Leading Baltimore mayoral candidate Thiru Vignarajah dropped out of the race for the city's top leadership position and endorsed his opponent, Sheila Dixon, ahead of this month's Democratic primary. The endorsement came during a surprise announcement Wednesday in Fells Point. Dixon and Vignarajah would not confirm whether a role in Dixon's administration would be down the road. The leading candidates for Baltimore mayor took to the debate stage on Tuesday, in one of the last opportunities for voters to hear from contenders for the city government's top seat. WJZ-TV, The Baltimore Banner, WYPR Radio, and the Schaefer Center for Public Policy at the University of Baltimore organized the event on UB's main campus. Incumbent Mayor Brandon Scott, former Mayor Shelia Dixon, attorney Thiru Vignarajah and businessman Bob Wallace answered questions on public safety, city development, affordable housing and other topics. WYPR reporters John Lee, Wambui Kamau, Emily Hofstaedter discussed the mayoral race before the candidates' opening statements were made. Today, another in Midday's continuing series of Conversations with the Candidates: 2022. Tom's guest is Baltimore City State's Attorney Marilyn Mosby. Ms. Mosby is standing for re-election to a third term as Baltimore's top prosecutor. She is one of three candidates in the July 19th Democratic primary, a race that pits her against the same two opponents she beat, handily, in 2018: Ivan Bates and Thiru Vignarajah. Marilyn Mosby drew national attention when she indicted the six officers in the Freddie Gray case in 2015. None of those indictments resulted in a conviction, but Ms. Mosby became one of the country's highest-profile progressive prosecutors. Her policies have drawn the ire of those on the political right, including Maryland Governor Larry Hogan, who has been an outspoken critic. That is not to say that those on the left have been completely enamored with Ms. Mosby. Advocates for Keith Davis, Jr., have mounted a highly organized and vocal campaign to pressure Ms. Mosby to drop her plans to try Mr. Davis for murder for the fifth time.But in addition to controversies surrounding her decisions as the State's Attorney, Ms. Mosby has been no stranger to personal controversy as well. She is scheduled to stand trial in federal court in September for perjury and making false statements on a mortgage application. She has called the investigation that led to her indictment politically and racially motivated. Marilyn Mosby is 42 years old. She is a graduate of Boston College Law School and Tuskegee University. She served as Assistant State's Attorney for Baltimore from 2005 to 2012. She became a litigator for Liberty Mutual Insurance in 2012, a position she held until she announced her plans to run for State's Attorney the following year. Today on Midday, we continue our election-year interview series, Conversations with the Candidates: 2022. Tom's guest is Ivan J. Bates. He announced last November that he is running in the Democratic primary for Baltimore City State's Attorney. Last Monday night, Thiru Vignarajah announced that he is joining the race. It is assumed that the incumbent, Marilyn Mosby, will seek reelection for a third term, but she has not made an official announcement, nor has she filed the paperwork to be on the ballot. A fourth candidate, Roya Hannah has announced her intention to run in the general election as an independent. In 2018, Ivan Bates came in second in the race for State's Attorney behind Ms. Mosby and ahead of Mr. Vignarajah. Mr. Bates served in the United States Army, and in 1992, earned his BA in journalism at Howard University. He earned his Law Degree at William and Mary in 1995 and he was admitted to the Maryland bar that year. After clerking for Judge David B. Mitchell on the Circuit Court of Baltimore City, he was offered the position of assistant state's attorney in Baltimore. He worked in the Juvenile Crime Division and later, the Homicide Division. Since 2006, when he started his own law practice, Bates & Garcia, P.C., he has been a successful defense attorney. Ivan Bates is the divorced father of a young daughter. He lives in Locust Point. Now, we turn our attention to a controversial legislative proposal, being advanced in Annapolis by State Senator Bill Ferguson, that would order clubs on The Block in Baltimore to close several hours earlier than they currently close. The Block, a stretch of E. Baltimore Street, is Baltimore's adult-entertainment district, located adjacent to Baltimore City Police headquarters, and according to police, it is frequently the scene of violent crime, particularly in the wee hours of the morning. Baltimore City Councilman Eric Costellojoins us. His district — District 11 — includes The Block, and he is supporting the proposed curfew. Thiru Vignarajah joins us as well. He is acting as a spokesperson for business owners on The Block, who oppose the plan to force them to close early. Today, the final installment in our pre-primary series of Conversations with the Candidates. Tom's guest is Thiru Vignarajah, a veteran city and federal prosecutor and one of a crowded field of Democratic contenders in the June 2nd primary election for Baltimore mayor. A WYPR/Baltimore Sun/University of Baltimore poll released yesterday places Mr. Vignarajah just outside the group of three leading candidates in the race, but the poll also indicated that crime reduction is the top priority for a majority of likely voters. Will Baltimore choose a prosecutor to lead the City in the fight against violence and a global pandemic? Mr. Vignarajah has spent most of his legal career in public service. He attended Yale University and Harvard Law School, where he served as president of the Harvard Law Review. He went on to clerk for Supreme Court Justice Stephen G. Breyer, and then served as a federal prosecutor at the U.S. Attorney’s Office in Baltimore, working under then-U.S. Attorney Rod Rosenstein. Vignarajah later moved to the Baltimore City State’s Attorney’s Office, where he headed the Major Investigations Unit. In 2014, he was appointed Deputy Attorney General for Maryland under Attorney-General Brian Frosh, a position he left to work on the transition team for Hillary Clinton’s 2016 presidential campaign. In 2017, Vignarajah ran an unsuccessful Democratic primary campaign for Baltimore City State's Attorney. Currently a litigation partner at the law firm DLA Piper in Baltimore, he is one of 23 Democratic and 7 Republican registered candidates vying to be their party’s nominee for Baltimore mayor in the June 2 primary. Thiru Vignarajah is 43 years old. He lives in Baltimore's Federal Hill neighborhood. He joins Tom via Skype phone from his campaign office in Baltimore.

A new poll finds the Baltimore mayoral race completely up for grabs. That's good news for two candidates who aren't brand names--T.J. Smith and Thiru Vignarajah. It's less good news for former Mayor Sheila Dixon and incumbent Bernard C. "Jack" Young. Speaking of numbers, ratings for the college football championship were through the roof. After the game, LSU quarterback (and presumptive No. 1 NFL draft pick) exhibited some questionable behavior.

This is his second campaign for a city-wide office. He ran unsuccessfully for Baltimore State’s Attorney in 2018. He is promising a dramatic reduction in the number of people murdered in our city, pledging that if elected, fewer than 200 people will be killed by the end of his first term in office. That pledge seems all the more ambitious given that in 2019, our city suffered the highest per capita murder rate in history. 348 people, mostly African American men, were killed, mostly by being shot. morrow is Primary Day in MD, and here in Baltimore the race for State’s Attorney features three Democrats who are conducting vigorous campaigns. Our original plan was to pause our series of Conversations with the Candidates once early-voting had begun. A week of early voting ended last Thursday. But, given that the race for Baltimore State’s Attorney is one of the most contentious in the city’s history, we decided to have a conversation with the candidates for that office on this election-Eve. The winner of the Democratic primary for State’s Attorney will not face an opponent in November, so the person who will hold the position of the city’s top prosecutor for the next four years will be elected tomorrow. The incumbent, Marilyn Mosby, is being challenged by two local attorneys, Ivan Bates and Thiru Vignarajah, who join Tom today in Studio A. Ivan Bates has worked as a defense attorney and a city prosecutor. He worked in the Juvenile Crime Division and later, the Homicide Division, in the City State’s Attorney’s Office. He is 49 years old.Thiru Vignarajah is a former city and federal prosecutor. His tenure in the Baltimore State’s Attorney’s Office included heading the Major Investigations Unit. He also served as the Deputy Attorney General for Maryland. Thiru Vignarajah is 41 years old.Midday extended an invitation to State’s Attorney Mosby to appear as well, and she declined. She did appear by herself on our program on June 11th. Both of the candidates who are here today also spent an hour with us on separate occasions last month and this month. Today we continue our series of Conversations with the Candidates with Baltimore City State’s Attorney, Marilyn Mosby. She is running for re-election in the Democratic primary that takes place on the 26th of this month. Early voting begins on Thursday. She is opposed by two other candidates, Ivan Bates and Thiru Vignarajah. The winner of the primary will run unopposed in the general election. Marilyn Mosby drew international attention when she indicted six Baltimore police officers in the police-custody death of Freddie Gray in 2015. None of those indictments resulted in a conviction, but Ms. Mosby points to a 95% conviction rate to date for her office overall. The State’s Attorney’s office prosecuted more than 41,000 cases last year. In addition to the violence that rocked Baltimore following the funeral of Freddie Gray, the city's police department has been in nearly constant turmoil since Marilyn Mosby was elected in 2014. There have been four police commissioners in the past 3 1/2 yrs. The city and the police department are under a consent decree with the Department of Justice. And eight members of the elite Gun Trace Task Force were convicted of running an extensive criminal enterprise. The leader of the GTTF was sentenced to 25 years in prison on Wednesday. Of the more than 2000 criminal cases associated with the convicted officers, the State's Attorney's office reports that 220 cases have already been dismissed. Ms. Mosby oversees a staff of 400 employees -- including more than 200 attorneys. Her annual salary is the highest of any Baltimore City official. She received a Presidential Scholarship from Tuskegee University where she graduated with a BA in Political Science. She holds a law degree from the Boston College Law School. She is 38 years old. She is married to 40th District Delegate Nick Mosby, and they live in Reservoir Hill with their two daughters. Thiru Vignarajah, challenging incumbent Marilyn Mosby, says the Baltimore state's attorney has ----no idea---- how many criminal cases have been tainted by members of the notorious Gun Trace Task Force. Vignarajah says his survey shows that more than 2,300 cases involved at least one of the eight task-force officers convicted of corruption, and he has a plan for reviewing each one. It's part of Vignarajah's campaign pledge to restore faith in law enforcement after one of biggest scandals in Baltimore police history.
