Gavin Lawlor, President of the Irish Planning Institute, discusses his concerns on the new Planning and Development Bill which was voted through the Dail last night.
It's claimed a landmark moment has been reached for Clare's disabled community. The Government has confirmed it will ratify the optional protocol of the United Nation's Convention on the rights of people with disabilities, over 6 years after the main body of the legislation was passed in Dáil Eireann. The measure will ensure a system is in place for people with disabilities to take complaints directly to the UN if they feel they're suffering a human rights violation in Ireland. Ennistymon Fine Gael Senator Martin Conway believes it's a major step forward, but admits much more barriers must be broken down to achieve equality.

Iarnród Eireann has unveiled its proposals to increase frequency and introduce an hourly service on the Ennis to Limerick rail line. At a special presentation before Ennis Chamber today, the company also provided significant updates on the Shannon Airport Rail Spur, the Ballycar Flood Defence Scheme and the reopening of the Crusheen Rail Stop. Iarnród Eireann used the meeting to deliver their plan for implementing the recommendations of the strategic All-Island Rail Review over the next 26 years. Among the aims of the programme is a rail link to Shannon Airport and reducing all intercity journey times to below 2 hours. Iarnród Eireann is hoping to connect Clare's International Airport to the rail network via a spur at either Cratloe or Sixmilebridge. Within the next 3 years, the company is aiming to gain stage 1 project approval, concecpt feasibility, costing and a preliminary design. Ennis Chamber CEO Margaret O'Brien insists timely delivery of the project will be crucial to the region's economic and tourism growth and says it's vital all stakeholders row in behind the plans. The Clare based CEO of Iarnród Eireann has set a goal of creating an inflection point in Irish society, where public transport overtakes the car as the first port of call for getting from A to B. Locally, the company is planning to provide an hourly service from Ennis to Limerick and reducing the travel time on the route to twenty minutes. This will be done by doubling the existing track infrastructure at Limerick Junction and introducing a looped track at Sixmilebridge, which will enable two trains to travel on the line simultaneously. The company is expecting the cost of the flooding solution at Ballycar, near Newmarket-On-Fergus to exceed €16m and is completing a new costing while it awaits funding approval from the National Transport Authority. If approved, Iarnród Eireann boss, Jim Meade believes the legacy flooding issues on the Ennis-Limerick line can be eliminated in the next two to three years. The Cooraclare native, who joined the company as an apprentice back in 1979, says providing top quality infrastructure in the MidWest is of paramount importance. Next year, Iarnród Eireann will aim to introduce the world's first ever Hydrogen powered locomotive and will begin the process of electrifying the rail network as part of a decarbonisation plan. The public transport provider is open to extending the rail network too and has confirmed its intention to progress with the reopening of the Crusheen Rail Stop, subject to funding approval by the NTA and Department of Transport. During the briefing, Green Party Deputy Leader Roisín Garvey confirmed Transport Minister Eamon Ryan would meet with a delegation from Crusheen to discuss the proposal, which is estimated to cost €4.5m. Nollaig Barry from the Inchicronan Development Group believes the reopening of Crusheen is a no-brainer.

Protests are taking place in some parts of the country - with one community claiming the lack of suitable school transport represents an attack on rural Ireland. Our reporter Barry Lenihan tells us more.
Clare's Government TD believes a general election is needed as soon as possible to ensure the people of this county have adequate representation in Dáil Eireann. Following Fine Gael Deputy Joe Carey's decision to retire from politics this week, just two of Clare's TD's remain in office. Under Article 16.2.2 of Bunreacht na hEireann, there must be at least one TD for every 30,000 people in a constituency. But following Michael McNamara's election to the European Parliament in June and Deputy Joe Carey's decision to resign from public office on medical grounds, Clare now has just one TD for every 64,000 people. Although a date has not been set for the impending general election, it's widely expected the Government will go to the polls after the budget. Meelick Fianna Fáil TD Cathal Crowe, who's now Clare's only government representative in the Dáil, believes it's in the best interest of the public for the next election to be held in the coming months, rather than a string of bye-elections. The Clare branches of Fianna Fáil and Fine Gael will both be holding their selection conventions in the coming weeks. At the close of nominations, Doonbeg Councillor Rita McInerney, Tulla based Senator and former TD Timmy Dooley and sitting Deputy Cathal Crowe have thrown their hats in the ring. While for Fine Gael, Ennistymon Senator Martin Conway and Leonora Carey, the sister of Joe Carey are the only candidates to declare an expression of interest to represent the party in the upcoming general election. A former Clare Fine Gael TD admits it's concerning the party will not have a contest at their upcoming convention and that it will not have representatives covering the West and East of the county. Fine Gael has not returned two seats in Clare since 2016, and while former Minister of State Pat Breen acknowledges it will be an uphill battle to do so this time round, he's hopeful the "Simon Harris Hop" will benefit his colleagues. Clare's newest General Election candidate meanwhile insists opening the Ennis Medical Assessment Unit on a 24/7 basis will be among her chief priorities. Following her brother Joe's resignation this week, 16 of Fine Gael's 35 TD's elected in 2020 won't now be running in the next election. Clarecastle native, Leonora Carey, who is currently an Occupational Therapist Manager with the UL Hospitals Group, believes a fresh approach is needed to the challenges of the day and says addressing local service deficits is vital.
The woman hoping to retain the Carey family seat in Clare says she's determined to bring a fresh approach to politics in this county. Clarecastle native Leonora Carey is the daughter of former Clare TD Donal Carey and sister of Deputy Joe Carey who represented this county in Dáil Eireann since 2007, but resigned his post this week on medical grounds. The Clare branch of Fine Gael will be holding its selection convention for the general election next week and, it's understood, Ennistymon Senator Martin Conway and Leonora Carey are currently the only candidates seeking nomination. Leonora, who's currently employed as an Occupation Therapist Manager with the UL Hospitals Group, insists improving healthcare in Clare and the MidWest will be among her main ambitions.

The 1918 election was a disaster for the Liberal Party. Although Lloyd George's faction, inside the coalition government with the Conservatives, took 127 seats, the Liberals independent of the coalition only won 36. Asquith himself, their leader, even lost his seat. The Conservatives saw a huge surge in their number of MPs and could have formed a government themselves. For the time being, though, they stuck with Lloyd George, seen by many as ‘the man who won the war'. The biggest defeat was for the traditional nationalist MPs from Ireland, thrashed by Sinn Fein, backers of an independent Irish Republic. The Nationalists were reduced to 7 seats while Sinn Fein won 73. One of these was taken by the first woman to win a seat in the British parliament, the Easter Uprising veteran Constance Markievicz. However, neither she or any of the 72 other Sinn Fein MPs took their seats, instead calling a meeting of the first ever Dáil Eireann in Dublin, the first Irish parliament. Over the next year and a half or so, there would be some violent incidents in a growing Irish War of Independence. The most threatening development for the British Empire, though, was how Sinn Fein began to build an independent government, increasingly winning allegiance from the population in the south and west. The British sent increased forces, many of them ex-soldiers, but fighting only really took off from the summer of 1920. A matter we'll return to in a later episode. A countywide series of mental health promotion events are taking place across Clare this afternoon. As part of the nationwide 'Hello How Are You' campaign, launched by Iarnróid Eireann and Mental Health Ireland, communities will be encouraged to reconnect in safe spaces to promote open connversations on health and well-being. This afternoon, the Clare Local Development Company will be inviting members of the public to attend its function at the Old Ground Hotel from 2 o'clock until 5. CLDC Social Inclusion Coordinator Darina Greene outlines what people can expect.
It's claimed the purpose of public transport has been defeated by a failure to implement flood defence solutions at Ballycar. It comes as the Ennis to Limerick rail line is expected to be closed for weeks due to the latest installment of legacy flooding problems. Over 1,800 commuters travel by rail from Ennis to Limerick every single week, however for the at least the next fortnight this figure will reduce dramatically to zero, as the rail track has once again become submerged. It's the first time in four years that flooding has occurred here, something Iarnród Eireann attributes to the cumulative affect of rainfall, and the slow drainage associated within Ballycar's geological environment. But for locals, the closure of the line has been all too common of late and Newmarket On-Fergus Fianna Fáil Councillor Pat McMahon says despite promises over the years, no progress has been made on solving the problem. Back in 2003, Iarnród Eireann carried out works to raise the track height at Ballycar by some 60cm to mitigate flooding, but the reprieve was short-lived, with the line last re-opening after flooding in April 2020. Last year, following an consultation process with the Office of Public Works, Clare County Council and the National Parks And Wildlife Service, Iarnród Eireann identified a "technically feasible drainage solution" that would cost €16.7m. But as yet, there's been no movement on the required funding being ringfenced. Over the decades the flooding has closed local roads and restricted access to farm lands, but Sixmilebridge Independent Councillor PJ Ryan believes persistent failures by the state to address the issue defeat the purpose of public transport. It remains to be seen for how long the current spate of flooding will persist, in the meantime, Bus transfers will be in operation between Limerick and Ennis in both directions for all services.
Concern has emerged that Ennis Train Station is becoming a "flashpoint" for anti-social behaviour. Iarnród Eireann has appeared before a meeting of local representatives to address concerns over persistent illegal dumping and fly tipping at the site. In the latest Irish Business Against Litter Report, Ennis Train Station was one of three areas in the town to be classed as "heavily littered". According to Ennis Tidy Towns, on one day alone last week sixteen bags of household rubbish and six bags of leaves were recovered from the site, shopping trollies were observed abandoned there and graffiti was removed. In the first six months of 2023 alone, 44,000 passengers passed through the doors of Ennis Train Station. Ennis Tidy Towns Chair and Fine Gael Councillor, Mary Howard believes the lack of maintenance is blighting a key entry point for visitors to the county. Iarnród Eireann is now calling for further support from the local authority to combat what it's described as a "severe spate" of fly tipping. The public transport provider has appeared before a special meeting of Ennis Municipal District on foot of concerns raised over persistent littering at the site. According to Ianród Eireann, millions of euro have been invested there in recent years and while a review of the CCTV system is currently underway, a number of blackspots still exist near Station Court. Business Development Manager Jim Dempsey says the situation is extremely disappointing for staff and customers. A number of Councillors also raised concerns over anti-social behavior incidents at the Station, following an incident in August which saw criminal damage caused to a number of vehicles. Ennis Station Master, Philip Conway insists additional security measures have been put in place and they're committed to making Ennis a world class facility.

I Wish, the social enterprise inspiring girls globally to consider careers in Science, Technology, Engineering and Maths (STEM), is welcoming almost 3,000 female students to its 10th annual Showcase today (February 8) in the RDS, Dublin. Over the past decade, I Wish has engaged with over 60,000 students, hosted close to 1,000 speakers, and partnered with over 50 industry leaders. This year's event boasts a line-up of over 50 influential speakers including former President of Ireland and current chair for elders Mary Robinson. Irish science communicator and entrepreneur Ciara Judge; VP of Mid-Market Global Business Group, EMEA Meta and Head of Meta Ireland, Anne O'Leary; global diversity and inclusion leader Furkan Karayel; aeronautical engineer Dr Norah Patten, and Irish Olympian hockey player and biomedical engineer Katie Mullan will also share their insights and experiences, igniting inspiration among the young attendees. Mrs Robinson, who will speak at a session today on climate justice and the challenges in achieving gender equality globally, outlined the importance of "seeing is believing", with female role models inspiring girls to think bigger. In the recent I Wish Survey of Female Students' Attitudes to STEM, 51% said a barrier to STEM was a lack of female role models while 66% cited poor gender equality in STEM careers. Mrs Robinson said: "I am delighted to join I Wish again this year,?marking?their 10th?anniversary. It's an honour to be part of an event that ignites the spark of possibility in the hearts of young women. As a staunch supporter of 'girl power', I witness its transformative impact every day through my work. "I recognise and applaud the profound influence that organisations like I Wish have on teenage girls, assisting them to embrace their power, and enabling them to forge paths in careers they are passionate about. Seeing is believing for young minds. Together, let us inspire and pave the way for a generation of fearless trailblazers, breaking barriers and shaping a world where every dream is within reach."?] Echoing Ms Robinson's sentiments, I Wish co-founder Caroline O'Driscoll highlighted the significance of providing access to inspiring role models, stating: "When we founded I Wish 10 years ago, our guiding ethos was to give 'Choices, Chances, Changes' to girls and ensure that they have every opportunity to take their place in the economies of tomorrow and not be left behind by broken stereotypical biases of the past. "In our annual survey, time and time again girls tell us that they want more information about STEM and report that access to female role models positively influences them. At our Showcase, over 3,000 teenage girls get the opportunity to listen to the lived journeys of some amazing trailblazers. This in turn allows them to see what a career in STEM is truly like, understand the variety of careers and pathways available and the positive impact that STEM has on our world." This year's event sees the introduction of the inaugural Podcast Hub, in association with Amy Jane Keating, founder of the Go Do You podcast, featuring insightful conversations with leading female STEM voices. These recorded podcasts will be rolled out over the coming months, further amplifying the impact of the event. Also, as part of an extended partnership, Iarnród Eireann and Bus Éireann are providing free rail and bus transport to almost 1,500 girls from 15 locations across Ireland to the event. I Wish co-founder, Gillian Keating extended her thanks to the 40 leading companies from pharmaceutical, technology, and engineering sectors taking part in the event, from speakers to interactive exhibitions. "We are fortunate in Ireland to have so many multinational and indigenous companies committed to showcasing STEM pathways to the next generation of female leaders and innovators. They understand that their future and the sustainability of their business are inextricably linked to the career choices young women make ...
It's claimed a serious opportunity will be missed if the Government fails to fund the reopening of the Crusheen Train Station. Despite Ianróid Eireann signalling this week that the project is wholly dependant on future state funding, Minister For Transport Eamonn Ryan has ruled this out for at least another five years. Currently Clare has the third lowest proportion of people commuting by train in the country and the Crusheen station has not operated since 1986, when it served as an auxillary freight service. Maghera Fianna Fáil Councillor Pat Hayes believes the prospect would be a gamechanger for the Western Seabord.
The Clare based Chair of the Irish Palestinian Alliance believes the Government will soon pledge its support to South Africa's genocide case against Israel in the International Court of Justice. It comes as a debate to support the case, as well as calls for an immediate ceasfire in Gaza, will take place in Dáil Eireann this evening.
In 2018, Holly Cairns was 28 years old and had voted once in her life. In the five years since, she's been elected to Cork County Council, then to Dáil Eireann and in the last twelve months has become leader of the Social Democrats. Earlier this year, having previously been vocal about the targeted, sexualised abuse she and other female TDs are regularly subjected to, Holly spoke for the first time about that abuse - normally faceless and online - escalating into a real-world situation where a man began showing up at her home in West Cork. She speaks to Richie from her family farm about how that experience changed the way she lives day to day, why she decided that talking about abuse to journalists anonymously stopped making sense, and the dilemma she faces as the leader of a political party about when to be open and when to keep quiet.
