Ocean Power Technologies CEO Philipp Stratmann joined Steve Darling from Proactive to announce that the company has reached an agreement in principle on a sole source contract award for multiple Wave Adaptive Modular Vessels (WAM-Vs). These will be delivered to a department of the U.S. Government. The final contract award will be a Firm-Fixed-Price purchase order on a noncompetitive basis. Revenue will be recognized ratably over the course of the contract, with an expected near-term delivery date. Stratmann emphasized that this award builds on the recent commercial success of OPT's vehicles and PowerBuoys. These technologies are used for autonomous Maritime Domain Awareness, Counter Unmanned Underwater Vehicles, and Mine Countermeasure Solutions in North America, Sub-Saharan Africa, and the Middle East. The company believes this agreement further demonstrates that its systems are an integral part of building out the future of ocean security. A Sole Source contract award is when the government awards a contract without competition. The standard procedure in GovCon is to use competition to compete requirements, therefore awarding a sole source contract is a “non-standard” procedure. There are a variety of factors that impact the decision to use a sole source strategy to acquire goods and services. To effectively use this sole source authority, it's critical for both government and industry to understand when a sole source contract would/should/could be the best option to meet the government's mission.Since this is a “non-standard” procedure, the government team has to justify why awarding a contract without competition makes sense in a specific acquisition. In this episode, we outline the basic regulations around how that justification is made. We talk about it all the time on this show - how can you get to the life in which all you have to do is farm or ranch? Dallas has a history of advising and teaching folks in agriculture, and now he is the owner of Ranch Management Consultants and their key course, Ranching For Profit, in Wheatland, Wyoming. Dallas will be talking with us about how he and his people help to identify areas within people's ranching and farming enterprises that are going underutilized or are acting as a drag on their profits. He will talk about strategies for improving an operation, increasing productivity, and enhancing profits. He will also talk about the challenges to implementing those strategies when there are other stakeholders involved in the operation. Dallas accurately points out that formal, agricultural education really emphasizes production when it comes to teaching ag students.
