Foundations of Amateur Radio Recently I explored the nature of amateur radio emergency response. I received a few replies providing an insight into the on the ground reality and it encouraged me to dig into this a little more. I'll start with some context. Early in my amateur adventures I became aware of the Wireless Institute of Australia's efforts in encouraging people to become familiar with emergency procedures. It introduced a course titled "Introduction to Public Safety Training for Radio Amateurs", specifically to achieve a Certificate II in Public Safety. I dutifully downloaded the materials, went to my local office supply store and had the documents printed out. The bill was hundreds of dollars as I recall, as much as I paid for my new FT-857d, because the dozens of PDF documents had little colour logos scattered throughout, because of course they did. After getting over the bill shock, I discovered that you could only do this course if you had an advanced amateur license. Not that this requirement makes any sense, since you're not operating on amateur radio frequencies or using amateur radio equipment, but I digress. To add insult to injury, today I dug up that 2011 manual, well, one of the four volumes sitting on my shelf, and discovered that for example, the module for "Communication in the Workplace" is actually a standard training module offered throughout Australia. In other words, the Wireless Institute's attempt at linking amateur radio to emergency response was a set of training modules that made you into an Emergency Communications Officer with, I might add, no guarantee of engagement by your local emergency service. As far as I can tell, this is no longer offered but the evidence shows that it continues to shape amateur radio emergency policy a decade and a half later. I set out to discover if things had improved, starting with a search for "WICEN procedures", WICEN being the Wireless Institute Civil Emergency Network, the equivalent of ARES, the Amateur Radio Emergency Service in the United States, RAYNET, Radio Amateurs Emergency Network in the United Kingdom, DARES, Dutch Amateur Radio Emergency Service and many others. I was pleasantly surprised to find many pages with results. Less pleasant was to discover that many, if not most of them, hadn't been updated since 2011, that's if they were dated at all. As an aside, dating this kind of information is in my opinion crucial. A list of repeater frequencies is absolutely irrelevant if it's more than a year old, but if the information has no date, you have no idea if you're dealing with a current list or one written when Netscape was still in business. For example, the WICEN Tasmania (South) website has lots of information, but there's absolutely no indication of how old it is, unless you take the "Adobe Flash Player is no longer supported" in the header as a sign that it was last updated before 2017 when Flash was depreciated. Their "Equine Endurance Ride Tracking" has a version number, but no indication of when it was updated. I did find a Voice Procedure Training Module dated 16 June 2011, so that's something. Lest you think I'm picking on Tasmania, WICEN Victoria has plenty of information, all dated 2011, well, apart from the 1994 and 1998 manuals. WICEN Bundaberg has information, at least some of it dated, but published in August 2012. WICEN WA has a snazzy website which contains the outlines of something, but it's unclear where it's at and their homepage states that it's in a "rebuilding phase". I'll note that the main wicen.org.au domain links to eight WICEN organisations, but the list is nascent at best and while it serves as the Australian WICEN landing page, it has no other information. Not even the Wireless Institute itself provides a full list of its own WICEN affiliated clubs and associations. Age and accuracy aside, one thing all these results appear to have in common is the unstated burning desire to become official Emergency Communications Officers, with instructions on pro-words, standard phrases, voice procedures and integration with the rest of the official Emergency Communication community. While I get that this was the Wireless Institute aim back in 2011, is that still relevant today? Is being a radio amateur the starting point for becoming an operator in an emergency radio bunker, or is that a parallel path that radio amateurs might take? Let me be explicit here. Are we as radio amateurs best suited to train other radio amateurs to become certified State Emergency Service volunteers, or should we join the local SES and participate in their training? It goes back to the underlying premise and its current implementation, such as it is, amateur radio's attempt at claiming an emergency communications role in order to justify its use of radio spectrum. Don't get me wrong. I have no beef with providing emergency communications, but effectiveness is important. Volunteer hours are a strictly limited resource and it seems to me that the path we've been on since at least 2011 is attempting to duplicate an existing system with, I suspect, very limited real world application. So, what should we do about it? Although it's incomplete, undated and without version numbers, the WICEN WA website has a list of how emergency communications are activated, who does what and when and in which order. That's the only place I've ever seen such a list. It's a start. It appears that some parts of WICEN are attempting to roll out a permanent HF data network. The choice of band is curious, 80m, a band not known for local communications, daytime communications, or small and easily deployable antennas, ask any portable operator. In contrast, the Philippine Amateur Radio Emergency Data Network, PAREDN or DX1PRD, uses 2m and 70cm for most of its network which also has an active status dashboard, something which I have yet to discover anywhere in Australia. Within the various emergency systems across the globe, two proprietary tools seem to have taken hold, Winlink and VARA. The first providing a mechanism for message exchange with an associated global network of receivers, the latter a way of transmitting it across radio. Together they claim to provide the basics of a parallel Internet for "when the Internet goes down, mobile phone networks fail or natural disasters isolate communities". Frankly, bandwidth considerations alone will reveal that it's the same kind of absurd claim that the ARRL made famous: "When all else fails" The tools, Winlink and VARA, are claimed to be cross-platform, but all links supplied by WICEN sites I found are for Windows only, closed source, or worse, stuck behind a user account login. There are efforts underway for open source replacements for both VARA and Winlink, according to GitHub both replacement projects started in 2023, but this software is in active development and I see little evidence of wide adoption of either at this stage, that's not to say it won't be, just that it isn't yet. As soon as the proprietary tools change protocol, these projects will stop working until the new protocol has been reverse engineered. Hardly a recipe for robustness. In case you think this is a new effort, the WICEN Victoria website has Winlink presentations as recent as 2012. I'll leave you to contemplate if any of this makes sense. Unrelated, I'm recovering from a cold and some wondered recently if I was experimenting with voice cloning. It's a question that's been put to me in other forms as well, several people over the years articulating that they thought I was a bot. Let me point out that the whole point of my contribution here is to learn, document and share it with you. If I used Assumed Intelligence, or AI, and Unsupervised Text Extruders, or LLMs to do that, there's no learning for me and subsequently no reason for spending time with you. As an aside, I tend to use "my cat" as a phrase to replace any instance of OpenAI, Anthropic, Claude, ChatGPT, Gemini and Co-pilot and based on the growing list of companies focused on this, I find it helps retain my sanity. I'll leave you with a question. While the WIA claims that WICEN is "totally independent from the WIA", even though it obviously has its fingerprints all over it, who is running this show and perhaps more importantly, who is helping? We open the show on a wiffle ball game in the backyard. Adam's pitching. Jude's at the plate — right-handed, like always. Adam throws a sinker. Jude cranks it. Home run. On dad. In front of the whole family. Adam shakes it off, gets ready to deliver some justice on the next at-bat… and Jude steps over to the left side of the plate. "Jude, what are you doing?" "Dad. Just pitch the ball." Brushback pitch. Second swing — gone. Out of the park. Left-handed. Turns out Jude found out earlier that day he can bat from either side and forgot to mention it. Adam took it like a man — somewhere between humiliated and proud. Dave's response: this is why he still brushes his teeth left-handed. To stay coordinated. (Adam also has four cavities. Unrelated.)This week we're sipping Laphroaig Càirdeas 2024 — Triple Wood & PX Casks. Aged ten years in ex-bourbon and quarter casks, finished in Pedro Ximénez sherry casks. 52.4% ABV. Dark cherry-amber in the glass — uncharacteristic for an Islay. The classic peat smoke is there, then it opens into ginger, fruit, sherry sweetness. Càirdeas means friendship in Gaelic, which is exactly where the episode is headed. About $130-$140. Limited release, every year a little different.Mary update: she's off the paralysis medicine. Still heavily sedated, but her eyes are open. She's looking around. Oxygen, blood pressure, heart rate — all trending in the right direction. More good days than bad right now. Adam and Lady Haylee are grateful. Keep them in your prayers.Then we get into it: spiritual friendship, through St. Aelred of Rievaulx — the 12th-century Cistercian abbot whose book Spiritual Friendship is basically the Catholic doctrine on what a real friend is. He opens it with this line: "Here we are, you and I, and I hope that Christ makes a third with us." That's the whole thing.Adam walks through the bell curve of zeal every man hits when he starts taking his faith seriously. Phase one: you read everything, you want to tell everybody, you should start a podcast. Phase two: you realize you know almost nothing and you go quiet. Phase three is where Aelred meets you — somewhere between "let me lecture you" and "I'm not qualified to say anything." The answer isn't to forfeit the zeal. It's to ground it in humility. You don't have the answers because you are not the answer. Christ is. But you do have your own experience, and what He's done in your life is yours to share.Aelred's rules for friendship cut right through the noise. Spiritual friendship is not a teacher-student relationship — both men give, both men receive. Don't sacrifice your own vocation to be a "spiritual father" to someone else. When you meet, it's not the depth of the conversation that matters most, it's the consistency. And the cheat-code question for getting under the surface: how's your prayer life? Try that on a buddy this week and see what happens.We close on Aristotle and the Eucharist. Nicomachean Ethics lays out hierarchies of friendship — friendship of utility, of pleasure, of virtue — but you can't be an authentic friend if you don't first know the good. And the good, ultimately, is Christ in the Eucharist. If the man you call your friend doesn't live a Eucharistic life, you may have a buddy. You don't yet have a spiritual friend. Make one. Be one. My guest today is friend of the pod Blake Smith We talk mostly about Blake's recent essay for Colossus magazine, “The Education of the Broligarchy,” which is about what we can learn about the tech elite from what's become known as the Silicon Valley Canon, a widely shared list of books that all aspiring tech overlords should read. .Unrelated to that, I want to share an exchange I had on Substack notes with Vladislav Davidzon, an Eastern European Jewish writer now based in the US. It began when I posted this note. I don't really get the logic of Trump's decision to invade. Even if it goes amazingly well, even if a mature liberal democracy magically coalesces in the aftermath, there's no real constituency for that in the U.S. No one will care in nine months much less two years and nine months.His response: “You really are this clueless??”What's amusing to me in retrospect is that I genuinely didn't know which way he was going to go with this, given the dizzying array of theories about the motives for this war and the fact that you can't even predict, in this case, what someone will say from knowing which side of things they're on. Is it oil? Israel? Epstein? Dementia? Was it the frictionlessness of the operation in Venezuela?I'd already seen all of these theories, and more, all of them always offered with utter confidence, and I didn't know which one Davidzon would proffer. The answer was none of them. He sent to me a piece on Tablet by Park MacDougald that was an (utterly deranged, from my perspective) argument that the attack was a carefully calibrated action that followed organically from the very well thought through theory that Trump hold of US foreign policy in the middle east, “an overdue correction to decades of a flawed U.S. Iran policy instigated by Barack Obama that transformed the globe into a more dangerous and more unstable place than it has to be.”I said in response that this seemed deranged to me, given what we know about Trump's psyche, and Davidzon's response was this:You seem to be deeply integrated into a fanatical worldview - so it seems like a waste of time to engage with that- Trump derangement syndrome is as real as much as he skillfully and sardonically ratchets it up to make the people maddened by him froth at the mouth and attack him - however - Trump - whatever his other failures may be - is a radically perceptive and intuitive about power relations. He has brutal and unsentimental and predatory and often correct judgments of power relations. He is a savage bruiser and that approach is very well matched to the way that things operate in the Middle East.I recount all this not to try to dunk on Davidzon, but to reflect on the fact that 23 years ago I supported the war in Iraq.I was 26 at the time, and wasn't publishing, so I had the good fortune not be to responsible, even in the tiniest measure, for pushing us towards that terrible mistake. But my reasoned conclusion was that on balance it was a good idea. And I say “reasoned conclusion” earnestly, because even though it was a dumb thing to believe, I really did think it through in a fairly rational way. Doing something to upset the cruel status quo over, I concluded, was better than just tolerating or propping it up, as we'd seemed to cynically be doing for so long. Even rolling the dice had to be better than leaving Hussein in power, right? Right.Every war is its own thing, and I genuinely hope that somehow this war makes things better for the Iranian people, and the world, somehow. Maybe Davidzon sees things more clearly than I do. I doubt it in this case, but it's always possible.My point is that I continue to be amazed at how radically differently people who are smart and not overtly crazy can view the same set of facts.I find it fantastical that anyone could look at Donald Trump at this point and see what MacDougald and Davidzon see, which is someone capable of acting strategically in any way, even a brute intuitive way. Davidzon finds it “fanatical” that I view Trump this way, as a captive of his own broken psyche; this is evidence of my Trump Derangement Syndrome.There isn't a set of algorithms we can run this kind of dispute through in order to resolve who is right and who is wrong. What we can do, I think, is continue to put our ideas and premises and prejudices in genuine conversation with other people who see the world differently than we do. My experience has been that if this process is undertaken earnestly and openly, it tends to move one toward greater self-knowledge and wisdom. Which doesn't, to be clear, miraculously enable one to arrive at the right answer on thorny questions. But just the fact that there's a thing we can do, a process we can engage in, that will reliably move us toward greater self-knowledge and wisdom is pretty damned miraculous in its own right.In that spirit, hope you enjoy this conversation with Blake. CATASTROPHIC PLANE CRASH OCCURS AT LOUISVILLE AIRPORT.// -----BEGIN TEARLINE------HomeFront-New York: Overnight and throughout the day, several explosive threats have emerged in New York City. Early this morning an explosive device was discovered in Manhattan, in the vicinity of West 13th Street and 6th Avenue. Public transit was halted for a few hours near the IED site, and the device was eventually rendered safe. No further information has been provided, but some reports suggest this was a false alarm.Otherwise, several bomb threats were called in to polling places around the city as the hotly-contested Mayoral election began this morning. Many different bomb threats were called in throughout New York and New Jersey, prompting the evacuation of polling places. Unrelated to the bomb threats, electronic voting machines went down in Cumberland County, New Jersey, which caused further complications on election day.Washington D.C. - This morning the White House addressed the recent court ruling on the SNAP program by stating that SNAP benefits will not be paid out until the government shutdown ends and funding is allocated for the program.Kentucky: This afternoon a catastrophic plane crash was reported at the Muhammad Ali International Airport in Louisville. A large shelter in place order was issued following the crash of a UPS aircraft shortly after takeoff.Analyst Comment: At the time of this report this is a developing situation, however this looks to be an extremely devastating crash. More details will come to light later on concerning casualties; right now the debris field is still on fire due to the aircraft being fully laden with fuel on takeoff. Initial reports from eyewitnesses on the ground indicate the port side engine was on fire as the aircraft was beginning to rotate, and by the time the aircraft had reached the end of the runway most of the left wing was engulfed in flame.-----END TEARLINE-----Analyst Comments: Overnight, a data breach of communications pertaining to the Huntingdon train stabbing attack was reported. An unnamed official in the Prime Minister's staff accidentally CC'd a journalist in an email chain that included emails containing unreleased details on the stabbing.In short, nothing particularly surprising was leaked. This error occurred due to the journalist having the same name as the person who the email was originally intended for, thus the mix-up. Perhaps the most interesting detail is that this leak highlights the stories that are being told even amongst government agencies. For instance, the non-public information that was leaked from the emails stated that the suspect (Anthony Williams) was not known to any authorities. This is interesting, because it points out that there is a bit of a communication foul up. The British Transport Police (BTP) had indeed identified Williams by name from his stabbing attack at the Pontoon Dock Station, and were actively looking for him in the day leading up to the train stabbing. At bare minimum this leak indicates that (at least in this case) no counterterrorism agencies were involved in the stabbing spree investigation that the BTP were actively pursuing at the time of the train attack.The attacker had gone on a stabbing spree for two full days prior to the train attack...three separate stabbing attacks occurred, but agencies were not talking to each other. Nor did any agency treat this stabbing spree as a series of connected attacks all perpetrated by the same person. This helps to explain the context of the leaked emails; the reason that Williams is "not known to police" is because counterterrorism agencies did not investigate his three prior st

In September of 2021 a suspect involved in a carjacking and attempted homicide led police in a vehicle pursuit that ended in a car crash in Farmington Utah.  The suspect fled on foot across Interstate 15 into a residential neighborhood prompting patrol officers to establish a perimeter and begin a search with a K9 unit.  During the search a single gunshot was heard,  South Davis Metropolitan SWAT and North Davis Metropolitan SWAT were both activated to conduct a house -to-house search. Operators discovered a bullet hole in a residence window, and shortly after, a male exited nearby home in a vehicle. He was stopped and informed operators that his family was being held hostage and that the suspect had sent him to check for police. As operators moved toward the residence, a juvenile female escaped through a window. Debriefing the father and daughter, it became clear that three more hostages remained inside the home with an armed suspect. Negotiated side and a handgun was recovered next to his body. My guest today is Lieutenant Andrew Smith. Andrew began his law enforcement career with the Utah Highway Patrol in 2008. In 2011, he left the highway and began working for the West Bountiful Police Department. He joined the South Davis Metropolitan SWAT team in 2012 and eventually moved to the Bountiful City Police Department in 2013, where he worked his way through various assignments and promoted to the rank of lieutenant and team commander of the South Davis Metropolitan SWAT team. Anders held numerous leadership positions in the department, including FTO, lead scout, entry team member, and assistant team leader, and is currently the South Davis Metropolitan SWAT team commander.
