On the Side of ICE: Policing Immigrants in a Sanctuary State (NYU Press, 2025) examines the role of local police as voluntary, auxiliary reinforcements for ICE, focusing on the police force in New Jersey. It argues that even police in sanctuary jurisdictions, which explicitly label themselves as immigrant-friendly, are nonetheless still informally multiplying ICE's forces through voluntary cooperation. While to date, the ethnography of policing has been produced from participant observation with the police in “ride-alongs” during patrol work and in jails and the examination of official documents like police reports, this book employs a novel method of transcribing police body worn camera (BWC) video footage to provide immersive, ethnographic thick description narratives of instances of local police officers assisting ICE. It makes the case that BWC ethnographic methods are better able to capture realistic interactions between the police and those they stop than when participant observers are on the scene. The volume thus not only reveals the ways in which local police function to assist ICE in enforcing federal civil immigration law, but also demonstrates the significance of using BWC-based ethnographies to examine how police exercise power. Marion County filed a lawsuit this summer asking a federal court to clarify what information it could provide to federal immigration officials. Since then, 20 of Oregon’s 36 counties have voiced their support for the lawsuit, along with nearly all county sheriffs in the state. Attorney General Dan Rayfield has asked the court to dismiss the case, arguing that Oregon’s sanctuary state law clearly prohibits local cooperation in immigration enforcement. Juliet Stumpf is the Edmund O. Belsheim Professor of Law at Lewis & Clark Law School. She joins us to talk about what the county’s lawsuit could mean for Oregon’s sanctuary state law.

At least 30 people were killed when an Air India plane bound for London with 242 people on board crashed in a residential area minutes after taking off from the Indian city of Ahmedabad on Thursday, with the toll expected to climb further, authorities said. The plane was headed for Gatwick Airport, which lies south of the British capital.The governors of New York, Illinois, and Minnesota are due to testify before the House Oversight Committee on Thursday after days of protests in downtown Los Angeles over the Trump administration's enforcement of immigration law. The 3 states are among the 14 states and the hundreds of cities and counties recently listed by the Department of Homeland Security as “sanctuary jurisdictions defying federal immigration law.” The list was later removed from the department's website after criticism that it mistakenly included some local governments that support the Trump administration's immigration policies.

California officials could face jail time if they attempt to block the administration's immigration agenda, according to a recent letter to state and local leaders from Trump ally Stephen Miller's non-profit, America First Legal (AFL). At issue is California's “Sanctuary State” law, which seeks to prevent state resources from being used to assist with federal immigration enforcement. And several local jurisdictions, including San Francisco and Los Angeles, have also passed their own sanctuary laws. In the letter, sent to 249 state and local officials across the U.S., AFL warned that sanctuary jurisdictions were violating federal law and that officials “could face criminal prosecution and civil liability.” We'll look at how California and sanctuary cities are preparing to respond to the new federal policies, including a possible mass deportation program.
