Everyone knows John Fetterman here in Western PA — he was the Democratic mayor of nearby Braddock, rose to lieutenant governor under Tom Wolf, and now he's the commonwealth's senior U.S. Senator — in part, because he rode a progressive blue wave. But these days, the Harvard-educated AmeriCorps alum is increasingly aligned with MAGA Republicans. Ahead of a ticketed event in Pittsburgh this weekend, we're teaming up with City Cast Philly's Matt Katz and Philadelphia Inquirer political reporter Julia Terruso to talk about Fetterman's evolving priorities and what they could mean for us here in Pennsylvania. Fetterman's event will be co-hosted by fellow U.S. Sen. Dave McCormick (R-PA) to promote McCormick's new book about mentorship, “Who Believed in You.” The location is still TBD, possibly because some groups in Pittsburgh are planning to protest. Proceeds from the event will benefit the Free Store, founded in 2012 by Gisele Barreto Fetterman, who is also on the schedule to attend. Former Congressman Conor Lamb, who lost the Democratic primary against Fetterman in 2022, has been a vocal critic of Fetterman's lately. He's holding his own town hall in State College on Saturday with the Centre County Democratic Committee. When thieves made off with Darcie Bell's rented U-Haul truck, the San Francisco woman put out a call for help on X: “If you see a 26 foot uhaul truck with the Arizona plate AL50003- would you let me know because it had like everything I own on it.” The post went viral, but not for the reason she hoped for. Bell spent years posting left-wing “Defund the police” views — and users across the site blasted and mocked the activist. “Anti Police activist begs the police to help,” jeered the X account Bay State of Mind, which comments on San Francisco Bay Area politics. Tom Wolf, an addiction recovery advocate who has nearly 30,000 followers, posted a screenshot of a previous post in which Bell blasts the San Francisco police, alongside a screenshot of her recent plea. “Shot. Chaser,” the caption reads.
In September of 2022 before leaving office, then Gov. Tom Wolf announced the creation of three new state parks. Susquehanna Riverlands in York County, Big Elk Creek in Chester County and Vosburg Neck in Wyoming County. While these new state parks were quickly opened following the announcement, they have not taken their final form. Before they can be completed – or really before they even start – these parks must go through a rigorous master planning process with numerous phases. There's the planning phase, the design phase, the engineering phase and the construction phase. But in between those phases and additional processes, the Pennsylvania Department of Conservation and Natural Resources must seek public input, hold public forums and receive feedback from various stakeholders. The opening of the state parks to the public was the easy part. But, now's the hard part. The amount of questions that must be answered and properly addressed can be stagging. Our season finale is meant to let listeners know when the various phases will be complete, what sort of activities and camping options will be available and what the future holds for our three newest parks. Le phénomène a pris tellement d'ampleur aux États-Unis qu'il est devenu l'une des priorité de Joe Biden : le Fentanyl tue une personne toutes les sept minutes dans le pays. Dans plusieurs grandes villes, on peut voir ces corps pliés en deux sous l'effet de cette drogue ultra-puissante, importée du Mexique voisin. Décryptage avec Bertrand Monnet, professeur à l'Edhec business school et spécialiste de l'économie du crime, il enquête depuis plus de dix ans sur le tristement célèbre cartel de Sinaloa, qui lui a ouvert les portes de ses « laboratoires » de fabrication de la drogue. De très nombreuses victimes ont d'abord connu la dépendance aux médicaments aux États-Unis, aux anti-douleurs opioïdes, comme Tom Wolf qui raconte être devenu addicte après une intervention chirurgicale : « J'ai commencé à aller dans la rue pour trouver des pilules, et en deux ans, mon addiction a pris tellement d'ampleur que je prenais 560 mg par jour juste pour fonctionner.Comme ces pilules coûtent très cher, j'ai fait faillite, j'ai ruiné ma famille et je suis passé à l'héroïne, parce que c'est beaucoup moins cher. J'en ai pris pendant environ un an et cette année-là j'ai perdu mon travail, j'ai été viré de ma maison, ma femme a déposé une main courante contre moi donc je ne pouvais pas retourner chez moi et j'ai terminé par vivre dans la rue, en prenant de l'héroïne tous les jours. Et au début de l'année 2018, le fentanyl a commencé à apparaître dans les rues de San Francisco et j'ai adoré. Je sentais… comment l'expliquer… comme un élan de chaleur, comme si quelqu'un m'avait recouvert d'une couverture, comme si tous mes problèmes s'étaient envolés, ce genre d'euphorie. Le problème, c'est que tu dois en prendre souvent, et tu ne sais pas à quel point la drogue est chargée, tu ne sais pas vraiment quelle dose tu prends, donc le risque d'overdose est très élevé. »Le Fentanyl est généralement 30 à 40 fois plus fort que l'héroïne, précise Bertrand Monnet. « L'addiction est immédiate, c'est sans doute la drogue la plus forte qui ait jamais été vendue dans la rue. Les témoignages que j'ai pu recueillir à New-York, ce sont des gens qui ne veulent même pas arrêter. » D'anti-douleur à drogue super-puissanteLe Fentanyl est initialement un anti-douleur, « parfaitement légal et administré dans les hôpitaux, seulement dans ces établissements et très souvent, il n'est pas administré par injection mais pas timbre cutané. C'est une sorte de super Tramadol, explique Bertrand Monnet, un médicament dont une petite partie des ventes sont détournées par les narcos, qui ne parlent d'ailleurs pas de Fentanyl considéré comme le produit de base mais de M30, et après les drogués eux-mêmes consomment très rarement du Fentanyl pur, ce qui est encore pire en termes d'addictologie. » Bertrand Monnet n'a pas observé l'import de Fentanyl mais les narcotrafiquants lui ont expliqué qu'il existait des intermédiaires chinois et indiens, « parfaitement fondés à acheter des médicaments pour le revendre après, et au sein de ces entreprises, ils corrompent certaines personnes à des fonctions clefs pour qu'elles détournent les quantités dont les cartels ont besoin. » L'importation est centralisée par l'état-major du cartel puis le produit est distribué à la centaine de clans du cartel pour la fabrication par des chimistes des pastilles de M30.Multiplication des sites de fabrication pour éviter la répression« Le cartel fonctionne comme une entreprise et donc s'adapte à ses contraintes », analyse Bertrand Monnet, en l'occurrence la répression. Pour éviter de se voir saisir trop de marchandises au même endroit, ils divisent cette production dans des dizaines de petits laboratoires. En cas de saisie, la police ou plutôt l'armée ne saisit donc qu'une petite quantité de marchandises. Les militaires sont en première ligne pour lutter contre les narcos, car de très nombreux policiers du Silanoa sont corrompus, souvent sous la menace. Les militaires sont moins soumis au phénomène car « ils ne vivent pas en ville mais dans les casernes et ils tournent souvent donc il est beaucoup plus dur pour les narcos de les approcher », précise le spécialiste ajoutant qu'il existe un autre échelon très accessible, en plus des policiers, « ce sont les élus notamment locaux ». Le président mexicain mis en causeDes révélations de presse, une enquête de la Deutsche Welle, rapporte des informations de la DEA, l'agence américaine de lutte contre la drogue, selon lesquelles le cartel de Sinaloa aurait financé la campagne de 2006 d'Andres Manuel Lopes Obrador, à hauteur de deux à quatre millions de dollars en échange d'une protection et du droit à participer à la nomination du procureur général de la République. « Cela ne me surprend pas, commente Bertrand Monnet, si ce n'est le montant qui me semble assez peu élevé au regard des moyens dont dispose le cartel, mais il s'agit sans doute d'une estimation plancher de la DEA. » Le spécialiste de l'économie du crime ajoute que la corruption à très haut niveau fait partie de l'une des priorités de l'état-major du cartel mais précise « est-ce AMLO lui-même qui avait organisé ça ? S'agissait-il de financer une petite partie de sa campagne ? Était-il vraiment informé ? Ces questions sont très importantes car on parle de quelqu'un qui a la confiance de l'administration Biden. Si cette information continue d'être documentée, c'est potentiellement un séisme au Mexique. Nous sommes potentiellement au début d'une crise majeure. »
As of January 1st, twenty-four states in the U.S. have legalize recreational marijuana. Pennsylvania isn't one of them. Even though legislation has been proposed for years to make recreational marijuana legal and former Governor Tom Wolf and current Governor Josh Shapiro support legalization, it hasn't happened and doesn't seem imminent. Legislation leaders – mostly Republicans -- have opposed making recreational legal – especially since the federal government still classifies marijuana as a Schedule I substance under the Controlled Substances Act. However, several Republicans now support legalization and recent polls show the majority of Pennsylvania favor making marijuana legal as well. So, is it just a matter of time? Where does the state stand on legalization? Appearing on The Spark Tuesday was Meredith Buettner, Executive Director of the Pennsylvania Cannabis Coalition, an organization that supports legalization. Buettner is optimistic legalization will occur in Pennsylvania soon based on the political make-up of the General Assembly and Gov. Shapiro's support and what could happen in Washington,"We have been seeing some signals from the federal government that there is likely to be a rescheduling of cannabis from Schedule One to Schedule Three in the very near future. A lot of my colleagues in the industry will tell you that we anticipate it happening here in the first quarter of 2024. I think that will shift the opinions of a lot of folks who are hesitant to do this while cannabis is still federally illegal." Buettner said that Pennsylvania politics could play a factor in the legalization debate too,"For the first time in more than a decade, we have Democratic control in the House. The Senate is still controlled by Republicans. Will that change when we get to an election in November? Possibly. But right now we have a House of Representatives that a majority supports legalization. Our governor is in support of legalization. It's the first time we've had that combination in quite some time." However, not all Democrats support legalization. Many medical and health organizations and law enforcement oppose legalization, saying it will lead to more health problems and lawbreaking like driving while impaired. Buettner responded,"I think the gateway theory has been debunked over, over and over again. We do not find a correlation between legalization and the use of additional, harder drugs. Secondly, I'd argue to our friends in law enforcement, folks who are already consuming cannabis and they're consuming cannabis right now illegally. But often responsibly. So, to say that just because we legalize cannabis, that there are going to be folks that are currently consuming cannabis, that all the sudden start doing things like driving impaired, I think it is not quite fair. Also, through the legalization and regulation of cannabis, we can give public health officials, we can give law enforcement officials tools to to deal with these problems that are already happening. Five out of six of our bordering states are already have access to adult use cannabis. There are some 40 plus percent of our population lives within a half an hour drive of legal cannabis. Thomas Kimbrell: “As the country marks national Telehealth Awareness Week, a new investigation reveals that Pennsylvanians are losing access to remote health services. Initial findings of a study conducted by Americans for Prosperity Foundation (AFPF) show that patients have lost access to thousands of health care providers from other states offering telehealth services to Pennsylvanians….In early 2020, patients sick from the first wave of COVID-19 were flooding Pennsylvania's health systems. To ramp up services, on March 18, 2020, Gov. Tom Wolf authorized health care practitioners licensed in other states to provide telehealth services to Pennsylvanians without obtaining a Pennsylvania license. Out-of-state practitioners were required to be in good standing in their state of practice and submit their licensure information to the appropriate Pennsylvania health-licensing board….This new flexibility greatly expanded access to health care, but last summer, the Pennsylvania Department of State began phasing it out. The out-of-state waivers officially expired on June 30, 2022….For over two years, Pennsylvanians had enjoyed expanded health care access, establishing intimate patient-provider relationships with out-of-state health care practitioners via telemedicine.
