20th February 2025Dr. Lex Takkenberg will spell out the basic facts about the Agency's mandate, history and work on behalf of Palestinian refugees. A Dutch National, he is Senior Advisor on the Question of Palestine at ARDD, Arab Renaissance for Democracy and Development, in Amman. From 1989 until 2019, he worked in various field and headquarters positions with UNRWA, the UN agency for Palestinian refugees, most recently at its Amman headquarters as the agency's first Chief Ethics Officer. He was previously UNRWA's General Counsel, Director of Operations, and (Deputy) Field Director in Gaza and Syria. Before joining UNRWA, he was the Legal Officer of the Dutch Refugee Council, from 1983 until 1989. A law graduate from the University of Amsterdam, where he also worked as an Academic Assistant from 1987-1989, he obtained a Doctorate in International Law from the University of Nijmegen, the Netherlands, in 1997 after having successfully defended his doctoral dissertation entitled The Status of Palestinian Refugees in International Law. Oxford University Press (OUP) published a commercial edition of the dissertation in 1998; an integral Arabic translation was published by the Institute for Palestine Studies in 2003. A new version of the book – co-authored with Francesca Albanese – was published, also with OUP, in 2020.

*) Gaza faces its gravest humanitarian crisis amid Israeli war — UN The United Nations Agency for Palestinian Refugees has raised alarms over the dire conditions in Gaza, where thousands of children are hospitalised due to acute malnutrition. Louise Wateridge, UNRWA's senior emergency officer, told reporters in Geneva that Gaza now has the world's highest number of child amputees, with many surgeries being conducted without anaesthesia. She added that a lack of medicine and medical equipment is causing preventable deaths, as health workers on the ground struggle to treat patients with basic care. *) Israel gives ultimatum to Palestinians in northern Gaza to flee The Israeli army has issued an ultimatum to Palestinians in southeastern Jabalia, northern Gaza, demanding they evacuate ahead of a planned assault. Army spokesperson Avichay Adraee claimed the area is a launch site for rockets fired at Israel and warned residents to move to "shelters in central Gaza City." *) New Syria govt won't recognise PKK/YPG terror group's authority — Fidan Türkiye's Foreign Minister Hakan Fidan has said that Syria's transitional government will not have ties with the PKK/YPG terror group, adding Ankara's embassy in Damascus will resume work on Saturday. Fidan told private broadcaster NTV on Friday that Syria now has a "sovereign national government" capable of reclaiming its territory, arguing that this government would not recognise the authority of either the PKK/YPG terror group or "any other power" on its soil. The goal is to have a structure in Syria where terrorism does not exist, terror organisations like the PKK/YPG and Daesh do not receive support, minorities are not mistreated, and basic needs are met, Fidan added. *) Canada vows to hit back hard if US imposes tariffs Canada will respond forcefully if the incoming Trump administration follows through on a promise to impose tariffs on imports from Canada, Finance Minister Chrystia Freeland said. The United Nations says 2024 has become the deadliest year on record for aid workers with the majority killed working for the U-N Agency for Palestinian Refugees. The ongoing Israeli bombardment and invasion of Lebanon has now killed over 3500 people since October 2023. Israel's War for Independence resulted in three distinct refugee problems. The largest group of refugees were Jews who were forced out of their homes and threatened with severe violence and pogroms in the Arab and North African lands where they had lived for centuries. They received haven in Israel where they were welcomed by their brethren and were never referred to as “Refugees.” The Arabs did not welcome their refugee brethren and shunted them in refugee camps – where they have remained ever since. The court however said that while there was enough evidence for an indictment, the case was unable to proceed as no suspects were arrested and brought to the court. In this segment we will hear audio from an interview with Palestinian lawyer and community organizer Rabie Masri speaking about the Coalition Against the Deportation of Palestinian Refugees in 2003. This is archive material that Stefan has prepared within the context of the ongoing Community Radio in Action Archive Project. This segment will speak to the post 9/11 political environment in Canada that saw attacks on the rights of migrants and refugees, in this context migrant communities organized collectively for justice and against deportations, this process led to the formation and emergence of projects like Solidarity Across Borders. In this segment we will also hear from longtime community organizer Mostafa Henaway in an interview recorded on Wednesday, Sept. 18 speaking about the ways to understand the organizing that took place in the years after 9/11 and the current #StatusForAll movement. In the dialogues of today categories must be delineated so that they conform with: Critical Theory, Intersectionality and Identity Politics. What they all share in common is portraying Israel as the “Oppressor” or “Victimizer” and the Palestinians as the “Oppressed” or “Victims.” This emanates from the claim that with the creation of the State of Israel one million (which is mathematically impossible) Palestinian refugees were created. In the annals of history there have never been fourth generation refugees, but the Palestinians, and Arab countries, and – as this episode will expose – the United Nations Relief Agency UNRWA has a distinct agenda in promoting this narrative. Hamas on Monday announced it had agreed to a proposal for a ceasefire deal, renewing hopes a truce with Israel could be reached. Israeli officials said while the proposal didn't meet all of its demands, it would send a delegation to Cairo to continue talks in hopes of reaching a deal. The United Nations Relief and Works Agency, better known as UNRWA, was established in 1949 to support Palestinians displaced during the first Arab-Israeli war. Today, it provides services and humanitarian relief to nearly 6 million Palestinians in Jordan, Lebanon, Syria, the West Bank and of course Gaza. There has always been some tension between Israel and UNRWA, but since the October 7th attacks and the Israel war in Gaza, Israeli leaders have sought to dismantle UNRWA all together and the United States seems to be a willing partner in this effort. Following accusations that 12 out of UNRWA's 13,000 staff in Gaza took part in the October 7 attacks, the United States suspended funding for UNRWA and many other key donors followed suit. This funding suspension took place even as UNRWA's humanitarian relief networks in Gaza are widely regarded as irreplaceable. To the extent that aid is reaching besieged populations in Gaza, it is UNRWA facilitating the deliveries. My interview guest today, Jonathan Lincoln is a former United Nations official who served as a Senior Coordination Officer at the Jerusalem office of the UN Special Coordinator for the Middle East Peace Process, where he worked on aid in the West Bank and Gaza. He is now the interim Director of the Center for Jewish Civilization at Georgetown University's School of Foreign Service. He recently wrote a piece in Foreign Affairs about the necessity of UNRWA and the need for reforming the agency which inspired this interview.

Military reporter Emanuel Fabian joins host Amanda Borschel-Dan in today's episode. A subterranean data center — complete with an electrical room, industrial battery power banks and living quarters for Hamas terrorists operating the computer servers — was discovered beneath the Gaza Strip headquarters of the United Nations Agency for Palestinian Refugees, the controversial aid organization known commonly as UNRWA. Is it possible the NGO was kept in the dark? Prime Minister Benjamin Netanyahu has told the IDF to evacuate the 1.3 million Palestinian population currently sheltering in Rafah, the next goal in the IDF's ongoing ground campaign. Where are they meant to go? For two days in a row, huge barrages of rockets came from Lebanon late last week. . What were these strikes in retaliation to? The IDF has presented its investigation into the death of hostage Yossi Sharabi in the Gaza Strip to his family. We hear conclusions and also information regarding two other hostages. A Bedouin Israeli who crossed into the Gaza Strip in 2016 and joined the Hamas terror group has been indicted after IDF troops detained him in December as he was trying to cross back into Israel, the Justice Ministry revealed on Friday. Today's Headlines: Over the weekend, three US troops were killed and dozens injured by a drone strike near the Syrian border in Jordan. These are the first US fatalities following months of strikes by Iran-backed militia groups in the region. In response, President Biden stated that the US will hold those responsible to account. Meanwhile, the International Court of Justice issued an interim response to South Africa's case against Israel for acts of genocide in Gaza, ordering Israel to prevent deaths and destruction but not explicitly calling for a ceasefire. Negotiations for a hostage deal involving Israel suspending military operations for two months in exchange for the release of hostages are reportedly getting closer to an agreement. On a different note, nine countries have suspended aid to the UN Relief and Works Agency for Palestinian Refugees due to allegations of employee involvement in the October 7th attacks. In other news, a New York City jury awarded writer E. Jean Carroll $83.3 million in a defamation suit against Donald Trump, who plans to appeal.
