ARSON ATTACK REPORTED AT FEDERAL BUILDING IN NYC.// -----BEGIN TEARLINE------International Events-Jordan: Over the weekend CENTCOM confirmed the deaths of three US service members, who were killed as a result of the strikes on a barracks building at Muwaffaq al Salti Airbase. Two of the casualties have been identified as 1LT Tyler James Feehan, and Private Isabella Gonzales. The third casualty officially remains classified as Missing in Action as the remains will require DNA analysis to confirm identity, and has not yet been officially identified. A fourth casualty was also reported somewhere in Iraq, which was the result of an Iranian drone strike.Middle East: Following Iranian targeting of the al-Subiya Power Station, Kuwait has begun to rely on portable substations and generators to provide electricity while repairs are made. The scale of the power outages is not known, but Iranian forces have struck several logistical hubs and electrical power plants over the past few days. In Bahrain, Iranian targeting has remained heavy over the weekend, with several ballistic missile strikes reported at American installations around the country.Strait of Hormuz: Several more merchant vessels were struck over the past few days, most of which were tankers attempting to use the southern Omani route instead of the Iranian route. At least one of these vessels resulted in the crew abandoning ship before being rescued.Iran: After these collective strikes over the weekend, American targeting efforts intensified with the latest bombing campaign focusing on the targeting of bridges and civilian roadway tunnels around Bandar Abbas. Many of the roads that lead to the port city are now cut off, with only a few major roadways allowing access to the city. Several bridges have also already been repaired, and the status of others remains unclear until better satellite imagery is available.-HomeFront-New York: This morning an arson attack was reported at the Federal building in downtown Manhattan. One assailant approached the building with a bucket of gasoline, dumping the bucket at the northeast side of the structure. The suspect immediately ignited the pool of gas, which also contained a mix of commercial grade fireworks. The suspect was immediately detained by the plethora of police already on scene, as the accelerant burned on the sidewalk. Analyst Comment: No motive has yet been conveyed regarding this attack, however some of the paraphernalia scattered throughout the scene of the attack appears to be political in nature, opposing ICE.Washington D.C. - This morning, the latest numbers for Strategic Petroleum Reserve levels were released indicating that over the past week, the US has drained the SPR by an additional 5.1 million barrels, to it's lowest level since the Tanker War in 1983.Analyst Comment: Many might have assumed that the US might have re-stocked the SPR during the two-week ceasefire in the Middle East, however very little oil actually made it out of the region during that time, which amounted to only a tiny fraction of US daily usage. Since the war began five months ago, only a very small percentage of oil has exited the region, and the US has been draining the SPR at breakneck pace in order to keep the country going.-----END TEARLINE-----Analyst Comments: Concerning the American casualties sustained over the weekend, it is extremely important to note that the deaths of 1LT Feehan and PVT Gonzales are officially classified under Operation INHERENT RESOLVE (OIR)...not under Operation EPIC FURY (OEFU). Inherent Resolve is the long-standing mission to combat ISIS in Syria, and not in any way linked to the current war in Iran. As a result, the true number of casualties sustained warrants further investigation. This classification could have been an administrative error, but this would also be a way of camouflaging casualty figures. The Defense Casualty Analysis System (DCAS) is the main database for logging all American casualties, which are defined by military operation. In this case, these deaths are not cataloged under either operation yet, adding to the more broad (but also growing) concerns that the database has been concealing the true number of casualties, specifically the numbers of personnel wounded.In fact, while admonishing these concerns as "baseless and malicious accusations" Assistant Secretary of War Sean Parnell directly contradicted the numbers his own department was producing. He stated in an interview with CBS News that roughly 100 personnel had been wounded throughout the war over the past month....while his own database states that a grand total of zero personnel had been wounded for the month of July, and three in June. If this testimony is accurate, this confirms beyond all doubt that the Pentagon is lying about the number of troops wounded during this campaign. Considering that the Pentagon has disclosed a total of 413x soldiers wounded during this entire campaign, ~100x WIA being reported within a month (which also included a two-week ceasefire) is alarming to say the least.The cause of the fatalities reported over the weekend is also important to note as these deaths were very likely preventable. In the days leading up to the ballistic missile striking the housing at this base, the Iranians successfully struck the Patriot battery in Erbil, Iraq. This missile defense site would have been one of the sites providing protection for missiles launched into Jordan. With this battery offline or at least degraded in some way, it is possible that a clear air corridor existed that allowed Iranian ballistic missiles to fly unchallenged through a gap in air defense coverage. If the Erbil strike also damaged the radar array, it is also very possible that the warning time for an incoming ballistic missile would have been reduced, so any defenses at the target base would have been less effective. Obviously, the true scale of the damage to this air defense site would be classified, so in the public eye we have to guess as to how bad it was based on blurry satellite imagery. However the military commanders who knew the systems and did NOT have to guess, were also the same commanders who had the authority to either issue warnings or orders to disperse from the unprotected Containerized Housing Units (CHUs) that were struck by Iran. The failure of command to disperse their soldiers is what led to these fatalities.The very minute that the Patriot battery was struck in Erbil was a major clue that the Iranians were conducting shaping fires of their own...they were striking the air defense sites so as to open up a gap in air defense coverage, and reach out to American positions with their larger ballistic missiles.Though it is usually in poor taste to reflect on failures in the immediate aftermath of the death of troops, in the interest of expediency sometimes uncomfortable conversations must be had in order to prevent further loss of life. If a gap in air defense coverage is what allowed this strike to happen, it is almost certain that this gap still exists and that the danger to American service members is still not mitigated. For ALL American troops in the Middle East, this observation must be noted: If the Iranians are striking air defense sites, the next assumption must be that the Iranians are planning to strike something that would have been protected by that site. In retrospect this is common sense, but even at this very moment, the continued strikes on American positions (and the nearly total lack of fortification efforts at these bases, even to this day) continues to indicate that the Iranian targeting efforts are not being taken seriously by senior American decision makers. Five months into this war, CENTCOM leadership has still not figured out that the Iranians can strike their bases at will, and as demonstrated by the strikes in Kuwait and Jordan, the US is still not digging in, and also not dispersing enough to avoid troops getting killed. No underground fortification efforts have been undertaken at any base in the Middle East, and satellite imagery indicates that no substantial fortifications have been undertaken either. Granting as much leeway to the Pentagon's decision making process as possible, it is possible that no hardening of defenses would have mattered considering the missiles Iran is launching. Drone defense is one thing, but it would take years to build a bunker that would withstand the impact of an Iranian Fattah or Ghadr missile. Nevertheless, when it comes to defending American positions, doing something is better than doing nothing, and concrete does not take half a year to dry.Even if large-scale construction projects are off the menu, ALL military publications, textbooks, and training scenarios dictate and demand what has been obvious since World War One...Dispersion is the name of the game. This is what kept casualties to a minimum in Bahrain, but different theater commanders have different personal initiatives. Some are more proactive with their defense, and others have done nothing at all, besides making sure that all of the vehicles in the motorpool are lined up neatly.Where this goes from here is anyone's guess, but unless radical and immediate changes are made, the United States will continue to suffer casualties. I'm Gareth VK4GED, and for QNEWS I'm standing outside the Disaster Coordination Centre in Atherton here in far north Queensland. This is where disaster specialists from Tablelands Regional Council meet when there are significant weather or other disruptive events; And it's from here that Radio Amateurs will be called to help in times of community need and where they'll be setting up a radio base at short notice. It's also where the Tablelands Radio & Electronics Club meet every month to discuss and train on matters of communications resilience. I've singled out the Tablelands Club and Council because they have one of the best emergency comms relationships in Queensland. If you have a look at the Tablelands Council's website, you will find pages dedicated to radio communication and the involvement of the Tablelands Club. Our Monthly meeting for July features Contesting, which is Amateur Radio incarnated as a sport. In five weeks the Remembrance Day Contest will be with us, and in just over 24 hours Di Main VK4DI will be along to tell you how to win the RD. As one of Australia's foremost Contesters, Di has had a go at pretty much all Contests on all bands, and under all conditions. She is one of our hobby's Elmers - that's a person who acts as a recognised mentor to help other Hams get started and progress. Di has already mentored the Darling Downs Club, by providing a bit of coaching that enabled our club to take out our category in the John Moyle Contest last March. The RD Contest is looming, and the club has a chance. Di's presence is perfectly timed to provide some support, and your presence is warmly requested to provide some support in return. We're meeting at 1900 at the Guide Hut in Harristown, with all details on the website and also pasted into the text edition of this QNEWS, available from your friendly WIA website. Tea, coffee and timtams, and the hut is going to be comfy warm. We will have an impressive amount of gear to sell, as more of the club's stash has been moved to the hut. Our vice-president Sam VK4SAM has been very busy organising a sale, and in recognition we're having the club's first SAMFest at the same time as the club meeting. Monday 13 July from 1800 for access to the gear. The club's annual general meeting will be held at the Guide Hut at 1800 on Thursday 30 July. Note the time, date and location: all different from last year! The AGM packet will go our shortly, and it's mostly standard business. Wayne Gooda VK4YWG went Silent Key in Townsville University Hospital on Friday 19th June following a protracted battle with spinal cancer. The expert and considerate care he received in the Palliative Care Ward, along with being with family members ensured his peaceful passing. Wayne was a committee member and past Club Technician with The Townsville Amateur Radio Club Inc. and was also a member of the Wireless Institute of Australia. Amongst many activities on Amateur Radio, Wayne was a long time Packet Sysop maintaining a 2400 baud FBBS on the 6metre band and also established the first high power DMR Node in Townsville. Along with wife Cate he was also very active in supporting the Flinders Region Guides with the Jamboree On The Air activities, regular club communication support activities and social events. In his working life Wayne hit big goals when, as a Telecom Australia (and eventually Telstra) technician, maintained telecommunications infrastructure across Central, North and Far North Queensland, before moving into project management with jobs such as the Townsville to Tennant Creek Optical Fibre Project in the 1990s and the Mumbai Optical Fibre Network Upgrade Project in the early 2000s. Wayne's gregarious outlook, expert help and extensive technical knowledge will be sorely missed by Radio Amateurs and the community he was involved with. Vale Wayne Gooda VK4YWG, Silent Key. SunFest 2026 is on its way, same location as last year at 25 Peachester Rd Beerwah on Saturday September 19th at the Beerwah Community Hall. Here is your chance to grab a bargain, catch-up with folks you haven't seen for a while for an off air rag chew, or just enjoy the atmosphere. Tickets this year are the same cost as last year at just $5 for general entry and $10 for a traders ticket that includes 1 general admission. We are also having some technical information sessions. There will be raffles and door prizes with some great items on offer. We will have a printed program of the day events so you will know when things are happening. There will be bacon and egg rolls, beef and gravy rolls, tea, coffee and soft drinks for sale as well. There are nearby shops and it's only a short 500m walk from Beerwah train station. You could even make it a full day by bringing the family and spending the afternoon at Australia Zoo. Open for trader entry from 8AM, while doors for general admission open strictly at 9:30AM. As we confirm traders we will list them on our webpage and have links to their webpages. In other news the club had a POTA and picnic day on a Saturday a couple of weeks ago. Misschien kwam het door het zeer warme weer dat we deze week een verhit debat in de plenaire zaal zagen. Anders kwam het waarschijnlijk door de ernst van het onderwerp. Een debat dat vooraf werd aangekondigd als een debat van moddergooien, werd juist door die modder toch een heel verhelderend debat. Hier gaat de analogie met moddergooien dus mank.Het onderwerp? De normalisering van geweld in politiek en maatschappij. Om het geweld van de eigen achterban toch iets milder te beoordelen dan dat van de tegenstander, waren er heel wat jij-bakken nodig. En al die bakken waren tot het randje gevuld met, toch weer, modder. Ondertussen botst de regering met de vakbonden over bezuinigingen op WW- en WIA-uitkeringen. De versnelde verhoging van de pensioenleeftijd is van tafel. De bijbehorende bezuiniging nog niet, oordelen de bonden naar het lezen van een brief van het kabinet. En dus gooien zij de deur dicht voor verdere gesprekken. Premier Jetten ziet dat de deur altijd open staat. Verder kort over de parlementaire enquêtecommissie Corona die van start gegaan is. Over de aanstaande stikstofplannen. En waarom het verstandig is dat Leendert razendsnel een nieuwe smartwatch heeft gekocht. Wil je reageren? Gisteren zijn de vakbonden weggelopen bij de gesprekken met het kabinet over de sociale zekerheid. De bonden willen niet verder praten tot de bezuinigingen op de WW en de WIA helemaal van de baan zijn en ook hebben ze nieuwe stakingen aangekondigd. Hoe nu verder?  D66-Kamerlid Stephan Neijenhuis en PRO-Kamerlid Mariëtte Patijn gaan erover in debat.

Het kabinet-Jetten worstelt met zijn ambities. Het wil de rijksbegroting en de sociale zekerheid voor de lange termijn houdbaar maken. Daartoe wil het met vakbonden en werkgevers brede overeenstemming bereiken en met de uitkomst daarvan ook in het parlement voldeonde steun verwerven voor het beleid van de minderheidscoalitie van D66, VVD en CDA. Maar het wantrouwen is groot. Na een ultimatum van de vakbeweging, inhoudelijk gesteund door de werkgevers, kwam het kabinet deze week terug op de bezuinigingsplannen. Jaap Jansen en PG Kroeger verkennen hoe de eerste beschietingen de posities van betrokken partijen markeren. Dat is extra boeiend omdat bijna alle sleutelspelers nieuw zijn in hun rol. Zij kunnen zichzelf en elkaar - opvallend genoeg buiten de SER om - tegenover het minderheidskabinet plaatsen en zich als een solidair front opstellen, dat de eerder gesloten sociaal akkoorden verdedigt. Daarmee kunnen zij bovendien de coalitie onder druk zetten en uiteen spelen, omdat bijvoorbeeld D66 erg hecht aan een ambitieus sociaaleconomisch hervormingsbeleid en het CDA als vanouds aan het bereiken van sociale consensus rond grote maatschappelijke uitdagingen. Het kabinet zette daarom deze week in een uitvoerige brief ‘de eerste stap om het inhoudelijk gesprek te starten’. Rob Jetten onderstreept de wens te komen tot ‘een pact om ons land nog beter te laten werken’. Een benadering die dus veel verder reikt dan een zoektocht naar consensus over ingrepen in AOW, WW en WIA. Centrale doelstelling is een ‘ontslagvrije samenleving’ waarin iedereen zich ‘van werk naar werk’ kan ontplooien. Blokkades voor zo'n inhoudelijk gesprek haalt Jetten daarom nu van tafel. En daarmee zijn die polderchefs zelf weer aan zet. Deze benadering sluit direct aan op de voorzet voor een ‘breed akkoord, liefst vóór Prinsjesdag’, zoals de nieuwe VNO-NCW voorzitter Coen van Oostrom bij zijn aantreden lanceerde. En bij de ultimatum- eisen van de nieuwe vakbondsvoorzitters Hans Spekman (FNV), Hans van den Heuvel (CNV) en Nic van Holstein (Vakcentrale voor Professionals). Die zijn overigens niet meteen gerustgesteld. Zij vragen om ‘opheldering’ over de nieuwe koers in de kabinetsbrief. En in de Tweede Kamer houden mogelijke supporters voor zo'n pact – voorop Jesse Klaver van PRO – eveneens de kaarten tegen de borst. Zo ontstaat dan een gesprek over gesprekken. De vraag daarbij is of Jetten zélf een eensgezinde coalitie heeft, die ook echt de rust in de polder wil herstellen om Nederland economisch sterker te maken. Bij alternatieven rond de AOW houden de sociale partners hun kruit droog, omdat volgens hen de houdbaarheid ervan niet in het geding zou zijn. Alle reden bij zo'n ‘opheldering’ eerst consensus te bereiken over feiten en scenario's. Zo zijn de analyses van Rekenkamer-president Pieter Duisenberg over het beperkte zicht van Sociale Zaken op de ontwikkelingen bij de WIA dan meteen van belang, evenals de constatering dat het bestaande stelsel van fiscale regelingen tientallen miljarden aan investeringsruimte blokkeert. De vakbonden verlaten het overleg met het kabinet over de bezuinigingen op de sociale zekerheid zonder akkoord en kondigen acties en stakingen aan, te beginnen in het vervoer op 24 juni. CNV-voorzitter Hans van der Heuvel verwijt het kabinet dat het vast blijft houden aan 6 miljard euro aan ingeboekte bezuinigingen op AOW, WW en WIA, ondanks een overschot in de sociale fondsen. Premier Rob Jetten en minister Hans Vijlbrief spreken van een constructief gesprek en houden de deur open voor een sociaal akkoord, maar rekenen voorlopig op een stakingszomer. In Den Haag komt de Next Gen Security Conference ten einde, waar defensie-experts, diplomaten en politici spreken over de veranderende mondiale veiligheidsorde. Foundations of Amateur Radio The other day I witnessed a fellow amateur attempting to guilt another into using LoTW with comments about how their QSO partner would appreciate confirmation via the service, even if they didn't care for it. Before I continue, if you're unfamiliar, when two amateurs make a contact, or a QSO, with each other, then there's generally a log entry at both ends to record the event. Some amateurs, myself included, save up these contacts and count how many continents, countries, states and other entities are recorded in the log. Several amateur radio organisations allow you to claim an award for such a record. However, before they accept your word for it, they require confirmation of the contact, something that the amateur community refers to as a QSL. To recap, a QSO is the contact, a QSL is the confirmation of that contact. Traditionally this was achieved with postcards, known as QSL cards, transported across the globe through various postal services, and coordinated by so-called QSL bureaus, often run by the amateur radio peak body in each country. With the advent of the Internet, much of this process has turned electronic. LoTW is an example of an electronic QSL service, run by the ARRL, the American Radio Relay League. It's not the only such service, but today I'm looking specifically at the Logbook of The World, or LoTW. As I said, LoTW is not the only service and anyone telling you that you must use it is selling you something. Now, that's not why I don't use it, and again, you're free to, but you're not required to. For me there are several issues with LoTW. Having used it for a period, I feel comfortable in expressing some of its shortcomings, but I note that the last time I used it was almost a decade ago. I'll acknowledge that things might have improved or changed, but I have no evidence to suggest that it did. Let's start with how it works. You create a log in a specified format, using an application called TQSL you sign that log, ostensibly linking your identity to that log, then you upload that signed log to LoTW and wait for confirmations of contacts with other LoTW users. Signing is a process where you add information to a file that proves to the recipient that the log was created by you and wasn't modified in transit, which requires that you have a file called a certificate, which is created and sent to you via email by the ARRL, after they've authenticated you. So, first of all, in my opinion, the level of security is absurd and exceeds that of my bank, or my tax department. In addition, proving your identity comes with hurdles if you're not in America where an amateur who registers receives a postcard with an authentication code, made possible by the central database held by the FCC. For everyone else, the ARRL requires that you: "must send a copy of his/her Amateur Radio operating authorization in addition to a copy of one other government-issued document indicating his/her identity", via the post, snail mail, stamp, envelope, the whole thing. I'd also like to observe that at no time has the ARRL linked your identity to your email address, since they haven't asked for it at any point in the verification process. If that's not enough of a security nightmare, in Australia and other parts of the world, amateurs no longer hold a personal license, instead they are members of a so-called class license. There's no public record stating my ownership of my callsign, just that it's allocated. With increased privacy concerns, this is happening elsewhere too. In other words, proving that you are who you say you are is getting increasingly difficult and even if you did, you're sending that information to the ARRL, who you might recall paid a ransom to hackers who infiltrated their network. I've asked and never received a response about what actually happened to the information they continue to hold in relation to me, well that and an email from 2013 which states that "Data is never removed from LoTW." Even so, let's say that you are comfortable sending your information to the ARRL, the process of signing a certificate requires renewal on a regular basis and if you manage to forget, you have the privilege of starting all over again. Let's move on. It's important to remember that this process is to confirm a radio contact between two radio amateurs in order to get a piece of paper to hang on your wall saying that you did so. How do you know that the person you made contact with on-air is the same person who confirmed your contact? Radio isn't authenticated in any way, why should the confirmation be? Remember, before the Internet, this was done with postcards. Security and authentication aside, there's plenty more issues. I hold the callsign VK6FLAB. Several times a year, that callsign is permitted to be AX6FLAB. I like to operate portable in many different locations. Sometimes I sign "/QRP" for low power, generally if the other station is very high power and they're struggling, adding QRP can sometimes act as an incentive to complete the contact. Sometimes I sign Portable, or Mobile, depending on the situation and when I'm moving, I'm not in a specific location. Why am I raising this you ask? Well, turns out that you need to make a new location for every single one you're operating from. You also need to register each callsign and each variation, since apparently VK6FLAB and VK6FLAB/QRP are two different stations and if I sign with AX6FLAB, I need to request another certificate. So, this is increased convenience .. apparently. Then there's the argument that you're missing out. Let's get this straight. As far as I can tell, the bulk of LoTW users are American. For me, a contact with America is a single log entry to add to my continent and country list. Tell me again why I should care about this when I'm not in America? There's a list of 340 DXCC entities, which you can buy from the ARRL for $5.95 plus shipping, because of course in this digital age there's a shipping charge. In other words, this is the ARRL attempting to own the notion of confirming contacts between radio amateurs and in my opinion, being obnoxious about it. Here's another issue. If this was really so marvellous, why hasn't any other peak body adopted the Logbook of The World for their system? Why is there not a WIA version, an RSGB one and for each of the various countries who have closed their local QSL bureau due to lack of funding, since the postal burden on them has exploded to become nonviable? I think that LoTW is a solution looking for a problem, peddled by people who have something to sell and while there was a time that it might have been bleeding edge, that ship has sailed. You're free to use it, but I wouldn't recommend it. If you have never stepped into this, alternatives to explore include ClubLog, eQSL, QRZ, OQRS and plenty of print on demand QSL card services. And if you're searching, apparently QSL is also Queensland Sugar Limited, so pay attention. I should also mention that there's SOTA, Summits, POTA, Parks and other On The Air services that will happily take your log and confirm contacts. Here's a thought, how about we use the fediverse to federate and decentralise the process, or perhaps we might use something as mundane as email. If you want to use LoTW, by all means, go right ahead, but I won't and if I knew how, I'd get the ARRL to remove all my records from it, mind you, I'd have to trust them at their word, because I can't log in to check. De eerste twee maanden van het nieuwe kabinet lieten meteen zien onder welke druk het minderheidskabinet van Rob Jetten moet presteren. Ze werden direct in een wereldwijde crisis gestort, met dramatische gevolgen voor de energiezekerheid, grondstofketens, economische perspectieven en geopolitieke dreigingen. Stevige parlementaire meerderheden zijn niet in zicht en de polder is balsturig. Toch heeft het kabinet op vier grote thema's panache getoond. Soms zonder dat de buitenwacht daar erg in had, noteren Jaap Jansen en PG Kroeger. Jetten gunde de VVD na tal van vergeefse pogingen – ook al onder Rutte - om dit nu echt te regelen af te ronden. Bart van den Brink, de CDA-vicepremier, bleek bereid de wetgeving van VVD'er David van Weel - die hier PVV'er Marjolein Fabers werk voortzette - in de Senaat te verdedigen en zo af te ronden. Maar de Senaat is na ‘Schoof’ een mijnenveld. De grootste partij bij de Eerste-Kamerverkiezingen van 2023, de BBB, is daar in splinters uiteen gevallen, zoals ook PVV en BBB 'aan de overzijde'. De labiliteit werd nog verhevigd doordat Geert Wilders bijna te laat ontdekte dat succes voor Van den Brink juist voor zijn PVV funest zou zijn. Diens opdracht was duidelijk: de linkerzijde niet frustreren, de rechterzijde vastpinnen op hun eigen 'strengste beleid ooit' en voor SGP en CDA humane uitvoering daarvan garanderen. Lukte hem dat, dan zou de PVV zijn aanpak moeten omarmen en vastzitten aan met hem solidair meewerken aan het aanstaande EU-migratiepact. Prompt dwong Wilders zijn senatoren tot allerlei pirouettes om te voorkomen dat zij de wetgeving van hun 'kanjer' Faber nog zouden moeten steunen. Deze absurde situatie werd nog potsierlijker door manoeuvres bij D66. Premier Jetten had misschien toch wat Lubberiaans 'even meedenken' in eigen kring moeten toepassen. Anders dan het beeld na afloop kwam Bart van den Brink toch met winst uit de strijd. Hij kan in hoog tempo nu effectieve, uitvoerbare en humane wetgeving voorleggen en beide Kamers uitdagen nu wél hun werk te doen. In zijn eigen partij, het CDA, zal hij wel even moeten uitleggen dat dit resultaat geen reden tot ‘teleurstelling over weinig steun voor kabinet’ is (het commentaar van CDA-leider Henri Bontenbal), maar juist kans biedt zich te profileren als gedegen partij. Zeker ten opzichte van VVD en PVV die keer op keer niet leverden bij 'asiel'. Het kabinet kan intussen profiteren van grote doorbraken tijdens de Eurotop op Cyprus. Bij de Straat van Hormuz, de steun aan Oekraïne, energienoodbeleid en de praktische uitwerking van de rapporten Draghi en Letta zit Nederland daadwerkelijk aan tafel – het staat niet meer op het menu. Het nationale energiepakket van het kabinet bleek zó doelgericht te zijn ingevuld, dat ook gepatenteerde klagers over Haags beleid opvallend stil waren. Zelfs de boeren en de vissers! Ook bij de Voorjaarsnota kon de coalitie een reeks stappen zetten met wisselende Kamermeerderheden. Daarmee lijkt naar Prinsjesdag het pad geëffend. De onzekerheden zijn nog groot, ook geopolitiek gezien, en VVD-minister Eelco Heinen heeft er een handje van problemen door te schuiven - hij lijkt meer op de voormalige Griekse minister Yanis Varoufakis dan op een strakke Onno Ruding (CDA, kabinetten-Lubbers I en II) of Jeroen Dijsselbloem (PvdA, Rutte II). Drie mistbanken hangen nog voor de kust bij Scheveningen. Het noodzakelijke sociaal akkoord van kabinet en polder vertoont weinig dynamiek. De druk neemt toe nu blijkt dat het kabinet-Schoof in de WIA nog veel meer gaten en problemen achterliet. Enkele signalen gaf Jetten wel al af, zoals bij verzachting bij ingrepen in de bijstand. In het CDA klinken niettemin zorgen over het al te liberale karakter en de toonzetting daarbij van de coalitie. De uitgestoken hand valt minder op dan de permanente campagnestand van de VVD en onwennigheid bij D66 in haar rol als leidende coalitiepartij. Mistig is ook de grote aangekondigde hervorming in de zorg van VVD-minister Sophie Hermans en CDA-minister Mirjam Sterk. Het beteugelen van de kosten is geen rocket science - de Duitse coalitie van CDU/CSU en SPD is met precies hetzelfde bezig. Gek genoeg dreigen hier vooral in de VVD problemen. Eigen bijdragen voor meer gefortuneerde ouderen is in die partij sinds Rutte II een doembeeld. De strijd kon hier weleens vooral door VVD’ers onderling gevoerd gaan worden. Waar de mist nu zou kunnen optrekken, is bij de 'taskforce toekomstige welvaart en vestigingsklimaat'. Op Cyprus is met het stevige EU-pakket 'One Europe, One Market' een doorbraak mogelijk met de concrete aanpak van de rapporten Draghi, Letta, Wennink en de door Heinen zo bepleite 'Kapitaalmarktunie'. Nederland kan als lid van de E6-kopgroep van grote economieën van de EU voortrekker zijn. Hier moet vóór de Franse presidentsverkiezingen concreet 'geleverd' worden, beseffen alle betrokkenen. Het eerste Tweede Kamerdebat over de plannen van de coalitie was de voordoop van het aanstaande kabinet. Vooral het plan om de AOW-leeftijd sneller te verhogen zorgde afgelopen week voor harde kritiek. Het scheelde weinig of een Kamermeerderheid had het AOW-plan al in de prullenbak gegooid voordat de coalitie van D66, VVD en CDA goed en wel begonnen is. Een koude douche voor aanstaand premier Rob Jetten, want zelfs aan zijn betrouwbaarheid werd openlijk getwijfeld. Foundations of Amateur Radio The other day a fellow amateur revealed that they qualified for membership of the QWCA, the Quarter Century Wireless Association .. twice over .. there may have been some innocent whistling involved. During the ensuing discussion it emerged that it all started with a crystal radio set built together with dad, which triggered a whole lot of memories and made me consider just how you'd get into the hobby of amateur radio today. I think it's important to notice that amateur radio is a hobby. There are public service and emergency communication aspects to the experience, but it's essentially a hobby. It's supposed to be fun. I'm mentioning this because that might get obfuscated when I tell you that in order to actually be a radio amateur, you need a license. This license is required because when you transmit, radio waves don't know about international borders, don't know about interference, don't know about priorities and other aspects of our deeply interconnected world. Think of it as a way to formalise your responsibilities. Note that I said "when you transmit". You don't need an amateur radio license to listen, which you can do right now using all manner of online tools in your web browser, "WebSDR", "KiwiSDR" and "shortwave listener" are useful search terms if you're inclined. Getting an amateur license is not difficult. There are many amateurs who were licensed as a teenager, or even younger. It sets you up for life and amateur radio license in hand, you can start transmitting on dedicated amateur frequencies or so-called "bands". A license is required in every country and how that specifically happens in your country will require that you do a little research. Most countries have a so-called "peak body", an association that represents amateur radio to their government, it's a good place to start. In Australia where I live, it's called the Wireless Institute of Australia or WIA. In the United States, it's the ARRL, the UK it's called the RSGB. Searching for "amateur radio peak body" and your country should get you there. If you're stumped, your national telecommunications regulator is often another good place to find information, ultimately you'll be obtaining your amateur license from them anyway, even if they don't actually run courses and exams, though some do. Essentially what you're looking for is, where you need to go to get an amateur license and what's involved. As far as I know, most of this infrastructure is run by volunteers, fellow radio amateurs, even if there's a fee involved. You should also know that amateur licenses generally come in different flavours or levels. For example, in Australia there's currently three levels of license, Foundation, Standard and Advanced. The USA has Technician, General and Extra. The UK has Foundation, Intermediate and Full. The Netherlands has Novice and Full. In other words, what it's called and how many levels there are is country dependent, as are their requirements. I'll also mention that whatever license level you pursue, it's your hobby. You get to decide if, how and when you look for more responsibilities with a higher level of license. It might surprise you to know that I hold the basic Foundation license in Australia. I've held it since 2010. So-far I've yet to have a need to pursue anything further, despite regular "encouragement" to "upgrade" to a "real" license. You do you. It's your hobby. Some countries allow all of this to happen online, others require that you use pen and ink in person in a dedicated classroom, and everything in between. If you are hard of hearing, blind, or unable to physically attend, there are often specific tools and processes available to help you, make sure you ask. As an aside, I will mention that, as in life, there are people in this community who are less than welcoming and will go out of their way to be obnoxious, obstructionist or worse. Fortunately, while vocal and destructive, they are in the minority. Don't let their behaviour dissuade you from participating. You'll find amateurs all over the planet who will welcome you into the community with open arms. There are thousands of local amateur clubs, online resources and of course potentially a couple of million radio amateurs at the other end of your antenna. It's important to understand that the journey into amateur radio is different for everyone. For many long term amateurs the experience came from a family member or neighbour. While that route still exists, it's much less common as an introduction as it used to be. I first came across it as a teenager during a sea scouting event called JOTA or Jamboree On The Air. Whilst memorable, it wasn't until two more amateur radio interactions, decades apart, that I finally got to the point of actually discovering the hobby.
