Upaya menghidupkan kembali Pasukan Pengamanan Masyarakat alias Pam Swakarsa terus menuai polemik. Di Surabaya, upaya ini sudah jadi nyata, dengan pembentukan Pam Swakarsa di tiap RW yang didukung penuh pemerintah kota. Langkah tersebut ditengarai sebagai tindak lanjut arahan TNI yang mendorong aktivasi Pam Swakarsa, buntut gelombang demonstrasi di berbagai daerah, akhir Agustus lalu, yang berujung rusuh dan jatuh korban jiwa.Di media sosial dan aplikasi perpesanan, beredar surat berjudul “Pelaksanaan Instruksi Pengamanan Swakarsa di Seluruh Indonesia” yang terbit pada 1 September 2025. Surat tersebut ditandatangani Ketua Umum Generasi Muda Forum Komunikasi Putra Putri Purnawirawan dan Putra Putri TNI-Polri (GM FKPPI) Dwi Rianta Soerbakti dan Sekjen, Ari Garyanida.Setelah Surabaya, bukan tak mungkin daerah lain bakal menyusul membentuk Pam Swakarsa. Apalagi sejumlah anggota DPR juga sudah menyatakan dukungan.Sedangkan, masyarakat sipil pegiat HAM tetap konsisten menolak reaktivasi Pam Swakarsa, karena punya jejak hitam di masa lalu. Perwakilan mahasiswa dari berbagai organisasi berksempatan berdialog langsung dengan jajaran pemerintah dan DPR dalam beberapa hari terakhir terkait tuntutan 17+8.

Ketua Umum Partai Golkar, Bahlil Lahadalia, menegaskan bahwa Wakil Ketua Umum Partai Golkar, Adies Kadir, yang telah dinonaktifkan sebagai anggota DPR, tidak lagi mendapatkan fasilitas apapun. Bahlil juga menyatakan bahwa bagi anggota DPR yang sudah dinonaktifkan, otomatis fasilitas yang diberikan sebelumnya akan dicabut.

Gelombang demonstrasi pada akhir Agustus 2025 menyisakan duka mendalam. Aksi yang awalnya memprotes tunjangan DPR berubah menjadi kericuhan dan anarkistis. Rentetan unjuk rasa ini dinilai sebagai akumulasi kekecewaan publik pada kebijakan pemerintah. Lalu, sampai kapan gelombang demonstrasi ini terjadi?

Tuntutan terhadap kenaikan gaji anggota DPR RI terus disuarakan, salah satunya oleh Kesatuan Angkatan Muda Sriwijaya (KAMSRI) yang meminta pemerintah untuk menghapuskan tunjangan dan dana pensiun DPR dan DPRD. KAMSRI juga menyoroti pentingnya membatasi periode jabatan anggota DPR dan DPRD maksimal dua periode, demi tercapainya keadilan sosial dan demokrasi yang sehat. Aksi ini menggema sebagai bagian dari perjuangan untuk kesejahteraan rakyat.

Gelombang protes publik berkumandang di dunia maya lewat unggahan "17+8 Tuntutan Rakyat" sejak Sabtu (30/08). Unggahan yang memuat total 25 tuntutan ditujukan kepada Presiden, DPR, partai politik, Polri, dan TNI. Isinya, antara lain mendesak pembebasan seluruh demonstran yang ditahan, pembekuan tunjangan DPR, hingga penarikan TNI dalam pengamanan sipil.Dukungan dari banyak figur publik seperti Jerome Polin, Andovi da Lopez, Endah N Rhesa, Dian Sastro, dan sejumlah komika, membuat "17+8 Tuntutan Rakyat" kian meluas. Negara diberi tenggat 5 September 2025 untuk 17 tuntutan jangka pendek dan satu tahun (hingga 31 Agustus 2026) untuk 8 tuntutan jangka panjang.Suara keprihatinan atas kondisi bangsa juga datang dari kalangan akademisi yang tergabung dalam Aliansi Akademisi Peduli Indonesia. Sebanyak 344 akademisi menyerukan tujuh tuntutan, di antaranya restrukturisasi kabinet, revisi instrumen hukum dan kebijakan instan, serta menghentikan wacana darurat militer atau sipil.Menteri Dalam Negeri Tito Karnavian menanggapinya dengan pernyataan normatif, yakni pemerintah akan melakukan komunikasi antarkementerian/lembaga untuk merespons deretan tuntutan yang disampaikan masyarakat.Apa yang mendasari munculnya berbagai tuntutan tersebut? Kabar ini menyayat hati masyarakat yang saban hari merasakan beratnya mengais rezeki dan tetap harus membayar pajak. Bukankah pemerintah sedang efisiensi?Para anggota DPR, termasuk sang ketua, Puan Maharani, berkilah lonjakan itu karena ada tunjangan uang rumah sebesar Rp50 juta, sebagai kompensasi dihapusnya fasilitas rumah dinas. Masyarakat adat masih menjadi kelompok marjinal di negeri ini. Tak kunjung mendapat pengakuan dan perlindungan dari negara, padahal mereka sudah ada jauh sebelum Indonesia merdeka.Janji manis pengesahan RUU Masyarakat Adat di masa Presiden RI ke-7 Joko Widodo nyata-nyata diingkari, selama lebih dari satu dekade beleid itu mangkrak di DPR. Pengakuan terhadap mereka hanya sebatas kemeriahan seremonial baju-baju adat yang dikenakan para pejabat dan politikus di Istana Negara, saat upacara 17-an.Sementara, di lapangan, masyarakat adat setiap hari harus berjibaku dengan aparat yang ingin menggusur mereka atas nama pembangunan dan investasi.Aliansi Masyarakat Adat Nusantara (AMAN) mencatat, sepanjang 2024, setidaknya 121 kasus kriminalisasi dan perampasan wilayah adat terjadi di 140 komunitas masyarakat adat. Ruang hidup mereka kian menyempit.Data Badan Registrasi Wilayah Adat (BRWA) menunjukkan, baru 6,3 juta hektare wilayah adat yang diakui negara melalui perda atau keputusan kepala daerah. Jumlah itu kurang dari 20 persen dari total wilayah adat yang berhasil dipetakan BRWA.  Di 2025, RUU Masyarakat Adat kembali masuk Program Legislasi Nasional (Prolegnas) Prioritas. Sudah ada dukungan dari Menteri HAM Natalius Pigai pada Mei lalu, yang meminta DPR segera mempercepat pengesahan RUU Masyarakat Adat menjadi undang-undang. Bagaimana progresnya sejauh ini?
