Indispensables à des pans entiers de l'économie mondiale, les cours des minéraux critiques ont bondi en 2025 et en cette première moitié de l'année, met en avant dans son rapport publié ce jeudi l'Agence internationale de l'énergie. Les prix du lithium ont doublé, les prix ont augmenté de +130 % pour le cobalt. Pourtant, le continent africain, qui possède près d'un tiers des réserves mondiales, profite peu de cette manne financière. Pour plus de revenus, les autorités africaines souhaitent plus de transformation locale. De notre correspondant à Abidjan, Le lithium, le cobalt, le cuivre ou encore le graphite sont devenus les matières premières les plus convoitées de la transition énergétique. Le continent africain concentre près de 30% des réserves mondiales de minéraux critiques, pour une valeur estimée à environ 29 500 milliards de dollars. Pourtant, la majeure partie de ces minerais quitte encore l'Afrique sans être transformée. Ce qui représente un manque à gagner pour le continent, explique le docteur Albert Kouadio, spécialiste des mines extractives : « Lorsqu'un pays donne des permis de recherche à des entreprises étrangères à l'extraction, au mieux, il a un retour de 10%. Le cœur des industries, ce sont les minéraux. Si l'Afrique veut être développée, on doit chercher des stratégies pour préserver notre sous-sol. » L'enjeu dépasse le simple raffinage. L'ambition est de fabriquer sur le continent des composants, voire des produits finis. Une manière de créer davantage d'emplois, de développer une industrie locale et de capter une plus grande part de la richesse générée par ces ressources. « Il ne faut pas s'arrêter aux premières transformations. Ce n'est pas qu'une question de raffinage et de process. Il faut aussi aller en aval des chaînes de valeur. Ça veut dire transformer soi-même, capter les primes d'aval. Cela veut dire les primes de marque, les primes de distribution », estime Othman El Ferdaous, l'ambassadeur du Maroc en Côte d'Ivoire. Énergie et coopération Mais cette ambition ne pourra se concrétiser sans une énergie abondante, fiable et à un coût compétitif. Car raffiner les minerais, fabriquer des composants ou assembler des batteries sont des activités très gourmandes en électricité. Pour le diplomate marocain, l'un des préalables à cette industrialisation passe par le renforcement des infrastructures énergétiques à l'échelle du continent. « Il y a un projet continental, le gazoduc africain atlantique qui réunira le Nigeria au Maroc puis vers l'Europe. C'est très important parce qu'il va desservir plus d'une dizaine de pays, souligne encore le diplomate. Et tous ces pays côtiers vont pouvoir avoir du gaz africain pour transformer avec des centrales de cycle combiné et produire de l'électricité industrielle compétitive. » La Côte d'Ivoire, qui a récemment accueilli un forum sur le sujet, entend se positionner sur cette nouvelle chaîne de valeur. Moins en vue sur la question, le pays dispose cependant lui aussi des minéraux critiques dans son sous-sol, principalement dans sa moitié ouest. Mais pour transformer ces ressources et bâtir une véritable industrie africaine, aucun pays ne pourra agir seul, estime le ministre ivoirien des Mines, du Pétrole et de l'Énergie. « Pour un minerai critique donné, il y a tel nombre de pays qui pourraient se mettre ensemble pour l'exploitation et il y a d'autres pays qui pourraient venir pour la transformation du semi-fini avant qu'on aborde le marché international », argumente Mamadou Sangafowa Coulibaly. Pour y parvenir, encore faut-il mobiliser les financements. Le président de la Banque africaine de développement, Sidi Ould Tah, assure que l'institution accompagnera le développement de chaînes de valeur régionales. Alors que les États-Unis veulent réduire leur dépendance à la Chine dans les terres rares, deux entreprises américaines, MP Materials et USA Rare Earth, se disputent le rôle de futur champion national. Une bataille industrielle devenue judiciaire, qui pourrait finalement fragiliser la stratégie de Washington. Les terres rares reviennent régulièrement dans l'actualité économique tant ces métaux sont devenus stratégiques. Indispensables à la fabrication des voitures électriques, des éoliennes, des smartphones ou encore des équipements militaires, ils sont aujourd'hui au cœur de la rivalité entre les États-Unis et la Chine. Pékin domine toujours largement cette industrie et utilise cette position comme un véritable levier de puissance. Face à cette dépendance, Washington tente de reconstruire une filière nationale capable de rivaliser avec la Chine. Mais avant même d'affronter Pékin, une autre bataille fait rage : celle qui oppose les deux principaux acteurs américains du secteur. D'un côté, MP Materials. De l'autre, USA Rare Earth. Pendant plusieurs années, MP Materials semblait disposer d'une longueur d'avance. L'entreprise exploite le principal gisement américain de terres rares, situé en Californie, et poursuit un objectif ambitieux : reconstruire une chaîne d'approvisionnement entièrement intégrée aux États-Unis, depuis l'extraction du minerai jusqu'à la fabrication des aimants permanents, indispensables aux technologies d'aujourd'hui et de demain. Pour la Maison Blanche, l'entreprise est rapidement devenue le symbole de la reconquête industrielle américaine. Elle bénéficie de soutiens publics importants et d'investissements privés considérables afin de recréer une industrie qui avait quasiment disparu du territoire américain. Mais cette position dominante est aujourd'hui remise en cause par un concurrent de plus en plus crédible. USA Rare Earth nourrit exactement la même ambition. Certes, l'entreprise accuse encore un léger retard, mais elle accélère fortement son développement. Elle construit une gigantesque usine d'aimants dans l'Oklahoma, prépare l'ouverture d'une mine au Texas et multiplie les acquisitions internationales afin de sécuriser ses approvisionnements. Là aussi, les pouvoirs publics américains apportent un soutien massif. Autrement dit, Washington ne mise pas sur un seul poids lourd. Les autorités américaines accompagnent deux entreprises concurrentes avec l'espoir que l'une d'entre elles parvienne à bâtir une filière capable de concurrencer la Chine. Les tensions commerciales entre les deux pays ont montré à quel point des restrictions chinoises sur les exportations de terres rares pouvaient fragiliser l'industrie américaine. Mais cette volonté de faire émerger deux acteurs puissants nourrit également une concurrence particulièrement agressive. À tel point que le conflit a désormais quitté le terrain industriel pour celui des tribunaux. MP Materials accuse aujourd'hui son rival d'avoir débauché plusieurs de ses ingénieurs les plus stratégiques. L'entreprise soupçonne certains anciens salariés d'avoir emporté ou partagé des informations confidentielles portant sur un procédé particulièrement sensible de fabrication d'aimants. USA Rare Earth rejette fermement ces accusations. Selon l'entreprise, cette procédure judiciaire n'aurait qu'un seul objectif, ralentir l'essor d'un concurrent devenu de plus en plus crédible. Au-delà de cette bataille judiciaire, ce contentieux mobilise également une partie des ressources et de l'énergie des deux groupes, alors même que Washington souhaite accélérer le développement d'une véritable industrie américaine des terres rares. L'objectif affiché par les États-Unis est de reconstruire une filière nationale capable de sécuriser leurs approvisionnements et de réduire leur dépendance à la Chine. Or cet affrontement entre les deux principaux acteurs américains pourrait ralentir cette dynamique. À court terme, cette concurrence peut favoriser l'innovation et accélérer certains investissements. Mais à moyen et long terme, elle risque également de disperser les financements publics, de retarder plusieurs projets industriels et de compliquer l'émergence d'un véritable champion américain. C'est tout le paradoxe de la stratégie de Washington. Les États-Unis veulent retrouver leur souveraineté industrielle en créant un leader capable de rivaliser avec la Chine. Mais en laissant leurs deux principaux prétendants se livrer une guerre sans merci, ils pourraient bien retarder la renaissance de cette industrie stratégique... au plus grand bénéfice de Pékin.

Dans le cadre de la présidence du G7, la France cherche à développer des partenariats au sein de l'UE et à l'extérieur afin de faire concurrence au monopole chinois sur les minerais critiques. Le prochain rapport de l'Agence internationale de l'énergie (AIE) est en cours de préparation. RFI a eu accès aux grandes lignes avant sa publication. Face à une forte croissance de la demande en minerais critiques, deux grands enjeux se dégagent. Le premier concerne les volumes. Y aura-t-il suffisamment de production dans le monde pour faire face à la demande ? À ce sujet, l'Agence internationale de l'énergie (AIE) a constaté des progrès. Nickel, cobalt ou graphite… de nombreux projets ont été annoncés ces dernières années. « L'offre attendue est en bonne voie pour répondre aux besoins d'ici 2035 », rassure un expert de l'agence. Cependant, « des déséquilibres se profilent à l'horizon » pour d'autres minerais comme le cuivre et le lithium. Le deuxième enjeu, c'est la concentration des régions de traitement et de raffinage de ces minerais. Dans ce domaine, pas de progrès. Un seul fournisseur dominant, toujours le même : la Chine. Son constat : la Chine domine le raffinage de 19 d'entre eux et représente 70 % des parts de marché. Ce qui est inquiétant, c'est que cette concentration augmente même d'année en année. 2025 a marqué par ailleurs un tournant. Des restrictions sur les exportations ont été annoncées par les fournisseurs dominants, qu'ils soient chinois ou non. Sur les 20 minerais scrutés, 11 font déjà l'objet de limitations. L'exemple des aimants est très parlant. Présents dans certaines technologies de la transition écologique, comme les moteurs des éoliennes, ils sont également indispensables dans des produits du quotidien, comme les véhicules thermiques. Ils servent pour le contrôle de la direction assistée, du freinage, pour les vitres… Indispensables donc, mais tous sont produits en Chine. Cette restriction a finalement été mise en pause jusqu'à novembre 2026. Mais si la Chine mettait à nouveau ces menaces à exécution, l'AIE a estimé que les conséquences pour les secteurs qui dépendent de ces aimants se chiffreraient de l'ordre de 6,5 trillions de dollars. Pour faire face à cette dépendance, il faut donc identifier des filières et les contrôler de A à Z, de la mine au produit fini. Et ce n'est pas si simple. Il y a des limites à l'accès aux minerais mais aussi aux technologies. Les limites sont aussi financières : impossible même à l'échelle européenne d'industrialiser l'ensemble des filières. Dans un schéma où, quoi qu'il en soit, la Chine vend souvent en dessous du coût de production. Difficile donc de motiver les investissements quand on sait qu'on ne sera pas compétitif. Le logiciel de Palantir Technologies est devenu, en quelques années, un pilier discret mais essentiel des armées modernes — au point de transformer radicalement la manière de faire la guerre.Traditionnellement, une opération militaire reposait sur une armée… d'analystes. Pendant la Guerre du Golfe, il fallait mobiliser des milliers de spécialistes pour croiser des informations venues de satellites, d'écoutes radio, de rapports humains ou encore d'images aériennes. Un travail lent, fragmenté, et surtout incapable de suivre le rythme du terrain.C'est précisément là que Palantir change la donne.Son logiciel — notamment sa plateforme Gotham — agit comme un cerveau central capable d'absorber et de relier en temps réel des quantités gigantesques de données hétérogènes. Images satellites, communications interceptées, déplacements de troupes, signaux électroniques, données météo ou même informations issues des réseaux sociaux : tout est intégré, structuré et analysé automatiquement.Le résultat est spectaculaire : là où il fallait autrefois 2 000 analystes, une vingtaine suffit aujourd'hui. Non pas parce que l'analyse a disparu, mais parce qu'elle est augmentée. Les humains ne passent plus leur temps à trier l'information — ils interprètent des résultats déjà organisés, hiérarchisés, et enrichis par l'intelligence artificielle.Dans le contexte des tensions entre les États-Unis et l'Iran, cette capacité devient stratégique. On ne parle plus simplement de supériorité militaire, mais de supériorité informationnelle.Mais cette puissance soulève aussi des questions majeures. D'abord, celle de la dépendance : quand la décision repose sur un système algorithmique, qui contrôle réellement la chaîne de commandement ? Ensuite, celle de l'opacité : les modèles utilisés par Palantir sont en grande partie propriétaires, donc difficilement auditables. Enfin, celle de l'éthique : automatiser la sélection de cibles, même partiellement, brouille la frontière entre assistance et délégation de la décision létale.En réalité, Palantir incarne une mutation profonde : la guerre n'est plus seulement une affaire de soldats et d'armes, mais de données et d'algorithmes. The Prosperous Mariner Community of Marblehead and its Revolutionary Leadership Author: Patrick O'Donnell Book Title: The Indispensables: The Diverse Soldier Mariners Who Shaped the Country, Formed the Navy, and Rowed Washington across the Delaware Marblehead was the second-largest port city in Massachusetts and a thriving cosmopolitan community, with a population estimated at about 5,000. Its economy relied heavily on fishing, specifically codfish from the Grand Banks, which were salted and traded globally via a massive merchant fleet. This commerce fostered some of the wealthiest men in the colonies. Key leaders included Jeremiah Lee, a man of enormous wealth and influence, and John Glover, a scrappy, stocky, red-haired self-made man who started as a cobbler and built a successful fleet of ships. These men, along with Elbridge Gerry, were prominent members of the Massachusetts Provincial Congress, sitting on crucial committees of supply and safety. They leveraged their trade routes to bring in vital resources, such as gunpowder and cannon, securing Spain as the colonies' "first foreign aid" in 1774. Glover led the Marblehead Regiment, which was notably diverse, including African Americans like Caesar Glover and Romeo, who sailed and fought together.

Later, following the Trenton and Princeton campaigns, the virus became a catastrophic threat, infecting and killing nearly 20% of Washington's army. Recognizing that the virus could destroy his fighting capability, Washington made the strategic decision to order Dr. Bond to establish inoculation hospitals. Bond set up these facilities and personally conducted inoculations, a move considered Washington's greatest strategic decision. Dr. Bond, who had once been ostracized for treating British soldiers, ultimately died as a result of his service to the Continental Army, having saved it through inoculation.
