The key to social impact bonds is that the service providers only get paid if the project goes well — an incentive for excellent delivery. Lerato Lehoko is the former managing director of Bonds4Jobs, a financial intermediary that implemented the first social impact bond in South Africa. In this episode Lerato explains how the private investment group Yellowwoods and the nonprofit Harambee Youth Employment Accelerator successfully set up the Inclusive Youth Employment Bond. We talk about how this bond is helping inclusive youth employment in South Africa and about the potential of social impact bonds more generally. Today he is a member of the NSW Government Expert Advisory Panel on Social Impact Bonds, a founding member of the Champions of Change Group committed to advancing gender equality and serves on many boards including the Great Barrier Reef Foundation. Not to mention Stephen was also awarded an AO in 2019 for his distinguished service to the investment management sector, to Australia-Europe business relations, and to cultural and environmental philanthropy. Alice Linahan was a mom who got fired up when she realized the deficiencies in her children’s education. This sent her on an 11-year journey of research that unearthed a shift away from academics, towards an emotional learning model. Upon close inspection, what is going on in our public schools across the board in Texas and nationwide, is a freight train Host Lynn Davenport is warning us about. Are math software programs in place to teach our kids math, or to monetize their scores for expected outcomes investors are looking for? Interestingly enough, investors are making money on their scores, and they are gambling with unproven methodologies that aren’t geared towards critical thinking, but general outcomes. Why?Most parents agree, our children do not seem to be learning critical thinking skills that help them solve problems, but rather, critical thinking that questions the framework of their life.Within this shift away from a focus on reading, writing, math, and history, to formative assessments that monitor children through every click, data is collected and sold, and behavioral based programs are not developmentally appropriate. Listen in to learn why. All children are being put in a box, and if they don’t make the box, they are being tagged. None of these programs have been piloted or proven successful. Truthfully, if they ever fixed the problem, they’d be out of business. Data is put into algorithms, an outcome written into code, and investors profit off the manipulated data. Alice and Lynn are working with other parents, scouring and exposing the blueprints in place that are training our youth to be commodities, instead of lighting the potential inside them the way parents expect. What is the social impact of this? In the past, you went to school and had a great foundation and you were free to go on to the next levels of your education and life. Now, the past dictates your future, and you can’t get a good job if you can’t write or have basic communication skills, without a foundation. The social impact bond market is about equalizing our children and putting them into a box so they can be tracked. The economic future of the United States will be impacted in ways we can’t imagine. The laws passed at the federal and state level have locked in place a system no longer working towards being economically successful, but collecting data and tracing outcomes that are not related to academics. The case for social investments in welfare/government The social contract of welfare is under strain and public confidence in the services provided by government is wavering. There is a need to drive more efficient use of public resources in order to more cheaply drive impact and outcomes as well as freeing up public resources to adequately cover critical needs. Social investments as a phenomenon are growing as a potential solution to evolving problems in welfare and public service delivery. Social investment can drive early interventions that save government resources downstream in the development life cycles of welfare problems. Government services are not proactive enough to catch welfare problems before they become complicated. Legislation requires public services to react when problems become visible but there are no direct incentives to stop problems from developing in the first place. Sweden is innovative in that many municipalities (80ish) that have allocated money into "social investment funds" to try to fund early interventions. Private investors participating in public social investments can share financial risks, provide support in governance and management of implementation and navigate markets of solutions and service providers. Social impact bonds / social outcomes contracts Traditional procurement drives much to strong focus on activities rather than results and outcomes leading to the potential for public buyer and private/non-profit service provider incentives to diverge. A new trend in public procurement is contracting on outcomes to align incentives of public, non-profit and private actors around specific measurable outcomes. Social outcomes contracts / Social Impact Bonds are a new experimental type of contracts between public and private/non-profit service providers and private investors to try new operating models to solve social problems. Intermediaries are brokers of relationships and project management experts that help private, non-profit and government parties to align and find agreement on social investments. Public sector organizations are generally not capable of analyzing needs and potential solutions of complex welfare problems. Further they have a terrible track record of following through on projects that run for more than 1 year and especially get sloppy around evaluation and lessons learned from implemented projects. Potential areas for social innovations and investment Labor market integration Social integration of migrants Prevention of health problems, mental health notably Any issue area where the responsibilities and specifications for functional solutions span across public sector silos or across public, private and non-profit sectors. This is the Achilles heel of the public sector, the inability to organize across silos or across sectors.

Elyse Sainty works at the intersection of social impact and finance, which is the sweet-spot of this show. She’s director of Impact Investing at Social Ventures Australia (SVA) where she designs and manages Social Impact Bonds, and her take on this was really refreshing, from her perspective, It’s not really about investors… instead, it’s seeing capital as an enabler, it’s the means to an end. And really, when you look at the central goal, it’s not about making money, it’s about making money make a difference. Elyse delves into her transition from banking and finance to working in the social sector. And she talks about the genesis of SVA when the team saw an opportunity, in the collapse of the ABC-Learning child-care business, to refashion its assets into a social enterprise that today is doing well in the form of Goodstart Early Learning. This is a great episode for anyone confused about Social Impact Bonds and their unique way of bringing together government funding, investors and service providers. Generic drugs can be repurposed to create effective treatments in unsolved diseases. However, there is no economic incentive for industry to pay for a clinical validation and regulatory approval process for most generic drug repurposing because it will not achieve the necessary ROI. Cures Within Reach, FindaCure, Numbers For Good and the National Health Service in England are working together to the create a new economic solution to this problem by piloting the first ever Rare Disease Generic Drug Repurposing Social Impact Bond (SIB). This SIB would be a “pay for success” initiative, in which investors fund the proof of concept repurposing clinical trials and the government provides a payment to the SIB for any repurposed therapies that both improve patient outcomes and reduce healthcare costs. The government success payment would allow the SIB to repay the investors, and have additional funds for the next group of repurposing clinical trials, creating a sustainable funding source for generic drug repurposing.
