Highlights from the May 14 meeting At the Wednesday (May 14) meeting of the Cold Spring Village Board, Mayor Kathleen Foley reported that, after an attempt to approve a sales-tax-sharing plan failed, Putnam County's town and village leaders worked with the four members of state Legislature to draft a revised home-rule request to get it done. Foley said the county Legislature must vote to accept the request and that a special meeting has been scheduled for Monday. The mayor reported that, following recent heavy rains, Village Hall received numerous calls about water flowing out of an old conduit on Craigside Drive near Haldane. Tests showed the water appears to be from an underground stream that shifted course after the severe storms in July 2023. The village is working with the school district and Central Hudson to resolve the situation. Seastreak has canceled plans for summer cruises to Cold Spring. Instead, it has proposed a cruise for Sept. 6, followed by Saturday and Sunday excursions from Oct. 4 through Nov. 9. Friday dockings are proposed for Nov. 7, 14 and 21. The board approved usage-fee increases for the village sewer and water systems effective July 1. The Cold Spring Fire Co. responded to nine calls in April, including three runs to assist other fire companies, two assists to local emergency medical services, two activated fire alarms and two brush fires. Firefighters spent six hours helping to extinguish a 19-acre blaze in Putnam Valley. Chief Matt Steltz reported that volunteers Philip Kean, Lauren De La Vega and Kimberly Seville recently completed basic exterior firefighting training. The Cold Spring police responded to 115 calls in April, including 27 assists to other agencies, eight traffic stops and four motor vehicle crashes. The Village Board accepted Camille Linson's resignation as associate justice, effective June 5. She is moving out of the area. The Historic District Review Board is considering a policy that would require applicants to create escrow funds for projects that require a public hearing to cover expenses. Trustee Eliza Starbuck said she is exploring options for companies that supply parking payment kiosks linked to the ParkMobile app. The board budgeted for two additional kiosks as part of its 2025-26 budget. The board approved a request from the sloop Clearwater to dock at Cold Spring from July 19 to 27.

Resident permits begin March 1, metered parking April 1 After years in the making, significant changes aimed at improving an often-stressful parking picture in Cold Spring are about to become a reality. Permits that limit parking on Friday, Saturday, Sunday and holidays to residents on 11 streets in the core of the village take effect on March 1. Metered parking on Main Street that will be in effect on the same days begins on April 1. At the Wednesday (Feb. 7) meeting of the Cold Spring Village Board, Trustee Eliza Starbuck said the plan addresses "egregious and longstanding" issues, including a shortage of resident parking, weekend traffic congestion on Main Street and revenue to cover the cost of an increasing number of visitors. Residents within the parking plan area can apply through Village Hall for up to two permits per dwelling unit. The annual $50 cost per permit has been pro-rated for 2024 to $41.70. Application forms are available on the village website. Metered parking on Main Street will cost $4 per hour for a maximum of three hours, with payment by credit/debit card through the ParkMobile phone app or at kiosks in front of Village Hall and near the corner of Main and Church streets. The Wednesday meeting included comments and questions from residents. Doug Price, who owns Doug's Pretty Good Pub, questioned where employees will park, noting that in his section of Main Street about 20 workers require weekend spaces. Mayor Kathleen Foley responded that all free parking areas, including The Boulevard, a block from Main St, will be available. State law requires 20 percent of parking spaces in the village to be free. The Metro-North lot also offers free weekend parking, she said. When Price expressed concern that a female server would have to walk alone to The Boulevard at night, Foley said Cold Spring police could be called to provide an escort and that free spaces are also available at the end of each block at Main Street. Ethan Timm and Rebeca Ramirez each suggested the $4 per hour Main Street parking fee is too high. Foley said the fee was determined after public hearings and that rates charged in four or five other municipalities were considered. "We had to start somewhere; this is what the board decided and what the public process guided us to," Starbuck said. If paid parking is not heavily used in winter, seasonal pricing may make sense, she said. "But we need to see that happen first before making that decision." Timm also cautioned that the Hudson Highlands Fjord Trail will direct weekend visitors to the Metro-North lot and that, over time, it could limit residents' ability to park there when taking the train to the city. Foley said the village has raised similar concerns and that she has "a lot of anxiety" about potentially heavy traffic to the Metro-North lot on streets not built to handle it. Fjord Trail officials have been asked to de-emphasize parking in Cold Spring for access to the trail, she said. Teresa Lagerman questioned why residents have to contribute to parking revenue, describing the $50 resident permit fee as a "new tax." Starbuck said that fee helps recoup village expenses such as administration, purchasing stickers and installing signage. "There is a cost and it's a service, like water or sewer that residents pay for," she said. "And there are people who don't need the parking sticker." Foley added that the village is going through a shift in its operation and governance. "For decades, infrastructure repairs and improvements were put off; water and sewer rates were really low," she said, adding that everyone wants services and good quality of life but they come with a cost. "We have to have realistic conversations about costs and about administering them," she said. When a resident asked if metered parking would be resumed at Mayor's Park, Foley said the area was heavily damaged in the July floods. In 2017, School of Public Affairs alumnus Jeff Perkins joined ParkMobile, first as its chief marketing officer. He was then named CEO of the Atlanta-based company in July. Since, it's been all park and little recreation for Perkins and the nation's leading mobile parking technology provider. ParkMobile continues to add to its 558 locations across 42 states and DC. It eclipsed the 30 million customer threshold in December, and it adds another million customers every 30 days. And in September, Perkins published his first book, How Not to Suck at Marketing. For marketing leaders, 2021 was a year to remember—and not repeat! Customer expectations shifted rapidly. Some great marketers left their lofty roles to be their own bosses. In fact, recent Labor Department data show that the number of unincorporated self-employed workers has risen by 500,000 since the pandemic. Many top team members either resigned or re-tooled, leaving costly gaps. One of my top clients, for example, had to delay a new product launch valued at $1B because of talent gaps and burned-out teams. This is a great time to reflect...What have we learned? Recently promoted to the head of ParkMobile, Jeff brings his deep roots in marketing and brand-building (both personal and company-wide) to the role. He helped ParkMobile reach record-breaking user acquisition transaction growth in early 2020. Then the pandemic happened. Hear how they managed through that sudden shift, and how he stepped forward to make a bigger difference. [00:10:30] ParkMobile's mission went far beyond “adding users and making money.” "(The past two years) were a very challenging time for us to stay relevant with our users. Yet we ensured that we still did some good in the communities that we serve." Perkins showcased the importance of their civic efforts, and the five-figure impact it had in the communities they serve. [00:17:09] Look beyond your current function if you want to build your career. Jeff does not believe in staying in your lane. "I want to really understand all the different parts of the business. I worked as the CMO, yet I work very closely with the CFO and our Operations people. I do things that often traditional marketers are confused by." [00:19:50] To recruit and attract top talent, first build and foster a strong peer network for yourself. You need a team to take you where you need to go, and you're only going to be as strong as the people with whom you surround yourself. Perkins takes pride in building ParkMobile.io with top talent sourced through his network, not recruiters. Instead, he asserts, “We have built the team by asking peers to recommend really good people that have (later) become rock stars within our organization." In addition, Perkins was a founding member of the Marketing Growth Leaders, our private CMO peer community. He often turned to our other members (and me) to help him fill key roles, and address demand generation challenges. [00:24:56] Your personal growth evolves from your willingness to help others. Look at your community — build and fortify it. The most successful CMOs prioritize connection and ensure to reach out as needed. As marketing leaders, we need to be reminded from time to time so that we certainly don't forget to pursue what brings us happiness and help us align with our greater purpose. [00:30:49] Great marketers still struggle to get promoted because they do a stellar job at helping their employers grow--but neglect their own personal brand. Consider the best ways to shape your own story and elevate your brand platform this new year. Consider re-designing your LinkedIn profile. [00:34:46] Two things MARKETERS can improve in 2022: #1 - Find Your Ideal Forums. Burying your accomplishments in an online resume will not do much for you, but being able to get in front of an audience, write a blog post about an effective campaign that you completed, or how you built a team. #2 - Rebuild Your LinkedIn Profile Setup.
