In-N-Out, the California burger chain that became a flashpoint in the larger public discourse surrounding COVID-19 vaccination mandates, has apparently agreed to comply with Contra Costa County's health order requiring restaurants to screen customers for proof of vaccination for indoor dining. Puerto Rico is the most vaccinated place in America, according to data from the U.S. Centers for Disease Control and Prevention. More than 73% of its 3.3 million citizens are fully vaccinated, beating several states like Vermont and Connecticut with high vaccination rates. “You can't look out on the water in any direction without seeing ships of different sizes from all over the world,” said John Kindred, a long-time resident of Long Beach, California. “It's like watching an invasion before it starts, only they're not war ships and they're not attacking. On Friday, Oregon Gov. Kate Brown officially put fifteen counties into what's known as the “extreme risk” category. That means a return to stricter capacity limits on places like movie theaters and gyms — and a complete ban on indoor dining.It affects counties where some of the biggest cities in the state are located, including Portland, Eugene, Salem, Bend, and Medford. We hear what this means for three restaurant owners: Betsy McDonald of The Lemon Tree, Carlo Lamagna of Magna, and Valarie Rachelle of the Oregon Cabaret Theatre.
Now that Oregon's most populous counties can resume indoor dining, many restaurants are facing a new set of choices. On Tuesday, we heard from Riane Welch, co-owner of Boxwood Kitchen, about their decision to reopen indoor dining. Today, we hear from Eric Nelson, co-owner of Eem, a Thai barbecue and cocktail restaurant in North Portland that is choosing to stick with takeout and outdoor dining for the foreseeable future.
With the Oregon ban on indoor dining lifted, many restaurants are working hard to attract customers inside while minimizing the risk of exposure to the coronavirus. In Bend, Riane Welch and her fiancé are reopening their Boxwood Kitchen dining room. The small restaurant, like many others in the state, has struggled to stay afloat over the last year, trying everything from takeout and delivery to maximizing outdoor seating. Nevertheless, it has had to close for extended periods since the pandemic shutdowns began in March 2020. Riane Welch tells us about how the first weekend of indoor dining went and what she's planning for the future.

New York City restaurants were given the green light to reopen at 25% capacity for indoor dining on September 30th. In this episode, we check in with operators to consider the many logistical factors that have compounded with policy to determine if and how they have made indoor dining work for their establishments. This includes considering the size and layout of the space a restaurant has access to, their staffing capacity, sanitation procedures, and the attitude of their customers.
