Economic growth is a unique field, because it is relevant to both the global development side of EA and the AI side of EA. Global development policy can be informed by models that offer helpful diagnostics into the drivers of growth, while growth models can also inform us about how AI progress will affect society. My friend asked me to create a growth theory reading list for an average EA who is interested in applying growth theory to EA concerns. This is my list. (It's shorter and more balanced between AI/GHD than this list) I hope it helps anyone who wants to dig into growth questions themselves. These papers require a fair amount of mathematical maturity. If you don't feel confident about your math, I encourage you to start with Jones 2016 to get a really strong grounding in the facts of growth, with some explanations in words for how growth economists think about fitting them into theories. Basics of growth These two papers cover the foundations of growth theory. They aren't strictly essential for understanding the other papers, but they're helpful and likely where you should start if you have no background in growth. Jones 2016 Sociologically, growth theory is all about finding facts that beg to be explained. For half a century, growth theory was almost singularly oriented around explaining the "Kaldor facts" of growth. These facts organize what theories are entertained, even though they cannot actually validate a theory - after all, a totally incorrect theory could arrive at the right answer by chance. In this way, growth theorists are engaged in detective work; they try to piece together the stories that make sense given the facts, making leaps when they have to. This places the facts of growth squarely in the center of theorizing, and Jones 2016 is the most comprehensive treatment of those facts, with accessible descriptions of how growth models try to represent those facts. You will notice that I recommend more than a few papers by Chad Jones in this list. That's because he is by far the best writer in the growth literature. His exposition of complex ideas and coverage of the big picture is just not matched by any other growth economist. Jones 2005 While Jones 2016 focuses on the facts of growth, Jones 2005 is an overview of the most common kind of long-run growth model - the idea-based model. Historically, economists used models like the Solow model, in which growth came from accumulating capital. But capital-based models are basically incapable of predicting sustained long-run growth. The now-canonical Romer model made a breakthrough by refocusing growth on ideas. Unlike machines, ideas are infinitely reusable. So if growth comes from creating new ideas, and ideas don't get used up, we can generate sustained long-run growth. This is another demonstration of the aesthetic of growth theory: theories are celebrated if they can match facts that economists think are important. The idea-based growth model is way too canonical to leave off this list. But I personally think it is overrated by EAs and not necessarily applicable to the issues we care about (AI or global development). I include it because working through it will help you understand the mechanics of growth models more generally, including the more complicated ones covered below. Growth theory for AI progress The growth theory that focuses on AI progress builds off the canonical growth work listed above, but with important advances from it. Few papers really apply their framework directly to AI, so it's important to try and extrapolate what the model implies about AI. This is: 'The AI Dilemma: Growth vs Existential Risk': An Extension for EAs and a Summary for Non-economists, published by TomHoulden on April 22, 2024 on The Effective Altruism Forum. In this post I first summarize a recent paper by Chad Jones focused on the decision to deploy AI that has the potential to increase both economic growth and existential risk (section 1). Jones offers some simple insights which I think could be interesting for effective altruists and may be influential for how policy-makers think about trade-offs related to existential risk. I then consider some extensions which make the problem more realistic, but more complicated (section 2). These extensions include the possibility of pausing deployment of advanced AI to work on AI safety, as well allowing for the possibility of economic growth outside of deployment of AI (I show this weakens the case for accepting high levels of risk from AI). At times, I have slightly adjusted notation used by Jones where I thought it would be helpful to further simplify some of the key points.[1] I. Summary AI may boost economic growth to a degree never seen before. Davidson (2021), for example, suggests a tentative 30% probability in greater than 30% growth lasting at least ten years before 2100. As many in the effective altruism community are acutely aware, advanced AI may also pose risks, perhaps even a risk of human extinction. The decision problem that Jones introduces is: given the potential for unusually high economic growth from AI, how much existential risk should we be willing to tolerate to deploy this AI? In his simple framework, Jones demonstrates that this tolerance is mainly determined by three factors: the growth benefits that AI may bring, the threat that AI poses, and the parameter that underlies how utility is influenced by consumption levels. Here, I will talk in the language of a 'social planner' who applies some discount to future welfare; a discount rate in the range of 2%-4% seems to be roughly in line with that rate applied in the US and UK,[2] though longtermists may generally choose to calibrate with a lower discount rate (eg.

Abstract: Advances in artificial intelligence (A.I.) are a double-edged sword. On the one hand, they may increase economic growth as A.I. augments our ability to innovate or even itself learns to discover new ideas. On the other hand, many experts note that these advances entail existential risk: creating a superintelligent entity misaligned with human values could lead to catastrophic outcomes, including human extinction. This paper considers the optimal use of A.I. technology in the presence of these opportunities and risks. Under what conditions should we continue the rapid progress of A.I. and under what conditions should we stop? And here's how the intro summarizes the findings: 1. The curvature of utility is very important. With log utility, the models are remarkably unconcerned with existential risk, suggesting that large consumption gains that A.I. might deliver can be worth gambles that involve a 1-in-3 chance of extinction. 2. For CRRA utility with a risk aversion coefficient (γ) of 2 or more, the picture changes sharply. These utility functions are bounded, and the marginal utility of consumption falls rapidly. Models with this feature are quite conservative in trading off consumption gains versus existential risk. 3. These findings even extend to singularity scenarios. If utility is bounded — as it is in the standard utility functions we use frequently in a variety of applications in economics — then even infinite consumption generates relatively small gains. The models with bounded utility remain conservative even when a singularity delivers infinite consumption. 4. A key exception to this conservative view of existential risk emerges if the rapid innovation associated with A.I. leads to new technologies that extend life expectancy and reduce mortality. These gains are “in the same units” as existential risk and do not run into the sharply declining marginal utility of consumption. Even with the bounded utility that comes with high values of risk aversion, substantial declines in mortality rates from A.I. can make large existential risks bearable. Abstract: Advances in artificial intelligence (A.I.) are a double-edged sword. On the one hand, they may increase economic growth as A.I. augments our ability to innovate or even itself learns to discover new ideas. On the other hand, many experts note that these advances entail existential risk: creating a superintelligent entity misaligned with human values could lead to catastrophic outcomes, including human extinction. This paper considers the optimal use of A.I. technology in the presence of these opportunities and risks. Under what conditions should we continue the rapid progress of A.I. and under what conditions should we stop? And here's how the intro summarizes the findings: 1. The curvature of utility is very important. With log utility, the models are remarkably unconcerned with existential risk, suggesting that large consumption gains that A.I. might deliver can be worth gambles that involve a 1-in-3 chance of extinction. 2. For CRRA utility with a risk aversion coefficient (γ) of 2 or more, the picture changes sharply. These utility functions are bounded, and the marginal utility of consumption falls rapidly. Models with this feature are quite conservative in trading off consumption gains versus existential risk. 3. These findings even extend to singularity scenarios. If utility is bounded — as it is in the standard utility functions we use frequently in a variety of applications in economics — then even infinite consumption generates relatively small gains. The models with bounded utility remain conservative even when a singularity delivers infinite consumption. 4. A key exception to this conservative view of existential risk emerges if the rapid innovation associated with A.I. leads to new technologies that extend life expectancy and reduce mortality. These gains are “in the same units” as existential risk and do not run into the sharply declining marginal utility of consumption. Even with the bounded utility that comes with high values of risk aversion, substantial declines in mortality rates from A.I. can make large existential risks bearable.
