Berättelsen om den skandalomsusade kronprinsen som växte upp i skuggan av en älskad kung, och som blev historiskt impopulär när han själv tog över tronen av Thailand. Våren 2020 skakas Thailands huvudstad Bangkok av demonstrationer. Demonstranterna uttrycker sitt missnöje mot den sittande regeringen. Men de kraftiga protesterna innebär också ett nytt kapitel i Thailands historia. Trots att landets hårda majestätslagar innebär fängelse för den som uttalar sig negativt om kungafamiljen så riktas nu kritik och ilska öppet mot kungahuset. Anledningen stavas Maha Vajiralongkorn, eller Rama X, landets regent som tog över efter sin pappa, den omtyckte kung Bhumibol år 2016. Rama X är utbildad stridspilot och beryktad tjejtjusare. Han har anklagats för att hellre vistas på ett lyxhotell i södra Tyskland, omgiven av vackra kvinnor, än att synas och bry sig om folket i sitt hemland. Och på kort tid har han lyckats rasera sin pappa kung Bhumibols eftermäle. Und das ist auch ok so – schließlich soll es Steuergerechtigkeit für alle geben. Schauen wir dieser halben mal nach Tutzing am Starnberger See. Dort residiert mit Zweitwohnsitz König Rama X, der amtierende König Thailands. 2018 hat er die Villa mit Seezugang zum Starnberger See erworben. Starnberger See – da klingelt‘s monarchisch gewaltig. Sissi hat dort ihrer Jugend verbracht, der Märchenkönig Ludwig ist in selbem Gewässer versunken und nicht mehr aufgetaucht. Nun ist König Rama X in Thailand nicht sonderlich beliebt. Deshalb führt er seine königlichen Geschäfte, zu denen schon mal Todesurteile und drakonische Gefängnisstrafen über Jahrzehnte wegen Majestätsbeleidigung gehören, von deutschem – pardon bayrischem Boden aus. Und unterliegt damit zweifelsohne dem deutschen Steuerrecht. Für seine Villa ist sind in den vergangenen Jahren schätzungsweise 500.000 Euro Abgaben und Steuern angefallen. Die Schuld wird aber nicht vollstreckt. Die Gemeindeverwaltung Tutzing spricht vom Steuergeheimnis und dass es sich um ein besonderes Objekt handeln würde. Der König und seine Entourage ist gerade außer Haus. Es geht aber das Gerücht, dass er wieder auf dem Weg nach Bayern sei – diesmal mit 30 Pudeln im Handgepäck. Wenn Tutzing jetzt nicht endlich handelt könnte man meinen, dass die Starnberger ein sich gerne mit Monarchen schmücken. Ihre Durchlaucht Elisabeth Ludwig Rama eben. De video waarin koning Willem-Alexander spijt betuigt over zijn reis naar Griekenland ging afgelopen week viral op een onverwachte plek: in Thailand. Daar wordt al maanden gedemonstreerd tegen de extravagante koning Rama X,  die volgens de Thai veel te veel macht naar zich toetrekt. Hij zou nooit zoals onze koning excuses maken aan het volk. Thailand kent een geschiedenis van protesten tegen de regering, maar kritiek op de monarchie en de koning was er op deze manier nooit. Het is ook niet ongevaarlijk; op majesteitsschennis staan hoge straffen.  De protesten in Thailand groeien met de week en er is momentum, vertelt Zuidoost-Azië correspondent Annemarie Kas in De Dag. Maar betekent het ook dat het moment is aangebroken dat de machtige koning met zijn overdadige levensstijl wordt gedwongen om te dimmen? Kas zet in de podcast uiteen waarom de protesten anders zijn dan anders, wie koning Rama X is en waarom hij zoveel weerstand oproept. 

Cette semaine nous nous intéressons aux manifestations importantes contre la monarchie en Thaïlande, qui se poursuivent depuis trois mois maintenant. Et la question est la suivante : les revendications des manifestants peuvent-elles ébranler la monarchie thaïlandaise ? On peut dire déjà que ce ne sont pas les premiers soubresauts politiques dans ce pays d’Asie du Sud-Est : depuis 80 ans, une vingtaine de coups d’états a rythmé la vie politique un peu chaotique de la Thaïlande.   La monarchie absolue a été supprimée dans les années 1930. Officiellement, il s‘agit donc d’une monarchie constitutionnelle, mais où le souverain, notamment pendant le règne de Rama IX, et grâce au soutien de l’armée et des milieux d’affaires, a pu reconquérir de facto certaines des prérogatives auxquelles le monarque thaï avait dû renoncer en 1932. Ce fut notamment Rama IX qui fut à la manœuvre. Décédé en 2016 après 70 ans d’un règne interminable, son successeur Rama X a hérité de la configuration politique en place lors de son accession au trône – la reprise en main du pays par un coup d'État en 2014 qui a mené l’ancien général putschiste Prayuth au poste de Premier Ministre. Et c’est donc cette oligarchie militaro-monarchiste qui est contestée par des dizaines de milliers de Thailandais. Alors que réclament les manifestants – qui sont surtout des étudiants et des jeunes urbains ? Ils demandent d’abord la démission du gouvernement de Prayuth. Puis l’adoption d’une nouvelle Constitution. Et enfin une limitation des prérogatives du roi Rama X. Selon eux, le roi devrait accepter de renoncer à certains des pouvoirs qu’il s’est attribué notamment le contrôle d’unités militaires –. Il devrait accepter aussi de confier au ministère des Finances le contrôle des biens de la couronne (une trentaine de milliards de dollars), et aussi de faire abolir la loi de lèse-majesté, qui empêche actuellement toute critique de la monarchie. Face à ces revendications, la monarchie apparaît fragilisée. Peut-on envisager qu’elle s’effondre ? On n’en est sans doute pas là, mais la monarchie vacille.Et surtout elle reste silencieuse, se réfugiant pour l’instant derrière son appareil militaire et sécuritaire. Elle ne sait quoi répondre aux manifestants qui réclament un vent de modernité. Au fond, ils estiment qu’en 2020, ils ont droit à plus de liberté, et à un système politique plus ouvert et plus démocratique – et certains prônent même l’abolition de la monarchie et l’instauration d'une république. Demande renforcée par les critiques envers celui qui incarne la royauté depuis quatre ans. Rama X est beaucoup moins aimé et populaire que son père – très critiqué notamment pour ses séjours fréquents hors de Thaïlande, en Allemagne. Du coup, il est contesté, y compris par certains monarchistes. Donc, oui, situation très instable. Mais pas encore désespérée pour la Royauté. Une grande partie des Thaïlandais reste en effet attachée, au-delà de la personne du roi, à l’institution monarchique. En fait, tout va se jouer sur la réaction de l’armée et de la monarchie. Rigidité ou compromis. Et sur l’extension du mouvement de contestation urbain aux masses rurales et paysannes – ou pas.

Thái Lan, « con rồng Đông Nam Á » từ nhiều tuần qua sôi sục các cuộc biểu tình lớn. Những cuộc xuống đường đặc biệt do các sinh viên, học sinh tiến hành với hai mục tiêu phản đối chính : tập đoàn quân sự và vị quân vương xa hoa, trụy lạc. Đầu tiên hết, giới quan sát đều có chung một nhận xét : Đây là những cuộc biểu tình của sinh viên học sinh chưa từng có cả trên phương diện quy mô lẫn về thông điệp đưa ra. Làn sóng phản đối bắt đầu từ đầu năm 2020, bị gián đoạn vì khủng hoảng dịch tễ lại bùng lên dữ dội từ trung tuần tháng 7/2020. Hàng chục ngàn người, phần đông là sinh viên học sinh rầm rộ xuống đường tại thủ đô Bangkok, hình thành một cuộc tập hợp chính trị lớn nhất kể từ năm 2016. Đảng Tương Lai mới bị giải thể : Ngòi nổ cho phong trào Theo giới quan sát tại Pháp, cuộc bầu cử năm 2019 là cột mốc cho phong trào phản đối. Tập đoàn quân sự lên nắm quyền năm 2014 từng cam kết « tái lập trật tự », phát triển kinh tế, và tổ chức các cuộc bầu cử dân chủ. Sau nhiều lần bị trì hoãn, cuộc bầu cử này đã được tổ chức năm 2019 và mang lại nhiều hy vọng cho người dân Thái Lan : Trở về với chế độ dân chủ dân sự. Nhưng việc tướng Prayuth Chan Ocha tái đắc cử khiến một bộ phận người dân Thái hụt hẫng. Khát vọng trở lại với nền dân chủ mong manh trước đây xem như bị dập tắt. Nhà nghiên cứu Sophie Boisseau du Rocher, chuyên gia về Đông Nam Á, Viện Quan Hệ Quốc Tế Pháp, trả lời RFI Tiếng Việt nhận định rằng chính việc giải thể đảng chính trị đối lập Tương Lai Mới (Future Forward) đã châm ngòi nổ cho phong trào phản đối. « Yếu tố làm bùng phát làn sóng này chính là quyết định giải thể đảng Tương Lai Mới của tư pháp Thái Lan vào tháng 2/2020. Đảng này được thành lập vào năm 2018, và đã có được kết quả bầu cử khá thành công trong cuộc bầu cử lập pháp hồi tháng 3/2019. Đảng này đã thật sự mang lại một luồng sinh khí mới cho chính trường Thái Lan. Thế nhưng, đảng này đã bị giải thể với lý do là lãnh đạo đảng, ông Thanathorn Juangroongruangkit, đã tài trợ để hỗ trợ đảng. » Rồi dịch bệnh Covid-19 bùng phát. Tuy chính quyền kiểm soát tốt cơn đại dịch : 58 người chết và hơn 3.300 ca nhiễm bệnh, ngược lại, vương quốc chịu cảnh phong tỏa và đóng cửa biên giới. Ngành du lịch, nguồn thu nhập chính của đất nước bị thoi thóp trong khi nền kinh tế Thái Lan trước khi có dịch bệnh cũng đã có nhiều tín hiệu xấu. Viễn cảnh tương lai mịt mù là một trong những mối lo của người biểu tình, nhất là giới sinh viên học sinh. Chuyên gia Sophie Boisseau du Rocher nhận xét tiếp : « Đương nhiên rồi. Tôi cho rằng phải đặt sự việc trong toàn bối cảnh. Đây là một thế hệ mà tương lai kinh tế khá mờ mịt như bao nước khác trên toàn thế giới. Thái Lan đang trải qua những khó khăn, nhất là trong lĩnh vực kinh tế. Ngân hàng trung ương thông báo kinh tế suy thoái trong khoảng từ 12-13% trong năm 2020. Hiển nhiên là thế hệ trẻ này, đang xuống đường biểu tình, sẽ khó tiếp cận thị trường lao động. Ở đây có một nỗi lo như bao nơi khác khi nhìn thấy kinh tế cũng như là chính trị đang vuột khỏi tầm tay. » Quốc vương ở đâu ? Nhật báo Le Monde trong một bài phân tích có cho rằng dù chưa phải là một cuộc cách mạng nhưng đã là một cuộc nổi dậy. Đúng hơn là một cuộc tranh cãi giữa hai phe Tân và Cựu, giữa những người cấp tiến chống những kẻ nịnh thần truyền thống và trong khuôn khổ này, sự tuân thủ tôn ti trật tự, uy thế và bản thân nhân vật được tôn sùng như một vị phật sống của vương quốc cũng nằm trong số những lời ca thán của người biểu tình. Những sinh viên học sinh này muốn gì khi giương khẩu hiệu « dân chủ » như là một câu thần chú trên khắp các nẻo đường và trong sân trường đại học ? Nhà nghiên cứu về Đông Nam Á, Sophie Boisseau du Rocher giải thích : « Những sinh viên này đưa ra ba đòi hỏi chính. Thứ nhất, họ yêu cầu giải thể Nghị Viện, nghĩa là đòi thủ tướng hiện nay, ông Prayuth Chan Ocha phải từ chức. Đòi hỏi thứ hai là muốn hiệu chỉnh Hiến Pháp, đã bị sửa đổi vào năm 2016 nhằm đáp ứng các quyền lợi của quân đội. Do vậy, những người biểu tình này muốn quay trở lại với Hiến Pháp dân sự. Yêu cầu thứ ba là chấm dứt sách nhiễu các nhà chính trị đối lập. Tại Thái Lan cũng như tại Đông Nam Á, các nhà đối lập Thái Lan bị truy bức, bắt cóc và mất tích mà không ai biết được họ ở chốn nào. Ở đây, có một đòi hỏi rất lớn trong vấn đề này. Từ ba đòi hỏi trên, có thêm yêu cầu thứ tư, đó là một chương trình cải cách chế độ quân chủ, nhưng điều này ngay từ đầu, thủ tướng Thái đã tuyên bố không có chuyện đề cập đến cải tổ này. » Với giới quan sát, đòi hỏi thứ tư là một điều hiếm có, chưa từng thấy trong lịch sử. Lần đầu tiên người biểu tình nhắm vào hoàng gia nhất là quốc vương Rama X bất chấp đạo luật khi quân hà khắc. Đăng quang vào tháng 5/2019, vị tân vương này lại không có được một uy thế, một sự tôn kính và tôn thờ như cha mình là cựu hoàng Rama IX, người tại vị trong suốt 70 năm. Vậy những người biểu tình chỉ trích quốc vương của mình ở điều gì ? Bà Sophie Boisseau du Rocher cho biết: « Điều mà những người biểu tình phê phán quốc vương hiện nay là vì ông ấy không sống tại Thái Lan. Khi đơn giản nói là không sống tại Thái Lan, điều có nghĩa là không quan tâm đến số phận của thần dân của mình đó là điểm thứ nhất. Thứ hai họ chỉ trích quốc vương đã đưa ra những quyết định nhằm củng cố quyền lực cá nhân và việc kiểm soát tài sản của hoàng gia, ước tính trị giá đến khoảng 60 tỷ đô la, một khối tài sản khá là lớn, giờ sẽ do những người thân cận của quốc vương quản lý mà không phải qua bộ Tài Chính của Thái Lan. Sau cùng, họ chỉ trích ông có một cuộc sống xa hoa, trụy lạc, trong khi đó, Thái Lan với 93% người dân là theo đạo Phật và với tư cách là lãnh tụ tinh thần Phật giáo, lẽ ra ông phải làm gương trước thần dân. » Harry Potter, Hunger Games : Những thủ thuật biểu tình mới Một điểm khác cũng thu hút sự chú ý của giới quan sát là tính chất năng động của sinh viên-học sinh Thái trong cách thức tổ chức các cuộc biểu tình. Lấy Hồng Kông như là mô hình mẫu, phong trào đòi dân chủ tại Thái Lan cũng không có một lãnh tụ, nhưng tập hợp nhiều đại diện từ nhiều nhóm khác nhau. Mạng xã hội là công cụ hữu hiệu để triệu tập biểu tình. Dù vậy, phong trào dân chủ Thái cũng có những điểm nhấn riêng của mình : Từ cách trang phục được lấy cảm hứng từ thế giới Harry Potter cho đến biểu tượng giơ cao ba ngón tay. Điều này có ý nghĩa gì ? Nhà nghiên cứu người Pháp, bà Sophie Boisseau du Rocher giải thích : « Đó chính là tín hiệu nhận biết được lấy cảm hứng từ bộ phim Hunger Games. Bộ phim này có một tiếng vang khá đặc biệt trong giới trẻ vì có liên quan đến những trò chơi video khá nổi tiếng. Nhưng cũng nên biết rằng Thái Lan là một trong những quốc gia đi đầu trên thế giới, trên phương diện về số thời gian hiện diện trên các mạng xã hội. Thế nên, ở đây còn có một chuỗi các mật mã được thiết lập để có thể kết nối nhanh chóng. Và tín hiệu ba ngón tay cũng như là hình ảnh điện thoại di động thắp sáng trong đêm chính là tín hiệu nhận biết của phong trào này ». Liệu có nên ví phong trào đòi dân chủ này như là cuộc nổi dậy của sinh viên Pháp Mùa Xuân năm 1968 hay không ? Chuyên gia về Đông Nam Á cho rằng sự so sánh này có phần hơi khập khiểng. « Mọi sự đánh đồng là không phù hợp. Đó đơn giản là một thế hệ sinh ra trong giai đoạn khủng hoảng tài chính năm 1997, cuối thập niên 1990, giai đoạn đang có một sự chuyển đổi chính trị có lợi cho nền dân chủ. Nhưng sự chuyển đổi đó đã bị gián đoạn, một phần là do chế độ Thaksin Shinawatra, và tiếp đến là giới quân sự. Do vậy, họ thật sự chưa bao giờ được nhìn thấy những hiệu quả của quá trình hiện đại hóa nền chính trị. Do vậy, ở đây có một sự đòi hỏi khá cao mong muốn quay lại với những năm tháng thế hệ của họ thời kỳ 1997-2000, 2002, sao cho một bản Hiến Pháp dân sự cởi mở hơn có thể được áp dụng. Trên thực tế, những đòi hỏi của người biểu tình khá là đơn giản. Tôi không nghĩ là ở đây có những hiệu ứng của Mai 1968, bởi vì đòi hỏi cải cách chế độ quân chủ được đưa ra, đặc biệt chỉ liên quan đến bản thân quốc vương hiện nay hơn là toàn bộ nền quân chủ mà chính người dân Thái vẫn còn rất gắn bó. Tôi cho rằng nên cẩn trọng các phân tích của chúng ta. » Cuối cùng, có một câu hỏi khiến giới quan sát lo ngại nhất : Phong trào này rồi có bị trấn áp dữ dội như những đợt xuống đường lần trước của phe Áo Đỏ ủng hộ chính quyền dân chủ hay không ? Điều gì khiến thủ tướng Thái Lan Prayuth Chan Ocha vẫn còn e ngại không điều các lực lượng an ninh trấn áp như những lần trước ? Nhà nghiên cứu Viện Quan Hệ Quốc Tế Pháp, Sophie Boisseau du Rocher nhận định như sau : « Điều đó rất có thể xảy ra. Tôi cho rằng lý do để mà ông Prayuth tỏ ra thận trọng chính là vì những người biểu tình, các sinh viên và nhiều người dân Thái khác cho thấy có một thái độ rất ôn hòa. Do vậy, ông ấy không có lý do gì để mà can thiệp ở cấp độ này. Đây là điểm thứ nhất. Thứ hai, đương nhiên ông Prayuth có được một số ủng hộ nhưng không phải là tất cả.  Do vậy, các quyết định của ông không bị nhiều phe phái khác phản đối như quân đội chẳng hạn, thậm chí là từ chính quốc vương mới là điều quan trọng. Tôi cho rằng đây chính là một trong những nguyên nhân buộc ông phải tỏ ra thận trọng. » Phong trào đòi dân chủ của sinh viên học sinh Thái rồi sẽ đi đâu về đâu ? Liệu rồi họ có phải chịu một số phận như các sinh viên Hồng Kông hay không ? Nhiều câu hỏi đang được đặt ra. Nhưng có một điều chắc chắn, ẩn sau làn sóng nổi dậy này của sinh viên học sinh còn có những nỗi lo khác. Theo một thăm dò do trường Đại học Suan Dusit Rajabhat thực hiện với khoảng 200 ngàn người tham gia, hơn 59% người dân Thái cho rằng những đòi hỏi của sinh viên là chính đáng và phù hợp với đòi hỏi dân chủ. Nhưng cũng có đến 42% số người được hỏi cho rằng những người biểu tình không nên đả kích nền quân chủ, trong khi gần 30% lo ngại sinh viên này « gieo rắc hỗn loạn và chia rẽ ».
