Irish house prices are overvalued by up to 10 per cent, the Economic and Social Research Institute (ESRI) has warned, adding that an increasing number of households are carrying “elevated” levels of mortgage debt. That's not a large percentage when compared to the Celtic Tiger property bubble - so why is the think-tank cautioning it could still mean a 'painful correction'? It's claimed Clare is well-placed to experience a housing boom and with it an attractive buyer's market, provided infrastructure and planning hurdles can be jumped. It follows a new ESRI survey which has found house prices nationwide are overvalued by as much as 10%. The ESRI analysis, which has focused on prices, disposable incomes, interest rates and the supply of housing for those aged 25-44, has found property prices are now 14% above the Celtic-Tiger peak. In Clare alone, the average price of a home is now more than €266,000, which is up 11% in the last year. In addition, a 2023 High Court challenge was brought against the largest ever housing scheme proposed for Ennis, which plans for 289 units for the Lahinch road. 50 towns and villages in this county, meanwhile, remain without connection to wastewater infrastructure. Diarmuid McMahon of Sherry-Fitzgerald McMahon Real Estate Agents in Ennis says that compared to other counties, Clare's connectivity is unmatched and believes if infrastructure and planning obstacles can be overcome, the local market will benefit. The Institute of Professional Auctioneers & Valuers, meanwhile, says the best way to tackle price increases is to ramp up supply. It's calling on the new Government to act upon the Housing Commission's recommendations, to set up a decision-making body to tackle blockages to housing delivery.

Fintan O'Toole is an author and columnist. His books include We Don't Know Ourselves: A Personal History of Ireland Since 1958, Heroic Failure: Brexit and the Politics of Pain, and Ship of Fools: How Stupidity and Corruption Sank the Celtic Tiger. A member of the Royal Irish Academy, he is a winner of the European Press Prize and the Orwell Prize for political writing. He is also Professor of Irish Letters at Princeton University. About the Annual Edmund Burke Lectures Edmund Burke (1729-1797) graduated from Trinity College Dublin in 1748. As a student he founded what would later become the College Historical Society, the oldest student society in the world. Burke entered Parliament in 1765 and quickly became a champion for political emancipation. After 1789, he directed his attention to the French Revolution and its immediate ramifications for political stability in England. To mark the university's deep and lasting connection, and to express the inspiration his life and work as a public intellectual offer to us, the Trinity Long Room Hub Arts and Humanities Research Institute has instituted a prestigious annual Edmund Burke lecture, delivered by a leading public intellectual of our time on a topic that engages with the challenges facing us today. One of Burke's central and life-long concerns was what moral codes should underpin the social order, constrain the use of power and inform our behaviour as responsible citizens. This is as important today as it was in Burke's time, and the Edmund Burke lectures will keep his manifold legacies alive by providing a prominent forum for contributing in his spirit to the wider discourse about what society we want to live in and what traditions, perspectives and values we need to draw on in the shaping of our future. A Shannon resident of a defective Celtic Tiger era apartment has criticised the Government for failing to minimise their financial burden. The Department of Housing has begun developing a pilot scheme to reimburse households who've had to fix structural, water ingress and fire safety flaws at houses and duplexes built between 1991 and 2013. Up to 240 homes in Brú Na Sionna are affected and while the estate's management company has progressed remedial works, the applicable interest levies that have to be repaid will not be covered by the state. Resident Lorraine Carew says while this is understandable, the lack of action to reduce costs has led to severely distressing situations.

Budget 2025, reminiscent of the bonanza Celtic Tiger years, was leaked almost entirely before Ministers Jack Chambers and Paschal Donohoe took to the floor of the Dáil yesterday to deliver it. Political editor, Pat Leahy, believes that's down to the reality of coalition parties needing to publicise their particular wins ahead of an impending election. The 2.2 billion euro spending package is widely viewed as an attempt to curry favour with voters instead of addressing more long-term systemic changes that fall outside the electoral cycle. And he warns that a 'giveaway' budget does not automatically guarantee electoral success. Former senior government advisor, Gerard Howlin, says it will be extremely painful to rein in spending now that the precedent has been set. Clare's TDs have locked horns over whether Budget 2025 will give a helping hand to those in greatest need, or is simply thinly-veiled electioneering. Minister for Finance Jack Chambers has claimed the €8.3 billion package will put the country on a "firm footing for the future", but critics have dismissed it as a giveaway as the clock winds down to Election Day. Dubbed the largest Budget since the Celtic Tiger, this year's Budget contains a raft of measures aimed at appeasing various cohorts across society. Included in its record €2 billion social protection package are double payments for some social welfare recpients in October and a €12 increase in the weekly Social Protection payment. Two energy credits of €250 will go to every households on either side of Christmas while the 9% reduced VAT rate on gas and electricity will be extended to the end of April next year. These measures, according to Minister Chambers, are to "support the most vulnerable and ease the financial burden over the winter months". Other aspects of the package include a double payment of child benefit, an extension of the free schoolbook initiative and a cut to USC. Meelick Fianna Fáil TD Cathal Crowe believes the Budget looks after the young, the elderly and the vulnerable while giving particular assistance to Middle Ireland. Critics of the Government, meanwhile, have pointed out the prevalence in the Budget of one-off payments such as the aforementioned energy credit, as well as the rent tax credit which will rise from €750 to €1,000 for single tenants, and to €2,000 for a jointly-assessed couple. These, it's been suggested, don't get to the root of the cost-of-living crisis and merely act as particular groups on side ahead of an impending election. Other measures that have come under fire include the €7.50 increase on the current rate of carbon tax on petrol and diesel from €56 to €63.50. Kilrush Independent TD Violet Anne-Wynne insists the Budget lacks compassion and claims the Government is "buying votes".

It took until this week for justice to be served, when Lynn was sentenced to 5½ years in prison.After the sentence was handed down, the prosecution dropped a bombshell – gardaí believe the fraudster may still control some of the stolen money and suspect him of attempting to launder it here in Ireland. Max Pearson presents a collection of Witness History stories from the BBC World Service, this week we are focusing on Irish history. In 2006, Ireland's economic boom, known as the Celtic Tiger, ended. It meant thousands of people, like Michele Burke, were left devastated as house construction stopped. In 1959, Tralee, in Ireland, hosted a festival to promote the town and build Irish connections around the world. The Rose of Tralee is now one of Ireland's oldest and largest festivals. Veteran RTE broadcaster and author, Joe Duffy, walks us through the significance of the Celtic Tiger. At Easter 1916, a small army of Irish rebels attempted to start a revolution against British rule. They held out for more than a week against a massive British military response, but the insurrection ultimately failed. Also, how electrification lit up rural Ireland for the first time, despite concerns about its potential dangers. And how a group of women fought against a sexist tradition, that prevented them from taking a dip in a popular swimming spot. In 2006, Michele Burke and her fiancé William were looking forward to moving into their dream home in the picturesque town of Killaloe, in Ireland. But when Ireland's economic boom - known as the Celtic Tiger - ended and the global financial crisis of 2008 hit, construction on Michele and William's new house abruptly stopped. The couple were stuck paying a mortgage on a home they couldn't move into. They were not the only ones struggling. During the recession, there were more than 1,000 abandoned 'ghost estates' in Ireland. Michele tells Vicky Farncombe about her eight-year fight to move into her house.
