Helfried Carl im Gespräch mit Martin Selmayr ZEITENWENDE FÜR EUROPA Die Europäische Union ist ein zentraler Akteur in den multiplen Krisen der letzten Jahre. Dabei verändert sie sich rasant, ohne dass ihre vertraglichen Grundlagen angepasst werden, weil die Sorge besteht, darüber keine Einigkeit unter den Mitgliedstaaten herbeiführen zu können. In der Pandemie wurde der Impfstoff-Einkauf zentral organisiert, obwohl die EU kaum Kompetenzen im Gesundheitsbereich hat. Für die militärische Unterstützung der Ukraine gegen den russischen Aggressor wird die Europäische Friedensfazilität herangezogen, die bei ihrer Schaffung 2021 naturgemäß nicht explizit für diesen Zweck vorgesehen war. Mit der Konferenz über die Zukunft der Europäischen Union hat die EU einen Bürgerdialog gestartet, dessen Ergebnisse zu einem großen Teil, aber nicht vollständig innerhalb der geltenden Verträge umgesetzt werden können. Zugleich zeigt die Realität, dass die EU immer wichtiger wird bei der Lösung der zentralen Zukunftsfragen, trotz allerorten und zumal in Österreich nicht immer EU-freundlicher Regierungspolitik. Wie lange kann die EU ohne Vertragsanpassungen weiter machen, ohne an die Grenzen des Machbaren zu stoßen? Und wie könnte ein ernsthafter Diskurs über die nötigen Änderungen Eingang in die Wahlen zum Europäischen Parlament 2024 finden?   Martin Selmayr leitet seit November 2019 die Vertretung der Europäischen Kommission in Österreich. Nach Tätigkeiten an der Universität Passau, bei der Europäischen Zentralbank und beim Internationalen Währungsfonds sowie beim Medienunternehmen Bertelsmann trat er 2004 in den Dienst der Europäischen Kommission. Er war unter Präsident José Manuel Barroso zunächst Sprecher für Telekommunikation und Medien und anschließend Kabinettchef von EU-Justizkommissarin Viviane Reding, der damaligen Vizepräsidentin der Kommission. Unter Präsident Jean-Claude Juncker war Selmayr dessen Kabinettchef, bevor er im Februar 2018 zum Generalsekretär der Kommission ernannt wurde. In seiner knappen Freizeit unterrichtet der promovierte Jurist EU-Recht an den Universitäten Saarbrücken, Passau, Wien und Krems. Seit 2022 ist Selmayr zudem ehrenamtlicher Wissenschaftlicher Direktor des Centrums für Europarecht an der Universität Passau. Helfried Carl, Diplomat, ist seit 2019 Partner des von ihm mitbegründeten Innovation in Politics Institute in Wien. Von 2014-2019 war er Botschafter Österreichs in der Slowakischen Republik, davor, von 2008-2014, Büroleiter und außenpolitischer Berater von Nationalratspräsidentin Barbara Prammer.

Martin Selmayr war jahrelang hoher Beamter in Brüssel und Kabinettschef von EU-Kommissionspräsident Jean-Claude Juncker. There are also weird business exceptions like "news publishers" are exempt? “They’ve made exceptions for media so why shouldn’t they make exceptions for political parties?” Sybren Kooistra, the campaign manager for the European Greens party. So everythings fine now right? Nick wouldn't do us like that... ### May Martin Selmayr (of inappropriate promotion fame) doesn't think so. He says the exceptions haven't really materialised (https://www.politico.eu/article/facebooks-political-ad-eu-election/). “There is no evidence that Facebook has corrected its rules, the status quo is in place,” said European People’s Party campaign manager Dara Murphy, adding that “any changes that would happen now would make almost no difference.” What about the other platforms? Well I've seen plenty of EU Commission "please vote, here's how to vote" ads on twitter in the form of promoted tweets. According to Selmayr this still isn't possible on Facebook... which is pretty ridiculous seeing as the election is this week. Google has very clear guidelines on how to become verified and what to do/not to do (https://support.google.com/adspolicy/answer/9211218). Basically you need to be pre-verified as registered in the EU before they'll approve you for election advertising. They worked this out back in November (https://uk.reuters.com/article/us-eu-election-google/google-reveals-new-policy-for-election-ads-ahead-of-eu-vote-bloomberg-idUKKCN1NR03C). If there are any problems they're not coming up in the media because of how much worse Facebook's rules are... Twitter have a pretty similar policy of pre-verification of being based in the EU (https://www.politico.eu/blogs/eu-decides-2019-european-elections-blog/2019/02/twitter-expands-political-ads-rules-in-the-eu-ahead-of-parliament-election/). That was worked out in February I guess at least they're trying? There's been a lot of coverage of their "election war room" in Dublin where people take down banned content and disinformation: The idea is to have 40 people with at least one fluent in every EU national language to deal with take downs and disinformation campaigns relating to the election. The event was organized in the context of the Brookings – Robert Bosch Foundation Transatlantic Initiative. Following his opening remarks, Martin Selmayr was joined on stage by Thomas Wright (senior fellow and director, Center on the United States and Europe, The Brookings Institution) and then took questions from the audience.
