Seth Klein is a public policy researcher and writer based in Vancouver, BC. He's the Director of Strategy with the Climate Emergency Unit and the author of A Good War: Mobilizing Canada for the Climate Emergency, which is the basis of a lot of the questions that I ask in this interview. He talks about how the focus of the book was not always the sorts of lessons we can take from the Second World War. He was looking for reminders that we have done this before, mobilized to address a real existential threat. So, as COP28 concludes, we are confronted with a “Global Stocktake” that shows we are not on track to limit catastrophic climate change. Barbara Creecy and Dan Joergensen made this clear recently in their presentation to delegates there. They also emphasized, importantly, that equity is not the opposite of ambition when it comes to the radical action necessary to fight climate change. In fact, they argued that, because we can't negotiate with nature and the laws of physics, we are going to have to negotiate with and within the laws and policies that determine the scope of climate action. That means we have to negotiate with each other. And there are some reasonable concerns about whether COP is a place where people can meet and actually figure out ways to navigate the planet into a livable future. But was it worth it? Did this clearly very compromised COP28 achieve anything tangible to offset all of these serious issues? One of the biggest risks is that the army of oil and gas lobbyists that have descended on COP28 will succeed in extending their careers and the lifespan of toxic fuels by adjusting the language of any deals, any regulations that are established. Emissions reduction is what we need, and energy producers want, instead, to go in a senselessly destructive direction. All of this distraction and delay is part of what Seth Klein calls the “new climate denialism,” a technique of obstruction that doesn't care in the least about the health of our environment, about human life, or about what we used to call “sustainability,” but now increasingly should be described as “survivability.” One of the “curses,” Seth explains, about climate action is that we don't actually feel the emergency for a period that is long enough to warrant the kind of radical action we have witnessed during wars or pandemics. The disaster is diffuse, spread out, and somewhat sporadic, so it doesn't “galvanize us all at once.” And just as troubling is the fact that our “memories” of these traumatic events “tend to recede fairly quickly,” until they occur again. This speaks to the fact that, as Klein puts it, phase-out of fossil fuels and the post-carbon revolution is “not largely a technical problem,” it is a problem of a lack of political will. In this context, he says that we simply “don't know the answer” to the question of whether we have people who can collectively rise to the challenge, hold extractive regimes accountable, and lead us out of the path to disaster.

Nearly 40 million people worldwide work in jobs related to clean energy, according to a Sept. 8 report from the International Energy Agency. That number represents 56% of total energy sector employment, meaning that, for the first time ever, clean energy jobs outnumber those involved in producing, transporting, and burning fossil fuels.
The US's Inflation Reduction Act contains some of the most robust climate change provisions in American history. It will likely spur a race to the top in renewable energy technologies and have implications for African exports in critical minerals for these technologies. The US Strategy for Sub-Saharan Africa, which was released around the same time, however is disappointingly vague on key climate issues, including climate finance.
Recently South Africa's banks have come under the Just Share spotlight. With developments moving rapidly, and the scope and extent of potential ESG disputes evolving in real-time, it is becoming and important risk factor for business.

A Just Energy Transition Partnership Investment Plan (JETP-IP), which will seek to unlock $8.5-billion in concessional climate finance to accelerate South Africa's transition from coal to renewables and support workers and communities currently reliant on the coal value chain, is expected to be finalised by October for sign-off during the COP27 climate talks in Egypt in November. The JETP-IP, a first draft and revision of which are expected in July and September respectively, is viewed as the crucial next step in the conversion of a Political Declaration signed at the COP26 climate talks in Glasgow, Scotland, last year between South Africa, and the International Partners Group (IPG) of France, Germany, the UK, the US, and the European Union. An indicative work plan and timetable was released following a meeting on June 21, between COP president Alok Sharma and a delegation of Ministers from the South African government including Mondli Gungubele, Dr Naledi Pandor; Enoch Godongwana, Barbara Creecy, Pravin Gordhan, Gwede Mantashe and Ebrahim Patel. Prior to the meeting Sharma also held discussions with the head of the Presidential Climate Finance Task Team, Daniel Mminele, the JETP secretariat, led by Ms Joanne Yawitch, as well as with trade union leaders, including representative of the National Union of Mineworkers. Sharma said that the meeting reinforced the commitment of both the IPG and the South African government to the JETP, which has been held up as a possible blueprint for similar partnerships with other developing countries. “We had over two-and-a-half hours of detailed discussions with the Ministers in terms of the way forward and I think that's given me a lot of confidence that, firstly, there is a real desire on the part of the South African government to progress this and also to use this to further the energy transition in South Africa. “But I was also able to reiterate the commitment from the IPG to make sure that we progress this and we're able to show concrete progress by the time we get to COP27.” Sharma also stressed that the JETP-IP, which would identify the actual projects to be funded over the coming three to five years, was being developed from “the South African side” and that he was optimistic that the plan would also catalyse other financial support, given that the $8.5-billion would be insufficient to fund the country's multidecade transition. No details have yet been provided as to what projects will be included in the JETP-IP, but both Eskom and Mminele have indicated that the load-shedding-prone and carbon-heavy electricity sector would be prioritised, with Eskom proposing that repowering and repurposing initiatives at its decommissioned coal plants be included along with the grid investment needed to unlock more renewables. Some of the funding will also be directed towards supporting the development of local electric vehicle and green hydrogen industries. The JETP will also build on existing work relevant to the partnership, including existing bilateral and multilateral initiatives. For instance, the Eskom Just Energy Transition Project at Komati power station, in Mpumalanga, will likely be presented to the World Bank board for approval before COP27. Sharma reported that he toured the Komati site during his visit to South Africa. A joint statement released following the meetings also underlined the importance of the JETP-IP, which was described as key to realising the finance for projects and activities required to achieve a just transition. The statement included a six-month update since COP26, which indicated that the Presidential Climate Finance Task Team and the National Treasury were currently analysing the finance instruments proposed by the IPG with a view to ensuring that they meet South Africa's investment needs and fiscal realities. We know that life on Earth, for all of us – humanity – depends on life on Earth, for every living thing – plants, animals, birds, sharks, fish, molluscs, reptiles, arachnoids, microbes – even viruses, if they are to be considered living. The minister of the environment Barbara Creecy stressed recently, as she often does, the prime importance of the ecological infrastructure and the natural world as embodied in our conservation landscapes. It's conserved by agreement and managed by us, under our government, and it's symbolic as well as practical.

Die 24-jarige fietsryer, Nic Dlamini, het 'n gebreekte arm opgedoen tydens 'n onderonsie met veldwagters in die Silwermyn-natuurreservaat in die Tafelberg Nasionale Park. In beeldmateriaal wat op sosiale media die ronde doen, kan gesien word hoe die fietsryer na bewering deur veldwagters rondgeruk word. Die Minister van Omgewingsake, Barbara Creecy het opdrag gegee dat alle beamptes wat betrokke was by 'n voorval, geskors moet word.
