Our conversation today with Guy Curtis from Laurel Ridge Community College included Dr. Craig Santicola, Dean of Professional Programs to talk about their new drone programs. Craig explained the lengthy process for receiving formal approval for the programs and told us how the programs are structured. He told us that sUAS/Drone operators are in demand by a variety of industries with potential commercial uses in disaster response, police, fire, EMS response and investigation, search and rescue, scientific research, agriculture, farming, ranching, land, livestock, and wildlife surveys, pipeline and power line inspection, industrial and residential inspection, delivery and transport, and aerial photography. We talked about Advanced Air Mobility and the important role it will play nationally as well as on a regional level.  The Small Unmanned Aircraft Systems Flight Operator (Drones) program is a career studies certificate designed to prepare students for a career as a small unmanned aircraft systems flight operator. Upon successful completion of the coursework, students will demonstrate basic proficiency in the area of sUAS operations, general maintenance and repair, and sUAS collection and processing of aerial images, videos, and geospatial data. Coursework aligns with the aeronautical knowledge required for FAA-approved commercial operations as a Remote Pilot with sUAS rating and prepares students to sit for the FAA Part 107 exam. The Small Unmanned Aircraft Systems Flight Technician (Drones) program is also a career studies certificate designed to prepare students for a career as a small unmanned aircraft systems flight technician. Upon successful completion of the coursework, students will demonstrate advanced proficiency in a variety of sUAS areas. Topics covered include both theory and hands-on experience with mission planning, ground control operations, crew management, emergency procedures, safety, sensor selection, advanced maintenance, drone programming, flight data management, geospatial technology and systems, and manipulation of geospatial data for the purpose of analysis, presentation, and decision-making. Students must complete the sUAS Flight Operator Career Studies Certificate prior to beginning the coursework in this certificate. How can lawmakers ensure their jurisdictions are ready to reap the benefits of the drone industry? Scott Shtofman is Senior Manager of Grassroots Advocacy & Chapter Engagement for the Association of Uncrewed Vehicles Systems International.  AUVSI is the world's largest nonprofit organization dedicated to the advancement of uncrewed systems and robotics. It represents corporations and professionals from more than 60 countries involved in industry, government and academia. AUVSI members work in the defense, civil and commercial markets. In December, AUVSI launched their largest-ever advocacy campaign to educate state and local lawmakers on industry-supported policy solutions to integrate commercial drone operations into the national air space  .  Called Drone Prepared, the multi-state initiative is designed to help lawmakers ensure that their state or locality is ready for the benefits the future of uncrewed and autonomous flight.  Scott is a licensed attorney, certificated Part 107 Remote Pilot and owner and pilot for Quad Axis LLC.  He is a well-known policy expert on sUAS, having specialized in policy and operations consulting.  Scott's role with Drone Prepared is to manage the advocacy efforts with state and local entities. What is the Domestic Counter UAS National Action Plan and how can public safety organizations prepare for it? Charles Werner is Director of DroneResponders,  a non-profit organization created to unite aerial first responders, emergency managers, and search and rescue specialists in maximizing drone operations for public safety.  The organization is approaching 7,000 members worldwide, most of whom are using drones in a variety of public safety applications.  It has become the leading resource for public safety use of drone technology. Charles is the retired Charlottesville fire chief and 46 year public safety veteran. After retirement, Charles worked with the Virginia Department of Emergency Management for 2 years as senior advisor/acting deputy state coordinator. He served in numerous leadership roles at the local, state, national levels on public safety initiatives. He is a FAA certificated Remote Pilot, an author with more than 150 internationally published articles and serves as a contributor to numerous other public safety publications. Charles has received numerous commendations, three Virginia Governor's Awards of Excellence, recognized as the National Career Fire Chief Award in 2008 and Homeland Security Today's Person of the Year in 2018. In this episode of the Drone Radio Show, Charles talks about a new White House initiative on Counter UAS. This initiative will impact all public safety organizations in the US, and he offers suggestions on how to work with and prepare for the National Action Plan.  He also provides an update on what DroneResponders is doing to promote public safety use of drones.

World Wildlife Fund Quotes Howie and Lauds Big Cat Rescue A few hours before sundown on October 18, 2011, law enforcement officials in Zanesville, Ohio, received a strange 911 call: The neighbor of a man named Terry Thompson had spotted a black bear running loose on Thompson's property—then a large male lion. As police officials drove toward the scene, they began spotting other large carnivores. The area was residential, and there was a school soccer game happening nearby, so the officers were ordered to shoot the animals. By the following morning, they had killed six bears, 17 lions, and a slew of other wild creatures—including 18 tigers. Thompson had released all of them from the enclosures in his yard before committing suicide.   The Zanesville incident was so bizarre and horrific that it made international headlines. But it was also a rude awakening to the fact that many people in the US own exotic animals, including Panthera tigris. There are thousands of captive tigers throughout the country. You can find them in backyard enclosures, petting zoos, and even truck stops. They outnumber the tigers believed to remain in the wild today. And beyond the problems their captivity poses in the US, it's putting their wild counterparts at risk.   Leigh Henry, WWF's senior policy advisor for wildlife conservation, says she first became aware of the issue around 2006. “I was working on WWF's TRAFFIC team at the time,” Henry says. “An organization called Save the Tiger Fund approached us and said, ‘We're concerned about captive tigers in the US. Nobody knows much about them. If we get you some funding, could you do a study?'”   With the help of a consultant, Henry put together the first comprehensive report on tiger ownership in the US. The results of their research were jarring. Not only did there appear to be roughly 5,000 captive tigers across the country, but the vast majority of those cats—about 95%—were, like Thompson's tigers, privately owned. That total is just an estimate, Henry adds. “No one can say for certain, because the US actually has no comprehensive system for monitoring captive tigers.”   Instead, Henry found regulations that were patchy and riddled with loopholes. The US Fish and Wildlife Service (FWS), for example, required permits for certain activities that would normally be prohibited under the Endangered Species Act (such as breeding tigers or transporting them across state lines). But at the time, the FWS exempted generic tigers—tigers with genes from multiple subspecies—from those rules. “Generic tigers are basically mutts, for lack of a better word,” Henry says. “Since they aren't genetically pure, they don't have conservation value to the FWS. But most of the tigers in the US are generic.” So the FWS wasn't monitoring them.   The USDA, meanwhile, required exhibitor licenses for tigers that were being shown to the public—whether for free or for profit—but not for tigers that people simply wanted to keep privately as pets. Many states banned private possession of the cats, but still exempted anyone with a USDA license. A handful of others allowed possession with a state-issued permit, and several had no barriers whatsoever.   “Those laws have enormous loopholes. USDA licenses are easy to get, and many people who apply for them are just pet owners trying to evade the state bans,” says Howard Baskin. Baskin and his wife Carole run Big Cat Rescue, a 67-acre large cat sanctuary in Tampa, Florida, that's been operating since 1992. They currently shelter about 70 cats—including 12 tigers. Some came to the sanctuary from people who tried their best to care for the animals but didn't have the knowledge or resources to meet their needs.   “But then there are owners like Terry Thompson, or the woman in Ohio who had four tigers and two lions, and declawed and defanged many of them,” Baskin says. “She would chain them down and charge people thousands of dollars to receive big cat ‘training' experience. People kept getting hurt so she lost her USDA license, but she kept doing it anyway. It was a horrible situation. We took in four of these cats at the request of the state after she abandoned them.”   Besides putting both cats and people in danger in the US, the regulations allowing such behavior also pose big problems internationally. “A huge issue here is cub petting operations— people who breed tiger cubs so they can charge customers to pet them and take pictures with them,” Baskin says. “They can only use the cubs for a few months before they grow too big to be safe, and lose their commercial value.” Once that happens, there's no way to track where the cubs end up—and thus no way to make sure they aren't being sold illegally.   “Our concern is that you have all of these adult tigers in the US that are unwanted,” says Henry. And not just because they're dangerous: They're also incredibly expensive pets. The TRAFFIC report estimated that it costs $5,000-$6,000 a year to feed a grown tiger. And while there are some good sanctuaries like Big Cat Rescue in operation, “most of them are full to overflowing,” Henry says.   On the other hand, the value of a tiger carcass in Asian black markets can climb as high as $60,000. For someone trying to get rid of a large tiger, Henry says, selling its parts on the black market could prove too tempting to resist. And the availability of those parts fuels demand for even more—which in turn drives continued poaching of the cats in the wild.   What's more, America's captive tigers have become a diplomatic stumbling block in efforts to end tiger farming in China and Southeast Asia. When the tiger farm issue is brought up in international meetings, fingers tend to get pointed at China—but China has repeatedly questioned why the US isn't doing something about its own tiger problem. “We need to figure out a better way to regulate the tigers in our own backyard so that the US can continue to be a global leader in combatting wildlife crime, and help influence China, Vietnam, Thailand, and Laos to shut their tiger farms down,” Henry says.   Both WWF and Big Cat Rescue have been advocating for tighter laws that can better regulate captive tigers and halt the breeding of cubs for profit. In 2016, they saw two major victories. The first was an April decision by the FWS to scratch the generic tiger exemption from its laws—a change that more than 450,000 WWF supporters had called for. Around the same time, the USDA enacted a ban on public contact with tigers under four weeks old, in response to a petition from WWF, Big Cat Rescue, and a coalition of other animal rights organizations.   “That was a step in the right direction, but we asked for a ban on all public contact,” Henry says. However, the USDA is still considering further action in response to the petition. She's hopeful about the outcome—and about the pressure these new policies could put on other countries with tiger issues. And Baskin says Big Cat Rescue is advocating for a bill completely banning private ownership and breeding of big cats; so far, it's gained 82 cosponsors in the House of Representatives, and Baskin expects the number to keep growing.   “Unfortunately, it may take more tragedies like Zanesville to really change these laws,” Baskin says. “I'm hoping it doesn't. Currently, she is on special assignment as a participant with Oak Ridge Institute of Science and Education (ORISE) assigned to the Department of Defense's (DoD) Department of POW/MIA Accounting Agency (DPAA) at Joint Base Pearl Harbor-Hickam. She is serving as the Field Data Collection Coordinator assisting field recovery teams with GPS equipment and mapping services to help recover missing U.S. servicemen around the World. Once her assignment is complete with ORISE and DPAA, she'll return to Consolidated Utility District in Murfreesboro, TN to resume her previous duties as GIS Coordinator. On the To Video provides consulting, training, and safety education services.  I interviewed Desi five years ago, when she had just entered the drone industry.  At that time, her passion for drones earned her the nickname, “Drone Diva Desi”.  And over the years, that passion has continued to drive her forward.  Since 2015, her list of accomplishments is impressive.  Desi is one of the first women to obtain an FAA Certified 107 Remote Pilot certificate and a member of the FAA Wings program.  She is a graduate of the Gold Seal UAV Ground School, a Lead FAASTeam Representative Drone Pro in San Diego, an AUVSI San Diego Board member, and a AUVSI TOP Level 3 pilot. She is an UAS Operations instructor at TCI MiraCosta College and has a night endorsement. Desi is involved with several STEM and STEAM outreach programs such as, the Elementary Science Institute “Girls Take Flight” program for young women. She is also an advisor to Women and Drones. For the last 14 years, Brian has served as a State Trooper with the North Carolina State Highway Patrol. In 2013, Brian transferred to the Highway Patrol’s Crash Reconstruction Unit. As it turns out, the images were part of another existing DJI agro drone called the T16. So we will have to wait a little longer for a release date for the Mavic 3! Extension of Special FAR The FAA has extended its special FAR that was issued a few months ago to deal with COVID shutdowns. Remote Pilot whose privileges are due to expire between March and September (previously June) can renew online. https://www.federalregister.gov/documents/2020/06/29/2020-13960/limited-extension-of-relief-for-certain-persons-and-operations-during-the-coronavirus-disease-2019 Parrot Anafi USA Two weeks ago, we discussed the new Parrot Anafi “rugged version”. More information was release this week from Parrot. It's called the Parrot Anafi USA because it was designed for the US Army. Equipped with 3 cams: 32x zoom 2 cameras 21-MP cam claiming to see from 3.1 mi. FLIR camera coupled with the zoom. 500 gram, quiet (79 dB), ready in 55 seconds and all-weather. Something unexpected came out of the release when Henri Seydoux, the CEO of Parrot, openly slammed DJI publicly by claiming that a version of DJI Go was silently modified after data leaks were supposedly found. DJI responded by saying the data was not for the DJI Go app but for its Osmo device (DJI Mimo app) and the information was not leaked but going to a third-party provider to share footage. Drone Rescues Maps Drones are used for good daily in the world. One Company's Path To BVLOS Rob Knochenhauer is Head of UAS Regulatory & Operations at Green Sight.  Green Sight provides autonomous aerial data collection hardware and data analysis software tools t o support a wide variety of industries and applications.  At Green Sight, Rob leads the development of the UAS operational scheme wherein unmanned aircraft are run at customer locations with a 107 certificated remote pilot on site who maintains visual line of sight with the drone while it flies. While the drone is flying, the operation is overwatched by another 107 certificated Remote Pilot in Green Sight’s Boston office. This is all part of Green Sight’s goal to eventually run unattended drone operations in the future.  In this edition of the drone radio show, Rob talks about Green Sight, the BVLOS waiver process and what companies need to know to prepare for fully autonomous operations.

Erin Knoetig is a high school teacher from Nashua, New Hampshire, teaching her students about all that is drone. It started off as an idea with one of her co-workers, and is starting out as a part time program until the end of this school year. So far the program has been a great success, and starting in the fall it will be a full time credited class at Nashua High School North! When she first started brainstorming the program, Erin jumped in and got her Part 107 drone license. During the show she didn't divulge which school she used for that, but as many of you know my recommendation is Remote Pilot 101. Everyone that I've sent their way has crushed their FAA Part 107 exam, so if you're looking to get yours, check them out! Back to Erin's drone program, she discusses how she is creating the materials, as well as what's easy and what's difficult for the students to grasp. If you're reading this before listening, do you have any guesses as to what the students find easy and difficult? Erin also lets us know that she has a shooting star in her class that is really grasping drones, and may even give Erin a run for her money when it comes to drone knowledge and skills! ;) The biggest tip that she has for teaching children about drones, is to gain confidence yourself. If you're not confident, you're going to have a hard time teaching the students. Get out there and fly in different situations, so when your kids ask you a question, you can answer with confidence as you've been there before! Makes sense, right? In addition to that, Erin is also working on getting her program FEMA certified, as they have plans for the students to work with public safety in Nashua.

What did we learn in 2018 about where the drone industry is headed? For that question, we turn to Colin Snow, CEO and Founder of Skylogic Research, LLC (also known as Drone Analyst®).  Skylogic Research is a research, content and advisory services firm providing research-based insights on commercial drone market segments. Its mission is to help companies make critical investment decisions with confidence. Colin is a 25 year technology industry veteran with a background in market research, enterprise software, electronics, digital imaging, and mobility. His experience includes aerial photography as well as making, programming, and piloting remote control aircraft. He holds an MBA from Florida Atlantic University, is a member of all major UAS industry groups including both AUVSI and AMA, and also holds an FAA Part 107 Remote Pilot certification. In this edition of the Drone Radio Show, Colin talks about the forces that shaped the drone industry in 2018 and what we might expect in 2019.  There’s no better person from which to gain insights into the drone industry than Colin Snow.

Can the drone industry be a source of new jobs for rural America? Today’s guest believes they can.  Dr. Tulinda Larsen is Executive Director of  Deseret UAS, a Utah nonprofit created to promote economic development through reserach and testing of unmanned aerial systems.   Tulinda has more than 40 years experience as an aviation economist.  She’s an Adjunct Professor in the School of Business at Embry Riddle Aernautical University. Her books, The Drone Hobbyist and a Trustworthy Drone Business are top sellers on Amazon. Tulinda is also a Part 107 Remote Pilot and a private pilot.  In 2016, she turned her research from the commercial aviation industry to the developing drone industry. In this episode of the Drone Radio Show, Tulinda talks about efforts to bring new UAS jobs to rural Utah and discusses the opportunities and challenges of stimulating economic development through the drone industry.

Scott Bonjukian joins Time in Flight as a Co-host from his Cascadia Podcast. Scott is a newly minted Part 107 Remote Pilot. This episode discusses the overlap between manned and unmanned aviation and urban planning design and the impacts that future technology may hold for both urban planners and pilots. In a rare Monday night "appearance", Al and Marc got together to record this week's episode.  The reason for the change is that Al was flying back from Canada last night.  Or at least trying to.  Al had issues with border patrol on each end of his flight, which made for an interesting discussion.  More to this border crossing than maybe you thought. The guys also talked a little bit about Marc's newest rating.... Remote Pilot for Small Unmanned Aircraft Systems.  If you want to fly drones, you'll need this.. and its not a hard rating to get.   You'll have fun hearing Marc and Al catch up with all things aviation.  Great to have them back together after a few week solo effort by Marc.  Thanks for listening in. A workshop to teach educators how to introduce drones to students, Flirtey is in the news again with another package delivery milestone, and a report on the Hogan Lovells sUAS Part 107 webinar. Guest Princess Aliyah Pandolfi updates us on the exciting projects being undertaken by the Kashmir World Foundation. We last spoke with Aliyah when we covered the DaVinci Build-a-Drone workshop in Episode 124. In order to create a more sustainable program and bring this highly successful STEM program to a broader audience, this special workshop was created for educators who can then teach students at their schools and universities. Aliyah Pandolfi and David Vanderhoof Aliyah also explains a new project to monitor sea turtle activity with MiSHELL drones. To conduct their research, biologists must painstakingly locate sea turtle tracks on the beach and follow them to the nests. Kashmir World Foundation has partnered with Georgia Southern University at St. Catherines Island to discover how sUAS could be used to greatly increase the efficiency of the process.
