Pramila Jayapal, a Democratic representative and leader of the Congressional Progressive Caucus, has been sounding the alarm about President Joe Biden's reëlection prospects. She fears that the fragile coalition that won him the White House in 2020 – which included suburban swing voters, people of color, and younger, progressive-leaning constituents – is “fractured” over issues like immigration, and his support for Israel's war in Gaza. Gaza in particular “is just a very difficult issue because we don't all operate from the same facts,” Jayapal tells David Remnick. “It is probably the most complex issue I have had to deal with in Congress. And I certainly didn't come to Congress to deal with this issue.” But Jayapal sees a longer-term problem facing the Democratic Party. “The problem I think with a lot of my own party is we are very late to populist ideas,” she says. “The two biggest things people talk to me about are housing and childcare. They saw that we had control of the House, the Senate, and the White House—and we didn't get that done. And I can explain till the cows come home about the filibuster . . . but what people feel is the reality.” Of the political struggle that accompanied President Biden's Build Back Better plan, she thinks, “a road or a bridge is extremely important, but if people can't get out of the house, or they don't have a house, then it's not going to matter.”

Full Text: It seems everywhere you look, “clean energy” is in the news. Portland just handed out nearly $120 million to local nonprofits who promise to provide clean energy technologies. Congress is expected to pass the slimmed down version of President Biden's Build Back Better program, with more than $300 billion going to clean energy. Much of this spending will be wasted if Oregon's experience with an almost-unheard-of program is any guide. The program is called “1.5% for Green Energy Technology,” or GET. Under the program, any government construction or renovation project costing $5 million or more must spend 1.5% of its budget on green energy technologies, such as solar panels. Cascade Policy Institute reviewed all of the available annual reports from the GET program and found that almost none of the projects pencil out financially. Portland was forced to spend $90,000 to install solar panels on a fire station, even though the city said the station is “not the best solar site.” The new Multnomah County Courthouse was required to spend $6.6 million on investments that will have a payback period of nearly five centuries. When the legislature meets next year, one of the first orders of business should be to shut down the GET program. We can never get to a clean energy future if none of the projects make any financial sense. Heading into August recess, Congress is on the cusp of delivering President Biden two back-to-back legislative victories: on Wednesday, after more than a year of wrangling and frustration, Senate Democratic leaders and Joe Manchin announced a reconciliation agreement for a sweeping tax-and-spend plan known as the Inflation Reduction Act of 2022. The breakthrough bill includes $433 billion in new federal spending, including $369 billion in energy and climate change investments, and is designed to generate an estimated $739 billion in revenue and reduce federal deficits by $300 billion over 10 years. On Thursday, the House of Representatives voted to pass the CHIPS and Science Act, a $280 billion funding package that will boost the U.S. semiconductor industry and cut reliance on chip products from foreign sources. Dave Johnson is a lawyer, teacher and writer. He has served as general counsel for several tech companies in Silicon Valley across the last twenty years.
