Głównym tematem rozmowy była procedowana w ekspresowym tempie ustawa dotycząca wdrożenia środków z instrumentu SAFE, który – jak podkreślał poseł – wbrew narracji rządu nie jest żadnym „prezentem” dla Polski, lecz wieloletnią pożyczką obciążającą finanse publiczne.Śliwka zwracał uwagę, że rząd planuje powołanie kolejnego funduszu pozabudżetowego, obsługiwanego przez Bank Gospodarstwa Krajowego, do którego miałyby trafić środki z SAFE, a decyzje inwestycyjne podejmowałby resort obrony.„Rząd przez wiele miesięcy mówił, że to są środki dodatkowe, że to będą jakieś dotacje czy donacje. Nic bardziej mylnego. To jest pożyczka.”Utajniona lista i brak kontroli parlamentarnejJednym z najostrzejszych zarzutów posła PiS był brak transparentności w przygotowaniu wniosku o środki z SAFE. Jak podkreślał, dokument został złożony bez zgody Sejmowej Komisji Obrony Narodowej i bez akceptacji Zwierzchnika Sił Zbrojnych.„Ten wniosek został złożony bez aprobaty Komisji Obrony Narodowej i bez akceptacji Zwierzchnika Sił Zbrojnych. Nie widziałem tam informacji, że zatwierdził go szef Sztabu Generalnego czy prezes Agencji Uzbrojenia.”Śliwka relacjonował, że lista projektów finansowanych z SAFE – obejmująca 139 pozycji i licząca ponad 300 stron – została parlamentarzystom udostępniona dopiero dzień przed posiedzeniem komisji.„Radiosłuchacze i obywatele będą spłacali tę pożyczkę przez dekady, a nie wiedzą, na co dokładnie pójdą setki miliardów złotych.”Poseł wskazywał na paradoks sytuacji, w której – jego zdaniem – szczegóły planów znają urzędnicy Komisji Europejskiej, ale nie polscy obywatele.„Niemiecki czy francuski urzędnik Komisji Europejskiej wie, na co Polska chce wydać te środki. Polacy – nie.”„Polski przemysł obronny” – definicja bez odpowiedziW rozmowie powrócił wątek deklaracji rządu, że 80 proc. środków z SAFE trafi do polskich firm. Śliwka podawał te zapowiedzi w wątpliwość, wskazując na brak jasnej definicji „polskiego przemysłu obronnego”.„Zadałem pytanie, czy firma zarejestrowana w Polsce, ale z kapitałem zagranicznym, to jest polski przemysł obronny. Nie dostałem odpowiedzi.”W jego ocenie utajnienie listy beneficjentów może maskować błędy w doborze wykonawców.„Nie wiemy, czy na tej liście nie ma wydmuszek – podmiotów bez licencji, bez doświadczenia, z zagranicznymi podwykonawcami.”SAFE jako narzędzie polityczne UEPoseł PiS ostrzegał również przed warunkowością środków i możliwością wykorzystywania SAFE jako instrumentu nacisku politycznego przez Komisję Europejską, podobnie jak miało to miejsce przy Krajowym Planie Odbudowy.„To przykład wielkiej patologii. Komisja Europejska będzie chciała używać SAFE jako instrumentu politycznego.”Jako przykład wskazywał sytuację Węgier oraz potencjalne spory o praworządność.„Według widzimisię biurokraty europejskiego może zostać wstrzymana płatność, bo ktoś uzna, że Polska nie realizuje jakiegoś orzeczenia TSUE.”Ryzyko dla finansów MONŚliwka alarmował, że przerzucenie spłaty zobowiązań z SAFE i Funduszu Wsparcia Sił Zbrojnych na budżet Ministerstwa Obrony Narodowej może mieć katastrofalne skutki.„To w perspektywie dwóch lat może doprowadzić do bankructwa MON.”Podważał też rządowe deklaracje o rekordowych wydatkach na obronność.„Mówienie, że wydajemy 200 miliardów złotych na obronność, to jest nieprawda. W Funduszu Wsparcia Sił Zbrojnych w ubiegłym roku niewydatkowane zostało 20 miliardów złotych – i tyle samo dwa lata temu.”Oczekiwania wobec Rady Bezpieczeństwa NarodowegoNa koniec rozmowy poseł PiS odniósł się do zaplanowanej Rady Bezpieczeństwa Narodowego, wyrażając nadzieję, że prezydent uzyska pełną informację o warunkach finansowych SAFE.„Jakie będzie oprocentowanie, jaka marża Komisji Europejskiej, jak zdefiniowany jest polski przemysł obronny – to są kluczowe pytania.”Zwrócił też uwagę na wątek Ukrainy w instrumencie SAFE.„Musimy wiedzieć, ile środków rząd chce przeznaczyć na projekty związane z Ukrainą – bo SAFE przewiduje różne scenariusze współpracy.”
