray. The session closed on the same line it opened with: an important job is worth doing well. Pennsylvania Abandons Regional Carbon-Trading Market The worsening power bill crisis across the Mid-Atlantic region, a combination of nation-killing climate change policies colliding with surging load growth from data centers, has forced Pennsylvania Governor Josh Shapiro to sign legislation allowing the state to abandon the Regional Greenhouse Gas Initiative (RGGI). The Pennsylvania legislature ended the state's RGGI participation in the new state budget, which also cut funding tied to the climate initiative, effectively reversing the state's 2019 entry under former Governor Tom Wolf. It's straightforward: climate taxes = higher power bills. When thieves made off with Darcie Bell's rented U-Haul truck, the San Francisco woman put out a call for help on X: “If you see a 26 foot uhaul truck with the Arizona plate AL50003- would you let me know because it had like everything I own on it.” The post went viral, but not for the reason she hoped for. Bell spent years posting left-wing “Defund the police” views — and users across the site blasted and mocked the activist. “Anti Police activist begs the police to help,” jeered the X account Bay State of Mind, which comments on San Francisco Bay Area politics. Tom Wolf, an addiction recovery advocate who has nearly 30,000 followers, posted a screenshot of a previous post in which Bell blasts the San Francisco police, alongside a screenshot of her recent plea. “Shot. Chaser,” the caption reads.
In September of 2022 before leaving office, then Gov. Tom Wolf announced the creation of three new state parks. Susquehanna Riverlands in York County, Big Elk Creek in Chester County and Vosburg Neck in Wyoming County. While these new state parks were quickly opened following the announcement, they have not taken their final form. Before they can be completed – or really before they even start – these parks must go through a rigorous master planning process with numerous phases. There's the planning phase, the design phase, the engineering phase and the construction phase. But in between those phases and additional processes, the Pennsylvania Department of Conservation and Natural Resources must seek public input, hold public forums and receive feedback from various stakeholders. The opening of the state parks to the public was the easy part. But, now's the hard part. The amount of questions that must be answered and properly addressed can be stagging. Our season finale is meant to let listeners know when the various phases will be complete, what sort of activities and camping options will be available and what the future holds for our three newest parks.
