Episode #128: The Brief: Hon. Minister Nate Horner - Q1 Fiscal Update

Play Episode Listen Later Sep 10, 2024 21:06

What was initially a modest $350 million surplus has now skyrocketed to an impressive $2.9 billion. In a first quarter fiscal update that was far from typical, what drove this sudden surplus and what are some of the challenges that come with it? Join us as we sit down with Alberta's Minister of Finance Nate Horner to dissect Alberta's surprising first quarter fiscal update. We'll discuss the driving forces behind this unexpected increase, including oil and gas prices and Alberta's rapid population growth, while also examining the dual-edged sword they represent—while more people mean higher income tax revenue, they also bring added pressure on health, education, and social services. In another compelling segment, we address the complexities of public sector compensation, which accounts for nearly half of Alberta's provincial budget, as well as how federal budgetary decisions may play a role in shaping Alberta's own budget. Labour Market Transfer Agreements (LMTAs) face significant challenges following the cessation of federal funding, affecting key programs like the Canada-Alberta Jobs Grant.  Listen in as we highlight Alberta's ongoing economic forecast and fiscal strategy, including greater investment in schools and healthcare, the personal income tax cut initiative, the strategic management of the Heritage Fund, and how to prepare for and mitigate the impact of contingencies like natural disasters. Finally, we explore why Alberta continues to attract people despite economic pressures, focusing on its affordability and opportunities.

Kathryn talks to Samira about this ancient Northumbrian futurism and plays her smallpipes, live. We remember the film director Terrence Davis, perhaps best known for the film Distant Voices, who has died aged 77. Samira spoke to him for Front Row last year, about his Netflix drama Benediction, which followed the life of the war poet Siegfried Sassoon. Samira talks to Jhumpa Lahiri, the Pulitzer Prize winning novelist, essayist and editor. Her latest offering Roman Stories marks a return to shorter fiction, presenting snapshots of a city and its unnamed residents in flux. Today the Heritage Fund announces nine ‘Heritage Places' across the UK- the first of twenty to receive a share of £200 million in National Lottery funding over the next 10 years to support local heritage. We hear from Eilish McGuinness, Heritage Fund Chief Executive about how the money will be spent and from Eirwen Hopkins, founder of the heritage group Rich History in Neath Port Talbot, one of the nine places to receive the cash injection. Crissi Cochrane fashions a sultry, soulful brand of popular music, combining her East Coast singer-songwriter roots with her love of jazz, retro pop, and classic soul. With more than 14 million Spotify streams, a TEDx talk, a song placement in the TV show “Nashville” and more than 500 performances – including showcases at Canadian Music Week and the Junos – under her belt, Crissi has become a household name in her city of Windsor, Ontario, Canada, and a beloved underground artist heard around the world. Several years into my career as a recording artist and performer, I suddenly developed anxiety about being on-stage. I felt the need to write a song that could ground me and create a safe space for my thoughts to go while performing, and also to help me banish the negativity that used to be fuel for my songwriting, but which had, over time, become toxic. This song appears on my 2020 album, Heirloom. I feel that this recording is one of the most creative and climactic in my catalogue as a recording artist. I especially love the sound of rain that appears throughout, and the way the arrangement builds toward the end, wave upon wave of more, more, more. It feels cleansing and powerful. I also love how the instrumentation falls away in the first chorus, further underscoring the message, 'I don't need to feel everything'." Other Credit: Written and performed by Crissi Cochrane. Recorded at the home studio of Crissi Cochrane and Mike Hargreaves. Production, arrangements, and bass by Mike Hargreaves. Drums by Jeff Kingsbury. Trumpet by Austin Di Pietro. Saxophones by Kelly Hoppe and Sebastian Bachmeier. Cello by Johnathan Kosty. Violin by Olivia Seal. Lead guitar by Ty Sharron. Back-up vocals by Natalie Culmone and Kaila Delarmente.
