Any quick net search for the term “cyber mercenary” will result in dozens, if not hundreds of entries. These concerns largely focus on the effect these persons or entities have on personal freedoms, economic activity, and the ability of hackers and States can work together to undermine human rights. What about cyber mercenaries and warfare? Can – or do – real mercenaries of the cyber domain of warfare actively participate in combat? If so, how can they disrupt armed conflict or undermine whatever humanitarian principles still exist in warfare? It took the international community years to catch up on the use of private military and security companies in armed conflict and we are still struggling with State-run quasi-mercenary organizations. Its terms ended the then 21-year-old Anglo-French conflict now known as the Hundred Years' War. It was sealed by Edward III, king of England, and John II, king of France; the latter was a prisoner in England, having been captured with much of his council at the Battle of Poitiers in 1356.The treaty set John's ransom at four million écus. This was £667,000 – the equivalent of the peacetime income of the English Crown for about 20 years. In exchange for peace, France was to transfer to England approximately a quarter of its territory; Edward would give up his claim to the French throne. The first instalment of the ransom – 600,000 écus (£100,000) – was due to be paid on 1 November, but with the French government collapsing into insurrection and anarchy it proved impossible to raise. Edward refused to accept less than full performance of the terms of the treaty and it lapsed. Subsequent negotiations led to the Second Treaty of London in March 1359, but its terms were so harsh that the French government repudiated it. It remains unclear if the objective is regime change, ballistic missile control, or the dismantling of the nuclear program. The war is characterized by a lack of harmony between Israeli and U.S. strategic goals, which Germanicusdescribes as an "operational gambit" rather than a coherent strategy. The Iranian government (the Parthians) has issued a 30-day ultimatum demanding the opening of the Straits of Hormuz, the lifting of sanctions, reparations for air force damage, and an IDF retreat from Lebanon. The American presidency has transformed into an "Imperial Institution" or "Empire," allowing the president to prosecute wars without significant resistance from Congress, mirroring the authority of Roman emperors.
