Recent monthly reports by the Defense Nuclear Facilities Safety Board relate disturbing stories about near-miss operational incidents in the fifth shaft, under construction, at the Waste Isolation Pilot Plant (WIPP). The underground federal radioactive waste disposal site is located 2,150 feet below ground surface in a salt formation almost 30 miles east of Carlsbad, New Mexico. This year, the U.S. Nuclear Regulatory Commission approved a 40-year license for a private company, Holtec International, to build a facility between Hobbs and Carlsbad that would store nuclear waste from power plants the company is decommissioning in states from New Jersey to California. New Mexico already stores transuranic waste from nuclear weapons production in the salt caverns at the Waste Isolation Pilot Plant or WIPP. This project would be different, and would eventually hold up to 10,000 canisters, with each canister holding 8,680 metric tons of spent nuclear fuel from commercial power plants. The New Mexico State Legislature passed Senate Bill 53 this year, which would prohibit state agencies from issuing permits, contracts or leases for the facility—unless the state approves the facility or the federal government moves forward with a permanent storage spot for the nation's commercial nuclear waste. For over 34 years, CCNS has been a leader for nuclear safety. We began in 1988 to address community concerns about the proposed transportation of plutonium contaminated hazardous waste from Los Alamos National Laboratory, or LANL, to the proposed Waste Isolation Pilot Plant, or WIPP, for disposal in the deep geologic repository. On Wednesday, November 16 th , during the first virtual and in-person public hearing session, the Defense Nuclear Facilities Safety Board will hear from three Los Alamos National Laboratory (LANL) officials about the stored and buried transuranic waste at the Area G dump. More than 2,000 feet underground in Carlsbad, New Mexico, sits the Waste Isolation Pilot Plant (WIPP). WIPP is the country's only deep geological repository for nuclear waste of any kind — the U.S. doesn't have a permanent repository for high level waste like spent nuclear fuel . But its other claim to fame is it's also a case study in “consent-based siting,” which is the practice of getting community buy-in for nuclear storage sites. Now, a $3 million research project led by the University of Oklahoma's Institute for Public Policy Research is aiming to develop a new framework for consent-based interim siting of spent nuclear fuel. As the nation's nuclear waste storage crisis becomes increasingly more imminent, researchers hope they can craft policy that will incentivize communities to volunteer themselves as interim storage sites.

This week, we're talking about nuclear waste. In recent weeks, there has been a lot of news on this front, most of which is coming out of southeast New Mexico. The region has a long history with nuclear waste — dating back to the mid-1970s, when the area was first selected to be the site of the Waste Isolation Pilot Plant. There were bumps in the road along the way — lots of them, in fact. And it wasn't until 1999 that WIPP received its first actual shipment of nuclear waste. Now, new talks are underway about a second storage facility in the area — the consolidated interim storage facility. The proposed storage facility in New Mexico would ultimately have a capacity to hold up to 100,000 metric tons of spent nuclear at the surface in southeast New Mexico. One New Jersey-based company intends to transport its waste about 1,400 miles to the facility. Additionally, New Mexico State University recently received millions of dollars in federal Department of Energy grants to explore the possibility of recycling nuclear waste. We talk to reporter Adrian Hedden, the energy reporter from the Carlsbad Current-Argus — who frequently writes about nuclear waste — about big changes afoot for southeast New Mexico, which appears poised to become the nuclear storage capital of the world.
