Portée par le député Éric Pauget, la loi a été adoptée en première lecture mais bloquée par la dissolution de l'Assemblée Nationale. Les associations de victimes et les défenseurs du texte demandent son adoption rapide.

Au Cameroun, Vincent Bolloré a cédé ses activités logistiques à l'opérateur italo-suisse MSC, en fin d'année 2022, pour 5,7 milliards d'euros. Avec la gestion du port, de la ligne de chemin de fer, une flotte de camions et plusieurs milliers d'employés, Bolloré était l'acteur référent dans le domaine. Si certains ont bénéficié du départ du Français, d'autres estiment que la libéralisation du secteur n'est pas toujours bénéfique. 100 000 tonnes, c'est la quantité de denrées alimentaires importées par le Programme alimentaire mondial via le port de Douala l'année dernière. Des vivres destinés aux crises humanitaires de la région qu'il faut convoyer notamment par camion. Gianluca Ferrera, le directeur du PAM au Cameroun, affirme avoir vu du positif dans le départ de Bolloré. « On a plusieurs acteurs présents sur le marché et donc cela a permis d'avoir une compétition entre les acteurs qui s'est reflétée sur les prix et aussi sur la qualité et la performance des acteurs. Donc, je dois dire que nous sommes dans une situation très confortable par rapport à la capacité de nos partenaires de nous fournir les services dont nous avons besoin », détaille-t-il.Une libéralisation du secteur et une mise en concurrence accrue que Monsieur Souley, du Groupement des transporteurs terrestres du Cameroun, regrette. « C'est très désorganisé. Parce qu'au moins, avant, on savait à quoi s'en tenir, mais aujourd'hui, c'est compliqué. Le Cameroun a tellement de camions qu'on ne sait pas quoi en faire. Cependant, la fin du monopole de Vincent Bolloré au port a modifié l'organisation du secteur. « Maintenant, Bolloré n'a plus cette activité-là, elle s'est libéralisée assez brutalement, décrit Hilaire Zipang. S'est introduit maintenant un nouveau type de transporteurs, ce que nous appelons les transporteurs pour compte propre. C'est-à-dire que la plupart des grandes multinationales ont acheté des camions pour faire complètement cette activité et elles se payent à elles-mêmes. »Une concurrence considérée comme déloyale, car elle n'est pas soumise aux mêmes contraintes. « La fiscalité camerounaise a adoubé cette activité-là, elle a complètement mis de côté les transporteurs professionnels qui eux participent au développement du pays et qui ont une fiscalité différente, des assurances différentes, des charges du personnel différentes. Or celui qui exerce l'activité en propre n'est pas assujetti à ces contraintes », argumente-t-il. Autre défi, selon Hilaire Zipang, le maintien de relations fluides avec les partenaires de la région pour conserver le monopole du fret par les ports de Douala et Kribi. En effet, les conducteurs routiers sont souvent amenés à vivre loin de chez eux, ce qui engendre des frais supplémentaires, mais ces coûts sont souvent compensés par des primes d'éloignement et des indemnités pour le temps passé sur la route. It was a familiar-looking British lorry which pulled up with a hiss of airbrakes and the driver, being on the rightside door as all U K vehicles are situated; directed me round to the passenger side. To us Brits, everyone else was, of course, on the wrong side, now that we were in France.As the passenger door swung open a cheery female voice from the depths of the cab hailed me with,"Hop in sweetheart."I grabbed the handrail, put my foot on the step, and swung myself & my duffle in."Where you off to then?" In June 1996 police were called to a nice suburban home located in Rowlett, Texas in the middle of the night. When they arrived at the scene they found two of the Routier children with stab wounds and Darlie with injuries as well. As the investigation progressed Darlie's innocence was brought into question.
