Die Verschmelzung von hybriden und konventionellen Angriffsmethoden war noch nie so augenscheinlich und allgegenwärtig wie im russischen Angriffskrieg gegen die Ukraine – und darüber hinaus. Umfangreiche Desinformationskampagnen mit Narrativen zur Beeinflussung der Gesellschaft und gezielte Cyberangriffe auf staatliche Infrastruktur oder nationale Institutionen bereiteten den konventionellen militärischen Angriff vor und begleiten das Kriegsgeschehen. Hybride Bedrohungen sind nicht nur ein außen- und sicherheitspolitisches Problem, sondern auch eines der inneren Sicherheit, die Grenze zwischen äußerer und innerer Sicherheit ist fließend geworden. Helfried Carl in conversation with Erik Jones HOW TO PREPARE THE EU FOR THE PERFECT STORM?The New European Commission FACING TRUMP, PUTIN and the Multi-Crisis   True to the slow pace of European decision making, the new European Commission under its President Ursula von der Leyen will take office half a year after the elections to the European Parliament. The challenges for the new Commission are obvious: the war in Ukraine is still raging, the European economy is comparatively weak and the European Green Deal is an immense challenge. Europe has little or no influence on the ongoing war in the Middle East. In addition, on November 5, 2024, Donald Trump was elected the 47th US president after a triumphant election victory – this time with an even more radical agenda than during his first term. His friends in the EU, like Hungary's Prime Minister Orbán and his right-wing allies, will try to block any movements towards greater foreign policy cohesion towards his administration, but also that of Putin's Russia. Europe is facing a crucial test. How can it manage to protect its interests independently and develop its own defense policy in the face of US disengagement? Will the democratic forces prevail? And what role does the EU Commission play in this? Prof. Erik Jones is Director of the Robert Schuman Centre for Advanced Studies at the European University Institute and Member of the Scientific Committee of the Institute's renowned annual State of the Union Conference.  He has published extensively on topics related to European politics, with a special focus on political economy. He is co-editor of the Journal Government & Opposition. His commentary has appeared in the Financial Times, the New York Times, and other major newspapers and magazines across Europe and North America. Helfried Carl, diplomat, since 2019 partner of the Innovation in Politics Institute in Vienna and founder of the European Capital of Democracy initiative. One of the many stories out of the 2024 election was President Trump's improved performance with voters of color. While voter data is still being analyzed, it is clear that the former and future president made significant inroads in 2024 with constituencies with whom he has historically lagged, notably Latinos. For a politician who based his first presidential campaign on a promise to build a wall between the US and Mexico and referring to Mexican immigrants as drug dealers, criminals and rapists, ANY improvement is a big shift.But, that shift was not uniform: While a majority of Latino men favored Trump in November, three in five Latina voters supported Vice President Kamala Harris, rejecting Trump for the third time. Why the disparity between Latinas/Latinos, and could the Democrats have done more outreach to this crucial constituency?Our guest today is Sonja Diaz, a civil rights attorney and former policy advisor to California Attorney General Kamala Harris, and Co-Founder of the Latina Futures 2050 Lab. En un escenario electoral polarizado, los puertorriqueños de Pensilvania podrían ser la clave para obtener la llave de la Casa Blanca. Con cerca de 600,000 votos latinos en juego, demócratas y republicanos multiplican sus campañas para captar su apoyo. RFI en español habló con ellos en lo que se considera la "zona cero" del voto hispano del estado, la ciudad de Reading. La comunidad enfrenta desafíos económicos y un giro generacional hacia el partido de Donald Trump. “Kamala que mala eres, que mala eres Kamala…”A ritmo de salsa y emulando el clásico ‘Juliana', pero cambiando el nombre por ‘Kamala', Donald Trump hace campaña en Pensilvania y en Estados Unidos para atraer el votante latino y puertorriqueño. En una elección tan polarizada, demócratas y republicanos centran recursos en Pensilvania donde viven un millón de latinos que todavía no tienen una preferencia clara por un candidato. Este es el estado pendular que más votos electorales da al ganador con 19 en total y dado el estrecho margen en las encuestas, lograr el apoyo de los puertorriqueños y latinos podría definir la elección presidencial como coinciden encuestas y analistas políticos.Elizabeth Torres Laviena, es puertorriqueña y vive en Reading Pensilvania con su esposo, Mike Toledo. Semanalmente visitan un restaurante Colombiano donde se encuentran con la parte de la comunidad de esta ciudad de casi 100 mil habitantes que está en el corredor latino de Pensilvania, una región del centro del estado donde viven cerca de medio millón de puertorriqueños.“Mis padres son de Puerto Rico, mi papá vino acá primero porque estaba trabajando en las fincas, luego trajo a mi mamá. Primero comenzamos viviendo en Lancaster, Pensilvania y luego nos mudamos acá, a Reading. He estado casi 45 años”.Para Elizabeth ha habido un cambio generacional que ha impactado la inclinación política de los votantes: “Cuando yo llegué acá, éramos más demócratas, y ahora estoy viendo que los jóvenes están más inclinados del lado republicano. Mi hijo es republicano, yo soy demócrata, pero también los veo más indecisos”. Elizabeth trabaja en una escuela y dice que los altos costos de la guardería están excluyendo a las mujeres del mercado laboral. “Trabajo ayudando a las personas en la comunidad también y hay muchas madres que no pueden trabajar porque no tienen los fondos para pagar el ‘day care' (guardería)”.Su esposo Mike Toledo, nació en Estados Unidos y es director del Centro Hispano, una organización sin ánimo de lucro que ayuda a los latinos en Pensilvania a romper las barreras de acceso a la salud, la educación y las finanzas. Según él, para los latinos lograr el sueño americano es cada vez más difícil dada la inflación y los altos costos de vida. “Las necesidades de la comunidad puertorriqueña en primer lugar es la economía, el costo de ir a la tienda y comprar huevos. El costo de la leche, por ejemplo. También la vivienda, el costo de los alquileres. Estamos viendo que cada vez más familias vienen al Centro Hispano porque sus contratos de alquiler terminan y los dueños de los inmuebles suben la renta en un 20 o 30%”. La calidad de la salud y la atención médica también son críticamente importantes”.Para Mike Toledo si los candidatos quieren ganar el voto latino, tienen que escuchar a la comunidad y visitar el barrio.  “Pensilvania es el epicentro de las elecciones generales. El condado de Berks y la ciudad de Reading son la zona cero. Nosotros ya sabemos cómo votarán en Filadelfia y Pittsburgh, pero el centro del estado es donde se decidirá quién gane en Pensilvania. En ese sentido, las campañas tienen que venir a nuestro barrio. Necesitan encontrarnos para entender y saber dónde estamos. Las campañas no pueden darnos por sentados. El bloque electoral puertorriqueño no es un bloque electoral homogéneo”, agregó.“Las minorías indecisas serán determinantes”En Estados Unidos hay cerca de 65 millones de latinos de los cuales casi 36 millones están habilitados para votar. Sin embargo, la plataforma Latino Data Hub proyecta que cerca de 17 millones ejercerán su derecho al voto. Para su director, Rodrigo Dominguez-Villegas, en un estado donde el ganador del voto popular se queda con la totalidad de los votos electorales, las minorías todavía indecisas serán determinantes.“Los latinos tienen mucho, mucho poder en Pensilvania. Recordemos que este año hay más o menos 580 o 600 mil posibles votantes latinos y la elección pasada, la elección en el 2020 se decidió por más o menos 81.000 votos. Entonces, si los votantes latinos salen a votar, claro que pueden ser los que determinan el resultado de la elección presidencial en el estado de Pensilvania, que es uno de los estados más clave más importantes, y se está viendo que la elección está muy cerrada según las encuestas”.Los datos de Latino Data Hub y del Latino Policy and Politics Institute muestran que habrá un aumento del 40% en la participación de los latinos en esta elección en comparación con el 2016. Sin embargo, los latinos son la minoría que menos participa en las elecciones.“Los votantes latinos son mucho más jóvenes que otros votantes en el estado. Y, ¿qué pasa con los votantes jóvenes? Sin importar raza, sin importar donde. Eso pasa en Latinoamérica, en todo el mundo: Los votantes jóvenes tienden a participar menos en elecciones. Entonces, al estar sobre concentrados en la población joven, los votantes latinos, no quiero decir que simplemente por ser jóvenes, pero eh, pues demográficamente son más jóvenes y los jóvenes tienden a votar menos”.Históricamente los latinos en Pensilvania han apoyado al Partido Demócrata. En el tramo final de esta campaña presidencial, el 57% de los votantes latinos registrados dicen que votarían por la vicepresidenta Kamala Harris y el 39% por el expresidente Donald Trump, según el Pew Research Center. Sin embargo, simpatizantes de Trump creen que la tendencia está cambiando.En Butler Pensilvania, donde Trump sufrió el atentado contra su vida y regresó para hacer un gran discurso, el puertorriqueño Gardner Mujica llevaba puesta con orgullo su camiseta de ‘Latinos por Trump'. Para él la única solución para los problemas de la comunidad es que vuelva Trump al poder. “Sé que puedo hablar por los latinos aquí en Estados Unidos: necesitamos a Trump. Necesitamos que Trump vuelva a ocupar el cargo. Necesitamos que Trump haga todo lo que ha dicho que hará para que podamos volver a donde estábamos: familias de clase media ganando dinero sin tener que trabajar en 2 o 3 trabajos para comprar una casa porque ahora hay una inflación excesiva en los automóviles, y una inflación excesiva en la vivienda”, indicó.Gardner Mojica nació en el Bronx, en Nueva York, pero hoy vive en el corredor latino de Pensilvania donde hace campaña para los republicanos. Según él, los demócratas solo hacen política para enriquecerse. “Mi ciudad en este momento está sufriendo por culpa de los demócratas, porque están tomando medidas políticas para sus bolsillos y no para la gente. Quieren quitarnos nuestros derechos religiosos. Quieren quitarnos tantas cosas y algunos de la comunidad latina ni siquiera lo saben. Algunas personas simplemente no quieren votar y eso nos perjudica mucho. Así que si tuviera algo que decirle a la comunidad latina sería que confíe en Trump, que tenga fe y que ponga a Dios primero y luego a Trump”, indicó.Rafaela Gomez, dominicana y simpatizante de Trump, viajó cinco horas para poder verlo en Butler, un pueblo cercano a Pittsburgh Pensilvania. A la salida del evento cuestionó que sea Trump el que ponga en riesgo los derechos de las mujeres, pese a que él nombró a los jueces que limitaron el derecho al aborto a nivel federal.“Son ellos los que acaban con los derechos de las mujeres, no Trump. ¿Quién fue la mujer del año? un hombre, ¿A quién se le permite participar en los deportes de mujeres? A los hombres. Me entiende ¿Quién puede entrar al baño de niños? los transgénero…Los demócratas pelean todo el tiempo por el aborto ¿por qué pelearse contra Trump al respecto? Él nunca dijo que iba a parar el aborto. Cuando fue presidente en 2016 nunca detuvo el aborto”.El efecto de la pandemia y la inflaciónDesde Filadelfia, Michael Jones-Correa, profesor de ciencias políticas y migración de la Universidad de Pensilvania, afirmó que los retos económicos de Estados Unidos derivados de la pandemia y la inflación han polarizado las posturas políticas de los latinos.“El efecto del covid creo que se sintió más en la comunidad latina. Hubo más muertes y efectos de la enfermedad, y también más efecto económico. Esto seguido por la inflación que tuvo más efecto en esta comunidad. Es un grupo que está un poco desanimado con los demócratas. Que han votado por los demócratas en el pasado pero hay una oportunidad ahí para un candidato como Trump”.Teniendo en cuenta la polarización y los estrechos márgenes de ventaja entre candidatos, el profesor Jones-Correa cree que la movilización de los votantes el día de la elección será clave. “En gran parte del país, la gente ya se ha definido. Ya saben para quién van a votar, sea demócrata o republicano. Entonces sí hay un grupo sustancial de gente que está tal vez pensando en votar por Trump, pero se van a quedar en casa. Igual para Harris, se van a quedar en casa. Entonces para las campañas lo importante es tratar de sacar ese voto” agregó.Para impulsar a la gente a votar, Ezra Feliciano, activista demócrata que trabaja para Pensilvania Stand Up, se prepara con su equipo para salir a tocar las puertas de las casas en Reading y otras ciudades del ‘corredor latino' de Pensilvania.  “Al ir puerta a puerta en estas últimas semanas he escuchado una mezcla de historias por parte de los votantes. La gente ha perdido la esperanza y no sabe qué hacer. Quieren votar por Harris porque la otra opción no es viable en sus vidas. Solo salir y tener conversaciones con las personas y escucharlas ha sido impactante para ellas” relató.Para Feliciano, escuchar a esas personas que se sienten segregadas y tratar de conectar personalmente con ellas hace la diferencia. “Esas son las voces que a menudo son descartadas. La gente de color siempre está y ha estado aquí peleando y nos ignoran una y otra vez. Esas son las personas con las que salgo y hablo. Esas son las personas que son importantes para mí y esas son las personas que marcarán la diferencia en estas elecciones” explicó Erza Feliciano.Música para atraer el voto latinoEn las últimas semanas Donald Trump y Kamala Harris han apelado a las figuras del reggaetón para atraer el voto latino. Trump fue fuertemente criticado y ridiculizado en la comunidad por confundir a Nicky Jam, un famoso cantante de reggaetón, con una mujer al subirlo al escenario en uno de sus eventos políticos. “La superestrella de la música latina, Nicky Jam, ¿conocen a Nicky? Ella es sexy... ¿Dónde está Nicky? Ohhh miren, me alegro que él haya subido”.Por su parte Kamala Harris ha logrado que Marc Anthony, legendario cantante de salsa puertoriqueño, manifieste su apoyo y ataque Donald Trump en un comercial de televisión por el mal trato que le dio a la isla cuando era presidente.“Hola Soy Marc Anthony, aunque algunos lo hayan olvidado. Recuerdo cómo era cuando Trump era presidente. Recuerdo lo que hizo y dijo sobre Puerto Rico, sobre la retórica de nuestro pueblo. Recuerdo que después de que el huracán María devastara nuestra isla, Trump bloqueó miles de millones de ayuda mientras miles morían”.Se proyecta que las campañas gasten 10,700 millones de dólares en publicidad en estas elecciones según el sitio Web Adimpact y gran parte de ese dinero irá a Pensilvania y otros estados pendulares. Entre tanto, la diferencia en la intención de voto hacia Kamala Harris y Donald Trump en Pensilvania varía entre 1% y 3%. Cifra que está en el margen de error y que impulsa a que los candidatos incrementen sus eventos y gastos de campaña en ese estado antes de las elecciones del 5 de noviembre.

Doch was braucht es, um den Neubeginn zu schaffen? Wann fühlen wir uns einer Gesellschaft wirklich zugehörig?   Jänner 1993, Traiskirchen bei Wien: Hier kommt Vedran Džihić auf seiner Flucht vor dem Bosnienkrieg an. In Österreich fühlt er sich sicher, erlebt aber auch Gleichgültigkeit und Benachteiligung. Parallel zu seinem bemerkenswerten Bildungsaufstieg machen sich in Europa Populismus und Nationalismus breit. Geflüchtete und Migrant:innen werden immer mehr zur Gefahr stilisiert. Eindringlich beschreibt Vedran Džihić sein persönliches Ankommen und warnt vor der grassierenden Politik der Angst und Ausgrenzung. Wie geht unsere Gesellschaft mit „Anderen“ um? Many voters say they're ready to elect the nation's first Black and Asian female president, while some worry that racist backlash will impede her chances. Still others claim she's “not Black enough.” But, as the United States becomes more diverse and more people identify as multiracial, the Harris campaign is already shifting national discourse about identity politics. We'll talk about what Harris's candidacy – and voters' reactions to it – say about America's understanding of mixed race identity. She shares with us her pivotal moments that helped reshaped her perception of technology—from an initial optimism about its universal benefits to a more critical awareness of the power dynamics and societal influences that mold its use and to holds and harnesses the access. In the heart of our conversation, Fatima shed light on digital inequity, making a vital distinction from the oft-cited digital divide. She argued that digital inequity goes beyond mere access to technology—it is deeply intertwined with broader social structures such as race, gender, immigration status, and economic conditions. Illustrating this point, she brought up inspiring cases like rural Argentine communities creating digital infrastructures through cooperatives, challenging the normative corporate grip on technological advancement. Machttheorien gibt es in der Soziologie und in der Philosophie zuhauf. In der Politikberatung wird jedoch nur selten darüber nachgedacht. Dabei lohnt es sich, unser Machtverständnis dahingehend zu überprüfen, ob es mit unseren demokratischen Werten übereinstimmt. Ein privilegienbasiertes Machtverständnis ist nicht kompatibel mit den Grundwerten einer Demokratie und führt zu einer Schwächung unseres politischen Systems. Nur indem wir Macht wieder positiv konnotieren als eine Möglichkeit der gemeinsamen politischen Gestaltung, werden wir den zahlreichen Krisen begegnen können. Dafür braucht es ein Machtverständnis, das weniger machiavellistisch ist. Pornschlegel analysiert, wie wir zu einem demokratischeren Machtverständnis gelangen, das Handlungsoptionen offenhält. Sophie Pornschlegel arbeitet als Politikwissenschaftlerin in Brüssel. Sie ist Policy Fellow beim Progressiven Zentrum in Berlin, lehrt an der Sciences Po Paris und forscht zu Europapolitik und der Zukunft der Demokratie. Helfried Carl im Gespräch mit Andreas Schieder EUROPA AM SCHEIDEWEG? „Noch nie seit dem Ende des Zweiten Weltkriegs war die europäische Demokratie derart in Gefahr wie heute. Sie ist Teil der kritischen Infrastruktur und wir müssen sie vor Angriffen von außen und innen schützen,“ meinte Andreas Schieder anlässlich des Europatags 2023. In den vergangenen Jahren ist in der EU Grundlegendes gelungen: neue digitale Grundregeln, der Green Deal, der Corona-Wiederaufbaufonds, die Lohntransparenz-Richtlinie oder ein Lieferkettengesetz für mehr globale Verantwortung. Trotzdem steht Europa vor enormen Herausforderungen. Eine der größten ist der Kampf gegen den Klimawandel. Auch die globale Lage hat sich massiv geändert. Seit der EU-Wahl 2019 ist aus einer brüchigen Weltordnung eine gefährliche globale Unordnung geworden. Vor unserer Haustür findet ein Krieg in der Ukraine statt, und es herrscht Krieg im Nahen Osten. Hinzu kommen die zunehmende gesellschaftliche Spaltung und die Vermögenskonzentration, die die Schere zwischen Arm und Reich noch weiter vergrößert hat. Gelingt es der EU, unter diesen Vorzeichen eine starke und engagierte Stimme für Multilateralismus, Demokratie und Menschenrechte zu sein? Kann die Demokratie in Europa gegen die rechten Demagogen verteidigt werden? Und welche Rolle kommt dabei dem Europäischen Parlament zu? Andreas Schieder ist Delegationsleiter der SPÖ im EU-Parlament. Er ist Volkswirt und passionierter Außenpolitiker. Schwerpunkte in seiner Arbeit im Europäischen Parlament sind die Außen-, Sicherheits- und Verteidigungspolitik, die Herausforderungen im Binnenmarkt sowie der internationale Handel.Ab 2006 Nationalratsabgeordneter, zwischen 2008 und 2013 zuerst Staatssekretär im Bundeskanzleramt, dann im Finanzministerium. 2013 bis 2018 war Schieder Klubobmann der SPÖ im Nationalrat. Helfried Carl im Gespräch mit Evelyn Regner und Andreas Babler EUROPA SOZIAL UND GERECHT MACHEN Globalisierung und Europäische Integration machen den Kampf für die Rechte der Arbeitnehmer:innen über die nationalen Grenzen hinaus immer wichtiger. Auf nationale Erfolge zu setzen, führt in eine politische Sackgasse. Die Pandemie und Russlands Krieg gegen die Ukraine haben die Abhängigkeit Europas deutlich gemacht und gezeigt, dass es ein Fehler war, den Weltmarkt alles regeln zu lassen. Neoliberale Sparprogramme der letzten Jahrzehnte haben viel Schaden angerichtet und die südeuropäischen Länder in eine tiefe Rezession gezwungen. Im Juni 2024 finden Wahlen zum Europäischen Parlament statt – die einzige Direktwahl auf europäischer Ebene – und in der Folge wird die EU-Kommission neu besetzt. Evelyn Regner, Vize-Präsidentin des Europäischen Parlaments: „Viel wurde in dieser Legislaturperiode erreicht: Das Lohntransparenz-Gesetz, das Männern und Frauen den gleichen Lohn für die gleiche Arbeit zuspricht; das „Women-on-Boards“-Gesetz, das die gläserne Decke durchbricht und die inoffizielle Männerquote in Aufsichtsräten abschafft; das Gesetz zu EU-weiten Mindestlöhnen, das an die Lohnniveaus in den jeweiligen EU-Mitgliedsstaaten angepasst ist und Kollektivvertragsverhandlungen stärkt. Einiges ist auf der Zielgeraden: das Leuchtturmprojekt dabei, das unseren Binnenmarkt ein für alle Mal besser machen wird, ist das Gesetz zu nachhaltigen Lieferketten in der EU.“ SPÖ-Vorsitzender Andi Babler bekennt sich zur EU als Friedensprojekt und kämpft gleichzeitig für ein Europa, das im Dienst der Bürgerinnen und Bürger steht statt im Interesse von wirtschaftlichen Lobbyist*innen und großen Konzernen zu handeln. Er will sicherstellen, dass Unternehmen Arbeitnehmer*innenrechte wahren, endlich ihren fairen Anteil an Steuern leisten und nicht länger von Steuerschlupflöchern profitieren. Die Europäische Union muss sich ganz grundsätzlich weiter in Richtung Sozialunion fortentwickeln und ihr Rechts- und Finanzsystem so gestalten, dass ausreichende Investitionen in die soziale und ökologische Transformation ermöglicht werden. Wie sehen die Strategien auf diesem Weg aus, was sind Stolpersteine? Anders als in Deutschland, von dessen Boden zwei Weltkriege ausgegangen sind, gab es in Warschau, Tallinn und anderswo kein Zögern. Nur wer selbst angegriffen und, wie Polen, sogar einmal ganz von der Landkarte getilgt wurde, versteht, dass militärische Selbstverteidigung gerechtfertigt ist. Daniela Schwarzer ist Mitglied des Vorstands der Bertelsmann Stiftung. Die Politikwissenschaftlerin war zuvor Executive Director in Europa und Zentralasien der Open Society Foundations und davor Direktorin der Deutschen Gesellschaft für Auswärtige Politik (DGAP). Von 2020- 2022 war sie Sonderberaterin des Außenbeauftragten der Europäischen Union, Josep Borrell. El pasado 18 de octubre el Latino Policy and Politics Institute de la Universidad de California lanzó el Latino Data Hub, que es una plataforma bilingüe que aglomera datos sobre temas que impactan a los latinos en Estados Unidos. Helfried Carl im Gespräch mit Philipp Ther WIE DER WESTEN DEN FRIEDEN VERLOREN HAT Als die Berliner Mauer gestürmt wurde und die Sowjetunion zusammenbrach, sahen der Westen und vor allem die Vereinigten Staaten wie die alleinigen Sieger der Geschichte aus. Drei Jahrzehnte später klingt der Geist des Triumphs hohl. Was ist schief gelaufen? In der Fortsetzung seiner preisgekrönten Geschichte des neoliberalen Europas sucht der renommierte Historiker Philipp Ther nach einer Antwort auf diese Frage. Er argumentiert, dass der globale Kapitalismus viele Verlierer hervorgebracht und den Boden für den Aufstieg von Rechtspopulisten und Nationalisten bereitet hat. Er zeigt, wie das Versprechen von Wohlstand und Freiheit in Osteuropa trotz materieller Fortschritte nicht ausreichend ankam, wie der Westen Russland verlor und die Türkei entfremdete. Der neoliberale Kapitalismus ließ die Welt auch schlecht auf die Bewältigung von Covid-19 vorbereitet, und die Pandemie schwächte die westliche Hegemonie der Zeit nach 1989 weiter, die nun durch Russlands Krieg gegen die Ukraine brutal angefochten wird. Der doppelte Schlag der Pandemie und des größten Krieges in Europa seit 1945 hat das Zeitalter der Transformation, das mit dem Ende des Kalten Krieges eingeleitet wurde, zu Ende gebracht. Diese tiefgreifende Analyse des Durcheinanders in der Welt nach 1989 wird für jene von großem Interesse sein, die verstehen wollen, wie wir dahin gekommen sind, wo wir heute stehen, und welche gewaltigen die Herausforderungen wir jetzt zu bewältigen haben.“   Philipp Ther, Historiker, ist Professor am Institut für Osteuropäische Geschichte der Universität Wien. Foreign land, foreign people, foreign language. But, her longing for where she came from and who she came from never died. She spent the rest of her life trying to find her way back home. In this episode, we discuss international adoption and less violent alternatives to it. Helfried Carl im Gespräch mit Johann Sattler BOSNIEN UND DIE WESTBALKANREGION – BLUES ODER AUFBRUCH? Vor über 27 Jahren wurde der von 1991 bis 1995 verheerende Krieg in Bosnien und Herzegowina mit dem Dayton-Abkommen beendet.  Die im Vertrag festgeschriebene ethnozentrierte Verfassung und die Zweiteilung des Landes in Republika Srpska und Föderation haben das Land zwar befriedet, aber seither gleichsam in einem post-Konflikt status quo eingefroren. Mühsam errungene Reformen zur Stärkung staatlicher Institutionen werden von kompromisslosen nationalistischen Kräften in allen Volksgruppen unterminiert, der Präsident der Republika Srpska, Milorad Dodik droht sogar regelmäßig mit Sezession. Die geopolitischen Veränderungen durch den russischen Angriffskrieg in der Ukraine haben 2022 nach langer Durststrecke wesentlich dazu beigetragen, gegen erhebliche Widerstände einzelner EU-Mitgliedstaaten Fortschritte im regionalen Erweiterungskontext zu erreichen. Warum ist es im Interesse der EU, Bosnien und den Westbalkan zu integrieren? Lässt sich die jüngste Dynamik aufrechterhalten und kann Bosnien und Herzegowina seine Chance nutzen oder setzt sich die Nullsummenspiel-Mentalität der ethno-zentristischen Machtpolitiker durch? Wie kann die EU diese Region dauerhaft an sich binden und wie kann der überdimensionale Einfluss der Russischen Föderation, die in der Region nur als Spoiler agiert zurückgedrängt werden?   Johann Sattler studierte Politikwissenschaften und Slawistik an den Universitäten Innsbruck/Prag/Moskau. 1996 trat er in den diplomatischen Dienst der Republik Österreich ein und war bis 2008 in verschiedenen Funktionen tätig, u.a. als Botschaftsrat für politische Angelegenheiten an der österreichischen Botschaft in Washington und Kabinettsmitglied des EU-Sonderbeauftragten für Südosteuropa (Stabilitätspakt) in Brüssel. Von 2008 bis 2013 war Sattler als Geschäftsführer/Herausgeber für die WAZ-Mediengruppe sowie für Axel Springer in Moskau. 2013 kehrte er in den diplomatischen Dienst zurück und leitete bis 2016 das Westbalkanreferat des Außenministeriums in Wien. 2016 wurde er als Botschafter nach Albanien entsandt und wechselte 2019 als Botschafter der Europäischen Union nach Bosnien und Herzegowina. Helfried Carl im Gespräch mit Martin Selmayr ZEITENWENDE FÜR EUROPA Die Europäische Union ist ein zentraler Akteur in den multiplen Krisen der letzten Jahre. Dabei verändert sie sich rasant, ohne dass ihre vertraglichen Grundlagen angepasst werden, weil die Sorge besteht, darüber keine Einigkeit unter den Mitgliedstaaten herbeiführen zu können. In der Pandemie wurde der Impfstoff-Einkauf zentral organisiert, obwohl die EU kaum Kompetenzen im Gesundheitsbereich hat. Für die militärische Unterstützung der Ukraine gegen den russischen Aggressor wird die Europäische Friedensfazilität herangezogen, die bei ihrer Schaffung 2021 naturgemäß nicht explizit für diesen Zweck vorgesehen war. Mit der Konferenz über die Zukunft der Europäischen Union hat die EU einen Bürgerdialog gestartet, dessen Ergebnisse zu einem großen Teil, aber nicht vollständig innerhalb der geltenden Verträge umgesetzt werden können. Zugleich zeigt die Realität, dass die EU immer wichtiger wird bei der Lösung der zentralen Zukunftsfragen, trotz allerorten und zumal in Österreich nicht immer EU-freundlicher Regierungspolitik. Wie lange kann die EU ohne Vertragsanpassungen weiter machen, ohne an die Grenzen des Machbaren zu stoßen? Und wie könnte ein ernsthafter Diskurs über die nötigen Änderungen Eingang in die Wahlen zum Europäischen Parlament 2024 finden?   Martin Selmayr leitet seit November 2019 die Vertretung der Europäischen Kommission in Österreich. Nach Tätigkeiten an der Universität Passau, bei der Europäischen Zentralbank und beim Internationalen Währungsfonds sowie beim Medienunternehmen Bertelsmann trat er 2004 in den Dienst der Europäischen Kommission. Er war unter Präsident José Manuel Barroso zunächst Sprecher für Telekommunikation und Medien und anschließend Kabinettchef von EU-Justizkommissarin Viviane Reding, der damaligen Vizepräsidentin der Kommission. Unter Präsident Jean-Claude Juncker war Selmayr dessen Kabinettchef, bevor er im Februar 2018 zum Generalsekretär der Kommission ernannt wurde. In seiner knappen Freizeit unterrichtet der promovierte Jurist EU-Recht an den Universitäten Saarbrücken, Passau, Wien und Krems. Seit 2022 ist Selmayr zudem ehrenamtlicher Wissenschaftlicher Direktor des Centrums für Europarecht an der Universität Passau. The Consumer Technology Association's Senior Vice President of Political and Industry Affairs, Tiffany Moore, joined Joe Miller to discuss these and other issues affecting the policy landscape for consumer tech. Bio Tiffany Moore (@TiffanyMMoore) currently serves as Senior Vice President of Political and Industry Affairs for the Consumer Technology Association.  Promoted to the newly created position in April 2018, Tiffany’s expanded role includes overseeing CTA’s U.S. Jobs, and Diversity and Inclusion initiatives.  In addition, Tiffany leads the association’s advocacy efforts on Capitol Hill on issues including communications and technology policy, patent litigation reform, strategic immigration reform and international trade, and overseeing CTA’s political action committee CTAPAC. Tiffany joined CTA as Vice President of Government and Political Affairs for the Consumer Technology Association in December 2015. Previously, Tiffany served as a government relations consultant to CTA as principal at Moore Consulting and strategic consultant with TwinLogic Strategies. In addition to CTA, Moore advised numerous corporate and association clients on how to influence technology and innovation policy before Congress and the Administration.  Before launching Moore Consulting, Tiffany served as senior legislative advisor in the Legislative and Government Affairs Practice Group at Venable LLP. In 2006, Tiffany was appointed Assistant U.S. Trade Representative for Intergovernmental Affairs and Public Liaison at the Office of the United States Trade Representative (USTR) by Ambassador Rob Portman.  In this role, Moore led domestic outreach efforts to American business, agriculture and consumer communities on the U.S. trade policy agenda and served as primary intermediary with governors, mayors and local elected officials on U.S. trade policy. Prior to joining USTR, Tiffany served as director of government relations for Kellogg Company and led legislative policy efforts around a broad array of issues including trade, food security, safety, tax and advertising as director, government relations. Tiffany began her legislative career working in a variety of roles in the office of U.S. Representative Fred Upton (R-MI), where she served as legislative director from 2000-2002. A proud native of Detroit, Michigan, Tiffany earned her M.A. in International Affairs from George Washington University’s Elliott School of International Affairs, and her B.A. from Western Michigan University.   Resources Consumer Technology Association Ninja Future: Secrets to Success in the New World of Innovation by Gary Shapiro (pre-order)   News Roundup Twitter purges pro-Saudi bots Twitter has purged bots that NBC News discovered were simultaneously tweeting pro-Saudi talking points regarding the alleged murder and dismemberment of Washington Post journalist Jamal Khashoggi. The Washington Post also reports that Saudi Crown Prince Mohammed bin Salman had ordered a network of Twitter trolls to attack Kahshoggi’s viewpoints in the days, weeks and months leading up to his disappearance. Why is Softbank’s CEO still warm on the Saudis? Several companies have decided to distance themselves from Saudis, following the apparent murder of Jamal Khashoggi. But not Masayoshi Son—head of Japanese conglomerate Softbank, which has made extensive investments in U.S.-based companies, including WeWork, Uber and Slack, and which also owns Sprint. The New York Times has the report. Russian-linked Twitter bots Some bots connected to Russia’s Internet Research Agency have also been attempting to interfere with U.S. elections, according to Twitter. Apparently the bots use platforms of automation companies like IFTTT  to quickly disseminate tweets. IFTTT says it’s investigating. The Justice Department also charged a Russian woman-- Elena Khusyaynova—with conspiracy to defraud the United States. Kusyaynova allegedly helped spearhead a campaign to divide Americans via social media. Ebay sues Amazon Ebay has sued Amazon in California Superior Court for allegedly poaching sellers by using Ebay’s internal email system. The complaint includes allegations of violations of both civil and criminal statutes. Richard Parsons resigns from CBS board Media veteran Richard Parsons has stepped down from the board of CBS, including as Interim Chairman, citing health issues related to a rare blood cancer he was diagnosed with several years ago. Strauss Zelnick will take up the reigns as interim chair. Zelnick is seasoned in all areas of the entertainment industry, including as CEO of Take Two Interactive—the creators of the Grand Theft Auto game franchise. Netflix to take on more debt Netflix—already under a mountain of debt—is seeking to take on another $2 billion worth, the company announced Monday during an earnings call. It’s the second time this year the company will take on more debt. Netflix was down .94% points at Monday’s close. Uber considers IPO proposals Finally, Uber is considering IPO proposals from Goldman Sachs and Morgan Stanley, some of which value the ride-sharing company at as much as 120 billion. The valuation exceeds that of the top three U.S. car makers – GM, Ford, and Fiat Chrysler – combined. Lyft is also said to be considering an IPO next year—its valuation is $15 billion.

"Our political system is built on the premise that running for office is something that a broad group of citizens should want to do," writes political scientist Jennifer Lawless.But Lawless's research reveals something scary — something that helps explain the political moment we're in. Participating in politics has begun to repulse the average America. 89 percent of high schoolers says they've already decided they will never run for office. 85 percent doubt elected officials want to help people. 79% don’t think politicians are smart or hardworking. Liebling Rabbi Mordechai Liebling has worked throughout his career toward tikkun olam, repair of the world. He is the first to direct RRC's unique Social Justice Organizing Program; he leads the College's initiative to invest rabbinical students with the clarity of purpose, vision and voice to become uniquely effective, spiritually strong leaders in the drive toward social justice and environmental sustainability.   Through his own experience, Liebling came to realize that spiritual leaders hold unique power to demonstrate and inspire ethical choices, and to lead a pursuit of justice fueled by caring rather than rage. Most recently he served as the executive vice president of Jewish Funds for Justice; prior to that organization's merger with The Shefa Fund, he held the title Torah of Money Director at TSF, providing guidance to help people apply Jewish laws and values to how they spend, invest and donate. For 12 years he was the executive director of the Jewish Reconstructionist Federation, and he later served there as senior consultant. Before entering the rabbinical program at RRC, he worked as a community organizer.   Liebling was a member of the Conference of Presidents of Major Jewish Organizations for 12 years. He has served on the boards of various national and international non-profit organizations; currently he serves on the boards of the Faith and Politics Institute and Rabbis for Human Rights-North America. Liebling also is the president emeritus of the Shalom Center.   He has received awards from the Reconstructionist Rabbinical Association, the Interfaith Center for Corporate Responsibility and Mazon. Liebling also has spoken out for justice for people with disabilities, and his family was the subject of the award-winning documentary film Praying With Lior.   He holds a Bachelor of Arts in government from Cornell University and Master of Arts in the history of American civilization, specializing in American progressive movements, from Brandeis University. Liebling is a 1985 graduate of RRC.   He has published articles in many publications, including Tikkun, Israel Horizons, Jewish Currents and The Reconstructionist.   Michael Lyons Michael Lyons   Actor, speaker, writer, entrepreneur, hospitality industry executive... Mike Lyons has led a very interesting and diverse life. Mike's eclectic background began as a child while living in Paris, France. He appeared in commercials and the film "Paris When It Sizzles" with Tony Curtis, Audrey Hepburn and William Holden, and also did dubbing for French and English movies using his bi-lingual ability.  Upon his return to the U.S. in the mid-Sixties, he performed in the theater in a variety of roles while also working on the stage crew of the Valley Forge Music Fair - a professional theater located outside Philadelphia, rubbing shoulders with entertainment legends such as Gordon MacRae, Carol Lawrence, and Chita Rivera. After graduating from the University of Notre Dame, he went to work in the business world, bypassing the opportunity to pursue a vocation in the entertainment industry. Fifteen years later while working in New York City, he resurrected his dormant acting career and landed a national TV commercial for "Honey Bunches of Oats" cereal. From there he joined SAG (Screen Actors Guild) and began to book commercials, TV roles and other jobs on a regular basis including "All My Children" and an Advil commercial that ran on national television for 4 years. All the while, he kept his "day job" as a well-respected expert in the travel/meetings industry. Over the years, he has worked in New York city, Norwalk, CT, Philadelphia, Columbus, OH, and Minneapolis; and his travels have taken him to 32 foreign countries, 43 U.S. states and 76 of the top 100 U.S. cities. As an actor, he has dozens of credits in films, TV shows, commercials and more than 350 live appearances on home shopping network QVC as a product host. His roles have included speaking parts in “The Sixth Sense”, “All My Children, “Veep”, “What Would You Do”,  “Arrest & Trial”, and "Outsiders", among others. They find: Just 11 percent of respondents said that they had thought about running office “many times” while 61 percent said they “never” considered it. Asked if various jobs paid the same, they find just 13 percent of respondents said they would want to be a member of Congress, versus 37 percent who chose business executive and 27 percent school principal; only 19 percent indicated that a future goal was to become a political leader. And less than 10% of respondents said that their parents would want them to pursue a job as a member of Congress, compared to around 50 percent for owning a business. Lawless is a Professor of Government and the Director of the Women & Politics Institute at American University. Fox is a Professor of Political Science at Loyola Marymount University. The two conducted surveys of over 4,000 younger Americans. What they find is that their young Americans rarely think, talk or consider politics. While many seem to care about the world, this infrequently translates to running for office or aspirations to work in politics. They find: Just 11 percent of respondents said that they had thought about running office “many times” while 61 percent said they “never” considered it. Asked if various jobs paid the same, they find just 13 percent of respondents said they would want to be a member of Congress, versus 37 percent who chose business executive and 27 percent school principal; only 19 percent indicated that a future goal was to become a political leader. And less than 10% of respondents said that their parents would want them to pursue a job as a member of Congress, compared to around 50 percent for owning a business.
