The ANC will remain in government after the elections, said the party's secretary-general Fikile Mbalula just before another mic-snatching drama transpired after the singing of Wenzeni uZuma. “The ANC governs and I can tell you when we wake up on May 30 the ANC will still be government” he said in KwaZulu-Natal. He was delivering a keynote address at the party's arts and culture sub-committee engagement with the creative industry which promised to deal with the exploitation of artists. After Mbalula delivered his address it was time for a song, but the one sang was not the kind members liked.  “Wenzeni uZuma?” (what has Zuma done?) sang an ANC supporter on stage, but his singing barely lasted 10 seconds before Cultural and Creative Industries Federation of South Africa president Joy Mbewana seized the microphone and sang another song.  Wenzeni uZuma, is often sang by former president Jacob Zuma's loyalists to annoy his political enemies. ANC MP and programme director at the event Thandi Moraka said disruptions would not be tolerated.  The first microphone-grabbing drama happened this weekend in KwaZulu-Natal in the presence of Zulu King Misuzulu KaZwelithini and President Cyril Ramaphosa. ANC provincial chair Siboniso Duma snatched the microphone from Zulu traditional prime minister Thulasizwe Buthelezi, who was about to introduce the king. He had criticised the provincial government's treatment of King Misuzulu. Support for the ANC has been declining since the 2009 elections. A further decline is expected in this year's elections.

In May the National Assembly adopted findings of Parliament's Joint Committee on Ethics and Members' Interests that Zwane failed to disclose the benefits he received from the controversial Gupta family. The ANC MP was instructed by the Committee to issue a public apology but Zwane absconded from a parliamentary sitting to do so. Nominations for the ANC Women's league's officials took place last night and results are expected today after over 3000 delegates have voted for their preferred candidates. Former ANC Women's league Secretary General, Sisisi Tolashe received 1564 nominations, whilst ANC MP, Thembeka Mchunu got 796, the leagues former president, Bathabile Dlamini bagged 258 nominations. A moment of silence was also observed for the late ANC MP Tina Joemat-Petterson who was vying for the position of deputy President and received 1061 nominations.  ANC president Cyril Ramaphosa is expected to close conference later today...There was drama at the conference earlier when  ANC Secretary-General Fikile Mbalula warned Public Enterprises Minister Pravin Gordhan to move faster in dealing with Eskom and Transnet or risk removal.  The party then promptly issued a statement on Saturday evening backtracking on the threats saying the minister cannot resolve issues alone. The DA in Knysna has strongly condemned the appointment of convicted offender Bruce Kannemeyer to a senior municipal position. In 2006, former ANC MP and former Stellenbosch municipal manager Bruce Kannemeyer pleaded guilty to theft charges and was fined R40 000 in the Cape High Court, for his role in the notorious Travelgate scandal. Kannemeyer was appointed to the position of Acting Director for Corporate Services in the Knysna Municipality. The party says the decision, made by the ANC, Patriotic Alliance, PBI, and EFF coalition raises serious concerns about the integrity and transparency of the coalition's governance. After a term in which opposition parties criticised the African National Congress (ANC) caucus for its failure to uphold the Constitution – which they swore to do when they became MPs – a senior ANC MP likened the opposition to fascists and accused the media of not reporting on the party's "tremendous success" in Parliament. Ahead of Parliament's fourth term for the year getting underway after a brief recess, the chairperson of the ANC caucus, Seiso Mohai, penned a missive with regard to the third term, which was released to the media at the weekend. In the letter, he criticised the opposition and the media. The term saw the ANC circle the wagons around President Cyril Ramaphosa, as opposition parties turned up the heat over the allegations around the break-in at his Limpopo game farm, Phala Phala. In August, after Ramaphosa refused to answer a question on Phala Phala, the ANC alleged that he did, indeed, answer the question. In September, the ANC nixed a DA motion to establish an ad hoc committee to investigate Phala Phala, using a discredited notion that other agencies must first investigate before it comes to Parliament. This is the same excuse the ANC used not to appoint an ad hoc committee into state capture, and Chief Justice Raymond Zondo rubbished this reasoning in his report. "Leaving it exclusively to other agencies to investigate and, if necessary, to take action regarding these allegations, at this time, was not in the commission's view consistent with Parliament's constitutional responsibilities," the Zondo report read. The third term also saw the Economic Freedom Fighters (EFF) disrupting plenaries, with some of their members physically removed from the chambers. This is what led Mohai to the history books, comparing Julius Malema's red overalls to Adolf Hitler's Brownshirts and Benito Mussolini's Blackshirts, even though he never mentioned the EFF by name when he wrote about fascism. "When historians write about Parliament's third term of 2022, they will most likely remark about the attempt by minority opposition political parties, with less than a third of seats in the National Assembly, to dominate the house through coercion and bullying. The events of this term have a historical ring to them (sic)," wrote Mohai. "The attacks on democracy by some of the South African opposition parties, with the uncritical complicity of some in the media, I might add, have been concentrated on the head of state, President Cyril Ramaphosa." He complained that by disrupting National Assembly sittings to "force the president to account on a matter still under investigation by other state agencies, opposition parties have taken a leaf out of Mussolini and Hitler's playbook". "They use the most vulgar language, threats and actual violence to drown out the voices of the elected representatives of the majority party and abuse opposition party leaders who disagree with them. "When the Speaker calls upon the Parliamentary Protection Services to restore order, the same politicians project themselves as victims of unfair rulings by the Speaker." Mohai said the ANC caucus and presiding officers in Parliament are "often projected as lackeys of the Executive by the media". "The reality, however, is different. In the seven weeks of the third term, Parliament had a week-long capacity-building course for MPs. It hosted successful question and answer sessions for the president, deputy president, and all the ministers in the NA and NCOP, adopting many committee reports and legislation. The NCOP held a successful local government week, which discussed solutions to the multiple challenges facing our municipalities. "In the NA, we dealt with pressing matters, like fuel prices and the criminal vandalisation of public infrastructure. We passed consequential legislation, including the Children's Amendment Bill, Traditional Courts Bill and the Expropriation Bill. The African National Congress (ANC) temporarily scuppered a debate on Parliament's role in holding the president accountable, which the Democratic Alliance (DA) had wanted for Thursday. After a National Assembly Programming Committee on Thursday morning, the debate will, however, be rescheduled for next week. The DA previously brought a topic for debate on illegal land invasions for one of Thursday's mini-plenaries. On Friday, the DA's chief whip, Siviwe Gwarube, indicated the party was withdrawing this motion, and replacing it with the motion on Parliament's role in holding the president accountable. It would include a motion to establish an ad hoc committee to look into Phala Phala. The new topic of the DA's motion was distributed to all parties on Tuesday. On Wednesday, the Chief Whips' Forum met. There was a disagreement among parties on what transpired at this meeting. According to Gwarube, the new topic for the debate was on the programme and, while there was "discomfort" from the ANC, no one objected. ANC MP and Cyril Ramaphosa's parliamentary counsellor, Gerhard Koornhof, said that, to his "recollection", there was no recommendation from the forum to amend the programme. On why the debate shouldn't be scheduled for Thursday afternoon, the ANC said that it was too short notice to prepare for it, and that it was a draft motion. Gwarube pointed out that the ANC's objections were inconsistent. The ANC's deputy chief whip, Doris Dlakude, said Gwarube "smuggled" the motion into Wednesday's forum, and that the DA was trying to "pre-empt" the Section 89 process. Economic Freedom Fighters (EFF) MP Hlengiwe Mkhaliphi, African Transformation Movement leader Vuyolwethu Zungula and African Christian Democratic Party MP Steve Swart backed Gwarube, indicating that they were ready for the debate to proceed. Mkhaliphi and Zungula pointed out that there was a difference between the Section 89 process and the DA's proposed ad hoc committee. The ANC was backed by Al Jamah-ah's sole MP, Ganief Hendricks. As the committee couldn't reach a consensus, National Assembly Speaker Nosiviwe Mapisa-Nqakula instructed the programming whip, ANC MP Mina Lesoma, to find a place for the DA's motion on next week's programme. In a statement released after the meeting, Gwarube regarded Mapisa-Nqakula's decision as a victory for parliamentary oversight in the face of the "ANC's blatant attempts to circumvent Parliament's constitutional responsibilities to hold the government and President Ramaphosa accountable". As she did during the meeting, Gwarube insisted the motion was brought within the National Assembly's rules. "We are ready for next week's debate, and will lobby all political parties represented in the Assembly to support our call for this ad hoc committee to be established. Once the debate takes place, the House will need to vote on whether the ad hoc committee should be established," said Gwarube. "While the Section 89 Inquiry, in the process of being established by the Speaker, will interrogate whether or not impeachment proceedings should be instituted against the president, it does not mean we should not be investigating the other state institutions that are implicated in this saga. "There are ministers and state institutions who have a case to answer for in Parliament. This is a serious constitutional obligation that Parliament cannot neglect like it did during state capture." Meanwhile, Mapisa-Nqakula indicated that she obtained a legal opinion after the EFF and DA asked her to reconsider Professor Richard Calland's participation on the independent panel to determine whether there was a prima facie case for Ramaphosa's impeachment. The parties questioned Calland's impartiality, as he had previously expressed support for Ramaphosa. Continuing blackouts, the rising cost of living, the Zondo Report implicating his party, South Africa's tacit support of Russia's invasion of Ukraine, the rising tide of xenophobia in the country and plans to build a R22-million flag - these are some current topics MPs might want to question President Cyril Ramaphosa on. However - in contravention of the National Assembly's rules - they will not have the opportunity to do so this term. Rule 140(1) of the National Assembly states: "Questions to the President must be - (a) scheduled in accordance with Rule 210 for a question day at least once per quarter during session time within the annual programme." With only two weeks remaining in the current term, and no date allotted to a presidential question session, the National Assembly Programming Committee on Thursday morning decided to instead invite Ramaphosa for an additional question session in the third term. The third term will only start on 15 August. Democratic Alliance (DA) deputy chief whip Siviwe Gwarube recently wrote to Speaker Nosiviwe Mapisa-Nqakula to ask her about scheduling the required question session for this term. She wrote: "I firmly believe that it is of the utmost importance that members of the NA [National Assembly] are afforded regular opportunities to engage with President Ramaphosa on a range of urgent matters of national and international importance. "Moreover, it is imperative that President Ramaphosa should set the example as the head of the executive that the government is indeed serious about fulfilling their obligations of being held accountable to the Assembly by ensuring that he attends to his parliamentary duties." Chief Whips Forum discussed this letter when it met on Wednesday, behind closed doors, as is the norm for this body. At Thursday's meeting, DA chief whip Natasha Mazzone asked if the question session had been scheduled. Mapisa-Nqakula referred to Gwarube's letter. House chairperson Grace Boroto and African National Congress (ANC) MP and parliamentary councillor to Deputy President David Mabuza, Hope Papo, were unimpressed by how the DA raised the matter. ANC MP and Ramaphosa's parliamentary councillor Gerhard Koornhof said that NAPC and the Chief Whips Forum had agreed to the proposed programme since 24 March. Programming whip and ANC MP Mina Lesoma presented the programme, which had Mabuza answering questions on 8 June, and the presidency's budget vote, which will be tabled by Ramaphosa, on the 9 June, with Ramaphosa responding to the debate the following day. "That week, two days, the president will be appearing before the house," Lesoma said. "We totally agree and prescribe to the rules, particularly National Assembly Rule 140, which does direct that the president must appear in the house." She said Ramaphosa would answer questions in the next term, but if he said he was available now for a question session this term, it would be accommodated. "However, we are not going to dictate to the president when he is going to appear before the House after he had indicated to us that his diary doesn't necessarily allow him, given that he will be appearing this month, or this quarter twice, because of the compliance matters in terms of the budget votes that needs to be processed and approved," she said. Rule 140 required that the president answer questions in the House, not just "appear" in the House, which several opposition MPs were quick to point out. Gwarube said the fact that Ramaphosa would be delivering his budget vote speech did not negate the requirement that he answers questions in the House. She said the question sessions had to be built into every single term - it was part of the National Assembly's oversight, and a part of the president's responsibility to Parliament. President Cyril Ramaphosa tabled the fourth part of the State Capture Inquiry's report with Parliament on Tuesday - and, in a turnaround from the African National Congress's (ANC's) previous stance, affected committees will deal with the published parts of the report. "Parliament confirms receipt of Part 4 of the Report of the Judicial Commission of Inquiry into allegations of State Capture from the President of the Republic today. Previously, the President submitted Part 3 of the Commission's Report, which Parliament is in the process of implementing," reads a statement from Parliament's spokesperson Moloto Mothapo. "Part 4 of the Report comes at the time Parliament is finalising the process of establishing appropriate systems and mechanisms, consistent with its constitutional function, to oversee the implementation of the report. The report will be published in the Announcements Tablings and Committees (ATC) of Parliament for the attention of Members. "The Rules Committee, on the other hand, will at the appropriate time determine how best to process the report and the accompanying implementation plan once they are submitted on or before August by the President." Mothapo said, "In the interim, committees of Parliament will engage with the publicly available reports in their ordinary course of business." News24 reported on Monday that influential ANC MP, chair of chairs Cedric Frolick, and ANC MP in National Council of Provinces, Winnie Ngwenya, have been referred to Parliament's Joint Committee on Ethics and Members' Interests for their part in the Bosasa-scandal. This was after a legal opinion from Parliament's legal services sat on Speaker Nosiviwe Mapisa-Nqakula's desk for almost two months. Democratic Alliance deputy chief whip Siviwe Gwarube's attempts to get Parliament to deal with the published reports, as it pertains to Parliament, were stonewalled by senior ANC MPs on the National Assembly Programming Committee. The ANC alleged Parliament could only deal with the full report after Ramaphosa tabled it, with an implementation plan four months after its completion. This meant that Parliament would only look at it in mid-October. The legal opinion did not advise this, and neither did Ramaphosa when he tabled part three of the report in March. In another statement, Mothapo confirmed that Parliament is in "the process of establishing appropriate systems, consistent with its constitutional function, to process and oversee the implementation of the Judicial Commission of Inquiry into State Capture Report". He also confirmed the Joint Committee on Ethics and Members' Interests "has been requested to investigate possible contraventions of the Code of Ethical Conduct and Disclosure of Members' Interest for Assembly and Parliament Council Members". "This applies only to current members who were serving in Parliament when any alleged transgressions took place." He didn't name Frolick and Ngwenya. Two suspects appeared in the Mthatha Magistrate's court earlier this week in connection with the rape and murder of three women in Qumbu. A 28-year-old man and his 21-year-old girlfriend are believed to have used a fake Facebook profile to lure the women to the small town in Eastern Cape. They are facing three cases of murder and four cases of rape. Meanwhile, Deputy Minister of Justice and Constitutional Development John Jeffery has appealed to people to immediately report incidents of rape. This following rape allegations levelled against SAFA's Danny Jordaan. Last month, former ANC MP and singer, Jennifer Ferguson accused Jordaan of raping her 24-years ago at a Port Elizabeth hotel. Jordaan has denied the allegation. Last week, Jordaan's lawyer, Mamodupi Mohlala-Mulaudzi released a statement on behalf of her client, in it Jordaan condemns sexual violence and women abuse. Parliament has confirmed that former Eskom CEO, Brian Molefe's name, is to become a member of Parliament. He has been nominated to fill a vacancy on the list of ANC Mp's from North West. Recent reports have suggested that with Molefe becoming an MP, President Jacob Zuma may reshuffle his cabinet and appoint Molefe as Finance Minister. She further raised interest as part of the adhoc committee that looked into the SABC board's fitness to hold office. This follows reports that Advocate Mkhwebane allegedly said Mentor complained to her about Thuli Madonsela leaking President Zuma's interview. ANC MP's have vowed that there will be no parliamentary inquiry into what is happening at the SABC. This follows calls from the DA that the situation in the public broadcaster needs to be investigated.
