India has four non-zero tax slabs - 5, 12, 18 and 28 - while most countries have far lower: 49 countries have one rate, 28 have two and only 5 countries, including India, use four non-zero rates. Thought to ponder: How Will Capitalism End? Ask Wolfgang Streeck and his co-authors in their book with that title. It will end, they say, when the forces that support capitalism run out. Capitalism expands by converting “the commons” into private capital. Economists justify this on practical grounds: it is the ‘tragedy of the commons', Garrett Hardin postulated, that people will not care for something unless they own it. This is an ongoing justification for capitalist businesses owning land and forests and water resources. Businesses convert natural capital into financial capital and use it for generating profits and more capital for themselves. Over-exploitation of the earth's resources to produce profits has contributed to the crisis of environmental sustainability and climate change. The concept of ownership of assets for creating wealth had gone too far when slaves without human rights were used in capitalist enterprises as their economic assets until moralists objected. Creation of monopolies Slavery is banned by law and the earth's resources are limited. Therefore, capitalism has moved on to convert knowledge into private property. Modern regimes of intellectual property rights (IPR) with armies of patent lawyers help capitalists to create intellectual property monopolies. Thus, people are denied the use of their own knowledge — as they are when natural products, such as neem and turmeric are patented by capitalists. Thereby, communities whose traditions produced the knowledge must pay those who stole it from them, albeit legally. The public contributes to the creation of scientific knowledge in many ways, for example through government research and development grants and subsidies, as Mariana Mazzucato explains in her book, The Value of Everything: Making and Taking in the Global Economy. Welcome to episode 69 of Activist #MMT. Today is part two of my two-part conversation with Dirk Ehnts and Asker Voldsgaard. It’s also part four of a larger four-part series on the relationship between neoclassical or mainstream economics and MMT. Parts two and three were with Sam Levey on the core assumptions of mainstream economics. Part one with Dirk and Asker was on the 2020 paper they wrote responding to a 2019 paper by a mainstream economist, expressing the common concern for the long-term fiscal sustainability of government spending and its corresponding debt and interest. The conversation inspired me to write a post which you can find a link to in the show notes: The long-term fiscal sustainability of government spending (is a non-issue) In today’s episode, we take a step back to discuss the larger context in which all these topics exist. For the first half-hour we discuss the monster we truly face, both as MMTers and human beings, as painstakingly and powerfully detailed in the 2017 book Democracy in Chains by Nancy MacLean. For the rest of the show, we talk about what must be done to change our economics and economics education, the latter of which is largely based on the 2014 book, Econocracy. Econocracy was written by three members of Rethinking Economics, which is an international organization of economics students promoting pluralism in the classroom. Asker serves as the vice chair of Rethinking Economics, Denmark. We face multiple catastrophic problems, which Asker summarizes as a financial crisis, inequality, and a climate crisis. These are the big problems that must be addressed with bold solutions. But solutions are not possible until the problem is fully understood – which is not possible until those problems are acknowledged to exist in the first place. Most unfortunately, the powerful have little incentive to stop these crises at all, since they are likely to be the last and least harmed, and in important ways, may even benefit from their happening. As Dirk says, quoting Keynes, “in the long run, it is the ideas that matter.“ The only question is how many of us suffer between now and then. All we can do is take a breath and continue to show people how the economy actually works, to realize that we can decide to use it differently, and that it is time to either make our leaders into better decision makers, or for us to replace those leaders – or become those leaders. Are house flippers exactly what the Rust Belt needs to recover from decades of systemic disinvestment, or a dangerous speculative game that fragile places shouldn’t be playing?That’s what Kea and Chuck are talking about on this week’s Upzoned, and it’s a lively debate. Chuck, who lives in small-town Minnesota, is excited by the idea that ordinary people with a few basic home-repair skills can turn their sweat equity into a decent living while gently helping neighborhoods recover from decline. Kea, who grew up in Cleveland and Michigan and now owns and manages a handful of apartments in her new hometown of St. Louis, MO, is a little more cautious: she’s seen developers like the kind Chuck’s describing, but she’s seen far more flippers buy buildings en masse, do shoddy renovations, and transform neighborhoods in a way that’s far from gentle. It has been a decade since the global recession began,  with a banking system on the edge of collapse to people loosing their savings, retirements, and homes, and unemployment rates as low as the ones during the great depression of the 1930's, and the largest transfer of wealth from the middle class to the very top. Economist Mariana Mazzucato, argues that the reason is that economic policy continues to be informed by neoliberal ideology and its academic cousin, “public choice” theory, rather than by historical experience. Guest: Mariana Mazzucato is Professor in the Economics of Innovation and Public Value at University College London (UCL), where she directs the Institute for Innovation and Public Purpose.  She is the author of several books including her latest, The Value of Everything: Making and Taking in the Global Economy. About The Value of Everything The book rigorously scrutinizes the way in which economic value has been accounted and reveals how economic theory has failed to clearly delineate the difference between value creation and value extraction. Mariana Mazzucato argues that the increasingly blurry distinction between the two categories has allowed certain actors in the economy to portray themselves as value creators, while in reality they are just moving around existing value or, even worse, destroying it. The book uses case studies-from Silicon Valley to the financial sector to big pharma-to show how the foggy notions of value create confusion between rents and profits, reward extractors and creators, and distort the measurements of growth and GDP. She is winner of the 2014 New Statesman SPERI Prize in Political Economy, the 2015 Hans-Matthöfer-Preis, and the 2018 Leontief Prize for Advancing the Frontiers of Economic Thought. She was named as one of the ‘3 most important thinkers about innovation‘ by the New Republic.
