Pearlson succeeded Rabbi Meyer Abramowitz ז”ל, who had served Temple Menorah since its founding in 1949. Rabbi Pearlson was no stranger to Temple Menorah, having served as our Director of Education before leaving for a pulpit in Asheville, North Carolina. Born in upstate New York, he is the youngest of eight children. His parents, Sylvia and Ben ז”ל were farmers near Buffalo until moving to Miami Beach in 1963, where they entered the Hotel and Hospitality industry. Within months of assuming his duties, Rabbi Pearlson followed in the footsteps of his predecessor, affirming the well-deserved notoriety of Temple Menorah by opening the institution to hundreds of Russian Jews escaping from the Soviet Union. Along with the survivors of the Holocaust and the refugees of Castro's Cuba, another generation of Jewish refugees were guaranteed a spiritual home and place to worship. Education Rabbi Pearlson's Jewish education is varied and diverse. Although serving in a Traditional synagogue, Rabbi Pearlson has studied in “Litvishe” Yeshiva programs such as the Greater Miami Mesifta, The Talmudic University , Lubavitch Yeshiva-Tomchei Tmimim, and Yeshiva University. In addition to his religious studies, Rabbi Pearlson has undergraduate degrees in Jewish Studies and Biochemistry, a Masters Degree in Rabbinic Literature, and graduate studies in Microbiology at the University of Florida. He was granted his Doctor of Ministry (D.Min.) degree in Community Leadership by The Florida Center for Theological Studies in 2010. Rabbi Pearlson received Orthodox Rabbinic Ordination at the Diaspora Yeshiva on Mt. Zion-Jerusalem. Community Among Rabbi Pearlson's community outreach efforts has been the ‘adoption' of an African American Church. ln addition to a pulpit exchange with its minister, Temple Menorah also sponsored its Afternoon Computer Lab for Children at Risk. This is: A review of how nucleic acid (or DNA) synthesis is currently regulated across the world, and some ideas about reform (summary of and link to Law dissertation), published by Isaac Heron on February 6, 2024 on The Effective Altruism Forum. This is a post to share my Law Honours dissertation (link above) about the regulation of nucleic acid synthesis screening at an international level. I have also set out a summary below of the paper for those who do not have time/do not want to read the whole thing. This summary doesn't necessarily reflect the structure and emphasis of the paper, but instead focuses on some of the key insights I identified in my research which those on this forum who have an interest in biosecurity are unlikely to have already seen. I'm hoping to submit this for publication within the next few months, so if anyone has feedback for how to improve it (especially if I have some things wrong about the state of the law in each country I studied) that would also be appreciated. This article was also completed early in October 2023 so parts of it may be out of date, which it would be good to have highlighted (I am aware, for example, that it does not cover President Biden's Executive Order which includes provisions requiring the creation of future guidelines for nucleic acid synthesis screening). Introduction to the risks from nucleic acid synthesis (NAS) I won't cover this in much detail since introductions to the topic can be accessed elsewhere on this forum[1] and in the media,[2] except to give the following background: Nucleic acid synthesis (NAS) refers to the creation of DNA or other genetic molecules (e.g. RNA) artificially. This is done by several large companies and dozens of small ones across the world, who then deliver their product to researchers of various kinds. I will refer to NAS rather than DNA synthesis for the rest of this post because I think this broader category is what we really want to cover. The NAS process is currently undergoing rapid change, with new enzymatic techniques[3]potentially making it much cheaper to produce nucleic acids, especially at scale. Desktop synthesisers, which allow users to generate the sequences at their own labs, are also dramatically improving to the point that they may begin to replace the existing model where synthesis is mostly outsourced to private companies.[4] There are several publicly available databases of genetic sequences, which include various pathogenic sequences. The field of synthetic biology, which applies engineering and computer science tools to "programme" biology, may make it easier over time for those who have obtained synthetic nucleic acids to then use these sequences to recreate existing harmful pathogens (e.g. smallpox) or engineer even more dangerous pathogens.[5] Given these risks, it is often argued that NAS companies should screen their orders for potentially harmful sequences and screen their customers to ensure they are trustworthy. Although there are good argumentsfor why the perceived risk may be overblown, I think this is clearly something they should do. My dissertation focuses on the best way to ensure that this happens. Current well-known points regarding NAS regulation What I see as the key components of the international regulatory system for NAS are as follows: The International Gene Synthesis Consortium - a set of large gene synthesis companies which have joined together and agreed to screen their orders according to the Harmonised Screening Protocol. IGSC members agree to screen their orders against a shared database of sequences of concern derived from organisms listed on various official lists of organisms of concern. Last week the Biden administration released an Executive Order addressing the safety, security, and trustworthiness of artificial intelligence. In this first of two segments on the Sense & Signal leadership and sensemaking podcast, Dan takes a dive into one of the documents informing this executive order on AI - the proposed AI Bill of Rights. Dan addresses concerns from both sides of the spectrum about this government response to generative artificial intelligence models like ChatGPT, reflects on the damage the tech industry has caused to society due to their handling of social media, and then delves into the five pillars of the Artificial Intelligence Bill of Rights - safety and security, algorithmic protections against discrimination, data privacy, notice & explanations , and human alternatives. This is the first of two segments exploring President Biden's Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence calling for deeper investigations into how all forms of AI - but especially large language models like ChatGPT - will impact society. The AI Bill of Rights is a set of guidelines that outlines five key protections to protect US citizens against AI harms. The document provides an important framework for how government, technology companies, and citizens can work together to ensure more accountable AI. Here's what's key to understand about the new guidelines - both what they cover, what they don't and what other work is being done in for AI accountability. The five principles of the AI Bill of Rights are as follows: People should be protected from systems deemed “unsafe or ineffective.” People shouldn't be discriminated against via algorithms and that AI-driven systems should be made and used “in an equitable way.” People should be kept safe “from abusive data practices” by safeguards built in to AI systems and have control over how data about them is used. People should be aware when an automated system is in use and be aware of how it could affect them. People should be able to opt out of such systems “where appropriate” and get help from a person instead of a computer 1234. This is: On the UK Summit, published by Zvi on November 7, 2023 on LessWrong. In the eyes of many, Biden's Executive Order somewhat overshadowed the UK Summit. The timing was unfortunate. Both events were important milestones. Now that I have had time, here is my analysis of what happened at the UK Summit. As is often the case with such events, there was a lot of talk relative to the amount of action. There was a lot of diplomatic talk, talk of that which everyone agrees upon, relative to the amount of talk of real substance. There were days of meetings that resulted in rather unspicy summaries and resolutions. The language around issues that matter most was softened, the actual mission in danger of being compromised. And as usual, the net result was reason for optimism, a net highly positive event versus not having it, while also in some ways being disappointing when compared to what might have been. A declaration was signed including by China, but it neglected existential risk. Sunak's words on AI were not as strong as his words have been previously. We got promises for two additional summits, in South Korea and France. Given that, I am willing to declare this a success. One area of strong substance was the push for major AI labs to give substantive safety policies addressing a variety of issues, sometimes largely called Responsible Scaling Policies (RSPs). The biggest labs all did so, even Meta. Now we can examine their responses, know who is being how responsible, and push for better in the future or for government action to fix issues or enshrine progress. This was an excellent development. This post will look at the rest of what happened at the Summit. I will be writing about the RSPs and other safety policies of the labs in a distinct post next week. Looking Back at People's Goals for the Summit and TaskforceJack Clark's proposal from July 5 for what the Foundation Model taskforce might do to evaluate frontier models as its priority, and how it might prioritize that, Simeon's response emphasizing the need for a good way to know whether a proposal is safe enough to allow it to proceed.Navigating AI Risks asked on July 17 what the taskforce should do, advising focus on interventions to impact policy at labs and other governments. Previously: On the Executive Order This post compiles the reactions of others that I have seen to Biden's Executive Order on AI, including reactions that were based only on the fact sheet, as well as my reactions to those reactions. Reaction on the worried side was measured. It could best be described as cautious optimism. Reaction on the unworried side was sometimes measured, but often not measured. It could perhaps be frequently described as unhinged. It continues to be odd to see so many voices react in such horror to the idea that the government might not ultimately adapt a fully laissez faire approach to AI. Many of them collectively seem to be, essentially, treating a request for government reports on what might be done in the future, plus some very mild reporting requirements imposed exclusively on a few giant corporations, as if it inevitably means AI, nay computers in general, nay the very core of mathematics itself, will suffer the fate of NEPA or IRBs, a slippery slope of regulatory ratcheting until all hope for the future is extinguished. I am unusually sympathetic to this view. Such things very much do happen. They very much do often happen slowly. They are indeed strangling much of our civilization. This is all very bad. Pick almost any other hill, everyone involved, where often this is actually already happening and doing great harm, and there are not the massive externalities of potentially everyone on the planet dying, and I would be happy to stand with you. Alas, no, all that progress energy is focused on the one place where I fear it is deeply misguided. What should be the default viewpoint and voice of reason across the board is silenced everywhere except the one place I wish it was quieter. I'll divide the post into three sections. First, the measured reactions, to the fact sheet and then the final executive order. Then those crying out about what can be pried from their cold dead hands. Also here is a useful tool: A compilation of all the deadlines in the EO . And here is a tool for navigating the EO , file under things that could have been brought to my attention yesterday. And before I begin: Yes, it is terrible that we keep Declaring Defense Production Act. Fact Sheet Reactions Vivek Chilukuri has a thread summarizing the fact sheet . Vivek Chilukuri: The EO is the Admin's strongest effort yet to lead by example in the responsible development and deployment of AI, allowing it to go into the UK Summit with a far more fleshed out policy after years of seeing other nations jump out ahead in AI governance. The Admin's vision for AI development leans heavily into safety, privacy, civil liberties, and rights. It's part of an urgent but incomplete effort to offer a democratic alternative for AI development to counter China's AI model rooted in mass surveillance and social control. At home, here's a few ways the EO strengthens US leadership by example: Require companies working on advanced AI to share safety tests. Develop safety and security standards through NIST Guidance for agencies to use AI responsibly Support privacy-preserving technologies Abroad, the EO intensifies US efforts to establish international frameworks, shape international standard setting, and interestingly, promote safe, responsible, and rights-affirming AI development and deployment in other countries. A note of caution. Going big on an Executive Order is one thing. Getting the execution right is another-especially for federal agencies with an acute shortage of AI expertise. Mark Green, R-Tenn., however, “[thinks] it's a little late.” “China has been stealing our technology for decades,” says Green, chairman of the House Homeland Security Committee. “The problem is the high-tech stuff is now fueling their military expansion.”“So, I know about two years ago, maybe a year and a half ago, there was a robotics company that was bought out of Massachusetts,” Green says. “They didn't buy it for the robotics. On March 27, the Biden administration issued an Executive Order on Prohibition on Use by the United States Government of Commercial Spyware that Poses Risks to National Security. The Executive Order, as the title says, limits executive departments and agencies from using commercial spyware if they determine that its use would present a counterintelligence or security risk to the U.S., or if it poses significant risks of improper use by a foreign government or person. To talk about the new executive order and its impact, Eugenia Lostri, Lawfare's Fellow in Technology Policy and Law, sat down with Winnona DeSombre Bernsen, nonresident fellow at the Atlantic Council. NHTSA's work also includes establishing fuel economy regulations and helping facilitate the testing and deployment of advanced vehicle technologies. Carlson previously served as NHTSA's Chief Counsel, where she played a critical role in advancing the agency's safety mission. She oversaw an unprecedented action to issue a Standing General Order requiring timely reporting of critical safety data related to vehicles equipped with automated driving systems and advanced driver assistance systems; initiated formal rulemaking to require automatic emergency braking and pedestrian automatic emergency braking in light- and heavy-duty vehicles; and helped secure a historic 50% increase in funding and staffing resources for the agency under the Bipartisan Infrastructure Law. Carlson also oversaw the issuance of the most stringent year-over-year increases in light- duty fuel economy standards since NHTSA began setting standards, as directed by President Biden's Executive Order 13990. Before joining NHTSA, Carlson served on the faculty at the UCLA School of Law, as the Shirley Shapiro Professor of Environmental Law and the faculty co-director of the Emmett Institute on Climate Change and the Environment. She also served as the California Assembly's representative to the Independent Emissions Market Advisory Committee and won three teaching awards, including the highest honor awarded by UCLA. Carlson graduated magna cum laude from the University of California, Santa Barbara, and Harvard Law School, and has co-authored a leading environmental casebook, co-edited a book Lessons from the Clean Air Act, and written numerous environmental law publications.
