Le Conseil des ministres a donné son accord pour l'introduction du Representation of the People (Amendment) Bill à l'Assemblée nationale. L'objectif de ce projet de loi est de modifier la Representation of the People Act afin de permettre la compilation d'un registre électoral complémentaire en vue des prochaines élections municipales ou de toute autre élection prévue par la loi. Selon la législation en vigueur, une personne ne peut être inscrite comme électeur que si elle a atteint ou atteindra l'âge de 18 ans au 15 août de l'année en cours. Le registre électoral, compilé annuellement, entre en vigueur le 16 août et demeure valide jusqu'à l'entrée en application du registre suivant. Ainsi, tout citoyen atteignant la majorité après le 15 août ne peut être inscrit qu'au prochain exercice d'enregistrement. Une disposition qui prive certains jeunes électeurs de leur droit de vote, malgré qu'ils soient résidents et domiciliés à Maurice. Avec ce projet de loi, le gouvernement entend corriger cette lacune en garantissant une plus grande inclusion des électeurs dans le processus démocratique. Le Conseil des ministres a pris note d'une faille dans le processus électoral qui a empêché 1 941 électeurs, dont 1 205 résidant à Port-Louis et dans d'autres villes, de voter lors des dernières législatives du 10 novembre dernier. Malgré les efforts du Bureau du commissaire électoral, leurs noms n'apparaissaient pas sur le registre électoral, les privant ainsi de leur droit de vote. Face à cette situation, le gouvernement propose des amendements permettant aux personnes éligibles mais non enregistrées de soumettre une demande d'inscription afin d'intégrer un registre électoral complémentaire. Une fois ajoutées, elles pourront voter aux prochaines élections municipales et se porter candidates. Ce registre viendra en annexe du registre électoral en vigueur depuis le 15 août 2024 et sera compilé immédiatement après la publication des writs of elections. L'objectif est de garantir que chaque électeur remplissant les critères puisse exercer son droit constitutionnel de vote. Pour être inscrit sur ce registre complémentaire, un électeur devra : (a) ne pas figurer sur le registre électoral actuel ; (b) répondre aux critères d'éligibilité ; (c) avoir atteint ou atteindra l'âge de 18 ans avant le jour de la nomination des candidats. Toutefois, un électeur déjà inscrit sur un registre existant ne pourra pas être ajouté une seconde fois. Ce registre complémentaire prendra effet la veille de la nomination des candidats.

The policy aimed to eliminate monopolies, ensure fair liquor distribution, and prevent bootlegging. However, it was withdrawn after corruption allegations led to the arrests of key AAP leaders, including former CM Arvind Kejriwal and Deputy CM Manish Sisodia, by the CBI and ED. The Comptroller and Auditor General (CAG) highlighted these losses in a recent Assembly report.In another news making headline, India abstained from voting on two resolutions at the UN General Assembly, marking the third anniversary of the Russia-Ukraine conflict. The resolutions were supported by the US, Ukraine, and Europe, and both passed with 93 votes in favor. While India did not support the resolution demanding Russian withdrawal, it did not oppose the motion on Ukraine's sovereignty and territorial integrity. In its affidavit, the Centre stated that various penal laws impose penalties for a limited time to ensure deterrence while avoiding excessive harshness. The submission was in response to Advocate Ashwini Kumar Upadhyay's plea challenging the constitutional validity of Sections 8 and 9 of the Representation of the People Act, 1951. Section 8 mandates a six-year disqualification post-release for those convicted of specified offences.In other news, with 12 state presidents appointed, the BJP seems to be on course to choose its new national chief, albeit with a delay. The BJP leaders The Indian Express spoke to across states attributed the delay largely to the recently concluded Delhi polls. A BJP leader from Madhya Pradesh said the party focused all its energies on Delhi. Meanwhile, another leader said, quote “One leader who has managed up to six-seven Assembly seats in our state and in Uttar Pradesh, was given the charge of only one Assembly seat in Delhi. In another constituency, two MPs managed it. The focus of the party on Delhi was unprecedented and that has led to a delay in the organisational elections,” unquote.Meanwhile, in another headline making news, a communal clash broke out over the installation of speakers in Dumraon village in Jharkhand's Hazaribagh district this morning. The clash occurred during Shivratri celebrations. According to Ichak Block Development Officer (BDO) Santosh Kumar, a disagreement over installing loudspeakers by the road escalated into stone-pelting and arson. Authorities said there were no injuries or deaths. Hazaribagh Additional Superintendent of Police Amit Kumar told The Indian Express, that an FIR has been registered,adding that three motorcycles and a car were set ablaze.In news from Maharahstra, a man allegedly raped a 26-year-old woman inside a MSRTC bus on the premises of a bus stand in Pune in the early hours of Tuesday. The police identified the accused as a history-sheeter and launched an extensive search for him.The police said the crime occurred around 5.30 am when the woman was at the bus stand to board a bus for her hometown in the Satara district of Maharashtra. The accused, loitering on the premises of the bus stand, allegedly approached her and misled her to another bus, saying that it was the one for her destination. The woman believed the accused and boarded the bus, said the police. The accused allegedly followed her and raped her inside the bus before fleeing from the scene.On the global front, President Donald Trump announced a new immigration initiative aimed at wealthy foreign investors, a “gold card” that offers a path to US citizenship for a fee of $5 million. Replacing the current EB-5 visa program, this scheme will grant investors the privileges of a green card, allowing them to become permanent US residents through financial investment. The existing EB-5 visa program, established in 1990, allows foreign investors to gain US residency if they create or preserve jobs through capital investments. Minimum investments are set at $1.5 million, or $800 thosand for economically distressed areas. The program has drawn criticism over concerns of abuse and fraud, with businesses, including those linked to Trump family members, using it to fund property developments.This was the Catch Up on 3 Things by The Indian Express

The return of peace after the First World War might have heralded the arrival of a time of tranquillity. Sadly, it didn't. Too much had changed. Four empires, three venerable and one an unpstart, had collapsed: Turkey's Ottoman Empire, the Russian Empire and the Austro-Hungarian Empire were the longstanding ones, and the German Empire, most powerful of all four, was the upstart that had shared the same fate. In Britain, Lloyd George, basking in his reputation as ‘the man who won the war', was nonetheless in a precarious position as the Liberal leader of a Conservative-dominated government. He decided to bring in a major electoral reform, the Representation of the People Act of 1918, and then go to the country at the head of his coalition – that is, the two parties in the coalition campaigning together, rather than as separate organisations which might well form a coalition afterwards, if the election results made that necessary. The electorate he faced had been greatly increased by his reform, including over five million more men but also, and this was the major innovation, for the first time, over eight million women. At last, the suffrage movement had broken through, but no thanks to the Suffragettes – Emmeline Pankhurst's WSPU had stopped campaigning for the vote when war broke out. The much bigger organisation, of Suffragists, the NUWSS led by Millicent Fawcett, played a much more significant role. It too, though, had been convulsed by the war, breaking with the peace movement to retain the support of more nationalist individuals, in particular in the Conservative party. At the same time, I had severed its electoral links to the Labour Party. It had paid off. Enough Conservatives voted for emancipation for the vote to be granted to women aged 30 or over and meeting a property qualification – not universal adult suffrage as granted to men but a big step all the same. So at the December 1918 general election, women could vote, and indeed stand, for the first time ever. Put his heart and soul into the game.But with his wife...not so dedicated.Take the politician who fights for kids, women's rights and has dedicated their adult life to public service.But then is found laundering money.Is this a character flaw in these people and so many others?The fact of the matter is, you are different in different situations... and so is everyone else.There is consistency in traits, but it also depends on the specific situation.Tiger Woods is hardworking and dedicated on the golf course, but not in the presence of attractive women.The politician is trustworthy with fighting for his constituents, but not so much with money.On a smaller scale - maybe you are super outgoing and talkative around a few friends but when you're at a big party you are shy.Does that mean that you are either outgoing or shy? It means it depends on the situation.You are different in different contexts, situations and around different people. It doesn't mean you are inauthentic or bad, it simply means you are different.There are so many facets to you and your personality, embrace them all. The Justice Department released horrifying new police body camera video from the Capitol hill insurrection on January 6. The video shows a man, who is being charged with seven federal crimes, screaming profanities at officers, threateningly wielding a flagpole and rushing at officers. Sandra Garza’s life partner, Capitol Police Officer Brian Sicknick, was injured while physically engaging with the rioters and later died after he collapsed. Garza tells Anderson Cooper “this is not loving America.” Plus, Sen. Joe Manchin, a key Democratic vote in a 50-50 Senate, has said he’s opposed to the For the People Act in its current form but released a proposal of his own. His compromises include making Election Day a holiday, banning gerrymandering, mandating at least 15 consecutive days of early voting and instituting a voter ID requirement that includes a utility bill as an alternative.
