During an interview on “Think Out Loud” last month, Portland Mayor-elect Keith Wilson said that he was “an admirer” of Interim City Administrator Michael Jordan when describing whom he would want to hire to oversee the day-to-day operations of city bureaus. Outgoing Mayor Ted Wheeler announced Jordan’s appointment in May as part of the voter-approved changes to Portland’s new form of governance and elections using ranked choice voting.  Jordan’s contract was set to expire on June 30, 2025 to ease the transition from one administration to the next. But Jordan will now stay on through at least the end of next year, according to reporting by The Oregonian. Jordan joins us to talk about the transition and his priorities amid a grim financial outlook for the city’s finances and its departments.

Jules Bailey is a former Oregon State Representative and former Multnomah County Commissioner. He currently serves as the President and CEO of the Oregon Beverage Recycling Cooperative (OBRC). Bailey ran for Portland Mayor in 2016 and remains a civic leader through his role at OBRC and as board chair for the Oregon League of Conservation Voters and a board member for the Portland Business Alliance.    In this episode, we talk about why he ran for office and his time in the legislature (and some of his colleagues at the time, including Arnie Roblan and Peter Buckley). We cover his stint as a Commissioner (including the challenges/limitations of that role) and why he decided to run for Mayor of Portland in 2016 against Ted Wheeler. PORTLAND, Ore. — Portland Mayor Ted Wheeler is asking Oregon Governor-elect Tina Kotek and the state legislature to help address what he sees as the city's biggest crises during the upcoming legislative session.Wheeler shared his list of priorities with Kotek during a meeting Tuesday. Among them, Wheeler lists the city's homelessness crisis, traffic enforcement, civil commitment and mental health care changes, a shortage of public defense attorneys, and further needs in housing, policing and health care.At the top of his wish list, which KGW received following a records request Wednesday, Wheeler asked Kotek to declare a state of emergency on the homelessness crisis in Oregon.He said this declaration would allow Portland to use emergency management or disaster resources, including using the National Guard to help set up the designated camping sites outlined in his own plan for the city.Wheeler first introduced his plan in October to ban street camping and move homeless people to three large tent encampments. Portland Mayor Ted Wheeler wants it to be easier to force people living on the streets into hospitals — even if they have not committed a crime.“When I see people walking through the elements without appropriate attire, often naked, they are freezing to death, they are exposed to the elements … I don't even know if they know where they are or who they are,” Wheeler told a room full of business owners recently, “They need help and they need compassion.”Wheeler's comments came at a meeting to discuss crime in Portland's Central Eastside. The mayor held the forum after the owner of Portland's well-known ice cream brand Salt & Straw threatened to leave the city and amid his own effort to get tougher on public camping. He was asked directly at the forum whether he would support hospitalizing more people involuntarily.Wheeler prepped the audience, saying he would be “resoundingly excoriated” for his comments.But, yes, he continued, he believes it's time to consider lowering the threshold for civil commitments and force the city's most vulnerable to get mental health help against their will. Right now, a person can only be civilly committed by a judge's order and if they pose an urgent danger to themselves or others and are unable to care for their basic needs.The audience applauded the mayor's call, a striking response in a city that has historically prided itself on its compassionate and empathetic approach to helping the unhoused and those struggling with addiction and mental health issues.“We are in the middle of a shift from where the majority of people who were once sympathetic to the homeless are now angry,” said Jason Renaud, with the Mental Health Association of Portland. “And people are angry at the homeless and blame them. It's a shift that comes from the county, the city and the state not doing anything about this problem, to the point where people get mad.”Wheeler's plan to tackle the growing crisis on the streets includes a “90-day reset” in the industrial eastside of the city, which would boost the number of law enforcement in the area and likely result in more homeless camp sweeps. Bud Clark was best known as the owner of the Goose Hollow Inn when he ran for mayor in 1984 with the slogan “Bud Clark is serious.” Shocking many in the Portland political establishment, he won the primary and went on to serve two terms. Clark was beloved as someone who brought a sense of whimsy to City Hall and also got a lot accomplished, including funding for the Oregon Convention Center. He died Feb. 1 at the age of 90. We hear memories of Portland's “citizen mayor” from former Portland City Commissioner Mike Lindberg and Multnomah County Chair Deborah Kafoury, whose mother, Gretchen Kafourey, served on the Portland City Council while Clark was mayor.

For a lawyer, Schor is surprisingly artsy: he holds a degree in music from the University of Oregon and has toured the world playing upright and electric bass. Even if it's a one-time surplus that we see, it's worthwhile to consider how we could use that to fund art that might pay dividends on a long-term basis.”6:04 On his biggest priority: the housing affordability crisis“We need to change how the market in Portland works at a really fundamental level. My proposal to do that is to make some of the housing in Portland community-owned, to take some of the housing essentially out of the market.” 9:07 Should we ban no-cause evictions?“I propose that we follow the example of cities like Seattle that are trying to minimize or eliminate no-cause evictions, by creating a just-cause eviction type of system, where you can be removed from your tenancy, but only with a good reason.”10:14 On inclusionary zoning and rent control“I would push for us to have the preemption on inclusionary zoning lifted completely at the state level. I would like to see the city of Portland given a little bit more of a free hand to experiment and see what works…and I think the same applies to rent control.”14:00 On the Portland Arts Tax“The funding mechanism, relying on a $35 flat rate, is unfortunately about the most regressive tax that Portland could have created to fund the arts. I would like to see the funding level increased, but the rates changed in a way that fairly reflects the income of the people who are paying for it.” 15:57 What we can learn from the Burnside Skatepark“That's an example of something that was created organically by the community that the city then went on to embrace. I think that's a good model for the kind of thing that we should be trying to do as a city: identifying when the community has already made an investment in something that's really important, and then to support that.”17:00 On development that doesn't serve Portlanders well“We see housing being built that is simply unaffordable to people in Portland…I think it's a shame that we're allowing developers to use our limited land resource to build housing that doesn't serve the needs of our people.”18:52 On how to maintain open spaces in the city“I'd like to look at ways to designate trees as historic in order to protect them…our tree code has the potential to be a really powerful tool for shaping how development works on a broader scale.”19:47 On what makes his campaign distinctive“I have decided that I will not be taking any money from corporations or political action committees. That means that we don't have to do the work that the market will do for us. What we have to do is the work that the market won't do for us. People turn to art because all of their needs are met and they're able to do art. The second group turn to art despite their needs not being met and these people have chosen art over money. Then because of that they struggle because they have to get whatever jobs that are available…That struggle creates character.”7:57-10:12 On the Regional Arts & Culture Council [RACC]:“Art is huge in my life and I credit it with saving my life… The general fund is half of the budget and our roads are falling apart, we can't pay our police officers… Art will always be in that list of priorities, but I cannot commit to saying I'm going to give them the same amount or more of budget. What I will commit to is working with the community.”10:55-11:35 On RACC and diversity:“I love the equity grants, but I don't think they spend enough on diversity. I'd put out more grants where it says in order to get this grant a certain percentage has to be minorities or women."12:08-13:45 On taking an active role in the arts as mayor:“I'd be an art liaison between RACC and the city… When people's voices are being heard in the community, they are invested in that community. When they're invested in that community, art organically will grow from it."14:20-14:48 On bringing the state legislature into housing talks:“We need more support… If we have developers on our side, if we have property owners on our side, and we go down there and say 'We want this to happen', then I don't think they can keep it from happening.”15:42-16:44 On innovations in housing policy:“My idea is to look at the inventory of buildable land that the city owns and say we're going to start a couple projects… We're going to put a priority on everything that you do in these different projects and shorten that time and save you money."18:23-18:54 On creative housing solutions:“What they're doing there [at Right2Dream2] I've never seen before… these guys are looking out for each other.
