A tractor-trailer carrying paper products caught fire on the Varina-Enon Bridge in Eastern Henrico County Monday morning, snarling traffic and closing southbound travel lanes on I-295 at mile marker 18.7. The crash was reported at about 8:15 a.m., according to Virginia State Police. The driver was not injured, but charges are pending the result of an investigation. According to police, the truck struck the bridge on the right hand side of the road before catching fire. A tractor-trailer driver was charged with reckless driving after the raised bed of his vehicle struck an overhead traffic sign during a morning commute on Interstate 64 in Eastern Henrico, Virginia State Police officials said. The crash occurred at about 9:36 a.m. at the 200-mile marker on I-64 westbound. The truck was driven by 62-year-old Richard Houston Jr. of Lorton, Virginia. The raised bed separated from the cab when it struck the sign. Traffic came to a halt until 11 a.m., when crews were able to remove the trailer and sign from the road. Houston was not injured. A road crew is working to fix a ramp over 287 in Westchester after a tractor trailer fell off of it, killing the driver this (Wednesday) morning.  WCBS reporter Steve Burns talked about the fatal incident on WCBS 880's Afternoon Roundup.

The use of large trucks to pack together and conceal migrants has been on the rise, current and former officials said, a means of maximizing profits for criminal networks and a sign of the increasing desperation of those seeking to enter the country by any means possible. Along Quintana Road, something had gone wrong. The truck, which had Texas plates, was not moving. And the driver had fled on foot. Soon, a nearby worker approached, drawn by a cry for help, and discovered the ghastly cargo: at least 62 people, smuggled from Mexico, Guatemala and Honduras, most of them already dead from the heat. At least 51 would be declared dead by Tuesday in what officials said was among the worst episodes of migrant death in the United States in recent years. “I have been warning for a year that a tragedy was going to occur because of the increase in truck smuggling,” said Tom Homan, a former acting director of U.S. Immigration and Customs Enforcement during the Trump administration. “In California, Arizona, Texas, they have been seeing a lot of tractor-trailers,” he said. “They can pick up eight in a van, 12 in a pickup truck or get at least 80 in a tractor-trailer.” The largest share of the fatalities in San Antonio were migrants believed to be from Mexico, according to the country's foreign minister, Marcelo Ebrard, who said 22 Mexicans had died along with at least seven Guatemalans and two Hondurans. Others had yet to be identified.

AP correspondent Norman Hall reports on the deaths of migrants in tractor-trailers.

At least 46 people were found dead inside a tractor-trailer in San Antonio in a suspected case of human smuggling, officials said Monday.  An additional 16 people -- 12 adults and four children -- were transported to area hospitals in what officials called a "mass casualty event."   Three people are in custody, officials said, adding that this is now a federal investigation. ABC News' Jim Ryan shares the latest overnight developments.
