Mais aujourd'hui, avec le recul, les avis sont beaucoup plus partagés, et le régime éthiopien actuel n'hésite pas à lui rendre hommage. Que reste-t-il du négus dans la mémoire collective ? Gérard Prunier, qui a connu l'Éthiopie impériale, a été chercheur au CNRS et directeur du Centre français des études éthiopiennes à Addis-Abeba. Il témoigne, au micro de Christophe Boisbouvier. RFI : Gérard Prunier, quel souvenir laisse Haïlé Sélassié ? Celui d'un despote ou d'un monarque éclairé ? Gérard Prunier : Pour l'Éthiopien moyen aujourd'hui, celui d'une sorte de rêve. Parce que dans la mémoire collective, c'est l'homme qui parlait d'égal à égal avec le président des États-Unis et avec le Général de Gaulle, bien sûr.N'a-t-il pas laissé aussi le souvenir d'un autocrate qui nourrissait ses chiens pendant que 200 000 de ses compatriotes mouraient des suites d'une famine ? Vous avez absolument raison de mentionner cet épisode qui a été en plus filmé. Le pauvre homme était à demi sénile au moment où la révolution de 1974 a éclaté. Et ce que vous dites est tout à fait vrai. Mais la mémoire collective est orientée par des sentiments subjectifs et c'est oublié.Qu'est-ce qui reste de l'héritage politique de l'Empereur ? Il reste l'Union africaine qui a été créée par l'Empereur et qui était pour lui une sorte de bras politique qui lui permettait au-delà des océans de serrer la main directement des plus grands de la planète. C'est-à-dire que l'Union africaine était un instrument de l'Empereur.Est-ce qu'aujourd'hui, dans la mémoire éthiopienne, l'Empereur et son tombeur, le colonel Mengistu, sont mêlés dans le même souvenir ou est-ce que les gens font la différence ? On fait une très grande différence. L'Empereur, c'est la gloire qui est effacée. Mengistu, c'est la flaque de boue dans laquelle on a glissé après que le glorieux Empereur a disparu.33 ans après sa chute, Mengistu est toujours vivant. Il a 87 ans et il est réfugié au Zimbabwe. Est-ce que l'Éthiopie a renoncé à le faire extrader ? Oui, elle n'a jamais déclaré qu'elle y avait renoncé, mais elle y a renoncé parce que, dans la situation actuelle, ça serait une exacerbation des multiples guérillas qui existent à droite et à gauche et que le pouvoir éthiopien actuel a bien du mal à contrôler.Au siège de l'Union africaine, à Addis-Abeba, il y a une statue du Négus et l'actuel Premier ministre éthiopien, Abiy Ahmed, lui a rendu hommage récemment. Est-ce qu'on peut parler d'une réhabilitation de l'Empereur ? D'une tentative de réhabilitation. Monsieur Abiy Ahmed est loin d'être un maladroit et après tout Haïlé Sélassié est l'homme qui a fondé l'Union africaine. Donc, qu'il cherche à se draper dans un petit peu de cette gloire passée… Mon Dieu, il n'est pas le seul homme politique à avoir fait ça.Pour les adeptes de la religion Rastafari, notamment, bien sûr, pour les nostalgiques de Bob Marley, notamment en Jamaïque, Haïlé Sélassié, c'est le Messie. Pourquoi une telle aura mystique ? Parce que ça, ça remonte à la période où il avait grimpé au pouvoir. Il était à l'époque le seul et unique chef d'Etat noir au monde.En 1930…Oui, d'ailleurs, ce qui était assez amusant, c'est que lui-même était plutôt raciste et notamment le Ghanéen Kwame Nkrumah, qui était un des grands leaders panafricains de l'époque, avait dit à l'Empereur un jour « Oui, pour nous autres noirs », il voulait dire « vous représentez tellement ». Et l'Empereur lui avait dit « Vous parlez pour vous ». Il ne s'est jamais considéré comme un noir. Il était déjà, d'une certaine manière, l'expression du Sud global.Vous vous souvenez du jour où vous avez appris la chute de Haïlé Sélassié ? Oui, je me rappelle très très bien ma réaction, parce que j'ai eu très vite comme ça, passant dans les yeux, un événement où j'avais vu un bourreau fouetter un paysan en public parce qu'il avait bousculé des gens pour s'installer dans un autobus. Et le bourreau était une caricature du méchant dans un film américain. Et bon, c'était un de ces domaines du Sud qui était entre les mains des Amharas. Et j'ai pensé que ce système était complètement archaïque. Je me suis dit « mais ce n'est pas possible de voir encore des choses comme ça ». Et alors, vous savez comment on l'a fait sortir du palais ?Non…On l'a obligé à s'asseoir sur le siège arrière d'une VolkswagenD'une coccinelle.Voilà. Et à l'époque, vous vous êtes dit c'est bien fait pour lui. Non, parce que connaissant l'histoire de l'Éthiopie, je savais qu'il avait très mal géré l'invasion italienne en 1935-1936 et qu'il avait vraiment su gérer sa réinstallation au pouvoir en 1941. Et je me suis dit que, quand on a quelques siècles de décalage par rapport à celui dans lequel on vit, mon Dieu, il ne s'en était pas trop mal tiré.
