We examine local real estate markets and the unique mix of property and economic development components at the local level here at the ‘Are We Here Yet?' podcast so our listeners can find inspiration for their own local efforts back home. This episode host Scott Graves sat down with Ed Bove, Executive Director of the Rutland Redevelopment Authority in Scott's adoptive hometown of Rutland, VT. Scott found resonance with Ed in their shared interest in incremental development and generally a ‘Strong Towns' approach to neighborhood building. The discussion centered on how Rutland and the RRA are working to assist private developers to realize current Mayor Mike Doenges goal of 1000 units of housing in 5 years. Given Vermont's past as an often development-resistant region, this may seem like a tall order. There is little consensus on whether we need more housing at the broadest level, though municipal and state leadership understand there is a housing crisis affecting all of us, particularly working-class people in Vermont. Additional housing needs range from the state's number of 36,000 units, Vermont Futures Project estimate a bit higher and to those estimates by Knowledge Towns of 75,000 or more. Keith Poche scored his first Bass Pro Tour win and the top award of $100,000 at the Major League Fishing U.S. Air Force Stage Two event on Tennessee's Cherokee Lake. It's mid November and California budget revenue collections are way below projections. Paired with historically high rates of inflation, the Legislature may be facing a $25 billion deficit in FY 23-24. One big difference from budget deficits of the past, however, is the state has $23 billion saved in rainy day funds. Experts agree: Is the situation serious? Without a doubt. Is it a crisis? Aaron Longwell, Scott Graves and Judah McAuley are back for the final installment of this two-part episode of the 7CTO Studio Podcast. Aaron is the Software Development Manager at Serverless, Scott is the CTO at Reps and Co, as well as a Founding Partner at Scale Tech Consulting, and Judah is the Associate Director at Tinuiti. This week, they continue their conversation about degeneracy and its relationship to redundancy. Here are some ideas you'll hear them explore: It usually takes a lot of waste to get to the optimal setup. The smaller the piece of the system, the more precise you need to be. As you zoom out, you can be more tolerant of inefficiency. Dial in the parts of the system that are stable; focus your adaptability on the areas that are subject to change. How is the energy in your team best applied? “The thing I've learned the most in managing teams the last couple of years, is to leave lots of slack… leave room for having the energy to think about and try different things.” Darwin originally theorized evolution as descent with modification and differential survival. They discuss what is similar in software development, and what might be missing. How Deming's generative organizational principles apply to building software development teams: “In a good generative culture the complexity will naturally evolve.” Is it wrong to piggyback off other systems to solve degeneracy? “Human engineers make progress all the time by looking at the solutions that evolution has come up with.” But is that an effective model to follow? In the first installment of this two-part episode, they're exploring what engineers can learn from evolutionary biology when it comes to the software development process. You'll hear Etienne, Aaron, Scott and Judah talk about: How software development follows patterns of biology and ecology, as well as dynamic systems theory. The importance of The Adjacent Possible. This is where modification occurs in a network that makes something possible that wasn't possible before the modification. The way lay people think about code is much simpler than what coding actually is. "People who are not in software I always tell them, every piece of software you admire, …if you could peel the curtain back on that, you'll be shocked at how hard to understand and complicated and garbage the code looks," Aaron says. Software, especially coding, is much more complicated than it looks and there are so many algorithms that need to be followed. You can only change bits of code at a time or else the systems get out of balance. What matters most is how well the system around the code works. The thing that makes the code most adaptable is you. Why you should allow some randomness and some mess into your problem solving so that you can explore other avenues to resolve issues. California's budget surplus continues to balloon, thanks to growing tax revenues from the state's wealthiest citizens It seems likely that most taxpayers will get some sort of rebate this summer, but officials in Sacramento can't agree on just how much that should be The latest budget proposal comes from the Democrats in the State Senate, who announced late last week that the state's surplus has soared to a projected 68 billion dollars, a staggering number that would shatter the record set just last year, of $47 billion. Much of that surplus has to go into public education, but the Senate Democrats want to set aside billions more for the state's rainy day reserve fund, and give $8 billion back to taxpayers in the form of $200 per person, up to $1000 for a family of five. They also propose rebates for businesses, as well as larger investments in solving homelessness, addressing climate change, and tackling deep poverty and access to health care. The Gann limit hovers over the California capitol like an ominous cloud on an otherwise sunny day. Despite massive tax revenues and a projected discretionary budget surplus of $20.6 billion (with a strong potential to exceed this amount by $15 billion), the state must abide by an arbitrary spending cap adopted over 40 years ago - the Gann limit. This limit severely restrains any new investment by the Governor and Legislature. Budget advocacy is already very challenging. Gann ensures that advocates will battle a terrible headwind, especially for spending proposals that do not meet the narrow exclusions allowed by Gann. Today I talk with Scott Graves, Research Director at the California Budget and Policy Center, a non-profit and non-partisan research group based in Sacramento. We break down the Gann limit and discuss what's at stake for advocates as they advance their FY 22-23 budget proposals. Through his nonprofit, Special Ops Xcursions, founder Scott Graves is devoted to providing unique adventures to Special Operations Forces service members and their families at no cost. The list of adventures includes hunting, fishing, skeet shooting, archery range days, family retreats, safaris and even music-writing getaways with Nashville recording artists. In this episode, Scott shares the story of how he and a small group of friends came up with this idea in 2012 at their West Tennessee hunting club. After the first group of soldiers arrived in September 2013 for a dove hunt, the overwhelming success of that excursion quickly rippled into numerous events providing all types of outdoor activities.

Scott begins by discussing how the legislature set up a rainy day fund in anticipation of future recessions and how accessing the fund helped soften the fiscal blow caused by the pandemic. The effects of COVID-19 radiate through the entire conversation as Scott discusses how budgets reflect priorities and values, how California can raise revenue without raising taxes through structure changes, like closing prisons, why moving toward a form of single payer health care is necessary, and what the CBPC like and didn’t like from the August budget.
