David Blunkett was one of the most reforming ministers of the New Labour government. The former home secretary, education secretary and work and pensions secretary has led major government departments, attempted to drive through public service reform, and seen what prime ministers need to do to drive through change. So what does he make of Keir Starmer's plans for reform? How does he rate this Labour government's efforts so far? And what are his lessons – and warnings – for the prime ministers and his team?   Lord Blunkett explored all these questions and more in a fascinating ‘in conversation' event with Emma Norris, Deputy Director of the Institute for Government. In this latest episode of Double Jeopardy, Ken Macdonald and Tim Owen are joined by Akua Reindorf KC, a discrimination law expert at Cloisters Chambers, to discuss the Bar Standards Board's proposal to change a core duty of barristers from the requirement that they ‘should not unlawfully discriminate' (which would be illegal), to a positive duty that they must ‘advance equality, diversity and inclusion in their practices' (which is not a legal requirement).   The trio explore the implications of this change, and of the challenges it presents, not least because of the contested nature of EDI ideologies. They ask: Is this new duty just the latest manifestation of US racial politics gaslighting a Europe less tuned to its puritanical and divisive world view? And has the Bar Standards Board foolishly fallen victim to transatlantic ideological fashion, in a landgrab that will cause anger, confusion and dissent?   They also look at Labour Party politician David Blunkett's potential role in leading a government review of sentencing policies, reflecting on his draconian contributions to increased sentencing over decades. Is the news of his potential appointment another nail in the coffin of satire?

The Key Learning Points:1.The impact of developing a visual impairment on someone's life and wellbeing2.Tell-tale signs that someone has a visual impairment they don't know about3.How workplaces and insurers can better support people with a visual impairmentToday on the Risky Mix podcast we're delighted to be joined by Daniel Williams who runs Visualise Training and Consultancy. We'll be talking about Daniel's work, campaigning and advocating for inclusion, equality and diversity when it comes to visual impairment, and we'll be exploring what workplaces can be doing more of to support those with sight loss. At the age of eight, Daniel was diagnosed with a visual impairment called retinitis pigmentosa. He tells us how, during his teenage years in mainstream education, he was confronted by his friends being able to do things he would never be able to, and he struggled with mental health issues while he was grieving his sight loss. Daniel explains how the turning point for him was starting a college for the visually impaired, where he had the realisation that there were other people going through the same struggle. He was inspired to see others pursuing careers that he had thought were no longer an option for him. Now, through his own consultancy business, he aims to make the world more inclusive for people with visual impairments by delivering visual awareness training and workplace assessments, and disability awareness training online. Daniel goes on to tell us that in the UK, alone, there are currently two million people with a visual impairment and around 250 people per day who start losing their sight in some shape or form. There is also an overwhelming number of people who don't even know that they have a visual impairment. Daniel says that if you notice something isn't quite right with a colleague, for example, if they are often clumsy, you shouldn't just dismiss it; you should speak up and suggest they get an eye test. He then shares how finding out you're visually impaired can really take an emotional toll, comparable to losing a family member and going through the stages of grief, loss and then acceptance. Daniel says that it makes it even harder to accept if there is no awareness of the help or support available. There are a lot of people out there who, after their diagnosis, simply don't know what to do next. He adds that there is also a lack of role models, “there aren't many people who are visually impaired and in the public eye where you can think ‘oh they have a really good job'. You think David Blunkett or Stevie Wonder - but not everyone wants to be a politician or a singer.”For workplaces that want to be more accessible, Daniel explains that they need to go beyond a tick box exercise. They should contact a specialist and engage people that can give them the right advice, information and support, especially as the individual themselves may not actually know what they need. He provides some great examples of small changes that employers can make that take very little time or money but could make a huge difference to someone with limited vision. On the topic of recruitment, he mentions how it is crucial to ensure that websites adhere to web accessibility standards so that people with a visual impairment can access the opportunity in the first place, and also emphasises the power of asking someone if they need any reasonable adjustments made during the onboarding process. Finally, he explains that, while insurance products like income protection may be providing money to people who have become visually impaired, insurers could be doing more to educate people on the support available and to encourage them to use the payout toward their rehabilitation.

Jacqui Smith, the former Labour home secretary, investigates why government policies fail, focusing on one of her party's most cherished reforms. Indeterminate sentences for public protection (IPPs) were devised by David Blunkett and the Home Office to reassure voters that those convicted of serious violent and sexual offences would stay in prison until they could show by their changed behaviour that they could safely be released. But much larger numbers of offenders received the sentences than had been expected and, as the prison population rose, jails struggled to provide the facilities IPP prisoners needed to show that they had reformed. The new sentencing structure, first passed in 2003, had to be drastically changed by Labour in 2008 and finally to be repealed by the coalition four years after that. Jacqui Smith discovers the reasons why the change in sentencing was embarked upon, why its potential flaws weren't detected before its introduction and why the policy was maintained even as problems mounted. She considers the difficult legacy of IPPs - for those still in prison and for politicians devising shiny new initiatives in other fields of government. Among those taking part: David Blunkett, Kenneth Clarke, Lord Judge, Professor Nick Hardwick. Producer: Simon Coates.

Margaret Thatcher's funeral in St Paul's Cathedral was attended by thousands of world leaders and watched by millions more around the world. In death, as in life, Margaret Thatcher shaped the occasion: she dictated the order of service and chose the hymns and readings. She was probably the most overtly Christian Prime Minister of the twentieth century up to the time of her leaving office. So where did those Christian influences come from? How did her religious conviction shape her politics? And what is her legacy in terms of the relationship between religion and politics in a multi cultural Britain? Joining Ernie Rea are Dr Eliza Filby, Lecturer in Modern British History at King's College London, whose book, "God and Mrs Thatcher: The Battle for Britain's Soul", is published later this year; Edwina Currie, Parliamentary Under Secretary of State for Health under Margaret Thatcher and MP for South Derbyshire between 1983 and 1997 and Canon Dr Alan Billings, Deputy Leader of Sheffield City Council under David Blunkett when Margaret Thatcher came to power, and former Director of the Centre for Ethics and Religion at Lancaster University.

On Start the Week Andrew Marr asks how far scientific evidence can influence the political agenda. Professor David Nutt is a respected researcher working in the field of drugs, but is best known as the government advisor who was sacked by the Home Secretary for comparing the risks of horse-riding with taking ecstasy. He argues for a rational debate on drugs policy based on objective evidence. Mark Henderson despairs that this will never happen while only one of our 650 MPs is a scientist. But the former Labour minister, David Blunkett, defends his profession, arguing that even evidence-based policy must take into account public opinion and perception. And for former No. 10 advisor Jill Rutter evaluates the evidence for and against. Producer: Katy Hickman.

In the past decade, Britain has experienced mass immigration on an unprecedented scale. A former government aide recently suggested this was a deliberate policy, motivated in part by a desire to increase racial diversity. David Goodhart investigates the ideological forces behind one of the most significant social changes to have affected the UK. Andrew Neather, a former Number 10 speechwriter, recently wrote a much-discussed article in the Evening Standard in praise of multicultural London, but suggesting that those who have influenced immigration policy under Labour were politically-programmed to be relaxed about such numbers. His article was immediately seized upon by anti-immigration campaigners as evidence of a conspiracy to make Britain a more racially diverse society. In this programme, David Goodhart investigates the truth about reasons for recent increases in migration to Britain. Political insiders, including former home secretary David Blunkett, talk candidly about the real influences behind the scenes. None of them give credence to the accusation that there was a plan to create a more multicultural Britain. An unexpected increase in asylum applications and the demand for cheap labour from employers were the main motivators, according to those who influenced policy. But, admits former Home Office special adviser Ed Owen, a nervousness about discussing immigration policy meant that New Labour was, in its first years in office, poorly prepared to deal with the issue. We may not have witnessed a grand act of social engineering, concludes David Goodhart, but New Labour's combination of economic liberalism and cultural liberalism led it to regard mass immigration as a trend which would bring great social benefits and few disadvantages. Interviewees include: Rt Hon David Blunkett MP, former home secretary Tim Finch, head of migration, equalities and citizenship, and director of strategic communications at the Institute for Public Policy Research Andrew Neather, Comment editor at The Evening Standard and former Number 10 speechwriter. Sir Andrew Green, Migrationwatch Sarah Spencer, deputy director, Centre on Migration Policy and Society John Tincey, Immigration Services Union Ed Owen, former Home Office special adviser Claude Moraes MEP.
