On the evening of May 10, 1988, a passing driver on Howard Street in Brockton, MA, stopped to investigate something unusual on the side of the road. When the driver got closer to what they thought was a bag, they realized it was actually the body of twenty-four-year-old Anthony LoConte, bleeding badly from injuries to his face and head.Initially, investigators believed LoConte was the victim of a hit-and-run accident; however, when the coroner examined the body, he discovered a bullet hole in the back of LoConte's head, indicating that he'd been murdered.It took twelve years for investigators to track down LoConte's killer, but in the winter of 2000, California Highway Patrol arrested Robert Morganti on drug charges and a quick background check connected them to a 1988 warrant for Morganti for the murder of Anthony LoConte. Robert Morganti was extradited back to Massachusetts, where he was tried, convicted, and sentenced to life in prison without the possibility of parole for LoConte's murder. The STA is primarily responsible for administering the Measure A program: the half-percent sales tax for transportation improvements in Sacramento County. The STA also administers the Sacramento Metropolitan Freeway Service Patrol (FSP) program in cooperation with Caltrans and the California Highway Patrol. The program's primary objective is to reduce the traffic congestion caused by roadway incidents. The STA Governing Board and staff also serve as the Governing Board and staff of the Sacramento Abandoned Vehicle Service Authority (SAVSA). SAVSA provides funding to participating local jurisdictions for the abatement of abandoned vehicles and vehicle parts on streets and private property. The STA is the only local countywide transportation agency and, therefore, provides a number of other functions related to setting priorities for the expenditure of specified state and federal transportation funds in Sacramento County.

The STA is primarily responsible for administering the Measure A program: the half-percent sales tax for transportation improvements in Sacramento County. The STA also administers the Sacramento Metropolitan Freeway Service Patrol (FSP) program in cooperation with Caltrans and the California Highway Patrol. The program's primary objective is to reduce the traffic congestion caused by roadway incidents. The STA Governing Board and staff also serve as the Governing Board and staff of the Sacramento Abandoned Vehicle Service Authority (SAVSA). SAVSA provides funding to participating local jurisdictions for the abatement of abandoned vehicles and vehicle parts on streets and private property. The STA is the only local countywide transportation agency and, therefore, provides a number of other functions related to setting priorities for the expenditure of specified state and federal transportation funds in Sacramento County.

Some of today's top storiesWe begin with news breaking overnight and a signature issue here at 17... that's pedestrian safety.    A person is dead this morning after being hit by a car in south Bakersfield. It happened just after 11 last night.    This is on White Lane and South Union Avenue.    The victim's identity has not been released.    No arrests have been made.    We will update you on this story as more information becomes available.Now in your 17 Crime Watch.    A man is behind bars this morning on suspicion of shooting and killing a person last month. Rodrigo Lara was arrested for the alleged murder.    Officers were dispatched to the area of Lloyd and South Bliss Streets and found a person had been shot.    The identity of the victim has not been released.    Lara faces charges including: first degree murder, participating in a street gang, and possession of a firearm by a felon.    He's due in court later this week.Authorities have identified the driver of a vehicle who was killed after crashing into a concrete wall in Lebec. According to CHP, 63-year-old Robin Scott Stears, of Frazier Park was the driver of a vehicle that collided with a concrete wall near the Lebec Transfer Station Friday morning on Landfill Road.    He died at the scene.    Authorities are investigating the cause and manner of death.    If you have any information call the California Highway Patrol at 661-396-6600.a nationwide strike is underway in israel .. in an effort to pressure prime minister benjamin netanyahu to secure a deal for the remaining hostages being held by hamas.     it comes after the israeli military recovered the bodies of 6 hostages ... they say were brutally killed by hamas in gaza.     among the victims... an israeli-american from California.    rachel menitoff from our sister station ktla has more on the reaction from the southland.

Some of today's top storiesIt's the first day back to school for most students across Kern County... including for the Bakersfield City School District.    As you're waking up to get the kiddos to school, being mindful of street safety could save lives.It's hard to believe but it's already that time of year.     With the kids going back to school, comes safety zones and traffic.    California Highway Patrol wants to warn drivers that 25 mph zones are back. This also means 25 miles per hour for football practices and other activities.     That's definitely something to keep in mind considering that Friday night football will be here again.As students return to school this week, Governor Gavin Newsom is urging districts statewide to ban the use of cell phones in classrooms.     17's Mikhala Armstrong looks at our local policies and has reaction to the governor's request from students.This morning -- the Borel Fire continues to burn in the mountains east of Bakersfield, although the fire is nearly out. Containment still holding at 91-percent, with the fire boundaries now mapped to just over 59-thousand acres.    The National Forest Service says Burned Area Emergency Response teams are working to determine the need for so-called Emergency Stabilization Treatments to prevent further damage to life, property or natural resources.    The fire first ignited three weeks ago...when a car went over the side of the Kern River Canyon, killing the driver.

Some of today's top storiesFire crews say they've stopped the Borel Fire to the south but they're still fighting it in the mountains East of the town of Lake Isabella. The fire has burned almost 60-thousand acres and is now 57-percent contained as of news time.    The Borel Fire burned over 53,000 acres in less than four days.    It started over a week ago when a pick up truck went over the edge of the canyon and caught fire-killing the driver.    California Highway Patrol is now investigating whether alcohol was a factor in that crash.    Fire officials updated residents impacted by the Borel fire in a community meeting in Lake Isabella yesterday afternoon.    Some people applauded fire crews, others criticized them for not saving their homes.    17's Rob Hagan was there.KGET has teamed up with Kern River Valley Bridge Connection and the Boys and Girls clubs to collect gift cards for wildfire survivors.  We're looking for gift cards from any of the businesses you see here that can be used in the Lake Isabella area.  You can drop off those and any other monetary donations at our studios on 22nd and L in downtown Bakersfield through tomorrow.  Distribution is Wednesday from 10a-1p at the future home of the KRV Bridge Connection located at 6069 Lake Isabella Blvd.Now to the latest on the investigation into former county supervisor Zack Scrivner.    Today -- Scrivner and his wife, Christina, are due back in family court. The estranged wife of the former supervisor is requesting an expedited hearing on child support for their four children.    According to court documents... Christina Scrivner writes she is quote "in desperate need" of money.    She also claims Scrivner won't voluntarily pay for child support.     This comes after an incident at their Tehachapi home more than three months ago...where the former supervisor allegedly sexually assaulted a preteen.     Scrivner resigned from his position on Friday.    The board of supervisors is set to hold a special meeting today at 2 p.m. to discuss the next steps in filling the district 2 vacancy.

Some of today's top storiesbreaking overnight a pursuit that began with an alleged stolen vehicle in Los Angeles County came to an end last night in Kern County. The chase started around 7:30 yesterday evening in Stevenson Ranch and headed northbound on Interstate 5 over the Grapevine.    Officers with the California Highway Patrol chased the suspected car thief until the vehicle came to a stop on northbound I-5 just before the Taft Highway exit.     About an hour later, witnesses say a K-9 was deployed and the suspect was pulled out of the vehicle and placed under arrest.    He was given medical aid at the scene.    Both southbound and northbound lanes were shut down during the standoff, but have since reopened.Controversy continues to surround the Kern Golden Empire Transit District's leadership...as discussions take place about the organization's future.    The Board named a new interim CEO yesterday ...following the sudden dismissal of its much-respected CEO... Michael Tree... just four months into his new role. Many GET employees have asked for Tree's reinstatement. In a *special* meeting last month, the Board met to evaluate the performance of Michael Tree... GET's first new CEO in nearly 20 years.  But that meeting ended with Tree's dismissal instead.  Then at its *monthly* meeting ... the Board re-affirmed Tree's dismissal.  But the question of why Tree was let go remains confidential.  GET says it's a personnel matter.  Longtime Director of Maintenance Chris James… who has been with the district for 40 years… is the interim CEO. James will receive 10% above his current salary.     The next Board meeting is set for August 20.Five Bakersfield Police officers were justified when they shot and killed a man after a harrowing gun battle in 2021.    That's the ruling from the California Department of Justice.    But while the shooting was justified, the justice department was critical of the B-P-D's body-worn camera policy    17's Connor Dore reports.We are saddened to report this morning that a legend of Downtown Bakersfield and longtime owner of Guthrie's Alley Cat, Kenny Reed, has passed away. 17's Robert Price has this tribute.

Statistics published by the police department showed year-to-year crime had dropped by 33% overall by the end of April, a dramatic shift after last year's spike. Mayor Sheng Thao praised the city for turning a corner. Gov. Gavin Newsom quoted the 33% figure in a news release touting Oakland's partnership with the California Highway Patrol. The news spread through social media posts and optimistic headlines, including stories in the Chronicle.

Ryan Singleton, a 24-year-old aspiring writer and filmmaker left his home in Atlanta, Georgia for what was supposed to be a weekend trip to Los Angeles in early July 2013 and hoped to jump start his acting career.On July 6, 2013, Ryan Singleton rented a car and drove to Las Vegas. On his return trip to Los Angeles, the vehicle broke down in the Mojave Desert on July 9th and two California Highway Patrol officers spotted him walking on the road, picked him up and dropped him off at a rest stop or convenience store near Baker, CaliforniaSingleton called a friend to pick him up, but that friend was a three-hour drive away. Singleton made a purchase and walked outside the store and vanished. When his friend arrived, Singleton was nowhere to be found. In the early hours of May 14, 1983, two California Highway Patrol officers pulled over a suspected drunk driver on the San Diego Freeway in Mission Viejo, California. Instead of staying in his vehicle, the driver jumped out, pouring the contents of a beer bottle onto the road as he exited. His disheveled appearance caught the officers' attention as he approached their patrol car. The officers asked for the man's driver's license, and he readily admitted that he had been drinking beer, but he claimed to be sober. Sergeant Michael Howard approached the vehicle and noticed a man slumped in the passenger's seat, partially obscured by a jacket, with empty beer bottles strewn around his feet. A folding knife was visible on the driver's seat. Howard tapped on the window, but there was no response. The man was unconscious and had no shoes on. His pants were unzipped, with his genitals hanging out of his pants. The officer attempted to find a pulse, but there was none. A closer look at the man indicated that the man had been strangled.
