This is a conversation we've wanted to have for a while, and it seemed like there was no better time than now, as many people on the broad center-left are asking tough questions about Donald Trump's strength in rural America—according to one post-election analysis, he won 62 percent of rural voters. To unpack what's happening in these parts of the country, we talked to Luke Mayville of Reclaim Idaho, a grassroots organization that, among other things, helped win a ballot referendum that expanded Medicaid in the state. Why, when an initiative like that can succeed, or voters in red states reject school vouchers or approve hikes to the minimum wage, does the party that opposes these measures tend to clean up in such places? What can be gleaned from talking to voters from all over a state like Idaho about how they view the two major political parties, understand the role of government, and explain the problems facing them in their lives? The Three States of Awakening Heaven and Hell 491. There are three states that man passes through after death before he enters either heaven or hell. The first state is the state of his exteriors, the second state the state of his interiors, and the third his state of preparation. These states man passes through in the world of spirits. (HH 491). The exteriors are projections of the interior states 489... But the delights of life of those who have lived in the world in heavenly love are changed into such corresponding things as are in the heavens, which come into existence from the Sun of heaven and its light, that light presenting to view such things as have what is Divine inwardly concealed in them. The things that appear in that light affect the interiors of the minds of the angels, and at the same time the exteriors pertaining to their bodies; and as the Divine light, which is Divine Truth going forth from the Lord, flows into their minds opened by heavenly love, it presents outwardly such things as correspond to the delights of their love. It has already been shown, in the section on representatives and appearances in heaven (170-176), and in the section on the wisdom of the angels (265-275), that the things that appear to the sight in the heavens correspond to the interiors of angels, or to the things pertaining to their faith and love and thus to their intelligence and wisdom. (3)... In every object they see what is Divine; the objects they see indeed with their eyes; but the corresponding Divine things flow in immediately into their minds (6)... And as all the objects that come into existence round about them correspond to their interiors, these assume such an appearance that others can clearly perceive what they represent and signify. Congress enacted the Indian Child Welfare Act of 1978 (ICWA), 25 U.S.C. 1901 et seq., "to protect the best interests of Indian children and to promote the stability and security of Indian tribes and families." 25 U.S.C. 1902. The provisions of 25 U.S.C. 1912 establish minimum federal standards for the removal of Indian children from their families, while 25 U.S.C. 1915(a) and (b) establish default preferences for the placement of such children in adoptive or foster homes. The statute also contains several recordkeeping provisions. See 25 U.S.C. 1915(e), 1951(a). Three States and seven individuals brought suit, asserting that these and other ICWA provisions are facially unconstitutional. The district court agreed and granted declaratory relief. The en banc court of appeals rejected most of the plaintiffs' challenges, but affirmed, in some respects by an equally divided vote, the judgment declaring the foregoing provisions invalid. The questions presented are: 1. Whether various provisions of ICWA-namely, the minimum standards of Section 1912(a), (d), (e), and (f); the placement-preference provisions of Section 1915 (a) and (b); and the recordkeeping provisions of Sections 1915(e) and 1951(a)-violate the anticommandeering doctrine of the Tenth Amendment. 2. Whether the individual plaintiffs have Article III standing to challenge ICWA's placement preferences for "other Indian families," 25 U.S.C. 1915(a)(3), and for "Indian foster home[s]," 25 U.S.C. 1915(b)(iii). 3. Whether Section 1915(a)(3) and (b)(iii) are rationally related to legitimate governmental interests and therefore consistent with equal protection.
