Catalytic capital is often described as concessional capital, sometimes accepting lower returns. But this framing overlooks what matters most. In practice, catalytic capital steps in first, absorbs the risk others can't, and makes institutional capital comfortable enough to follow.If you're involved in capital allocation, this matters because catalytic capital isn't about charity. En Ávila, durante el CIAT de CESVIMAP, se realizó un crash test en condiciones reales de vía pública, al aire libre y fuera de banco de ensayos. La ingeniería corrió a cargo de Brigadier Motors (Burgos), cuyo portavoz, Jairo Porras, explicó que el objetivo era reproducir un accidente real con el máximo realismo operativo y sin riesgo para ocupantes. Para ello se empleó un turismo eléctrico moderno con numerosos sistemas de seguridad activa y pasiva; fue necesario anular algunos para permitir el impacto controlado. El vehículo se teleoperó mediante un sistema de control remoto diseñado ad hoc, con hardware, software y telecomunicaciones externas montadas de forma no intrusiva, sin conectarse ni interferir con los sistemas internos del coche. El ensayo consistió en un alcance a ~35 km/h, que produjo daños apreciables tanto en el coche impactante como en el impactado, evidenciando que velocidades aparentemente moderadas pueden generar consecuencias materiales relevantes. La prueba aporta datos útiles para análisis de reparabilidad y de seguridad en escenarios representativos del tráfico real. • Trayectoria y especialización: Fiscal de Seguridad Vial desde 2013 en la Fiscalía Provincial de Barcelona. La estructura de especialidades permite dedicar recursos a los casos más graves —fallecidos y lesionados graves— con seguimiento exhaustivo e intervención directa en todas las fases. • Funciones diarias: Asume conocimiento inmediato de todo siniestro mortal en Barcelona capital y provincia. Impulsa la instrucción para que avance con agilidad, sostiene la acusación en juicio oral cuando procede y vela en ejecución por los derechos de las víctimas y la exigencia de responsabilidad penal. • Responsabilidad y causalidad técnica: La atribución de responsabilidad exige primero saber qué ocurrió. La Policía Judicial de Tráfico resulta esencial para reconstruir los hechos mediante informes objetivos; a partir de esa base técnica se determina si existe o no responsabilidad penal. • Tecnología y EDR: El EDR (registrador de datos de evento) aporta variables técnicas del vehículo en los cinco segundos previos y hasta la colisión —velocidad, frenada, activaciones—. No es una “caja negra” autónoma, sino una prueba más que se integra con testificales, cámaras y estudios de velocidad para esclarecer la verdad. • Privacidad y derechos: Desde la óptica de la Fiscalía, los datos del EDR son objetivos y técnicos del vehículo, no datos personales del conductor, por lo que no afectan a derechos fundamentales como la intimidad. • Nueva movilidad en Barcelona/Cataluña: La expansión de los vehículos de movilidad personal incrementa la exposición al riesgo en vía urbana. Las reformas normativas en curso —p. ej., seguro obligatorio— buscan ordenar el fenómeno y garantizar el resarcimiento de víctimas cuando se producen siniestros. De ahí su insistencia en priorizar toma de datos precisa y trazable: en un estudio exhaustivo de atropellos con la Policía Municipal de Madrid, tolerancias de desviación superiores al 20% frente a casos reales resultaron inaceptables. Páez subraya que una reconstrucción rigurosa no se reduce a “aplicar una fórmula”. Toda herramienta de cálculo entrega un número incluso con entradas incompletas, por lo que el profesional debe explicitar la incertidumbre y conocer las fuentes de error: simplificaciones del modelo y, sobre todo, calidad de los datos de entrada. La investigación de accidentes en Madrid combina vocación y trayectoria profesional. Ordóñez y Martínez explican que, aunque la capital dispone de más presupuesto, la altísima carga de siniestralidad diluye ventajas; además, miran a referentes tecnificados como Burgos para seguir mejorando. Ambos acumulan más de una década en reconstrucción y describen una evolución clara: técnicas y herramientas que hoy permiten objetivar mejor variables críticas (velocidad, habitabilidad, cinemática) y entregar conclusiones más sólidas a los juzgados. En el perfil urbano de Madrid predominan los atropellos y la siniestralidad de motoristas. Sobre Vehículos de Movilidad Personal, subrayan un punto pedagógico: 25 km/h equivalen a ~7–8 m/s, una energía y distancia de exposición que muchos usuarios infravaloran. Reclaman formación mínima antes de “entrar” en el tráfico y el uso sistemático del casco, aunque no sea obligatorio aún para VMP. Para menores y adolescentes, valoran que el ciclomotor con permiso AM aporta capacitación previa y reduce conductas imprudentes frente al patinete, que muchos jóvenes perciben como “sencillo” por no exigir carnet. En comportamiento seguro, perciben alta utilización del cinturón en Madrid, con excepciones en perfiles de reparto por las paradas frecuentes. Recuerdan la importancia del cinturón también atrás. Sobre niños en taxi sin SRI (exención vigente), no manejan casos con fallecidos en su unidad, aunque su foco operativo son siniestros con víctimas mortales. Concluyen que la mejora sostenida exige técnica, formación del usuario y coherencia normativa para todos los vehículos que comparten la vía. • Vocación y marco general. La especialización en Seguridad Vial nace de la experiencia personal y la sensibilidad ante los siniestros. Con ~36 millones de vehículos en España, la relevancia del fenómeno es estructural y creciente; foros y formación continua resultan esenciales en la función del fiscal. • Inteligencia artificial en peritaciones. La IA puede utilizarse en informes siempre que exista transparencia y trazabilidad: identificación expresa de su uso, fuentes de entrenamiento y materiales analizados, de modo que terceros puedan contrastar el resultado. El enfoque europeo apunta a limitar usos indiscriminados y a exigir declaración de procedencia del contenido generado. • Presunción de veracidad y formación policial. Los atestados gozan de presunción de imparcialidad por ausencia de interés de parte. La Escuela de Tráfico de la Guardia Civil (Mérida) actúa como centro de referencia y nodo de centralización de conocimiento; se articula una estructura jerárquica con EIS/unidades de investigación y equipos especializados para casos complejos: ERAD (Madrid) y DIRAD (Mérida), que asumen siniestros controvertidos con múltiples víctimas y ofrecen respuestas técnicas para tribunales y víctimas. • Accidentes mediáticos. La investigación debe abstraerse de la presión informativa y mantener el objetivo técnico. La mediatización se identifica por métricas digitales y trending topics; la conectividad actual incrementa la exposición, aunque la instrucción debe sostener su independencia. • Cámaras a bordo (dashcam). • Qué es la biomecánica del impacto: disciplina que explica por qué se producen lesiones en el cuerpo humano a partir de cuatro vectores: órgano o estructura anatómica afectada, dirección principal de la fuerza aplicada, magnitud de esa fuerza y vulnerabilidades individuales (medicación como anticoagulantes o hipotensores, edad, condición previa) y protecciones activas/pasivas empleadas (cinturón, casco, etc.). • Metodología pericial integrada: el médico se apoya en los parámetros físicos de la colisión que aportan los ingenieros reconstructores (velocidades, deceleraciones, cinemática, energía) para correlacionarlos con los mecanismos lesionales. Se reivindica la interdependencia “jinete-caballo”: sin datos físicos sólidos no hay análisis médico riguroso, y sin análisis clínico no hay traducción de la física a lesión. • Enfoque multidisciplinar real: seguridad vial eficaz = ingeniería + medicina + ámbito jurídico. En muchos siniestros existen derivadas civiles o penales, de modo que fiscales y operadores jurídicos deben integrarse desde el inicio para elevar la calidad probatoria, mejorar la prevención, optimizar la asistencia y reducir la gravedad y consecuencias legales. • Valor del congreso CESVIMAP–EVU: acierto en involucrar a fiscales de Seguridad Vial junto a técnicos y sanitarios para alinear evidencia técnica, práctica clínica y exigencias jurídicas en la investigación de siniestros. “La DGT no da datos claros de fallecidos en carretera” • Dos cifras distintas: se contraponen 1.154 fallecidos (solo carretera y a 24 h) frente a 1.785 fallecidos (carretera + ciudad y a 30 días). La diferencia nace de mezclar ámbitos (carretera vs. urbana) y ventanas temporales (24 h vs. 30 días), lo que dificulta la comparación homogénea año a año. • Estrategia comunicativa: se denuncia que en enero/febrero la DGT publica un balance provisional de carretera a 24 h y que, meses después, difunde un balance consolidado a 30 días que ya incorpora siniestralidad urbana, de modo que “manzanas” y “peras” quedan en la misma tabla. • Diferencia cuantificada: al comparar carretera 24 h vs. carretera 30 días la brecha real atribuida a ampliación de horizonte temporal sería ≈ 134 fallecidos. Cada semana en Onda Cero junto a Agustín Bravo, Sergio Alberto Gama y Beatriz Martínez analizamos la seguridad vial. Hablamos con el Fiscal de Seguridad Vial de Extremadura, Diego Yedra Rovira y nos puntualiza que el uso en la bici, al ser actividad de ocio si está permitido. Cómo pensáis que es el perfil profesional de la gente que trabaja en seguridad vial ¿vocacional o porque es lo que toca? 1. Un perfil vocacional al servicio de la seguridad vial • Diego Yedra destaca que su labor en la Fiscalía de Seguridad Vial tiene un componente claramente vocacional. • Subraya que todos los ciudadanos son conductores o usuarios de la vía, lo que genera una implicación personal y social con la siniestralidad. • Afirma que la seguridad vial es un campo en crecimiento constante, con más de 36 millones de vehículos en España, por lo que su relevancia no dejará de aumentar. ¿Le preguntaste algo sobre Inteligencia Artificial? 2. Inteligencia Artificial y derecho penal: uso responsable y transparencia • La inteligencia artificial (IA) ya está presente en las peritaciones e investigaciones de accidentes. • Diego Yedra resalta que la legislación europea ha comenzado a regular su uso, especialmente para evitar el empleo indiscriminado o no identificado de herramientas automatizadas. • Señala la importancia de declarar expresamente cuándo un informe o análisis ha sido elaborado con IA, garantizando trazabilidad y transparencia en el proceso pericial y judicial. He escuchado muchas veces que la FFCCSS tienen presunción de veracidad ¿Qué es eso? 3. Presunción de veracidad y formación de las Fuerzas y Cuerpos de Seguridad • La presunción de veracidad de los informes policiales se sustenta en la imparcialidad de los agentes, funcionarios públicos sin interés de parte. • En España existe un centro de referencia internacional, la Escuela de Tráfico de la Guardia Civil (Mérida), encargada de la formación y coordinación de los agentes especializados. • La Guardia Civil, cuerpo jerarquizado, centraliza la información de todo el país, analizando y unificando criterios técnicos para mejorar la calidad de los informes. • Ante accidentes graves o complejos, intervienen los equipos especializados ERAT (Madrid) y DIRAT (Mérida), que ofrecen apoyo técnico y jurídico de alto nivel a tribunales y víctimas. ¿Es legal usar dashcam en el coche en España? 5. Dashcams y vacío legal en España • En España, el uso de cámaras a bordo (dashcams) no está regulado. • Según la Agencia Española de Protección de Datos (AEPD): o Es legal si la grabación tiene un fin personal o recreativo (por ejemplo, una cámara en bicicleta). o Es ilegal si se utiliza con finalidad de vigilancia o seguridad, función reservada a las Fuerzas de Seguridad. • Diego Yedra considera que el legislador debe abordar con urgencia esta laguna legal, especialmente ante la expansión de los vehículos equipados con cámaras integradas. • En otros países (Sudamérica, Europa del Este) las dashcams son fundamentales para acreditar responsabilidades, lo que sugiere la necesidad de una regulación adaptada. 1. ¿Como es un ensayo de referencia dentro del estándar RECAR? • CESVIMAP forma parte de la agrupación internacional RECAR, red de centros de investigación que comparten protocolos comunes de ensayo. • Los Crash Tests realizados en este marco siguen un estándar técnico que define velocidades, ángulos e impactos con el fin de analizar la reparabilidad de los vehículos, no la seguridad de los ocupantes. • El objetivo principal es determinar el coste medio de reparación tras un impacto controlado, información esencial para las aseguradoras (en este caso, MAPFRE) en el cálculo de primas y gestión de siniestros. 2. ¿Qué objetivo tenía estos ensayos? estudiar la reparabilidad, no la seguridad • CESVIMAP no evalúa la seguridad de los ocupantes, función que corresponde a entidades como Euro NCAP, sino la viabilidad económica y técnica de la reparación. • Se busca conocer cuánto cuesta reparar un vehículo tras un impacto estándar, y si esa reparación es económicamente sostenible frente a la sustitución. • Cada año se realizan entre 13 y 14 Crash Tests de turismos, con impacto delantero y trasero, aplicando siempre las mismas condiciones estandarizadas. 3. ¿Cómo son los ensayos RECAR? • Impacto trasero: o Se simula un golpe urbano a 15 km/h. o La plataforma utilizada pesa 1.400 kg y no tiene deformación, representando un vehículo rígido. o El golpe se realiza con una inclinación de 10° para reproducir una maniobra de esquiva y afecta al 40 % derecho de la parte trasera del vehículo, el área más habitual de impacto. • Impacto delantero: o El vehículo colisiona contra un muro de hormigón indeformable de 35 toneladas, construido in situ. o El muro se desplaza por un sistema de aire comprimido que permite su recolocación precisa. o El impacto se produce también con 10° de inclinación y a 15 km/h sobre la parte delantera izquierda. Estos dos ensayos permiten comparar, en igualdad de condiciones, los costes de reparación entre modelos y fabricantes. 4. ¿Cómo son los ensayos de motocicleta? una línea de investigación sin estándar definido • CESVIMAP realiza alrededor de cuatro Crash Tests de motos al año, aunque no existe un protocolo internacional equivalente al RECAR para motocicletas. • Los impactos se efectúan igualmente a 15 km/h, con el propósito de evaluar daños reparables, evitando la destrucción total del vehículo. • En este caso, el interés técnico radica en analizar la interacción entre moto y coche y los posibles costes derivados de la reparación. 5. ¿Viste Un Crash Test especial: motocicleta con airbag a 40 km/h? • En la jornada del congreso se ejecutó un ensayo especial, más visual y técnico que los habituales: o Impacto a 40 km/h, la velocidad máxima que permite la pista de ensayo. o Participó un dummie equipado con un airbag de accionamiento mecánico, instalado por una empresa especializada, para analizar su despliegue y capacidad protectora. El ensayo, además de mostrar los daños en la moto y en el vehículo, permitió observar el comportamiento del airbag en tiempo real, sin sensores de medición compleja, como demostración práctica del dispositivo. SEC Announces It Will Not Respond to Most No-Action Requests for Rule 14a-8 Shareholder Proposals.Government shutdown - the staff claimed they COULDN'T respond because after the shutdown, they had too much other work to do: “current resource and timing considerations following the lengthy government shutdown and the large volume of registration statements and other filings requiring prompt staff attention.” It just happens to coincide with Atkins saying there shouldn't be shareholder proposals, that's just a coincidence.John Cheveddan and Jim McRitchie - let's be honest, if it weren't for Cheveddan and McRitchie over 3 decades, we'd have less shareholder rights, and companies would not be such big whiners about “woke” shareholder proposals. Guys, you ruined it for all of us with your attention to democracy.Woke ESG shareholders like As You Sow, Arjuna, Trillium, and nuns - if we're honest, the nuns and SRI crowd might have been the straw, right? I mean they're putting in proposals that MAKE Exxon sue them! In this episode, I talk with Ron Homer – Chief Strategist for Impact Investing at RBC Global Asset Management, and one of the earliest architects of community development investing in the United States.Ron's perspective was shaped in Bedford-Stuyvesant, where he watched a thriving neighborhood decline not because of its people but because mortgage support and investment disappeared. That experience set him on a five-decade mission to help redirect capital back into places that had been overlooked.He went from banking in Boston to co-founding Access Capital Strategies, where he flipped mortgage-backed securities into something that actually supported low- and moderate-income communities.In 1997, he co-founded Access Capital Strategies with the goal of creating market-grade, fixed-income products that were community-aligned. His idea was to use the same mortgage-backed security structure that powered Wall Street, but build it around loans made to low- and moderate-income borrowers.The model showed that you could structure institutional-grade portfolios that delivered both financial performance and community impact.In 2008, Access Capital Strategies was acquired by RBC Global Asset Management. When the global financial crisis hit shortly after, Ron's portfolios outperformed, especially for clients like New York City. “We were the highest performing investment – made 10% – because people who had 30-year fixed-rate mortgages and were buying them for shelter didn't default.”Today, Ron leads RBC's U.S. impact investing strategy, part of a fixed income platform with about $80 billion AUM. His team oversees about $3 billion in community investment strategies. These include customized portfolios primarily composed of agency-backed mortgage securities targeted at low- and moderate-income borrowers, as well as allocations to SBA loan securitizations and municipal bonds.And the results are measurable: over 50,000 individual homes financed, tens of thousands of affordable multifamily units, and for institutional clients like the City of New York, quarterly reports that track each dollar to the specific mortgage, census tract, borrower income level, and racial demographics, down to the loan level.But data only tells part of the story. What keeps Ron going is something deeper: the ripple effect.He believes homeownership and small business act as beacons within communities. “If you have one or two people who take pride in their home, maybe that becomes three people and four people and five people." That's how change takes root, with visible progress that others want to join.Ron also sees what he calls “conditioned helplessness”, a kind of behavioral resignation that sets in when people stop believing their efforts will make a difference.“Some people think the only way to get money is through concessions. But the community doesn't need concessions. They need access.”Ron didn't invent impact investing. But he helped prove it can work, not just morally, but financially. My guest today is Eva Yazhari – General Partner at Beyond Capital Ventures and one of the most original thinkers in the world of impact investing.Trained on Wall Street, Eva left finance to found Beyond Capital, turning her expertise toward building impact-driven markets. Beyond Capital Fund was structured as a nonprofit, a 501(c)3 – not to do charity, but to meet the moment. She describes it as “almost like a Trojan horse” – a structure that made her approach more acceptable to early supporters, even as she operated with full VC rigor.She knew in 2009 that most investors did not yet believe emerging markets could deliver both returns and impact. So she created a structure that was more palatable – donors could get a tax deduction, while she quietly ran the fund like a VC from day one. There were no grants. No concessionary capital. They always behaved like a VC.The result was a top‑quintile track record: a 0.3% loss ratio, markups, and over 100 million people reached through portfolio companies' products and services.But the nonprofit structure also kept the firm smaller than it needed to be. “I think it was the right thing to do, but I think it was a little bit of a mistake in the growth of the firm.”In 2019, someone approached her after a talk and simply asked, “How do we invest?” – and that was the moment she knew the market was finally ready.She and her team launched Beyond Capital Ventures, a for‑profit venture fund, carrying forward the same thesis with a structure that allowed investors to participate directly in the returns.Today, Beyond Capital Ventures invests in early-stage companies across East Africa and India. It's one of the few woman-led impact VC firms globally, with a team that's 70% based in the markets they invest in.Eva's approach is hands-on, thesis-driven, and unafraid to push boundaries. She refuses deal flow from Europe or the U.S. because she believes the best opportunities come from being on the ground. As she says, “I'd rather the principal who runs our Nairobi office meet a founder while filling up his water bottle, than us meet them through some other channel.”Beyond Capital has pioneered something radical in VC: the equitable venture structure. 10% of the GP's carry is allocated to portfolio founders. Not only does it create community – it's created collaboration. That motivates companies across her portfolio now to share customers, talent, and capital.She measures impact as rigorously as she measures financial performance. Her team uses a three-tier framework aligned with IRIS and SDG metrics. And she's clear-eyed about what success looks like. “Everybody is focused on sourcing better and investing better. Nobody is focused on adding value, and that is exactly where everything goes right or wrong.”Eva's career is proof that creativity, service, and capital don't have to be separate.
