Metro announced a return to automated trains as soon as this coming weekend, a move that will save millions. Metro General Manager Randy Clarke sat down with Kojo and Tom to discuss why the time is now to return to automation 15 years after a deadly Red Line crash ended the practice.Clarke explained even with automated trains, an operator remains at the controls, watching the track and managing the doors. He likened the system to cruise control on a car. "It's helping to reduce some human error with a good information technology solution. Gets us back to a more safer, reliable system. At the same time, it becomes cost efficient so everyone's trip is faster as well," Clarke said.He said automation will save the system about seven million dollars, which they will use to extend weekend service.They also discussed his proposed budget which was released this week and Metro's efforts to curb bus fare evasion. WMATA is using plainclothes and uniformed officers as well as video monitoring and special police to issue citations.  More than 70% of bus riders are skipping the fare, which Clarke said is  “unacceptable.” Metro has given out more than 500 citations during the first two weeks of stepped up enforcement, according to the system's general manager. This week on The Politics Hour, Metro General Randy Clarke took Kojo, Tom, and listeners on a ride through Metro's upcoming budget decisions, why he'd like to see a regional tax, and the significance of Metro teaming up with COG. Clarke said he's very happy overall that D.C., Maryland, and Virginia are all stepping up with additional funding for Metro. Because of that, Metro will be able to avoid some of the more drastic service cuts first proposed in December. He isn't surprised by the continued debate in Virginia about how much money the state will provide instead of local jurisdictions. However, Clarke said this conversation is more about “how the bill is paid” than whether Metro will be adequately funded. Earlier in the week, Metro and the Metropolitan Washington Council of Governments (COG) announced a partnership aimed at addressing some of the region's transportation issues. The region has multiple locally run transportation systems, including Alexandria's DASH bus and the Ride On in Montgomery County, all with different fares and systems. One of the main goals of the partnership, he said, is to simplify this. “Only people in government care about jurisdictions. Everyone else lives their life, right,” Clarke said. “They might live in Montgomery County or take their kids to a soccer game in Alexandria or live in Fairfax and they work in Downtown D.C. We've got to figure out how people can move without worrying about different signs or fare payments and all the other stuff. Make it easy for people.” Jahd Khalil from Virginia Public Media also joined the show to explain how Virginia Governor Glenn Youngkin's reworked budget no longer has any tax cuts or a sales tax hike. Khalil said it definitely appears like Youngkin is attempting to work with the Democratically-controlled General Assembly, but recent actions may still make that difficult. The Virginia General Assembly will reconvene next week to consider the governor's reworked budget. Khalil said the legislature could reject the proposal and, if that does happen, “it's definitely a possibility” Youngkin could veto the entire budget. That would be nearly unprecedented. Mitch started his career as a helper with Flynn Hill Elevator in 1985 and in 1992, Mitch moved to Washington DC and joined WMATA. Mitch has been in the industry 37 years and has really enjoyed his career; he is proud of the trade and he is proud of what he does.

Two candidates are vying for the role of Maryland comptroller: Harford County Executive Barry Glassman (R) and Maryland Del. Brooke Lierman (D-Baltimore City). Lierman has emphasized her experience as a civil rights lawyer and a leader in the general assembly. Glassman has distanced himself from far-right GOP candidates, instead focusing on his 30-plus years of experience in the Maryland general assembly and as county executive. The candidates sit down with Kojo and Tom to discuss why they're running for comptroller — and what the comptroller even does, anyway. After that civics lesson, we'll get into some of the issues. Where do they stand on plans to widen the Beltway and I-270? Would they make changes to the state retirement and pension system? And what changes would they make to the comptroller's office itself? Plus, WMATA and the Washington Metrorail Safety Commission are struggling to agree on a plan to bring the 7000-series trains back into service. This could mean further delays in opening the Silver Line extension to Dulles Airport. Will the extension open in time for Thanksgiving? WMATA announced this week that it will start issuing citations to riders who evade fares beginning in November. We sit down with Phyllis Randall (D), chair of the Loudoun County Board of Supervisors, to talk about how the county wants to tackle the issue. And, how convinced is she that the Silver Line will open on time? Plus, we ask about the county's plan for data center growth. Then, D.C. Councilmember Mary Cheh (D-Ward 3), who chairs the transportation and environment committee, joins us to talk about changes to traffic laws, including banning cars from turning right on red. Cheh gives us the latest on the District's efforts to boot cars with outstanding tickets. And we ask why she pushed back on a measure that, if passed, would allow non-citizens to vote in local elections. **Show note:* President Joe Biden's pardon for people charged with marijuana possession covers anyone convicted under the D.C. Code. On the show, D.C. Councilmember Mary Cheh said she believes that D.C.'s executive would have to issue pardons for local violations. This is not correct.*

Christiaan Blake is responsible for the business of offering paratransit services that balance accommodation and sustainability. Christiaan needs to serve the most people he can with paratransit, while also creating accessible fixed-route transit that is open to all. One of the tricks up Christiaan's sleeve is his innovative rider's choice program where, if paratransit riders opt into using a taxi or service like Uber for their ride, their ride could be randomly chosen to be free. Armed with an array of spreadsheets, Christiaan has gone to great pains to make sure the process is fair and random, This has proven to be very popular--so popular people clamor for more free rides--and lets Christiaan accommodate last-minute trips, staying longer, or leaving earlier than planned. This is a big job and Christiaan takes his role and place in transit seriously. He sees paratransit as a crucial safety net for people who can't be served with even WMATA's accessible fixed-route and subway system. Also on the show, we have the latest transit news, Elea Carey talks about sharing employee stories and Mike Bismeyer challenges us to do something good in the cities we visit while traveling for work.
