Conflicted comes to the end of our Ethiopia series with an episode beginning at the fall of Emperor Haile Selassie in 1974, and charting the country's tumultuous course through the late 20th century. This was a time characterised by a brutality the country had not witnessed before, as the Communist military dictatorship, known as the Derg, wreaked havoc on the country. Ethiopia in the 70s and 80s was one dominated by horrifying episodes of mass death – from the Red Terror which engulfed the country in 1977 to 1978, to the terrible famine in the 1980s which caught the world's attention, birthing Live Aid and songs from Western Musicians to raise money, which would come to be so common (if later criticised) in the decades to come. It was also an era of Cold War intrigue, with Ethiopia thrust into wider geopolitical games involving the US and the USSR – even Cuba! – as well as warring with its neighbours and, eventually, with its own dictatorship. Two years after the Pretoria agreements ended the Tigray war, what's the situation on the ground? The conflict resulted in nearly 600,000 deaths, with Eritrean soldiers fighting alongside the Ethiopian federal army against the Tigray People's Liberation Front. While the peace deal called for Eritrean troops to withdraw, Eritrea never signed it, and many border areas remain occupied. Those living there feel abandoned. Our Ethiopia correspondent Clothilde Hazard reports.

GlossaryTigray War (03:21 or p.1 in the transcript)Between 2020 and 2022, Ethiopia fought a war with militants from its northernmost region of Tigray, then under the control of the Tigrayan People's Liberation Front (TPLF). The conflict was one of the deadliest in recent world history and drew international attention for a preponderance of alleged war crimes, human rights abuses, and ethnic cleansing in Tigray. The war formally ended in November 2022; Tigray was left in ruins, and its capital was turned over to the federal government. Due to the conflict, 5.1 million Ethiopians became internally displaced in 2021 alone, a record for the most people internally displaced in any country in any single year at the time. Thousands also fled to Sudan and other countries in the region. By the time the Pretoria peace agreement took effect, the Tigray War and its associated humanitarian disaster had killed approximately 600,000 people. The African Union (AU) replaced the Organization of African Unity (OAU). The AU's headquarters are in Addis Ababa, Ethiopia. The OAU was established on May 25, 1963, and its activities included diplomacy (especially in support of African liberation movements), mediation of boundary conflicts and regional and civil wars, and research in economics and communications. The OAU maintained the “Africa group” at the United Nations (UN) through which many of its efforts at international coordination were channeled. The OAU was instrumental in bringing about the joint cooperation of African states in the work of the Group of 77, which acts as a caucus of developing nations within the UN Conference on Trade and Development. In 2000, in a move spearheaded by Libyan leader Colonel Muammar al-Qaddafi, it was proposed that the OAU be replaced by a new body, the African Union. The African Union was to be more economic in nature, similar to the European Union, and would contain a central bank, a court of justice, and an all-Africa parliament. A Constitutive Act, which provided for the establishment of the African Union, was ratified by two-thirds of the OAU's members and came into force on May 26, 2001. After a transition period, the African Union replaced the OAU in July 2002. In 2004 the AU's Pan-African Parliament was inaugurated, and the organization agreed to create a peacekeeping force, the African Standby Force, of about 15,000 soldiers. source

In the news media, war receives more attention than peace. But some wars get more attention than others. From November 2020 to November 2022, a civil war bloodier than Russia's war in Ukraine was fought in Tigray, a region in northern Ethiopia. Hundreds of thousands of lives were lost, and millions were displaced. Yet depending on where you get your news, you may have heard very little about it. One reason for the shortage of coverage was the communications blackout in Tigray. Ethiopia's government shut down internet and phone communications across the region, and barred journalists from entering war zones. But that didn't stop our guest. Freelance journalist Lucy Kassa investigated some of the worst atrocities of the conflict, including those carried out by all sides. Her reporting helped show the world that Ethiopian troops' actions inside Tigray amounted to an ethnic cleansing campaign. Her articles have been published in major international outlets, including The Guardian, Al Jazeera, and the LA Times. While a peace deal was signed in November, Lucy continues to investigate reports of human rights violations in Tigray. She spoke with host Jamil Simon about how she verifies accounts, how she approaches interviewing survivors of sexual violence, what she sees as her role in the conflict, and what it will take for real peace to hold. Last March, there seemed to be a glimmer of hope that the brutal civil war between the Ethiopian federal government and the breakaway Tigray People's Liberation Front would come to an end. The government announced a ceasefire and an African Union lead peace process was underway. The conflict began two years earlier, in November 2020 with clashes between Tigrayan regional forces and federal government troops. It quickly escalated. This included the intervention of Eritrean troops to support the Ethiopian government. Over the ensuing months, the conflict caused the worst humanitarian crisis in the world. There's been severe food shortages, a humanitarian blockade, a telecoms blackout and massive displacement. Thus, that moment in March when a ceasefire was declared -- was extremely welcome. But just four months later, the ceasefire was shattered and now the conflict is entering a new and dangerous phase as Eritrea is re-entering the conflict in a very big way. In this episode, we are joined by Zecherias Zelalem, a freelance journalist who covers Ethiopia and the Horn of Africa to discuss how we got to this point. We begin our conversation by discussing the circumstances that lead to this ceasefire and its dissolution before talking about the current trajectory of the Ethiopia-Tigray conflict.

The United States is imposing wide-ranging restrictions on economic and security assistance to Ethiopia over the conflict in the Tigray region.The US Secretary of State, Antony Blinken, also announced visa restrictions on Ethiopian and Eritrean officials and others who are accused of atrocities.Mr Blinken stressed that international action was needed to help resolve the crisis and said those involved had taken no meaningful steps to end hostilities.The Ethiopian government dismissed allegations that civilians in the war-hit Tigray region were targeted with chemical weapons by the Ethiopian or Eritrean armies.
