The intractable rate of violent crime is certainly one of our city's most pressing problems, and the Mayor has said repeatedly it is his highest priority. Yesterday, the Mayor announced his “Action Plan” for the next three years. He made no mention of the fact that he has yet to reach his goal of a 15% annual reduction in homicides.Today on Midday, a discussion of what many view as another public safety issue: what to do about Squeegee Kids.It's an issue that strikes people viscerally, and it often divides along racial lines.Squeegee Kids or Squeegee workers or Squeegee people, or Squeegee whatever you want to call them, have been an on and off topic that has preoccupied people at various times over the last 40 years. Before we begin our conversation, a little background: In 1985, then-police Commissioner Bishop L. Robinson advocated for a bill that would make windshield washing on the street illegal, and subject to a $50 fine for offenders over the age of 18. The City Council passed that bill, divided along racial lines. A subsequent version of the bill that included training on safety and courtesy to drivers, IDs, uniforms, and designated areas for offering squeegee services was signed into law by Mayor William Donald Schaefer.The rationale was one of public safety. A year after the bill passed, a young boy named Howard Bradshaw was hit by a truck and killed on Maryland Avenue while squeegeeing.For years, the supposed prohibition about squeegeeing has largely been ignored. In 2017, then-Mayor Catherine Pugh formed the “Squeegee Corps,” an initiative that was similar to the 1985 iteration. It lasted less than a year. Mayor Jack Young announced another program in 2019. I spoke about it on Midday with Tisha Edwards, who was at the time, the director of the Mayor's Office of Children and Family Success. She said the aim of that program was to eliminate squeegeeing, which she described as panhandling. This year, two days before Thanksgiving, Mayor Brandon Scott announced his plan to address the Squeegee issue. It is a 90-day plan in which the city will "intensify its outreach and engagement efforts." A statement announcing the plan said, “Mayor Scott will launch a Boys and Men of Color Cabinet that will engage academic, business, and community partners to build a comprehensive strategy for connecting the City's disconnected boys and men of color to opportunity. The new strategic framework will be presented to the public in early 2022.” Former Democratic State Senator Jim Brochin represented Baltimore County in the MD Senate from 2003-2019. Now an insurance broker in Cockeysville, Sen. Brochin co-founded and co-directs Fair Maps Maryland, a group that supports Gov. Hogan's redistricting recommendations. Recently, he called for residents of Baltimore County to boycott the city until it acts to remove squeegee kids from its streets. Midday invited Sen. Brochin to the program today to explain his position. We asked more than a half-dozen members of the Scott administration to appear on this program to talk about it too, and they declined. Our guess is that they're listening right now. The offer to have someone from the administration explain the Mayor's proposal still stands. Give us a call. Yesterday, during nearly three and a half hours of raw, emotional, and often irate testimony, four police officers who were on the front lines of the January 6th battle with pro-Trump rioters at the US Capitol gave the House Select Committee investigating the insurrection detailed accounts of their harrowing experiences on that fateful day. Their remarks were punctuated by video montages that demonstrated the unrelenting and vicious violence that greatly outnumbered law enforcement personnel encountered. The videos showed an unhinged crowd that was brutal and relentless in their attack, animated by their belief in the fiction that the election of Joe Biden was illegitimate. Officer Harry Dunn repeated, verbatim and unfiltered, the hateful, racist vitriol that the rioters spewed at him. Tom begins the conversation today with analysis by Luke Broadwater, a longtime friend of Midday who covers Congress for The New York Times.In 2019, as a reporter for the Baltimore Sun, Luke broke the story of the Healthy Holly scandal, which led to former Mayor Catherine Pugh and others being sent to prison. Luke and his Sun colleagues won the Pulitzer Prize and a George Polk Award for their reporting of that story. Luke Broadwater joins us on our digital line from his home in Columbia, Maryland. Brandon was elected President of the City Council by his fellow council members last year when then Council President Jack Young became Mayor after Catherine Pugh’s fall from grace. He was first elected to the Council in 2011 to represent the 2nd District. Before that, he worked in the office of then Council President Stephanie Rawlings Blake as her representative in Northeast Baltimore. In 2018, Jim Shea picked Mr. Scott as his running mate in their unsuccessful bid in the Democratic Gubernatorial primary. Council President Scott fended off a crowded field of challengers for his party’s nomination, including former mayor Shelia Dixon. Brandon Scott is 36 years old. He grew up in Park Heights, where his parents and family still live. He lives in the Frankford neighborhood in North East Baltimore.

What is a 'safe space' and who gets to decide whether or not it's safe? How is systemic racism perpetuated by trauma and also the cause of trauma - not only for Black people but also white people? In this series on social disparities, Dr. Jill Wener, a board-certified Internal Medicine specialist, meditation expert, and tapping practitioner, interviews experts in multiple fields relating to social justice and anti-racism. In this video, Jill interviews Bianca Wilson, anti-racism activist and co-founder of Say Space, a Diversity and Inclusion consultancy. Bianca shares her personal and professional journey from working at a well-known advertising agency to leaving corporate America and co-founding a Diversity and Inclusion consultancy. She discusses terms such as 'safe space' and 'unconscious bias' and how they can be fraught (and cause more racial trauma) for Black people when not applied in a trauma-sensitive way. Bianca talked about the inter-generational trauma that white people have experienced (the "dirty pain" of white trauma), which has both led to and perpetuated systemic racism, and the need to truly heal the trauma from systemic racism for both Black and white people in order to end systemic racism. Baltimoreans, sadly, know public corruption all too well. In the past decade, two of our mayors, Sheila Dixon and Catherine Pugh, have resigned amid corruption scandals. Ms. Pugh, a former police commissioner and several members of the Maryland legislature have been sentenced to prison terms. My next guest is the city’s top crusader against corruption. Isabel Mercedes Cumming is Baltimore’s inspector general. Before taking on that role 18 months ago, she served as Assistant Inspector General of Investigations for the Washington Metropolitan Area Transit Authority, where she oversaw 200 investigations in six years. She is the first woman to serve as the city’s top watchdog. Inspector General Cumming joins us from City Hall via Zoom.

Tom's guest is former Baltimore City Mayor Sheila Dixon, who is in a crowded field of Democrats running for the office she held from 2007 to 2010. Ms. Dixon represented the 4th District on the City Council for 12 years in the late '80s and '90s. She served as president of the City Council from 1999 until January 2007, when she became mayor after Martin O’Malley became governor. She was elected to continue later that year. In 2010, she resigned following a conviction for embezzlement and an Alford plea in a separate case in which she was charged with perjury. She ran for mayor again in 2016. She narrowly lost the Democratic primary to Catherine Pugh, and she garnered more than 51,000 votes in the general election as a write-in candidate.

It's another edition of our series of Conversations with the Candidates, and Tom's guest today is the Mayor of Baltimore, Bernard C. "Jack" Young, a veteran city lawmaker and former City Council President who stepped into the mayor’s job about a year ago when Catherine Pugh resigned. Mayor Young has spent years in City Government, and the year he has spent as the Mayor has been eventful, to say the least. It began with a crippling ransomware attack on the city’s computer system and now, of course, the city is dealing with an unprecedented global pandemic. More than 2,800 city residents have been infected with the Coronavirus. Nearly 150 Baltimoreans have died from COVID 19. And, the longstanding problem of violence on city streets remains. More than 92 people have been victims of homicide so far this year. Now, even as he leads the City's battle against the COVID-19 pandemic, Mayor Young is campaigning to keep his job, as one of nearly two dozen mayoral candidates competing in the upcoming Democratic primary election. The primary will be held mostly by mail. Only four in-person voting centers will be open on June 2nd, for people who are not able to vote by mail. The Pulitzer Prize is journalism’s most prestigious award. Yesterday, the Pulitzer committee announced that our local paper, the Baltimore Sun, won the 2020 Pulitzer for Local Reporting. Its series of reports on the Healthy Holly scandal, which began in March of 2019, were described by the Pulitzer judges as “illuminating and insightful.” The Sun’s reporting led to the conviction and upcoming imprisonment of former Baltimore Mayor Catherine Pugh, and to some significant anti-corruption legislative reforms. Tom's first guest today is one of the reporters on the Sun team. Luke Broadwater, who currently serves as the paper's State House reporter, broke the story about former Mayor Catherine Pugh’s financial relationship with the Board of Directors of the University of Maryland Medical System, and similar relationships the board had with other members. Former Baltimore mayor Catherine Pugh walked out of a federal courtroom yesterday with a three-year sentence -- after more than seven years of defrauding entities with business before the city and the state while she was a Senator and the Mayor, and evading the taxes she owed from the profits of that fraud. She was also ordered to pay nearly $700,000 in restitution and forfeitures. US District Judge Deborah K. Chasanow announced the sentence to a hushed courtroom in downtown Baltimore after hearing from prosecutors, who argued Pugh should serve nearly five years, and Pugh’s attorneys, who suggested that a sentence of a year and a day was appropriate. The court allowed Pugh a little time to put her affairs in order, before she reports to federal prison. For a legal analysis of the Pugh sentencing, Tom is joined in the studio by Baltimore attorney Steven Levin, a partner at the firm of Rosenberg Martin Greenberg and a former federal prosecutor with the US Attorney’s Office for the District of Maryland; and Ronald Weich. He’s the Dean of the University of Baltimore School of Law. Mr. Weich also had an extensive career in government, serving as an assistant US Attorney General during the Obama administration and as chief counsel to Senator Ted Kennedy and Senate Majority Leader Harry Reid. It's Thursday, and time for another of theater critic J. Wynn Rousuck's weekly reviews of the Maryland stage. Today, she talks with Tom about Purlie, the 1970 Broadway musical hit that's getting a spirited revival at Arena Players, the oldest continually performing and historically African-American theater community in Baltimore. Set in the segregated, Jim Crow-era American South, Purlie tells the story of a charismatic traveling preacher named Purlie Victorious Judson, who returns to his small Georgia town in the hope of saving Big Bethel, the community's church, and free the indentured black cotton pickers who work on oppressive Ol' Cap'n Cotchipee's plantation. Purlie - which earned five Tony Awards, including for Best Musical, credits its book to veteran stage and screen actor Ossie Davis, Philip Rose and Peter Udell, with lyrics by Udell and music by Gary Geld. The musical was based closely on Davis's 1961 Broadway play, Purlie Victorious, which was adapted in 1963 into the film Gone Are the Days! The movie version featured many of the play's Broadway cast, including Davis, Ruby Dee, Alan Alda, Beah Richards, Godfrey Cambridge, and Sorrell Booke. Directed at Arena Players by Troy Burton, with musical direction by Tevin Brown, Purlie stars Antoine Williams in the title role, along with Stacey Saunders as Lutiebelle and Katrina Jones as Missy. The cast also includes Nate Couser, Xander Golden, Wanda Tyler, Lisa Wooten, Zolita Lester and Michael Barrett. Today, we continue our series of Conversations with the Candidates with people who are running to be the next Mayor of Baltimore City. Tom's guest is City Council President Brandon Scott. Mr. Scott was elected President of the City Council by his fellow members eight months ago, when then Council President Jack Young became Mayor after Catherine Pugh’s fall from grace. As the chair of the Council's Public Safety Committee from 2016 until last year, Mr. Scott has been an advocate for the reform of the city police department and a holistic approach to crime reduction. If elected Mayor, Mr. Scott says he will aim to reduce homicides in Baltimore by 15%, in each year of his term in office. That would bring the number of annual murders to below 300 by December of 2021. He was first elected to the Council to represent the 2nd District in 2011. Prior to that, his work experience included working in the office of then-Council President Stephanie Rawlings Blake as her representative in Northeast Baltimore. In 2018, Jim Shea picked Scott as his running mate in their unsuccessful bid in the Democratic Gubernatorial primary. A lifelong resident of Baltimore, he’s a graduate of Mervo High School and St. Mary’s College. He is 35 years old and single. This conversation was live-streamed on WYPR's Facebook page. Tom's guest today is the City Solicitor of Baltimore, Andre M. Davis. Mr. Davis served for more than 30 years as a judge -- on the Court of Appeals for the 4th Circuit, the US District Court, the Circuit Court for Baltimore City and the State District Court. The City Solicitor -- a member of the Mayor's Cabinet and the head of the City Law Department -- oversees a staff of more than 100 lawyers, and serves as one of five members of the Board of Estimates, the municipal spending authority. Judge Davis was appointed to the position of Solicitor by former Mayor Catherine Pugh, who resigned from office last spring, and who pleaded guilty yesterday to four of 11 counts in an indictment that was unsealed the day before.
