This week the contemporary impressionist Anne Blair Brown. Her work centers on intimate scenes inspired by local surroundings as well as travel in the US and abroad. She says: “My artwork starts in reality and evolves through my imagination. As an impressionist, I believe in a painting process that enables me to tap into my creativity rather than trying to copy and perfect. My goal is to invite you, the viewer, to connect to the painting such that you personalize the experience and use your own imagination to complete the story.” Anne was born in North Kingstown, Rhode Island and at the age of four her family moved to Tennessee. Her mother is Rachel Blair, a licensed clinical social worker and caterer, and her father James Brown is a financial advisor. She is the youngest of three children, she has an older brother and sister. Anne attended Saint Henry School and The Harpeth Hall School in Nashville followed by the University of Georgia, and Watkins College of Art & Design, Nashville where she earned an Associate Degree. She began teaching art some 25 years ago and offers online courses and workshops for painters of all skill levels. Her in-person sessions take place at Bluebird Hill Retreat in Santa Fe, TN. Anne lives in Nashville, TN with her husband the impressionist & abstract artist, Trey Finney. We discuss what he did, what he learned and what he wished had turned out differently. Talking Points:The book starts with the ERM crisis.This was the start of a story that arguably runs through Brexit.Jeremy told David Cameron that he would need to address immigration with Europe, but he knew that this would be difficult.Blair had a huge parliamentary majority; this meant he could do many of the things that Jeremy wanted to see done.Jeremy was positive about how much had been achieved, particularly in public services.Progress was more difficult under Brown. The financial crisis created enormous strain.Jeremy and Gordon Brown worked very closely together on the financial crisis.During political transitions, all the ‘in-flight’ initiatives pause. Any one of them may or may not land as you previously expected.As a civil servant, you also have to be able to switch your personal loyalties.The change in style between governments can be significant. New administrations come in with a new language, a new tone.Civil servants have to keep the show on the road, and also adapt.At what point do civil servants have to swallow their personal objections and get on with things? Anne Blair Brown describes herself as a contemporary impressionist. She is drawn to impressionism because it is an interpretation of a moment in time. Light is the subject of her paintings. The light that imbues her paintings radiates a feeling of warmth. Light glows in an open doorway, shadows accentuate warm afternoon sunlight, and, dapples of light dance upon a picnic table in the summer shade of an old oak tree. Anne's play of light is found in her rural and urban landscapes, her figurative work, and her intimate interior spaces. As you peer into Anne’s paintings, you begin to sense it as if it were your own memory. Her broken brushstrokes begin a story that only you as the viewer can complete. The sense of place and memory Anne suggests in her beautiful paintings becomes your story. In this edition of the Artful Painter, Anne freely shares her thoughts on her process of creating light-filled, impressionistic paintings. Paul Johnson, the director of the widely-respected independent Institute for Fiscal Studies, has been looking at the latest projections for how much the government will spend in the next five years and how much revenue it will receive. Despite the recent announcement of further cuts in spending, tax rises look difficult to avoid. Paul explores the reasons for this gap in the budget and asks what taxes could help to fill it. With tax avoidance and evasion now at the top of world leaders' agendas, he asks if the increasingly tax-averse companies sector can be made to pay more and how much the rich and wealthy could contribute. He also considers the taxation of our houses and pensions and whether more will be taken from them. Then he focuses on the three levies which contribute the lion's share of government revenue - income tax, national insurance and VAT - and, with politicians, economists and tax experts, finds out how much we are all - young and old, better and worse off - likely to pay. He also drops in on a young family in Norfolk to discover what taxpaying voters think of the choices and what they will be expected to pay.
