On Tuesday, February 25, the NY Department of State (DOS) and NYSERDA released a revised draft of the 2024 Building/Energy Code update. A public hearing was held on February 28. While many praised the council for including the provisions of the All Electric Building Act in their draft, a number of key proposals made by the Climate Aciton Council were relegated to an advisory appendix rather than being treated as the mandate they are. Effectively managing electrified load from industry requires new strategies and reliance on tried-and-true methods. States have been long-time leaders in the transportation electrification space, and more states than ever before are taking action to accelerate transportation electrification with the adoption and implementation of EV-friendly policies, regulations, and programs. This episode of Electrify This! explores what states are doing to support robust EV markets, attract the EV supply chain, and ensure more equitable EV access. With guest Peter Huether with the Transportation Program with the American Council for an Energy-Efficient Economy (ACEEE) we'll discuss the findings from the 2023 State Transportation Electrification Scorecard and learn which state policy combinations have the greatest impact on the adoption of clean, all-electric cars and trucks. We'll also hear from Nevada state legislator, Assemblyman Howard Watts, about the world of state policymaking, and the challenges and opportunities that policymakers face when working to advance clean transportation in their states. Guest Bios: Peter Huether, is a Senior Research Associate with the Transportation Program at ACEEE where he leads research and analysis, with a focus on light-duty fuel efficiency and electric vehicles. In this episode of Flanigan's Eco-Logic, Ted speaks with Steven Nadel, the Executive Director of the American Council for an Energy-Efficient Economy (ACEEE), a non-profit research organization.Steven has worked in the energy efficiency field for over 40 years and has over 200 publications on energy-efficiency subjects. He has testified many times before the US Congress on energy efficiency subjects and was a major contributor to multiple new US energy laws including the 2022 Inflation Reduction Act. He and Ted discuss studying Government at Wesleyan University, and receiving a Masters degree in Environmental Studies. Before ACEEE he worked for both the state of Massachusetts' largest utility and largest environmental organization and also worked to bring energy efficiency to inner-city neighborhoods in Connecticut.Steven joined ACEEE in 1989 and has served as Executive Director since 2001. He highlights his current research interests, including energy and climate change policy, strategies to decarbonize the buildings, transportation and industrial sectors, utility-sector energy efficiency programs and policies, and appliance and equipment efficiency standards.

The number of winter-peaking utilities is expected to grow much larger over the next 10–20 years due to electrification of end uses, particularly space heating. Additional winter constraints, like the loss of generation during extreme weather events, can pose similar challenges for the electric grid to meeting winter demand.This discussion with ACEEE's Utility Manager, Michael Specian, will characterize the opportunity for demand-side measures (DSMs) like demand response, energy efficiency, and storage to mitigate winter peaks and constraints. It will cover the state of current and future winter peaks, summarize which DSMs offer the greatest potential for managing high winter demand, and highlight examples of existing North American utility programs that realize winter peak savings through DSMs. It will also provide a regional modeling case study of a highly electrified New England to quantify the extent to which different DSM packages can mitigate winter peak resulting from a polar vortex event.

Jennifer Amann is a senior fellow at the American Council for an Energy Efficient Economy.  How does the work of the ACEEE impact lighting distributors?  It means a big push on LED.  That leads to energy efficiency and, a big part of the ACEEE's mandate, getting mercury out of lighting products and keeping it out of the environment.  And removing mercury containing products from the environment means you sell more LED's.At the ACEEE, Jennifer develops and supports strategic directions for the organization's efforts to improve efficiency in homes and commercial buildings. Since joining ACEEE in 1997, she has written and presented extensively on buildings and equipment efficiency technologies, policies, and programs.

Electric vehicles have driven onto the front page of news from GM's announcement to exclusively offer EVs by 2035, President Biden's Executive Order calling for an all-electric federal fleet by 2035, and a handful of U.S. states and other countries announcing plans to phase out gas-powered vehicle sales on or before 2035. But even with more than 1 million EVs on U.S. roads, the transportation sector is our largest source of climate pollution, responsible for nearly a third of U.S. greenhouse gas emissions. Nearly half of all Americans live in counties with unhealthy ozone and particle pollution, and more than 20,000 die prematurely every year from transportation pollutants. Children, the elderly, pregnant women, and people with chronic health conditions are especially vulnerable. Communities of color continue to bear a disproportionate burden from traffic-related pollution. As the grid decarbonizes, transportation electrification offers a win-win solution for climate, consumers, equity, and health. Electrify This! explores how to address clean transportation transition challenges, expand electric mobility options in an equitable way, and shift clean transportation into high gear. MN leads Midwest, but falls short on electric vehicles

Late last month, President Joe Biden announced plans to electrify the federal government’s fleet of vehicles, as he looks to spur electrification to bring down greenhouse gas emissions. And now General Motors has said it wants to sell only electric vehicles, or EVs, by 2035. But are states and consumers ready for them? The American Council for an Energy Efficient Economy, or ACEEE, tracks states progress on infrastructure and policies that would help consumers adopt clean cars and transit. Its recent scorecard ranks Minnesota 12th in the nation. “Minnesota has done a number of things well,” said Bryan Howard, state policy director at ACEEE. “It’s done a really good job of articulating how utilities could invest in EV infrastructure [such as charging stations]. The state has also taken some initial steps to ratify California’s zero-emission vehicle regulations, which would set that manufacturers need to sell a certain number of electric vehicles in the state.” Electric truck production revs up Will drivers buy them? Despite GOP opposition State regulators push ahead with 'clean car' rules The Minnesota Pollution Control Agency has proposed adopting the California standard through its rulemaking process. Republicans in the state legislature say that’s an overstep and are challenging the move. Howard said where Minnesota falls short is not offering incentives for buying EVs. And those industrial processes use a lot of energy, and – at least for now – rely in large part on fossil fuels. America's industrial sector was responsible for more than a third of national emissions in 2019, and that trend will only grow as our economy recovers. Achieving a net-zero future requires decarbonizing the industrial sector, but how do we solve such a large challenge? In a large missed opportunity to boost power grid flexibility and benefit customers, relatively few US utilities have programs that fully integrate energy efficiency and demand response, according to ACEEE’s recently published review of 44 utility portfolios. Program administrators typically have approached and implemented energy efficiency (EE) and demand response (DR) programs separately. While the benefits and value of integrated EE/DR programs have long been recognized, ACEEE’s recent research shows that most customer programs still are not integrated. In this presentation Dan York will present results from ACEEE’s review, which characterizes the landscape of integrated EE/DR programs in the US. York also will provide examples of successful programs and discuss how they have overcome challenges to integration.

In this episode we focus on energy efficiency in rural America. My guest is Mary Shoemaker, State Policy Analyst at ACEEE, the American Council for an Energy-Efficient Economy. Virginia Hewitt, from Sparkfund, understands our lighting market and is a knowledgeable evangelist for LaaS. In this podcast, Hewitt identifies which lighting skill sets will benefit most from LaaS. Virginia is responsible for the growth and performance of the many sales arms at SparkFund. Her expertise lies in training and developing partner companies to integrate Technology Subscriptions as a core of their businesses. Prior to SparkFund, Virginia was a researcher with ACEEE. Her authorship includes the City Scorecards, Cool Policies for Cool Cities, and Small Loans for Energy Efficiency.
