Dans le cadre de la présidence du G7, la France cherche à développer des partenariats au sein de l'UE et à l'extérieur afin de faire concurrence au monopole chinois sur les minerais critiques. Le prochain rapport de l'Agence internationale de l'énergie (AIE) est en cours de préparation. RFI a eu accès aux grandes lignes avant sa publication. Face à une forte croissance de la demande en minerais critiques, deux grands enjeux se dégagent. Le premier concerne les volumes. Y aura-t-il suffisamment de production dans le monde pour faire face à la demande ? À ce sujet, l'Agence internationale de l'énergie (AIE) a constaté des progrès. Nickel, cobalt ou graphite… de nombreux projets ont été annoncés ces dernières années. « L'offre attendue est en bonne voie pour répondre aux besoins d'ici 2035 », rassure un expert de l'agence. Cependant, « des déséquilibres se profilent à l'horizon » pour d'autres minerais comme le cuivre et le lithium. Le deuxième enjeu, c'est la concentration des régions de traitement et de raffinage de ces minerais. Dans ce domaine, pas de progrès. Un seul fournisseur dominant, toujours le même : la Chine. À lire aussiLes prix du cuivre tirés vers le bas par la guerre au Moyen-Orient Une concentration de la capacité de transformation L'AIE réalise le suivi de 20 minerais stratégiques utilisés dans le secteur de l'énergie, des technologies de pointe et de l'aérospatial. Son constat : la Chine domine le raffinage de 19 d'entre eux et représente 70 % des parts de marché. Ce qui est inquiétant, c'est que cette concentration augmente même d'année en année. 2025 a marqué par ailleurs un tournant. Des restrictions sur les exportations ont été annoncées par les fournisseurs dominants, qu'ils soient chinois ou non. Sur les 20 minerais scrutés, 11 font déjà l'objet de limitations. L'exemple des aimants est très parlant. Présents dans certaines technologies de la transition écologique, comme les moteurs des éoliennes, ils sont également indispensables dans des produits du quotidien, comme les véhicules thermiques. Ils servent pour le contrôle de la direction assistée, du freinage, pour les vitres… Indispensables donc, mais tous sont produits en Chine. À écouter dans Accents du mondeL'enjeu des minerais critiques Industrialiser des filières En avril 2025, quand Pékin a annoncé des restrictions aux exportations, les constructeurs européens et américains se sont retrouvés en grande difficulté. Cette restriction a finalement été mise en pause jusqu'à novembre 2026. Mais si la Chine mettait à nouveau ces menaces à exécution, l'AIE a estimé que les conséquences pour les secteurs qui dépendent de ces aimants se chiffreraient de l'ordre de 6,5 trillions de dollars. Pour faire face à cette dépendance, il faut donc identifier des filières et les contrôler de A à Z, de la mine au produit fini. Et ce n'est pas si simple. Il y a des limites à l'accès aux minerais mais aussi aux technologies. Les limites sont aussi financières : impossible même à l'échelle européenne d'industrialiser l'ensemble des filières. Dans un schéma où, quoi qu'il en soit, la Chine vend souvent en dessous du coût de production. Difficile donc de motiver les investissements quand on sait qu'on ne sera pas compétitif. Le logiciel de Palantir Technologies est devenu, en quelques années, un pilier discret mais essentiel des armées modernes — au point de transformer radicalement la manière de faire la guerre.Traditionnellement, une opération militaire reposait sur une armée… d'analystes. Pendant la Guerre du Golfe, il fallait mobiliser des milliers de spécialistes pour croiser des informations venues de satellites, d'écoutes radio, de rapports humains ou encore d'images aériennes. Un travail lent, fragmenté, et surtout incapable de suivre le rythme du terrain.C'est précisément là que Palantir change la donne.Son logiciel — notamment sa plateforme Gotham — agit comme un cerveau central capable d'absorber et de relier en temps réel des quantités gigantesques de données hétérogènes. Images satellites, communications interceptées, déplacements de troupes, signaux électroniques, données météo ou même informations issues des réseaux sociaux : tout est intégré, structuré et analysé automatiquement.Le résultat est spectaculaire : là où il fallait autrefois 2 000 analystes, une vingtaine suffit aujourd'hui. Non pas parce que l'analyse a disparu, mais parce qu'elle est augmentée. Les humains ne passent plus leur temps à trier l'information — ils interprètent des résultats déjà organisés, hiérarchisés, et enrichis par l'intelligence artificielle.Dans le contexte des tensions entre les États-Unis et l'Iran, cette capacité devient stratégique. L'IA permet de détecter des schémas invisibles à l'œil humain : un convoi suspect, une activité inhabituelle sur une base, ou la corrélation entre plusieurs signaux faibles. En quelques secondes, le système peut proposer des cibles potentielles, évaluer leur importance stratégique, et même anticiper les conséquences d'une frappe.C'est ainsi que, dès les premiers jours d'une offensive, plus de 1 250 frappes peuvent être coordonnées avec une précision et une rapidité inédites. On ne parle plus simplement de supériorité militaire, mais de supériorité informationnelle.Mais cette puissance soulève aussi des questions majeures. D'abord, celle de la dépendance : quand la décision repose sur un système algorithmique, qui contrôle réellement la chaîne de commandement ? Ensuite, celle de l'opacité : les modèles utilisés par Palantir sont en grande partie propriétaires, donc difficilement auditables. Enfin, celle de l'éthique : automatiser la sélection de cibles, même partiellement, brouille la frontière entre assistance et délégation de la décision létale.En réalité, Palantir incarne une mutation profonde : la guerre n'est plus seulement une affaire de soldats et d'armes, mais de données et d'algorithmes. C'est même tout le contraire.On pensait que l'augmentation massive de la taille des fenêtres de contexte des grands modèles de langage rendrait la recherche vectorielle obsolète, mais la réalité du terrain montre que les agents ont besoin de ces infrastructures plus que jamais.Du RAG aux agents d'IAD'abord, il faut comprendre que le passage du RAG classique, la génération augmentée par récupération, vers les agents autonomes change totalement d'échelle.Là où un humain pose quelques questions par minute, un agent peut générer des centaines, voire des milliers de requêtes par seconde pour collecter les informations nécessaires à une seule prise de décision.Cette intensité transforme la recherche vectorielle, qui n'est plus un simple accessoire de stockage mais devient une véritable couche d'infrastructure critique.C'est ce que confirme Andre Zayarni, le patron de Qdrant, qui vient de lever 50 millions de dollars. Pour lui, la mémoire des agents ne remplace pas la recherche, elle s'appuie dessus.Et si cette couche de récupération n'est pas taillée pour la charge, c'est toute la qualité de la décision de l'IA qui s'effondre.Vers les moteurs spécialisésEnsuite, parlons de la spécialisation technique.Aujourd'hui, presque toutes les bases de données du marché, de Postgres aux solutions des hyperscalers, supportent le format vectoriel.Mais attention, supporter un format ne signifie pas savoir gérer la performance à grande échelle.Et pour les entreprises qui manipulent des millions de documents, les solutions généralistes montrent vite leurs limites.On observe en effet trois signaux d'alerte : une dégradation de la pertinence quand les données changent trop vite, une latence qui explose lors des appels d'outils en parallèle par l'agent, et des coûts d'infrastructure qui s'envolent.C'est là que des moteurs spécialisés, souvent écrits en Rust, reprennent l'avantage en offrant une précision que les fenêtres de contexte ne peuvent pas garantir seules.Dès que la qualité vient à manquer, il faut migrerEnfin, l'enjeu stratégique pour vos équipes est de savoir quand basculer vers une infrastructure dédiée.Commencez donc avec ce que vous avez déjà dans votre pile technologique. The Prosperous Mariner Community of Marblehead and its Revolutionary Leadership Author: Patrick O'Donnell Book Title: The Indispensables: The Diverse Soldier Mariners Who Shaped the Country, Formed the Navy, and Rowed Washington across the Delaware Marblehead was the second-largest port city in Massachusetts and a thriving cosmopolitan community, with a population estimated at about 5,000. Its economy relied heavily on fishing, specifically codfish from the Grand Banks, which were salted and traded globally via a massive merchant fleet. This commerce fostered some of the wealthiest men in the colonies. Key leaders included Jeremiah Lee, a man of enormous wealth and influence, and John Glover, a scrappy, stocky, red-haired self-made man who started as a cobbler and built a successful fleet of ships. These men, along with Elbridge Gerry, were prominent members of the Massachusetts Provincial Congress, sitting on crucial committees of supply and safety. They leveraged their trade routes to bring in vital resources, such as gunpowder and cannon, securing Spain as the colonies' "first foreign aid" in 1774. Glover led the Marblehead Regiment, which was notably diverse, including African Americans like Caesar Glover and Romeo, who sailed and fought together.
2. The Seizure of Black Powder: Lexington, Concord, and the First Shots of the Revolution Author: Patrick O'Donnell Book Title: The Indispensables: The Diverse Soldier Mariners Who Shaped the Country, Formed the Navy, and Rowed Washington across the Delaware Black powder was the most crucial resource for the nascent revolution, as it did not exist in the colonies, making guns useless without it. The British actively sought to seize all gunpowder in New England. The Marbleheaders, utilizing their established supply lines, brought in the bulk of the powder and arms the British were trying to confiscate. A key early action occurred on December 14, 1774, during the raid on Fort William and Mary, which was a main powder source for the British. Led by John Sullivan and John Langdon, the raiders—tipped off by Marblehead intelligence—stormed the fort and seized the powder and cannon; the few shots fired here are considered the "first shots" of the American Revolution. Following this, in April 1775, the British marched toward Lexington and Concord. Marblehead leaders, including Elbridge Gerry, were meeting nearby and fled into a cornfield, fearing arrest. The returning British column faced thousands of angry militiamen, including the Marbleheaders, who fought them during their retreat along the Battle Road. This included a deadly stand at Menotomy (Arlington), where many patriots were slaughtered.

Washington's Ad Hoc Navy and the Formation of the Commander-in-Chief's Guard Author: Patrick O'Donnell Book Title: The Indispensables: The Diverse Soldier Mariners Who Shaped the Country, Formed the Navy, and Rowed Washington across the Delaware Upon George Washington's arrival in July 1775, the Continental Army suffered a critical shortage of black powder, forcing Washington to seek urgent supply solutions. He developed a unique trust with the Marbleheaders, whose nautical expertise he relied upon. Washington bypassed Congress to create his own Navy—a fleet of "cruisers" (including the Leeand the Warren) manned by Marblehead sailors, essentially perfect marines. Their primary goal was to intercept British transports laden with ordnance and powder. Captain John Manley, a Marbleheader, achieved a critical success, capturing one of the war's richest prizes—a ship filled with supplies that included a massive mortar used later at Dorchester Heights. Washington's Navy operated primarily out of Beverly, Massachusetts, a heavily defended, difficult-to-navigate, protected port. Additionally, Washington formed the Commander-in-Chief's Guard, or Lifeguard, which was an early precursor to the Secret Service, tasked with protecting the general and his papers. This handpicked volunteer unit was placed under the command of Marbleheader Caleb Gibbs.

Battling the Smallpox Pandemic: Dr. Bond and Washington's Strategic Inoculation Author: Patrick O'Donnell Book Title: The Indispensables: The Diverse Soldier Mariners Who Shaped the Country, Formed the Navy, and Rowed Washington across the Delaware The Revolutionary War unfolded under the shadow of a smallpox pandemic. The virus devastated Marblehead after being brought in by fishing ships. Initial quarantine efforts failed, but Dr. Nathaniel Bond promoted inoculation. This dangerous 18th-century technique involved intentionally introducing a small amount of the virus into the body to create antibodies. Patriot efforts to establish an inoculation hospital on remote Cat Island were met with political violence when Loyalists organized a mob to storm the jail and torch the hospital while people were still inside. Later, following the Trenton and Princeton campaigns, the virus became a catastrophic threat, infecting and killing nearly 20% of Washington's army. Recognizing that the virus could destroy his fighting capability, Washington made the strategic decision to order Dr. Bond to establish inoculation hospitals. Bond set up these facilities and personally conducted inoculations, a move considered Washington's greatest strategic decision.
