In her address to the IIEA, Jillian York outlines how the internet transformed the ability of citizens to contribute to public discourse, especially for citizens living under authoritarian regimes. However, the internet has also facilitated the spread of harmful content such as disinformation and hate speech. Ms York discusses how platform companies, democratic governments, and authoritarian regimes are responding with increased moderation and censorship of the internet. She also assesses the negative consequences that can result and explains how citizens can respond. About the Speaker Jillian C. York is the Director for International Freedom of Expression at the Electronic Frontier Foundation, a fellow at the Center for Internet & Human Rights at the European University Viadrina, and a visiting professor at the College of Europe Natolin. Dr Shelly Lesher is a Professor and Chair of Physics at the University of Wisconsin, La Crosse (UWL) and a Guest Professor at the University of Notre Dame with an active research program in experimental low-energy nuclear physics and developing the next generation of scientists. Dr Lesher has authored of over 55 scientific publications which focus on understanding the structure of nuclei in journals such as Physical Review C, Physical Review Letters, and Nuclear Physics A. She is also interested in the intersection of physics and human rights and has served as the chair of the American Physical Society's Committee on International Freedom of Scientists. At an undergraduate institution, she works on developing the next generation of scientists and educating non-science majors in nuclear issues which includes developing and hosting a podcast on the intersection of nuclear science and society called My Nuclear Life available to the general public. Serving as the Director of the Division of Nuclear Physics Conference Experience for Undergraduate (CEU) program she arranges for undergraduate students to attend a national nuclear physics conference to present their research. She has held postdoctoral fellowships at the Katholiek Universiteit Leuven in Belgium and Lawrence Livermore National Laboratory. Her scientific research is funded by the National Science Foundation. Some recent honors include Fellowship at the American Physical Society and the Yale Presidential Visiting Scholar. Social media was how many of us consumed the 2011 Arab uprisings. Technology was putting power in the hands of the people. This week on Lawfare's Arbiters of Truth series on disinformation, Kate Klonick and Quinta Jurecic spoke with Jillian C. York, the director for International Freedom of Expression at the Electronic Frontier Foundation. She’s been an activist working on issues of internet freedom and free expression for many years, which gives her a unique perspective on debates over disinformation and platform governance. Jillian and Kate discussed Facebook’s Oversight Board—the entity designed to provide accountability for the platform’s content moderation decisions—whose development they have watched closely, and about which Kate has written a recent article. They also discussed why Jillian thinks content moderation is broken, what technology companies could do better and how discussions of platform governance tend to focus on the United States to the exclusion of much of the rest of the world.

Facebook has had a lot of trouble with misogynistic speech. A few years ago, several women’s groups joined together to petition Facebook to work harder to block misogynistic pages, posts, and replies. At the time Facebook had strict standards against hate speech that was racist or anti-semitic — such speech would be blocked or taken down. These groups simply asked that gendered hate speech receive the same treatment. It was ironic, people said, that Facebook would commonly take down photos of women breastfeeding in response to complaints. Such content was deemed pornographic. But when Facebook users complained about comments that were misogynistic or harassing women, Facebook defended their decisions not to take them down. Their reasoning was one of semantics: Comments that described gendered violence didn’t actually threaten violence, they would argue. But — campaigners pointed out — misogynistic content actually is threatening, and creates an unsafe environment for speech. The campaigners won. But this isn’t the first time Facebook’s policies on censorship have been questioned by the public. And it won’t be the last. Right now, many European countries are asking Facebook to more strictly police hate speech on the platform. Jillian York is a writer and the director for International Freedom of Expression at the Electronic Frontier Foundation. She joined us to talk about the most recent debates about online speech, and why she questions whether these kinds of decisions should be left up to Facebook at all. In Sweden, we celebrated it in a small, nice natural park, Säterdalen.About 40 people in home education met, enjoyed eachothers' company, had a pic-nic, and some seminars about home education - as home education is almost unheard of in Sweden, and many times resisted by the authorities.Two local reporters were there, taking pictures and writing articles that were published.This little movie is our greeting to you and all the others who celebrated this day.
